For the prevention of marine casualties, international bodies have mainly focused on strengthening ship's stability and design, maritime education and training, and improving maritime traffic environment. Statistics analysis on marine casualties showed that most of casualties occurred in coastal waters, especially by human elements. In order to review the conformity of existing prevention measures with the result of the statistics analysis, the IMO's SHELL model was applied to the established measures. As a result, ergonomic approaches were needed for the prevention of human errors in coastal waters, so that the priority should be given to the interface between ship's operator and navigational environment. For this study, Rasmussen's SRK pyramid, which showed decision making mechanism of human, and the US Coast Guard's investigation manual on marine casualties concerning the collapse of safe maritime transportation system were reviewed, and the merits and demerits within the risk assessment tools such as IWRAP, PAWSA, ES model, PARK model, and NURI model were also studied. Although the effectiveness of the existing risk assessment models was proved in ports and approaching channels, it is concluded that the need of new models for converting Korean seafarers' qualitative risk to quantitative risk was proposed so as to print hazard maps which make seafarers instinctively recognize comparative hazard levels of coastal waters.

In Security engineering, SDLC (Secure Development Life Cycle) is applied to make the trustworthy system. Secure Development Life Cycle has 4 big steps, Security requirements, Design, Implementation and Operation and each step has own goals and activities. Deriving security requirements, the first step of SDLC, must be accurate and objective because it affect the rest of the SDLC. For accurate and objective security requirements, Threat modeling is used. And the results of the threat modeling can satisfy the completeness of scope of analysis and the traceability of threats. In many countries, academic and IT company, a lot of researches about drawing security requirements systematically are being done. But in domestic, awareness and researches about deriving security requirements systematically are lacking. So in this paper, I described about method and process to drawing security requirements systematically by using threat modeling including DFD, STRIDE, Attack Library and Attack Tree. And also security requirements are described via Common Criteria for delivering objective meaning and broad use of them.

In contemporary society, it is increasingly common to spend more time indoors. As such, there is a continually growing desire to build comfortable and safe indoor environments. Along with this trend, however, there are some serious indoor-environment challenges, such as the quality of indoor air and Sick House Syndrome. To address these concerns the government implements various systems to supervise and manage indoor environments. For example, green building certification is now compulsory for public buildings. There are three categories of green building certification related to indoor air in Korea: Health-Friendly Housing Construction Standards, Green Standard for Energy & Environmental Design(G-SEED), and Indoor Air Certification. The first two types of certification, Health-Friendly Housing Construction Standards and G-SEED, evaluate data in a drawing plan. In comparison, the Indoor Air Certification evaluates measured data. The certification using data from a drawing requires a considerable amount of time compared to other work. A 2D tool needs to be employed to measure the area manually. Thus, this study proposes an automatic assessment process using a Building Information Modeling(BIM) model based on 3D data. This process, using open source Industry Foundation Classes(IFC), exports data for the certification system, and extracts the data to create an Excel sheet for the certification. This is expected to improve the work process and reduce the workload associated with evaluating indoor air conditions.

In the treatment of spent high energetic materials, the issues such as environmental pollution, safety as well as working capacity should be carefully considered and well examined. In this regard, incineration has been recommended as one of the most promising processes for the disposal of such explosives. Due to the fact that high energetic materials encompass various types and their different characteristics, the technology development dealing with various materials is not an easy task. In this study, rigorous modeling and dynamic simulation was carried out to predict dynamic physico-chemical phenomena for research department explosive (RDX). Plug flow reactor was employed to describe the incinerator with 263 elementary reactions and 43 chemical species. Simulation results showed that safe operations can be achieved mainly by controlling the reactor temperature. At 1,200 K, only thermal decomposition (combustion) occurred, whereas increasing temperature to 1,300 K, caused the reaction rates to increase drastically, which led to ignition. The temperature further increased to 3,000 K which was the maximum temperature recorded for the entire process. Case studies for different operating temperatures were also executed and it was concluded that the modeling approach and simulation results will serve as a basis for the effective design and operation of RDX incinerator.
Type3 cylinder is a composite pressure vessel fully over-wrapped with carbon/epoxy composite layers over an aluminum liner, which is the most ideal and safe high pressure gas container for CNG vehicles due to the lightweight and the leakage-before-burst characteristics. During service in CNG vehicle, if a fiber cut damage occurs in outer composite layers, it can degrade structural performance, reducing cycling life from the original design life. In this study, finite element modeling and analysis technique for the composite cylinder with fiber-cut crack damage is presented. Because FE analysis of type3 cylinder is path dependant due to plastic deformation of aluminum liner in autofrettage process, method to introduce a crack into FE model affect analysis result. A crack should be introduced after autofrettage in analysis step considering real circumstances where crack occurs during usage in service. For realistic simulation of this situation, FE modeling and analysis technique introducing a crack in the middle of analysis step is presented and the results are compared with usual FE analysis which has initial crack in the model from the beginning of analysis. Proposed analysis technique can be used effectively in the evaluation of influence of damage on composite layers of type3 cylinder and establish inspection criteria of composite cylinder in service.
The US railroad network carries 40% of the nation's total freight. Railroad bridges are the most critical part of the network infrastructure and, therefore, must be properly maintained for the operational safety. Railroad managers inspect bridges by measuring displacements under train crossing events to assess their structural condition and prioritize bridge management and safety decisions accordingly. The displacement of a railroad bridge under train crossings is one parameter of interest to railroad bridge owners, as it quantifies a bridge's ability to perform safely and addresses its serviceability. Railroad bridges with poor track conditions will have amplified displacements under heavy loads due to impacts between the wheels and rail joints. Under these circumstances, vehicle-track-bridge interactions could cause excessive bridge displacements, and hence, unsafe train crossings. If displacements during train crossings could be measured objectively, owners could repair or replace less safe bridges first. However, data on bridge displacements is difficult to collect in the field as a fixed point of reference is required for measurement. Accelerations can be used to estimate dynamic displacements, but to date, the pseudo-static displacements cannot be measured using reference-free sensors. This study proposes a method to estimate total transverse displacements of a railroad bridge under live train loads using acceleration and tilt data at the top of the exterior pile bent of a standard timber trestle, where train derailment due to excessive lateral movement is the main concern. Researchers used real bridge transverse displacement data under train traffic from varying bridge serviceability levels. This study explores the design of a new bridge deck-pier experimental model that simulates the vibrations of railroad bridges under traffic using a shake table for the input of train crossing data collected from the field into a laboratory model of a standard timber railroad pile bent. Reference-free sensors measured both the inclination angle and accelerations of the pile cap. Various readings are used to estimate the total displacements of the bridge using data filtering. The estimated displacements are then compared to the true responses of the model measured with displacement sensors. An average peak error of 10% and a root mean square error average of 5% resulted, concluding that this method can cost-effectively measure the total displacement of railroad bridges without a fixed reference.

In case of the seabed around and under gravity structures such as submerged breakwater is exposed to a large wave action long period, the excess pore pressure will be generated significantly due to pore volume change associated with rearrangement soil grains. This effect will lead a seabed liquefaction around and under structures as a result from decrease in the effective stress. Under the seabed liquefaction occurred and developed, the possibility of structure failure will be increased eventually. Lee et al.(2016) studied for regular waves, and this study considered for irregular waves with the same numerical analysis method used for regular waves. Under the condition of the irregular wave field, the time and spatial series of the deformation of submerged breakwater, the pore water pressure (oscillatory and residual components) and pore water pressure ratio in the seabed were estimated and their results were compared with those of the regular wave field to evaluate the liquefaction potential on the seabed quantitatively. Although present results are based on a limited number of numerical simulations, one of the study's most important findings is that a more safe design can be obtainable when analyzing case with a regular wave condition corresponding to a significant wave of irregular wave.
In pile load tests on end bearing piles, generally, it is not possible to continue loading to the ultimate load. Thus, the concept of yield load has been introduced for determining design loads Iron the pile load test records. The conventional rules to determine the yield load were not available for evaluation on pile load test records obtained in 6 fields nearby westers 8r Southern Coasts in Korea. A new rule 9.as presented to determine easily the yield load, based on investigations on the pile load test records. The yield load of piles is determined at the infiection point on semi-logarithmic coordinates (P-logS), in which load is plotted in normal scale and settlement is plotted in logarithmic scale. This method may not only save much costs and times but also present safe luorking circumstances for pile load tests in field. It was found that the yield load represented the elastic limit of the pile load-settlement behalf.iota. The ultimate load, which is given at 25.4mm settlement on pile head, was 1.5 times of the yield load. The allowable long-term and short-term load capacities were, respectively, 50% and 75% of the yield load. The safety factors to get the allowable pile capacity were obtained as 2.0~4.0 for the equations to predict the static pile capacity.
An active layer distributed on surface of an extreme cold region causes a frost heave by repeating the freezing and thawing according to the seasonal temperature change. Since the height of frost heave is greatly affected by the thickness of active layer, an accurate evaluation of the thickness of active layer is necessary for the safe design and construction of the infrastructure in the extreme cold region. In this study, dynamic cone penetrometer, which is miniaturized in-situ penetration device, is applied for the evaluation of active layer depth distribution. As the application tests, two dynamic cone penetration tests were conducted on the study sites located in Solomon and Alaska. In addition, ground temperature variations were obtained. As the results of the application tests, the depth of interface between the active layer and the permafrost was evaluated from the difference in dynamic cone penetration indexes of the active layer and the permafrost, and a layer was detected around the interface considered as an ice lens layer. Also, the interface depths between the above zero and the below zero temperature determined from the ground temperature variations correspond with the interface depths evaluated from the dynamic cone penetration tests. This study demonstrates that the dynamic cone penetrometer may be a useful tool for the evaluation of the active layer in the extreme cold region.
