Japanese Financing Policies for Innovation Since the 1990s

  • Since the 1990s, the Japanese government has made considerable attempts at stimulating innovation with an aim to pull the country out of a possibly permanent economic decline. Several laws and policy initiatives were introduced to encourage better interaction between universities (and research institutions) and industry. The results of these efforts have been mixed. While the number of university-industry joint and commissioned research has increased, revenues from the licensing of university-owned patents have fluctuated year by year. Although the number of startups and spin-offs from universities rose, their long-term survival and contribution to the economy remain uncertain. The Japanese experience features both strengths and weaknesses. Strengths include the long-term commitment of policy makers, the ability to set specific targets, and the active engagement of several key economic ministries. Nevertheless, the effectiveness of these policy initiatives was hampered by limitations within the policies concerning the roles of universities and their mode of interaction with industry based on intellectual property rights, the inadequacy of demand-side innovation policies, the fragmentation of bureaucracy, and a lack of a credible evaluation system.

Entrepreneurial Universities - Towards a Revised Paradigm

  • This article provides a comprehensive review of the entrepreneurial university concept and its place and role in the triple helix of university, industry, and government. This is increasingly important because stake-holders' expectations towards universities are growing; this growth in turn leads to increased pressure on universities to move beyond their traditional roles and models towards taking responsibility for economic development, large scale basic education and targeted further education and the development of value from research. These expectations provide opportunities for universities, but impose threats on the existing models and practices. It further elaborates on implications for university management, departments, faculty members and supporting organizations. Moreover it reflects on the meaning of the entrepreneurial university for stakeholders, i.e., university boards, regional and national policy and administrative bodies, funding agencies, the business community, university ranking institutions and the global university community overall. Recent literature on entrepreneurial universities is incomplete and mostly focused on the commercialization of research, technology transfer and the third mission of universities. The article expands the predominant thinking about entrepreneurial universities and gives a broader structured definition. Eventually the article shows the need for STI policy to intervene and measures for developing entrepreneurial universities further.

  • Recently, the development of digital transmission technology of audio signals and the introduction of audio network equipment using digital transmission technology have been made. As a result, audio network technology and equipment are actively applied to the design and construction of audio systems. The meeting room is a place where a large number of participants exchange opinions and communicate with each other. In addition to using an electric acoustic device such as a microphone and a speaker, it improves the intelligibility of the conference room through an example using an audio network.

  • The advancements in the infusion of broadcasting and communication and the radio frequency identification technology have made the next generation mobile communication service technology be recognized as an important technology in many different fields and demanded systems of practical service using the technology. Designed in the study was a multimedia platform that would increase the utilization efficiency of limited frequency resources, which made an important part of the next generation mobile communication technology using the radio frequency identification technology, search for vacant frequencies not generating interfering signals to the old frequency users, and consider the growth of infused and complex services. In order to implement the platform, the investigator applied STI as a research model to maximize the functions of a service system and improve reliability. And also suggested IDMA of information required for platform building to maximize the functions of a service system.

The Application of 1-Dimensional Diffusers in Classroom Acoustics (1차 단순 확산체를 적용한 교실음향설계)

  • In this study, the effect of treating 1-dimensional diffusers on the classroom acoustics was investigated to determine if the diffuser are beneficial for performing the preferred acoustical conditions for speech. A 1/10 scale model of a classroom was used to measure the acoustical parameters, T30, $C_{50}$, STI and SNR in that room. The room acoustical conditions were varied by treating diffusers either on the front or side walls of the classroom. When the diffusers were treated on the side walls around the student's areas, a shorter reverberation time at low frequencies was obtained and resulted in performing uniform reverberation times across the frequency bands. The $C_{50}$ values at mid- and high-frequencies were increased by treating the diffusers either on front or side wall surfaces. The highest STI and SNR values were obtained when the diffuser was treated on the front wall around the teacher's areas. It is found that diffusers are beneficial to increase the intelligibility of speech for the rear seats of the rooms.

Development of a New Non-invasive Fetal Hypoxia Diagnosis System (새로운 비관혈적 태아 저산소증 진단 방법개발에 관한 연구)

  • Diagnostics of unborn baby is mainly aimed at prediction and detection of occurrence of intrauterine hypoxia. Consequences resulting from fetal hypoxia appear in its heart activity. In this study, we have developed a new non-invasive system for fetal hypoxia diagnosis which provides systolic time interval(STI) parameters on the basis of analysis of electrical and mechanical heart activity together. For this we have worked on 1) the proper lead system for the acquisition of abdominal ECG, 2) the independent component analysis based signal processing and fetal ECG separation, 3) the development of a hardware which consists of an abdominal ECG amplifying module and an ultrasound module and 4) the detection of characteristic points of FECG and Doppler signal and the extraction of diagnostic parameters. The developed system was evaluated by the clinical experiments in which 33 subjects were participated. The acquired STI by the system were distributed within the ranges from the well-established invasive results of other researchers. From this, we can conclude that the developed non-invasive fetal hypoxia diagnosis system is useful.

Effects of Consumable on STI-CMP Process (STI-CMP 공정에서 Consumable의 영향)

  • Chemical mechanical polishing(CMP) process is widely used for global planarization of inter-metal dielectric (IMD) layer and inter-layer dielectric (ILD) for deep sub-micron technology. However, as the IMD and ILD layer gets thinner, defects such as micro-scratch lead to severe circuit failure, which affect yield. In this paper, for the improvement of CMP Process, deionized water (DIW) pressure, purified $N_2$ (P$N_2$) gas, slurry filter and high spray bar were installed. Our experimental results show that DIW pressure and P$N_2$ gas factors were not related with removal rate, but edge hot-spot of patterned wafer had a serious relation. Also, the filter installation in CMP polisher could reduce defects after CMP process, it is shown that slurry filter plays an important role in determining consumable pad lifetime. The filter lifetime is dominated by the defects. However, the slurry filter is impossible to prevent defect-causing particles perfectly. Thus, we suggest that it is necessary to install the high spray bar of de-ionized water (DIW) with high pressure, to overcome the weak-point of slurry filter. Finally, we could expect the improvements of throughput, yield and stability in the ULSI fabrication process.

Nanotopography Simulation of Shallow Trench Isolation Chemical Mechanical Polishing Using Nano Ceria Slurry (나노 세리아 슬러리를 이용한 STI CMP에서 나노토포그라피 시뮬레이션)

  • We investigated the nanotopography impact on the post-chemical mechanical polishing (post-CMP) oxide thickness deviation(OTD) of ceria slurry with a surfactant. Not only the surfactant but also the slurry abrasive size influenced the nanotopography impact. The magnitude of the post-CMP OTD increased with adding the surfactant in the case of smaller abrasives, but it did not increase in the case of larger abrasives, while the magnitudes of the nanotopography heights are all similar. We created a one-dimensional numercal simulation of the nanotopography impact by taking account of the non-Prestonian behavior of the slurry, and good agreement with experiment results was obtained.

  • As the deep sub-micron devices are recently integrated high package density, novel process method for sub $0.1{\mu}m$ devices is required to get the superior thin gate oxide characteristics and reliability. However, few have reported on the electrical quality and reliability on the thin gate oxide. In this paper I will recommand a novel shallow trench isolation structure for thin gate oxide $30{\AA}$ of deep sub-micron devices. Different from using normal LOCOS technology, novel shallow trench isolation have a unique 'inverse narrow channel effects' when the channel width of the devices is scaled down shallow trench isolation has less encroachment into the active device area. Based on the research, I could confirm the successful fabrication of shallow trench isolation(STI) structure by the SEM, in addition to thermally stable silicide process was achiever. I also obtained the decrease threshold voltage value of the channel edge and the contact resistance of $13.2[\Omega/cont.]$ at $0.3{\times}0.3{\mu}m^2$. The reliability was measured from dielectric breakdown time, shallow trench isolation structure had tile stable value of $25[%]{\sim}90[%]$ more than 55[sec].

The Adhesion of Abrasive Particle during Poly-Si, TEOS and SiN CMP (Poly-Si, TEOS, SiN 막질의 CMP 공정 중의 연마입자 오염 특성 평가.)

  • The purpose of this study was to investigate the root cause of adhesion of silica and ceria particles during Poly-Si, TEOS, and SiN CMP process, respectively. The zeta-potentials of abrasive particles and wafers were observed negative surface charges in the alkaline solutions. SAC and STI patterned wafers have intermediate values of their composition surface's zeta potentials. The theoretical interaction force and adhesion force of silica and ceria particle were calculated in solution with acidic, neutral and alkaline pH. A stronger attractive force was calculated for silica and ceria particles on wafers in acidic solutions than in alkaline solutions. The theoretical interaction forces of the SAC and STI patterned wafers have intermediate values of their constitution wafer's values. The adhesion forces is observed lower values in alkaline solutions than in acidic solutions. And the ceria particle has lower adhesion than that of the silica particle.
