The aim of this study is to detection of changed vegetation area of Saemangeum tidal flat with comparison of topography and surface sediments during the dyke construction. Sedimentary facies of four seasons of 2001 from inside Saemangeum tidal flat revealed homogeneous layers in the upper part, however near sea side tidal flat were detecting with carried out rapid sediment deposition during the dyke construction using satellite image spatial analysis. The sedimentation types inside Saemangeum tidal flat were classified with vegetation types, which were well matched with the sedimentation pattern revealed by change in vegetation patterns.

The purpose of this study is to find the variation of sedimentation patterns after Saemangeum reclamation. Residual flow after Saemangeum reclamation was calculated prognostically from the observed water temperature and salinity data in May 1992 by the Marine Development Institute of Gunsan National University and wind data which were obtained from spring 1969 through winter 1977 by the Kunsan Meteorological Observatory. Three dimensional movements of injected particles due to currents, turbulence and sinking velocity are tracked by the Euler-Lagrange method. When suspended sediments with the size of soil grain of 30 ㎛ are injected in the Sinsi drainage sluice, their dispersion range of sediment is around Gogunsan islands. When suspended sediments with the size of soil grain of 200 ㎛ are injected in the Garyeok drainage sluice, their dispersion range of sediment was around the Garyeok drainage sluice and Byeonsan coastal area.
Based on the critical review of previous new village planning proposals in Saemangeum Farming Zone, this study tried to derive rational and realistic planning/design criteria for new villages firstly through home-and-abroad case studies analysis, interview works on farmers in two villages located in the existing reclaimed farming areas and influential zone analysis from neighborhood villages in old land. By applying these criteria(population structure, farming size, maximum distance between farmland and home, village site size, number of new villages planned) on Saemangeum Farming Zone, basic new village planning framework was proposed finally.
The purpose of this paper is to analyze the import and export volume of Jeollabuk-do to establish a plan to activiation Saemangeum New Port. To this end, this study utilized the HHI(Herfindahl-Hirschman Index), LQ(Location Quotient) analysis using the annual data set from the Korea Trade Statistics Promotion Institution between 2015 to 2020. As a result, it has been confirmed that the degree of export volume concentration (HHI (Herfindahl-Hirschman Index)) in Jeollabuk-do has been increasing over the past 5 years. According to results of LQ(Location Quotient) analysis, Brazil had the highest index in the case of exporting countries, and Meat, edible meat offal (HS 2) had the highest index in the case of export items. This paper is meaningful in analyzing the export structure using import and export volumes and proposing a plan to improve the competitiveness of Saemangeum New Port.

Atmospheric correction over the ocean part is more important than that over the land because the signal from the ocean is very small about one tenth of that reflected from land. In this study, the Spectral Shape Matching Method (SSMM) developed by Ahn and Shanmugam (2004) is evaluated using Landsat imagery acquired over the highly turbid Saemangeum Coastal Area. The result of SSMM is compared with COST model developed by Chavez (1991 and 1997). In principle, SSMM is simple and easy to implement on any satellite imagery, relying on both field and image properties. To assess the potential use of these methods, several field campaigns were conducted in the Saemangeum coastal area corresponding with Landsat-7 satellite's overpass on 29 May 2005. In-situ data collected from the coastal waters of Saemangeum using optical instruments (ASD field spectroradiometer) consists of ChI, Ap, SS, aooM, F(d). In order to perform SSMM, we use the in-situ water-leaving radiance spectra from clear oceanic waters to estimate the the path radiance from total signal recorded at the top of the atmosphere (TOA), due to the reason that the shape of clear water-leaving radiance spectra is nearly stable than turbid water-leaving radiance spectra. The retrieved water-leaving radiance after subtraction of path signal from TOA signal in this way is compared with that estimated by COST model. The result shows that SSMM enabled retrieval of water-leaving radiance spectra that are consistent with in-situ data obtained from Saemangeum coastal waters. The COST model yielded significantly high errors in these areas.

This paper defines the prototype of the geographic-object field that links the geographic-object and the geographic-field using an object-oriented geographic information system, and then implements the flood simulation in the saemangeum water resources management system that manipulates the water quantity of saemangeum lake and the height of gate using the watershed-object field. This paper combines the natural phenomena with the artificial phenomena that occurs on the water resources of the saemangeum, and designs the object oriented class hierarchy that is composed of the total watershed-object field, and then presents the algorithm for flood control. To visualize the class hierarchy of the whole geographic-object field and the partial geographic-object field, I use the UML(Unified Modeling Language). Attributes and methods of each class can acquire the functional reusability and compatibility using the COM of the ZEUS and the Visual Basic 6.0 of Win32 APIs. By means of implementing the flood simulation in the Saemangeum water resources management system, finally, this paper contributes on the efficient management of water resources.

As the awareness of food security has increased, the Korean government has established national projects, such as Saemangeum proclaimed land, to secure sources of grain. Saemangeum is a large-scale agricultural area that was constructed to maintain preparedness for unstable food markets. This study aims to develop a $6^{th}$ Industrialization Model (SIM) for Saemangeum Grain Complex by applying feasible strategies to wheat and two-rowed barley which have low self-sufficiency rates. In addition, this study estimates the potential economic value of each development strategy associated with a sixth industrialization model to create higher added values from production, processing and tourism experiences. The strategic plan for primary, secondary, and tertiary industries is to combine cultivating and processing wheat and two-rowed barley for sales and linking them to tourism experience. This study shows value added from the combination of the primary, secondary and tertiary industry of wheat and two-rowed barley are 7.5 and 23.0 times more than those of the primary and tertiary industry combination, respectively. Through branding Saemangeum Grain Complex's products, such as Saemanguem bread and craft beer, would further enhance the economic benefits derived from the complex.
BACKGROUND: Through Saemangeum development project, 283 ㎢ of new land is planned to be created and the reclaimed land of 89.7 ㎢ will be used as agricultural land. Therefore, monitoring of soil salinity is required to evaluate the suitability of the land for agricultural purposes. METHODS AND RESULTS: We investigated changes of soil physico-chemical properties, including electric conductivity (EC), of the Saemangeum reclaimed tidal land (1,195 ha) from 2008 to 2017 to obtain basic data for suitable soil management of the Saemangeum reclaimed tidal land. Soil samples were collected from the sites spaced 200 meters apart from each other. Soil analysis results showed that average soil EC was 14.5 dS m-1 in 2008, and decreased to 6.5 dS m-1 in 2014 and to 0.9 dS m-1 in 2017. Accordingly, the soil area below soil EC 4.7 dS m-1 (accepted as farmable soil salinity) increased; 25.0% in 2008, 54.3% in 2014, and 96.9% in 2017. The annual decrease in soil EC was described as y = -1.5756x + 14.6 (R2= 0.96), where y = soil EC and x = elapsed years since 2008. CONCLUSION: The soil salinity have decreased to a level for cultivation of most edible crops. However, since the soil chemical properties, such as soil organic matter were inadequate for the cultivation of crops, it was suggested that management of soil fertility would be important for efficient agricultural use of Saemangeum reclaimed land.

The paper describes the history and the evolution of the conflict of the Saemangeum reclamation project, focusing on the court trial processes. The Saemangeum project is the world largest coastal reclamation work, regarded as the most controversial environmental issue in the recent history of Korea. Due to the severe pollution found in Lake Sihwa in 1996, the Saemangeum project began to receive a large degree of public concern on the water quality of the proposed artificial freshwater lake. Unlike the Sihwa case, the Korean court system intervened to resolve the heated conflicts between stakeholders in the Saemangeum case. Based on the same set of facts, the Korean courts showed different perspectives on the economic feasibility, value of the ecosystem, land use, and water quality, which represents the limit of legal system to address complicated environmental problems. After the final judgment by the Supreme Court, 'the Special Act for the promotion of the Saemangeum reclamation project', was enacted with strong political support from local leaders and congressmen. A more developmental-oriented land use plan came out in 2009 based on this Act. The Saemangeum project walked along the different pathway from the Sihwa case. The area should be managed in sustainable manners to appropriately consider conservation and development for the prosperity of local residents and future generations.

This study simulated water quality item and flow rate of subbasin for Saemangeum watershed using Soil and Water Assessment Tool (SWAT) model and Environmental Fluid Dynamics Code (EFDC) model which simulate hydraulic and water quality in three-dimensions. The simulated values corresponded to observed value well. The result of simulation for floodgate operations at the M3 and M5 points, it exceeds water quality standard and at the M3 and D3 points, change of range for concentration is too wide, and upstream of Saemangeum reservoir is sensitive to inflow flow rate. Compared to the annual average concentration for observed station according to the discharge conditions, improvement of water quality for upstream was apparently compared to the downstream. Range of influence for change of water quality presented that maximum discharge condition, the influence range is 22 km in the direction of the Saemangeum downstream from the Mankyung bridge, and 15 km in the downstream direction of saemangeum in the Dongjin bridge. This study result demonstrated that floodgate operating at upstream has significant influence on water quality management of Saemangeum reservoir and it needs to be considered in plans of water quality management for Floodgate operation on Saemangeum reservoir.
