Many scholars have addressed the technological convergence of small-medium sized firms in Korea and their impact on the economic growth of nation. Nevertheless, most studies have been investigated the relationship between entrepreneurship and venture creation, and a few studies have analyzed the innovation and technological convergence of SMEs. The purpose of this research is to gain industrial insight into the technological convergence and to suggest a dynamic growth policy for entrepreneurs of SMEs to improve their convergence performance based on IT and BT. Therefore, we intend to propose solutions to these key questions in convergence such as; what are the key patterns in the process of technological convergence of SMEs on IT and BT, and what kinds of strategy do their need? In order to answer these research questions, we adopt network analysis using patent citation information. Results of network analysis revealed that building ecosystem based on government and universities is one of the most important factors for the future growth of SMEs in Korea. Also, the fit between technological convergence direction of SMEs and division of convergence structure of government and universities will be positively associated with dynamic growth of SMEs in Korea. In conclusion, this research extends the current studies on important aspects of SMEs in the technological convergence process by proposing their growth in convergence process to a newly converging context, IT and BT, and shed light on the integrative perspectives of crucial roles of SMEs on innovation performance in the IT and BT technological convergence.

The major market of Information Systems has been large companies. But with the rapid development of light weight Information Technology, the importance of SME (Small and Medium sized Enterprise) sector has increased dramatically. Many solutions have appeared in market for SMEs. Although there are many differences in the context of IT use between large companies and SMEs, not many studies has focused on this point. This study analyzes the preference for ERP, SCM, CRM, etc. by SMEs.

Government R&D grants for SMEs have risen to three trillion Korean won a year, placing Korea second among OECD nations. Indeed, analysis results have revealed that government support has not only expanded corporate R&D investment and the registration of intellectual property rights but has also increased investment in tangible and human assets and marketing. However, value added, sales and operating profit have lacked improvement owing to an ineffective recipient selection system that relies solely on qualitative assessments by technology experts. Nevertheless, if a predictive model is properly applied to the system, the causal effect on value added could increase by more than two fold. Accordingly, it is important to focus on economic performance rather than technical achievements to develop such a model.

글로벌 비즈니스 환경이 급변함에 따라 각국의 경제정책 패러다임도 지속적으로 변화한다. 그중 중소기업 육성은 많은 선진국의 핵심적인 정책으로 자리 잡았다. 중소기업의 성장은 고용 없는 성장시대의 일자리 창출과 지역사회 발전에 기여한다. 특히, 중소기업의 성장은 중견기업, 대기업으로 성장하는 밑거름이 된다. 따라서 중소기업의 성장은 국가 경제에 중요한 역할을 할 것이다. 최근 4차 산업혁명으로 정보통신기술이 주목받는 가운데, ICT 중소기업의 성장은 국가 미래산업으로 주목받고 있다. 이에 본 연구는 ICT 중소기업의 성과에 연구개발 요인이 어떠한 영향을 미치는 검증한다. 이를 위해 과학기술정보통신부에서 조사한 ICT 중소기업 실태조사의 응답을 바탕으로 실증한다. 실증분석 결과 첫째, 자원기반이론에 입각한 ICT 중소기업의 연구개발 투자, 연구개발 인력, 정부지원정책은 기업의 경쟁우위 확보에 긍정적인 영향을 주는 것으로 나타났다. 둘째, 기업의 경쟁우위인 4차 산업활용, 제품의 수준은 기업의 매출에 긍정적인 영향을 주는 것으로 나타났다. 마지막으로 기업의 성장단계에 따라 인수합병 및 기술확보방법이 다른 것으로 나타났다. 따라서 ICT 중소기업의 기술혁신과 기업성과를 달성하기 위해서는 정부 지원정책과 내부 연구개발 인력 확보 및 투자가 주요 요인이며, 기업의 성장단계에 따라 기술확보전략이 다른 것으로 나타났다.

This study empirically examines the impacts of policy funds from three different aspects using data on Daegu city's local government loans. First, we estimate the influence of policy funds on mitigating financial constraints affecting the investment decisions of Small- and Medium-sized Enterprises (SMEs), yielding inconclusive results indicating no significant discernible effects of policy funds. Second, we scrutinize the ramifications of policy funds on enterprise's management stability, revealing that these funds contribute to stabilizing the operations of small-scale enterprises. Third, we explore whether policy funds engender an unintended consequence of bolstering distressed enterprises, presenting empirical evidence that suggests a delayed exit of such enterprises.

According to the 2013 statistics, the small/medium-sized enterprises (SMEs) accounted for 99.9% of the Korean economy with 87.8% of employment. This simple figures also indicate SMEs export extension is a key task for the national economy stimulation and job creation. The SMEs export plunge has been affected by the European financial turbulence, US financial instability, developing countries like China entering foreign markets, a weak yen, etc. EXIM Bank, in this context, will need to take a more proactive attitude to provide trade finance by, for example, reviewing the business feasibility for SMEs with a lower credit rank or investigating importers' credit status, etc. Moreover EXIM Bank provides factoring service mostly to large companies and should lower its threshold for service provision to SMEs. Finally EXIM Bank should play more than a primary forfeiting market entity. It also needs to facilitate the secondary forfeiting market.

Technology and knowledge are emerging as core elements of competitiveness for businesses. SMEs lack technology and knowledge, and are also limited in their ability to absorb external knowledge. The government is supporting SMEs' absorption of external knowledge by utilizing retired scientists and engineers, but related research is insufficient. Thus, this study conducted an empirical analysis on the effects of support by retired scientists and engineers at SMEs. Specifically, the study confirmed the effects of company competitiveness and technology development capacities at each stage of technology commercialization. Results of the study confirmed that in an environment where technology competitiveness of SMEs are emphasized, the support of retired scientists and engineers has some effect on the competitiveness of SMEs and their technology development capacity. Therefore, this study suggests important implications for future policy development and execution of related projects.

녹색/기후기술은 환경친화적인 제품을 통해 세계 경제를 성장시킬 수 있는 동력으로서 주목을 받고 있으며, 최근 국내 중소기업들은 향후 녹색/기후기술 글로벌화의 중요한 주체로 주목을 받고 있다. 그러나 현재 녹색/기후기술 중소기업의 해외진출 지원 정책에 대한 만족도 현황조사는 수행된 바가 없고, 만족도에 기반한 정책 수립과 관련된 연구도 부족한 실정이다. 따라서 본 연구는 해외진출 지원정책에 대한 중소기업의 의견 뿐만 아니라 전문가의 의견을 조사하고 분석하여 녹색/기후기술 중소기업 지원정책 수립을 지원하는 것을 목적으로 한다. 이를 위해, 문헌조사를 통해 국내 지원 정책들을 4가지로 유형화하였고, 각 유형별 정책에 대한 만족요인 및 세부만족요인, 장애요인 및 성공요인을 도출하였다. 분석 결과, 녹색/기후기술 중소기업들은 국내 지원 정책에 대한 인지도 및 만족도는 전반적으로 낮았으며, 모든 장애요인들에 대해서 현재 어려움을 겪고 있는 것으로 드러났다. 또한, 해외진출을 위한 가장 중요한 성공요인은 자금지원 형태의 지원 정책인 것으로 나타났다. 이에 따라, 지원 정책에 대한 접근성과 홍보, 지원전략 등이 개선될 필요가 있으며, 특히 기업 기술 특성에 따라 적절한 예산 배분이 이루어져야 한다.

본 연구에서는 ICT 중소기업 기술지원 프로그램의 문제점을 수혜자와 전문가 관점에서 찾아내어 개선방안을 도출하는 것을 목적으로 한다. 이를 위하여 한국전자통신연구원(ETRI)에서 수행하고 있는 중소기업 기술지원 프로그램인의 수혜기업을 대상으로 표적집단면접(FGI) 조사를 실시하였고, 도출된 주요 이슈에 대하여 전문가를 대상으로 델파이(Delphi) 조사를 수행하는 2단계 조사를 실시하였다. FGI 조사결과, ICT 중소기업은 기술인력, 연구인프라, 비R&D 분야에 애로사항을 가지고 있는 것으로 나타났고, 동일 항목에 대한 전문가 Delphi 조사를 통하여 국내 출연(연) 중소기업 기술지원 프로그램의 문제점을 도출하였다. Delphi 조사결과, 고급/고경력 인력의 중소기업 지원기피, 체계적인 장비 운영관리 시스템 및 인력 부족, 시험 인증 전담인력 부족 및 인프라 미흡, 기술지원 정책 및 프로그램 체계 미흡이 문제점으로 나타났고, 본 연구의 FGI 및 Delphi 조사결과를 토대로 ICT 중소기업 기술지원 활성화 방안을 제시하였다.

This study estimates the influence of organizational-level factors on work motivation and job performance of middle managers of small and medium enterprises (SMEs) in Vietnam. A 5-point-Likert-scale structural questionnaire consisting of 36 observation variables was used to survey middle managers of Vietnamese SMEs. 425 out of 500 responses collected were valid for multivariate data analysis. The results of confirmatory factor analysis and structural equation modeling reveal three main findings. First, philosophy and policy, compensation and benefits, goal system, and leadership have positively significant impacts on the work motivation of middle managers under investigation. Second, there is a significantly positive influence of work motivation on job performance. However, there is no indication that growth opportunities, work environment, evaluation system have significant impacts on the work motivation of respondents. Based on the findings, the study suggests four recommendations for Vietnamese SMEs to improve motivation and job performance of middle managers, which are (1) ensuring the clarity and soundness of the organizational policies and philosophies, especially human resources policy that boosts employees' work motivation; (2) building a comprehensive compensation and benefit system to attract and retain talented employees; (3) developing a clear and adequate goal system; (4) enhancing top-level managers' leadership abilities.
