국가개발연구원(KDI)에서는 새만금에 40MW 용량의 국산 풍력발전단지 조성을 위한 예비타당성 조사를 실시하였다. 본 사업에 대한 KDI의 비용편익 분석 결과 순 현재가치가 0보다 작고, B/C 비율은 0.73으로 경제적 타당성이 나타나지 않았다. 하지만 모든 비용과 편익을 화폐가치로 환산해 내는 비용편익분석은 여러 가지 외부효과로 인해 사업의 타당성 연구자들에 의해 주관적인 결과물이 나오기도 한다. 이에 따라 본 논문에서는 새만금 풍력발전 시범단지의 경제성 평가 재검토 연구를 실시하였다. 본 논문에서는 기존 경제성 평가 항목에 대하여 여러 가지 쟁점을 제시하고, 그 중에서 대기오염물질 저감 비용과 학습효과(learning effect)로 인한 비용 절감 편익을 추가적으로 산정하였다. 여기서 학습효과의 학습속도(learning rate) 를 세 가지 시나리오로 나누어 분석하였다. 두 가지의 추가 편익을 KDI의 기존 예비타당성 조사 분석에 추가한 순 현재가치는 상당한 양의 값이 나왔고, B/C 비율은 8.8 로 편익이 비용에 비해 크게 증가했다. 이러한 항목들의 포함 여부에 따라 타당성 결과가 현저하게 달라짐을 알 수 있다. 향 후 비용편익 분석이 정책 결정에 적절히 반영되기 위해서는 외부효과를 고려한 환경 비용, 그리고 학습효과와 같은 추가적인 사항들이 면밀히 검토되어야 한다. 시장에 기반하지 않은 이러한 외부효과로 인한 항목들은 대상과 시기에 따라 매우 다른 결과를 보여주기에 이에 대한 세부적인 연구가 필요한 시점이다.
In the aftermath of nation-wide controversy over "conservation vs. development" of the costal wetland in the Saemangeum, Korea could legislate the laws of wetland conservation and costal management in 1998. Since then, the public interest in the costal mudflats and its conservation has increased greatly, but the controversy on the economic value of mutflat wetland and the futher (un)necessity of reclamation) is not yet settled. In the cases of Korea dealt, economic valuation of wetland was performed mainly in the milieu of reclamation(development) vs conservation conflict, or from interest of recreational use. Korean studies used to estimate economic value of development case and conservation case respectively and then tried to compare these two value, as is sometimes done also in other countries. But the scrutiny of the results of these studies leads us to conclude that the revealed wide discrepancy among estimated values, above all other methodological problems, denies any practical applicability to the actual policy use. Benefit transfer as a convenient alternative method of valuation can not be usable either in our cases, because there is too few reliable estimated economic values of mudflat wetlands.
The purpose of this study is to develop a device to replace the pre-boring method, which is generally constructed, to prevent pile damage caused by tension cracks that reason from tension waves generated during PHC pile construction on soft ground. Tension cracks are caused by tension waves from the hammer striking during the PHC pile hitting on the soft ground, which in turn leads to faulty construction. In order to prevent the occurrence of tension waves generated during driving, apply separate driving force increasing device to prevent the generation of tension waves, and pile damage as well. Also, it is an eco-friendly construction method that reduces smoke and noise by improving construction speed, reducing construction costs, and able to small equipment when developing equipment. This development equipment is a piece of effective equipment that can pioneer the Saemangeum reclamation area, the South-east Asian construction market, where the Deep soft ground is distributed.

The TIDE, finite element model for the simulation of tidal flow in shallow sea was tested for its applicability at the Saemangeum area. Several pre and post processors were developed to facilitate handling of the complicated and large amount of input and output data for the model developed. Also an operation scheme to run the model and the processors were established. As a result of calibration test using the observed data collected at 9 points within the region, linearlized friction coefficients were adjusted to be ranged 0.0027~0.0072, and water depths below the mean sea level at every nodes were changed to be increased generally by 1 meter. Comparisons of tidal velocities between the observed and the simulated for the 5 stations were made and obtained the result that the average relative error between simulated and observed tidal velocities was 11% for the maximum velocities and 22% for the minimum, and the absolute errors were less than 0.2m/sec. Also it was found that the average R.M.S. error between the velocities of observed and simulated was 0.119 m/sec and the average correlation coefficient was 0.70 showing close agreement. Another comparison test was done to show the result that R.M.S. error between the simulated and the observed tidal elevations at the 4 stations was 0.476m in average and the correlation coefficients were ranged 0.96~0.99. Though the simulated tidal circulation pattern in the region was well agreed with the observed, the simulated tidal velocities and elevations for specific points showed some errors with the observed. It was thought that the errors mainly due to the characteristics of TIDE Model which was developed to solve only with the linearized scheme. Finally it was concluded that, to improve the simulation results by the model, a new attempt to develop a fully nonlinear model as well as further calibration and the more reasonable generation of finite element grid would be needed.

Changes of chemical properties by times of the reclaimed tidal land soils and soil surface water, underground infiltration water with precipitation-runoff on natural meteological condition in the unripened tidal reclaimed paddy fields were investigated. This study was carried out to use environment-friendly farm land in the reclaimed tidal lands. The soils used in this study were saline-alkaline soils with the high $Na^+$ and $Mg^{++}$ content. As the results of investigation outflow loading of nutriments through outflow water in the unripened tidal reclaimed paddy fields by precipitation during the survey period, nutriments equivalent to T-N $1{\sim}2\;kg\;10a^{ -1}$ and T-P $0.01{\sim}0.02\;kg\;10a^{-1}$ from in the unripened tidal lands were discharged. Besides, the results of comparison losses of cation through outflow water showed $Na^+>\;K^+>\;Mg^{++}\;>\;Ca^{++}$, and the highest appeared water discharge of $Na^+$. In case of saemangeum reclaimed tidal land soils water discharge of cations showed $Ca^{++}$ 1.3 kg $10a^{-1}$, $Mg^{++}$ 1.6 kg $10a^{-1}$, $Na^+$ 17.7 kg $10a^{-1}$, and $K^+$ 3.2 kg $10a^{-1}$ respectively. On the other hand, in case of koheung reclaimed tidal lands soils water discharge of cations showed $Ca^{++}$ 18.1 kg $10a^{-1}$, $Mg^{++}$ 31.2 kg $10a^{-1}$, $Na^+$ 320.8 kg $10a^{-1}$ and $K^+$ 51.2 kg $10a^{-1}$ respectively.

To elucidate the cause of Pyropia yezoensis discoloration, the characteristics of an aquaculture environment, as well as the morphology and cell structure of P. yezoensis thallus were examined from 2011 to 2014 in aquaculture farms of the Jeonbuk province. P. yezoensis discoloration did not occur in aquaculture farms at Gaeyado located in the Geum River Estuary but occurred in aquaculture farms of Seonyudo, Munyeodo, Biando, and Docheongri near the Saemangeum embankment in November 2011 and April and November 2014. The injured leaves showed discoloration and intracellular vacuole hypertrophy. During the study period, discoloration occurred at concentrations of dissolved inorganic nitrogen (DIN) and dissolved inorganic phosphorus (DIP) below 5μM and 0.4μM, respectively. As a result, Pyropia discoloration was determined by low concentrations of DIN and DIP. DIN deficiency affects the early stage and low DIP concentration affects the end stage of aquaculture.

The objective of this study was to determine whether inoculation with Bacillus licheniformis MH48 as a plant growth-promoting rhizobacterium (PGPR) could promote nutrient uptake of seedlings of the ornamental plant Camellia japonica in the Saemangeum reclaimed coastal land in Korea. B. licheniformis MH48 inoculation increased total nitrogen and phosphorus content in soils by 2.2 and 20.0 fold, respectively, compared to those without bacterial inoculation. In addition, B. licheniformis MH48 produced auxin, which promoted the formation of lateral roots and root hairs, decreased production of growth-inhibiting ethylene, and alleviated salt stress. Total nitrogen and phosphorus uptake of seedlings subjected to bacterial inoculation was 2.3 and 3.6 fold higher, respectively, than the control. However, B. licheniformis MH48 inoculation had no significant effect on the growth of seedlings. Our results suggest that inoculation with B. licheniformis MH48 can be used as a PGPR bio - enhancer to stimulate fine root development, promote nutrient uptake and alleviate salt stress in ornamental plant seedlings grown in the high-salinity conditions of reclaimed coastal land.

A fully-nonlinear two-dimensional dynamically interfaced nested tidal model has been developed with improved efficiency, usability, relocatability and also adopting different time steps for economizing computational times, which is based on two-dimensional tidal model of Choi(1990) with resolution of $1/15^{\circ}$ inlatitude by $1/12^{\circ}$ in longitude covering the whole Yellow and East China Seas continental shelf. To illustrate the validity and applicability of the present model, numerical model experiment was carried out for tidal distribution in the Yellow Sea and the East China Sea emphasizing the Saemangeum area with enhanced grid system. The results from comparison with observed value showed that the present model gives reasonable agreement. The present modeling system is a relocatable tide forecasting system designed to predict tides at any location within the Yellow Sea and the East China Sea continental shelf sea.

Marine ecosystem modelling has become a more widely used decision-making tool in coastal ecosystem-based management. However, it is not trivial to develop a well calibrated/validated model with potential applicability and practicality because understanding ecological processes with complexities is a pre-requisite for developing robust ecosystem models and this accompanies a great deal of well coordinated efforts among field-going ecologists, laboratory scientists, modelers, stake-holders and managers. This report aims to provide a brief introduction on two different approaches in marine ecological models: deterministic (mechanistic) and stochastic (statistical) approach. We also included definitions, historical overview of past researches, case studies, and contextual suggestions for coastal management in Korea. A long list of references this report included in this study might be used as an introductory material for those who wish to enter ecosystem modelling field.

The goal of this study was to evaluate sediment reduction effects of VFS (vegetative filter strip) applied for Iksan area in Saemangeum watershed. This study simulated runoff and sediment load from different types of uplands using VFSMOD-W. The general upland characteristics of the study area was investigated to build reasonable scenarios of the simulation. The simulation scenarios were designed by various areas, shapes, and slopes of uplands. Grass mixture was selected as VFS vegetation and the size of VFS was fixed as 10 % of uplands area. Additionally 50mm, 100mm, 150mm of daily rainfall were applied for the runoff and sediment simulation. As results, the calculated runoff and sediment loads were obtained $20.7{\sim}1,030.6m^3$ and 568.4~675,731.4 kg for the range of 0.1~1.0 ha of uplands with 7 % and 15 % slopes. The reduction effects on runoff and sediment were obtained 5~10 % and 21.0~47.7 % respectively from VFS applications. The VFSMOD-W simulations showed that runoff tended to increase as upland area and amount of rainfall increased while sediment increased when slope, length and area of uplands and amount of rainfall increased. These results indicated that rainfall amount and upland size are the critical factors for the generation of runoff and sediment load. In order to support this conclusion, further studies such as, long term monitoring, field experiments, and to calibrate and evaluate the model are necessary.
