A Study on Safe Vessel Traffic Speeds Based On a Ship Collision Energy Analysis at Incheon Bridge (인천대교 선박 충돌에너지 분석을 통한 선박의 통항안전 속력에 관한 연구)

  • Incheon Bridge is 13.38 km long with an 800 m span, connecting Incheon International Airport and Songdo International City, Per hour 73.8 vessels navigate this space. The purpose of this study was to suggest a safe passing speed based on the displacement of a vessel based on the safety criteria of Incheon Bridge's anti-collision fence, which was designed during its initial construction. As AASHTO LRFD suggested, vessel collision energy, vessel collision velocity, and the hydrodynamic mass coefficient were considered to derive a safe vessel traffic speed. Incheon Bridge's anti-collision fence was designed so that 100,000 DWT vessels can navigate at a speed of 10 knot. This research suggests a safe speed for vessel traffic through a comparative analysis of an experimental ship's (300,000 DWT) speed and cargo conditions, regulation speed has been calculated according to the collision energy under each set of conditions. Additionally, safe traffic vessel's safe speed was analyzed with reference to tidal levels. Results from the experimental ship showed that a vessel of maximum 150,000 DWT is able to pass Incheon Bridge at a maximum of 7 knots with an above average water level, and is able to pass the bridge with a maximum of 8 knots under ballast conditions.

  • Schools should be a safe and comfortable environment for learning and studying. However, school facilities are usually used by many students during restricted time. These conditions such as many people, restricted time and space mold a chain of school accidents. In Korea, the school accidents are increasing annually and many students experience 'big or small incidents' and are exposed to 'potential accidents'. In this study, I investigated the present situation of the elementary schools' accidents in In-Cheon area, and analyzed the various characteristics of them. The accidents in elementary school have tendencies of occuring frequently in higher grade and boy students relatively. As analyzed in the place of accident, classrooms have a set of factors of accident, on the other hand, corridor and staircase show single distinct cause of safety problem. And also, the major portion of accidents is associated with the door in restroom and entrance space. In order to reduce the severity and frequency of school accidents, there should be needed multilateral and interdisciplinary approach. To achieve the safe school environments, this study focused on establishing a foundation of practical directions in designing elementary schools.

  • Almost accidents in construction sites are occurred by unsafe work conditions and failure making safe environment. As recent construction projects become more complex, various and diversified, So the potential of construction-related accidents is increased as well. Comparing the frequency of construction-related accidents in large-sized construction sites, small-sized construction sites are more vulnerable because of lack of workforce and less effective technology system. Furthermore, the absence of safety committee, poor financial condition leads to lack of safety education, installation of safety facilities, and provision of individual protective equipment, which indicates difficulties handling even basic safety management. Therefore, in order to lower the hazard rate at small-Sized construction sites, it is necessary to proceed with more structural and thorough actions for preventing accidents. In other words, it is necessary to analyze the causes of the accidents at small-sized construction sites, set criteria for safety management, and suggest safety management items according to work classification by evaluating the relative importance of the items.

  • By the report of KISCO, the 54.20% of total disaster and the 20.87% of death disaster was caused by unsafe position-control. However, it is possible to decrease this kind of disaster rate by designing the control device in the consideration of safety. One of the most popular control device is vehicle instrument panel. Therefore, not only basic function but safe control under the driving environments should be considered when the vehicle instrument panel is designed. For safe control at the driving time, it is especially important to determine the priority of each part using emergency degree and usage frequency, and to set them with this priority for easy control position. In this paper, developing method to determine the priority of each part by pair-wise comparison for emergency degree and usage frequency was suggested and generated the mutual order weights to give them orders. To apply this method to the parts of instrument panel such as function button, audio, air conditioner, and other several detail parts, the direct questionnaire was implemented to drivers about the emergency degree and usage frequency of each part.

  • The World Customs Organization (WCO) has designed standards to secure and to facilitate the ever-growing flow of goods in international commerce since 9.11 terrorism in U.S.A. These standards are set forth in the SAFE Framework of Standards, which was adopted by the WCO Council at its 2005 Sessions and the SAFE Framework incorporates the concept of the Authorized Economic Operator (AEO), and the Council directed the WCO to develop more detailed implementing provisions for the AEO concept. It is considered to be reliable in customs-related operations and ensures an equivalent level of protection in customs controls for goods brought into or out of the customs territory, whereas it is difficult for many Korean companies to make a decision of introducing the AEO certification programs because of a lack of cost and benefit information. In this article, We have reviewed the definition and the developing status of an AEO programmes and have studied the benefit and expected effect through documentary research methods. Therefore, it is essential for Korean companies to be certified the AEO programmes from Korea customs service for increasing security in international supply chains through risk management and customs compliance, in addition, the key-driver in the future will be expectations from the business community to work with AEO partners.

  • In agricultural ecosystem, soils which play important roles of storage and cycling of substances become a crtitical social problem due to rapid increase of contaminants with respect to our health. Soil as productivity should be interpreted as soil quality, that is important criteria in maintaining sustainable agriculture for production of safe food. Therefore, it needs to set the criteria of soil quality by considering environmental factors including relevant parameters which are involved in soil quality soil health because soils are widely distributed and have various characteristics such as physical, chemical, and biological propevties. Therefore, it requires intensive investigation of evaluation methods and development of related parameters for environmentally sound agriculture and safe soil management.

The Research of Existing Traffic Safety Facilities Condition for Enhancing in School Zone Safety (어린이 보호구역의 안전성 제고를 위한 교통 안전시설 실태연구)

  • Children are out future society members but they are not well cared to be safe from various accidents. This is due to facilities were installed upon the children's for adults which can not provide safe traffic environment for children's schooling who are not fare enough experience and matured. "The Rule of declaim for school zone and it's Management"was established in the year 1995 based on the article 11 by the "Road Traffic Low". And 15,136 school zone declared by the above rule. In this study, four elementary schools located in Nowon-gu are selected and analyzed about state of elementary school, scope of school zone, installation of street furniture, and safety signs. The analysis showed that scope of school zone is currently set in 150-meter though the regulation is within 300-meter radius. Therefore, expansion of the scope is required. It is necessary to take control of vehicle during commuting times and holograms which can be noticed in school zone have to be installed as well. Through these improvements, safety zone will be offered to children effectually.

  • Purpose: This study aimed to present an analysis model evaluating evacuation performance considering patient types and procedural evacuation in the medical facility. The user group of the medical facility, including users challenged in evacuation behavior, entails the risk of many casualties. Therefore, it is necessary to plan an evacuation procedure that considers the evacuation characteristics of users. Methods: Through the review of precedent studies, the evacuation procedure of the medical facility, the classification of patient types, and the evacuation procedure was set as conditions and variables for the analysis. The result caused by a variety of conditions and variables were explored. Results: 1) The total evacuation completion time and congestion time were shortened at the procedural evacuation. Moreover, it derived many users from evacuating at the initial phase. 2) The proposed model can provide a basis for proposing a space planning direction that considers the possibility of not carrying out the evacuation plan. 3) It supports safe evacuation by identifying variables that reduce overcrowding by comparing the congestion time of overcrowded spaces. 4) The analysis model can identify the overcrowded space through the evacuation route and suggest the basis for architectural improvements that reduce overcrowding. Implications: The study results can be used to analyze the performance of evacuation procedures and support the establishment of evacuation procedures and building plans for safe evacuation for medical facilities.

Energy Consumption and Exercise Effect of University Students During Automatic Stepper Exercise

  • This study investigates the exercise-physiological changes in stages through the movement of the automatic stepper and to analyze the usefulness of the automatic stepper. For 18 male university students, out of 10 levels, 5 level and 10 level of automatic stepper exercise were performed. At each 10, 20, 30 minutes during exercise, 5 and 10 minutes after exercise stop the subjects were examined to analyze the changes in energy consumption after minutes, respiratory exchange rate, heart rate, oxygen consumption per body weight, METs, cumulative energy consumption, and lactic acid to verify the usefulness of the automatic stepper. The mean and standard deviation were calculated using the SPSS, and one-way ANOVA with repeated measure was performed to verify the difference in the mean between time periods. The LSD method was used for the post-hoc test, and the significance level was set to α = .05. There were no significant changes in both 5 and 10 level, but the cumulative energy consumption over time increased significantly. In addition, as a low-intensity exercise intensity is shown, a low increase in lactic acid indicated a safe exercise level. In future studies, in-depth studies of various variables through regular exercise programs are needed for those who need safe exercise.

  • In electrical industry, classification methodology has been an important issue for analyzing power consumption patterns. It has many applications including decisions on energy purchasing, load switching as well as helping in infrastructure development. Our aim in this work is to classify the electrical section and find potentially non-safe electrical sections. For this purpose, we use Emerging Patterns based classification. The classification method uses the aggregate score of emerging patterns to build classifier. The proposed methodology was applied to a set of electrical section data of the Korea power. The test data and relational electricity information and knowledge are supported by Korea Electric Power Research Institute (KEPRI).
