  • The prinary cause of the decreasing SME's competitiveness in technology is the intensifying human resource shortages. The government supports a part of labor costs for SMEs as a means of policy. There are two ways of supporting labor costs for R&D personnel. One is to hire R&D personnel first then support their partial labor costs. The other is to support labor costs first for R&D personnel in national R&D programs then hire R&D personnel. This study analyzes the effectiveness of two different ways by classifying sales, no. of employees, R&D expenditure, no. of researchers, and no. of MA/Ph.D. researchers. In terms of employing researchers with MA or Ph.D., the effectiveness on employment subsidy is significantly higher than that of R&D subsidy. Its effect has been relatively high in non-metropolitan areas and manufacturing industry.

In conclusion, the business strategy changes of Korean enterprises followed by the proliferation of FTA between Korea and Chile are able to be summarized as followings: Firstly under the proliferation of FTA, Korean companies have strategically responded so as to achieve the positive results of their businesses after the inauguration of the FTA system since April 1, 2004. Secondly, Korean large corporations including multinational corporations dealt with this changes of business environments by comprehensively considering both the changes in the business environments(Industry Attractiveness) and their Businesses Strengths, while SMEs have positively responded to the changes of business environments on the basis of their Business Strengths rather than the changes in the market. Lastly, the business strategies of Korean multinational corporations did not change much even after the inauguration of the FTA system, due to the fact that they had already started a global business strategy before the spread of FTAs.

  • The goal of this research is to develop an evaluation method applying 'Green Management Index' introduced by Korean government to assess overall Green management level of the industrial sector. The method can help to grasp the present condition of Green management in Korea and analyze changes in trend. For this research, business types are classified into 8 categories and each evaluation method is developed according to each category. Green management evaluation was conducted in 2013, targeting 513 enterprises and the result was analyzed comparing that of 2011 to understand changes in trend. The evaluation shows that 1) 'strategy and system' section is tentatively vulnerable than other sections, 2) industry with higher sensitivity towards regulations has higher score, 3) there is a significant gap conducting green management between conglomerates and SMEs especially in 'system' section. The total score was elevated by 3 points compared to 2011. It is considered that the elevation of score was attributed to tightened regulations such as Target Management Scheme. Controlled Entities scored 4 points higher and 'GHG and environmental pollution' section increased by 10 points. Also, there is a wide disparity in green management evaluation between controlled entities and non-controlled entities from 5 points in 2011 to 10 points in 2013.

This study used 20 units of pollock firms data (from 2013 to 2017). As a result of total productivity analysis of twenty pollock enterprises, total factor productivity was estimated to have decreased by 24.9% over the last five years (2013~2017). The main cause of this productivity decline was analyzed by technical change. In terms of annual productivity change, it showed decrease 3.0% in 2013~2014, 7.8% in 2014~2015, 4.5% in 2015~2016 and 4.7% in 2016~2017 respectively. In the analysis of productivity by corporation type, total factor productivity showed a significant decrease in both general corporation and external corporation, and productivity decrease (-29.3%) was larger than general corporation (-23.0%). In the productivity analysis by type of business, total factor productivity decreased significantly in the order of wholesale and commodity brokerage (-26.3%), food manufacturing (-25.1%) and fisheries (-15.3%). This decrease in productivity was caused by the technological change which indicates a downward shift in the production curve that is significant in all sectors.
