  • This study begins with investigation of the purpose and background of the International convention on Standards of Training, Sertification and Watchkeeping for seafarers 1978, London(STCW) which will be put into force on and after 28th April 1984. Author tried to confirm those common points on requirement of the qualifications between the radio officer regulated it. the STCW Convention and radio communications between the radio officer regulated in the STCW convention and radio communication operator's general certificate in the Radio Regulations annexed to the International Telecommunication convention. Then, Japanese communications administration is taken as a model for the comparative analysis, as Japan and Korea have many resembling aspects, especially legal and social aspects. Therefore, as one of urgent tasks of Korean Communications Administration preparing for the STCW convention, Istressed on partial amendment of the Korean Radio Regulatory Act.

  • The International Convention for the Control and Management of Ships' Ballast Water and Sediments (hereafter "BWM Convention") will be enforced beginning on September 8, 2017. Even though the STCW Convention (International Convention on Standards of Training, Certification and Watchkeeping for Seafarers) and other international instruments require all ship personnel be qualified under certain competencies and standards, the International Maritime Organization (hereafter "IMO") has no unified requirements for training ship personnel on ballast water management. When the BWM Convention enters into force, all officers and crew on board ships should be intimately familiar with the guidelines and procedures outlined by the BWM Convention, regarding, among other topics, proper record keeping techniques and measures, the layout of the ballast control system, methods of ballast water exchange, and inspections by the port state control. To ensure that officers and crew members are adequately familiar, this paper proposes new competency requirements for ballast water management training and education to be added to the STCW Code. To support the introduction of these new competency requirements, this paper explores the evolution of the BWM Convention and examines how international regulations will be used to implement it.

  • 1978년 STCW 협약은 해기사의 직무능력에 대한 국제적 최저 기준으로 제정되었으며 인적요인에 의해 발생되는 해양사고를 감소시키는 데 기여해왔다. STCW 협약은 선박의 운항환경 변화에 따라 부분적으로 수정되어 왔으며 1995년에 대폭적인 협약의 개정이 이뤄졌다. 이러한 개정 이 후에도 선박은 지속적으로 대형화, 고속화되어 왔을 뿐만 아니라 많은 첨단 기술이 도입되어 과거의 선박에 비하여 선박의 운항환경에 많은 변화가 있었다. 이러한 변화에 따라 선박을 운항할 해기사의 교육훈련 과정과 면허에서 확인되어야 할 직무능력에 대한 기준도 변화시켜야 할 필요성이 제기되었고, 이에 따라 2006년부터 STW 소위원회는 협약의 개정에 대해 논의를 시작하였으며 그 결과 2010년 6월 필리핀의 마닐라에서 개최된 외교회의에서 협약의 개정이 이뤄졌다. 이번 개정에서는 선박의 보안, 전자해도, 리더십 등에 대한 교육 훈련이 추가되었으며 본 연구는 최근에 개정된 협약의 내용을 정리하고, 이에 대한 해기교육 기관의 대응방안을 살펴보았다.

선원법상 상급안전 재교육 이수자의 기초안전 재교육 면제 규정의 개정에 관한 연구 (A Study on the amendment of regulation of Korean Seamen's Act to exempt the seafarers who have completed advanced safety refresher training from basic safety refresher training)

  • It is provided that seafarers qualified in accordance with STCW(International Convention on Standards of Training Certification and Watch-keeping for Seafarers) convention and code in safety training shall be required, every five years, to provide evidence of having maintained the required standard of competence, to undertake the tasks, duties and responsibilities listed in Chapter VI, section A-VI/1 of the STCW Code A. Every party to the STCW Convention has amended the relevant national regulations according to the above international convention and code. These amended Seaman's Act require the updating safety training which is only five years valid for existing seafarers serving onboard ship on international voyage. And above specified existing seafarers must, as of the 1st January 2017, have documentary evidence of either having completed the training course or updated their training within the last 5 years. In relation to the above international trend, the Korean Ministry of Oceans and Fisheries also has completed an amendment to its Seaman's Act. But, the Korean Seaman's Act has a supplementary provision to exempt the seafarers who have completed STCW advanced safety training from basic safety training. The purpose of this study is to define the problems of above mentioned exemption provisions and to make better policies for improvement. In order to complete the purpose, the research team has conducted an in-depth survey of various foreign cases on STCW safety training. Moreover, the team has suggested an improvement scheme in consonance with Korean shipping industry and society through out this report.

  • The aim of Port State Control(PSC) system is recognized as a proficient mechanism in preventing coastal traffic accident and protecting marine environment. Recently, PSC system is focused on human factor of International Maritime Convention, especially ILO and STCW Convention by considering many accidents resulted from human factor. Therefore, we have to understand of Consolidated Maritime Labour Convention which describes employment conditions and social welfare policy, the rights about the lowest wages, the overdue wages, the unemployment protection. a disaster reward, etc and STCW Convention which describes standards of training, certification and watchkeeping for seafarers. The aim of this study is to recognize inspection points about human factor of these Conventions. .

해군 초급장교의 해기능력에 관한 연구 (A Study on the Navigational Competence of Junior Naval Officers)

  • 본 논문에서는 국제협약인 STCW(International Convention on Standards of Training, Certification and Watchkeeping for Seafarers)에 명시된 항해당직을 담당하는 해기사의 자격증명에 관한 강제적 최저요건을 분석하고, 해군 초급장교들의 해기능력과 관계되는 전반적인 교육과정 및 평가 시스템을 비교 분석하였다. 그 결과, 해군사관생도 출신의 초급장교는 교육과정 및 내용, 엄격한 기숙생활, 단계별 체계적인 함정실습체계, 함정근무 장교 능력평가제도 등 모든 내용이 STCW 협약에 근거하여 부족함이 없다고 판단된다. 그리고 일반대학을 졸업한 사관후보생 및 학군사관후보생 출신의 초급장교는 교육과정이 STCW 협약에는 다소 부족하지만 항해안전을 위한 기초능력은 배양되었다고 판단된다.

  • Since the STCW-F convention was adopted, The states concerned, has been investigated in many ways to adopt the prevailing circumstance and condition, accordingly, all preparation will be provided to accept the STCW-F convention to promote the safety of life and prevention of pollution. Prior to enter into force of this convention, we have to investigate the matter of policies, and must have great international concern to the seamen's education. Especially, we should discuss functional skill and knowledge matrix of fishing vessel seamen's education with the supplementary studies, and therefore, we should reflect to the contents, methods of education, inducement of advanced technics, application of education all aids to meet the acceptance of STCW-F convention. Also, we are attempt to implement to accept high quality of fishing vessel seamen's education as the application of simulator and any other advanced devices in future.

  • STCW協約이 1984年4月28日 國際的으로 發效되므로 이에 對備하기 위하여 우리 나라 電氣通信의 主管聽은 緊急한 課題로서 그가 主管하는 電波管理法의 一部를 改正하여야 함을 提案하였다. 이 主要改正案骨子로서는 船舶局無線從事者證明制度를 創立할 것과, 電波通信技師一般級을 從來의 電波通信技師1級의 上位級資格으로 採擇하자는 것이다. 아울러, 電波通信技師1級이 不足하다는 不當한 핑계로써 船舶通信長의 資格을 下位級인 電波通信技師2級으로 輕延長하겠다는 警態依然한 行政은 是正되어야 함을 具體的數値로써도 論證하였다. 以上의 硏究는 主로 最新의 國內外文獻에 依하였으며 比較考察로서는 우리와 類似點이 많은 日本國의 行政先例를 택하였다. 이렇게 함으로써, WCY'83을 맞은 우리나라 通信政策이 人的要素 挺進으로도 發展되어 先進祖國創造에 寄與할 것을 促求하였다.

수산계 대학 어선항해사 지정교육기관 교과편성 분석 (Analysis on Curriculum of Fisheries Universities for Fishing Vessel Officer)

  • This research analyzes whether the curricula of the designated educational institutions which cultivate fishing vessel officers are properly coordinated to fulfill the requirements of an international convention and the designated compulsory courses. It also compares these with the educational curriculum published by the designated educational institutions in 2013 with the STCW-F Convention and IMO Model Course. The outcome of this research shows the curricula operated by the designated institutions fulfills the standard of The Ministry of Maritime Affairs and Fisheries. However, some of them do not meet the requirements of the STCW-F Convention and IMO Model Course. The compulsory coursework for marine technicians comprise 21 to 34 credits, compared to the 64 compulsory credits approved by maritime university. For the last five years (2008-2012), 555 out of 833 graduates have earned marine technician licenses, which accounts for 62% of the total. In preparation for ratifying the STCW-F Convention and in accordance with IMO Model Course and the minimum requirements of STCW-F Convention in the near future, improvements to the curricula are recommended.
