Cost-Benefit Analysis for Safety Management Cost using Quantitative Risk Analysis (정량적 위험성 평가에 의한 안전관리 투자의 비용-편익분석)

  • The quantitative evaluation method of the safety management cost was suggested to prevent a gas accident as a major industrial accident. In a gas governor station, process risk assessments such as the fault tree analysis(FTA) and the consequence analysis were performed. Based on process risk assessments, potential accident costs were estimated and the cost-benefit analysis(CBA) was performed. From the cost-benefit analysis for five classification items of safety management cost, the order of the cost/benefit ratio was estimated.

  • This paper investigate into practice industrial safety consciousness and requirement for the spot workers in engaged the metal industry. Industrial accident defines "unwanted event" happened unexpectedly in opposition to hope workers and industrial accident is being possible to prevent.   • During the past 10 years, the Korea Atomic Energy Research Institute (KAERI) has performed a study to control hydrogen gas in the containment of the nuclear power plants. Before the Fukushima accident, analytical activities for gas distribution analysis in experiments and plants were primarily conducted using a multidimensional code: the GASFLOW. After the Fukushima accident, the COM3D code, which can simulate a multidimensional hydrogen explosion, was introduced in 2013 to complete the multidimensional hydrogen analysis system. The code validation efforts of the multidimensional codes of the GASFLOW and the COM3D have continued to increase confidence in the use of codes using several international experimental data. The OpenFOAM has been preliminarily evaluated for APR1400 containment, based on experience from coded validation and the analysis of hydrogen distribution and explosion using the multidimensional codes, the GASFLOW and the COM3D. Hydrogen safety in nuclear power has become a much more important issue after the Fukushima event in which hydrogen explosions occurred. The KAERI is preparing a large-scale test that can be used to validate the performance of domestic passive autocatalytic recombiners (PARs) and can provide data for the validation of the severe accident code being developed in Korea.

Analysis on the Prevention Measures and Factors of Alcohol-related Accident in the Construction Industry (건설업에서 음주사고 예방대책 실시현황 및 관련요인분석)

  • Purpose: This study was to analyze the current preventive measures on alcohol-involved accident and the factors that affect such preventive measures in the construction industry. Method: The survey was administered to examine how the preventive measures on alcohol-involved accident were executed using the data of '2005 Occupational Safety and Health Survey' conducted in 2005 by the Occupational Safety and Health Research Institute. For this study, we analyzed 944 work places in the construction industry. Result: The preventive measures on alcohol-involved accident were being executed in 62.1% of construction companies. As for the number of actual preventive measures on alcohol-involved accident, work places in Jeolla-do executed 2.63 times more frequently than those in Chungcheong-do, and work places with the Occupational Safety and Health Conference executed 2.22 times more frequently than those without such a measure. Conclusion: Joining the Occupational Safety and Health Conference was to be one of the most influential ways of preventive measures on alcohol-involved accident in the construction industry. Accordingly, if workers and employers look for active measures and administer them through the Occupational Safety and Health Conference, it will reduce alcohol-involved accident in the construction industry and contribute to the better preventive measures on alcohol-involved accident in the construction and other industries.

  • In construction industry, workers' accident rates are relatively high compared to those of other industries. These high accidents rates are mostly due to the characteristics of construction process. In order to effectively reduce the accident rates, it is required to develop not only immediate measures but also long-term programs of instruction, training, and education. In addition, well-analyzed information on past history is required for the prevention of accidents. By examining about 800 cases of construction accidents that happened between Jan. 1992 and Dec. 2000, this paper developed an information system that provides appropriated safety information to the construction workers. This system is expected to contribute to the workers' safety in construction industry.

  • Regarding the characteristics of fatal electric shock accident during the past 10 years, fatalities occurred more frequently in July & August, and AM 10-12 PM & 14-16. Also, the electric shock accident is occurred more frequently in the age group from 30 to 40. Especially, the fatal electric shock accident in construction industry covered more than half of total industry. Therefore, it is strongly requested for the protection technology of an electric shock from the low voltage electric path, grounding method and workers. The aim of this study is to propose the policy about the equipment performance standards and/or worker's safety standards to revise the standards for preventing electric shock accidents on safety workings.

  • Gas accident prevention supported capital offered by 3 Gas related rules doesn't meet the requirement of real situation when considering that deposit method and size. So the support haven't helped the gas accident prevention. The offer about the gas accident prevention supported capital is treated in this paper, The most powerful and effective method is considered in case of system prevention from gas accidents throughout the way of deposit method, size and operation method of gas accident prevention supported capital for gas accident prevention.

  • The availability of in-depth accident data is a prerequisite for each efficient traffic safety management system. Identification and definition of the relevant problem together with knowledge of the data and parameters describing this problem is essential for its successful solution. Comprehensive, up-to-date, accident data is needed for recognition of the scope of road safety problems and for raising public awareness. Reliable and relevant data enable the identification of the contributory factors of the individual accidents, and an unveiling of the background of the risk behaviour of the road users. It offers the best way to explore the prevention of accidents, and ways to implement measures to reduce accident severity. In this study, reviewing the existing iGlad and GIDAS system, KIDAS data format can be finalized through feasibility evaluation. The progressive approach is proposed to successful settlement of Korea in-depth accident study. As the initial stage of in-depth investigation DB construction, the KIDAS is not repetition of the current police based TAAS. It is essential part of improving vehicle safety and reduction of traffic fatality in Korea. 72 Contributing factors like road and traffic characteristics, vehicle parameters, and information about the people involved in the accident have to be investigated and registered as well in the KIDAS.

Control of Industrial Safety Based on Dynamic Characteristics of a Safety Budget-Industrial Accident Rate Model in Republic of Korea

  • Background: Despite the recent efforts to prevent industrial accidents in the Republic of Korea, the industrial accident rate has not improved much. Industrial safety policies and safety management are also known to be inefficient. This study focused on dynamic characteristics of industrial safety systems and their effects on safety performance in the Republic of Korea. Such dynamic characteristics are particularly important for restructuring of the industrial safety system. Methods: The effects of damping and elastic characteristics of the industrial safety system model on safety performance were examined and feedback control performance was explained in view of cost and benefit. The implications on safety policies of restructuring the industrial safety system were also explored. Results: A strong correlation between the safety budget and the industrial accident rate enabled modeling of an industrial safety system with these variables as the input and the output, respectively. A more effective and efficient industrial safety system could be realized by having weaker elastic characteristics and stronger damping characteristics in it. A substantial decrease in total social cost is expected as the industrial safety system is restructured accordingly. Conclusion: A simple feedback control with proportional-integral action is effective in prevention of industrial accidents. Securing a lower level of elastic industrial accident-driving energy appears to have dominant effects on the control performance compared with the damping effort to dissipate such energy. More attention needs to be directed towards physical and social feedbacks that have prolonged cumulative effects. Suggestions for further improvement of the safety system including physical and social feedbacks are also made.

A Study on the Classification of Uninsured Cost Occurrence (비보험비용의 발생 단계 분류에 관한 연구)

  • Although prior researches have been investigated the impact of insured cost(direct cost) on employers and employees, little work has attempted to categorize the items of unsecured cost(indirect cost) by accidents. On this basis, the goal of this study was to achieve a better understanding of the nature of accident cost of unsecured cost. Specifically, this study aimed to categorize the unsecured cost items according to the domestic industry circumstances and use these results for a basis of other accident cost related studies. The results of this study are as follows: (1) accident development steps were categorized as twelve items for improved management according to each step of accident development (2) the points of occurrence and termination of the unsecured cost were identified for the improved management according to each step of accident development and (3) characteristics of each item in unsecured cost were studied and identified for a better control of accident costs. These results provide a basis for further researches on the unsecured cost.
