A Study on the Improvement of the Curriculum for the Workers to Respond to Textile Environmental Regulations (섬유 환경규제 대응을 위한 재직자 교육과정 개선방안 연구)

  • This study aims to cultivate specialized professionals equipped with practical skills essential for compliance with textile environmental regulations and analysis of harmful substances. This is achieved through the revision and restructuring of educational programs targeting workers in the chemical analysis industry. To address this, a survey was conducted among chemical industry workers in small and medium-sized enterprises (SMEs) to gauge the demand for educational programs. Specifically, a survey was conducted among 240 SME workers who participated in the 2022 education curriculum to identify their educational needs and specific requirements in the field. The research findings indicate that the majority of SMEs recognize the necessity of education in the chemical field and express a strong willingness to engage in the curriculum. Particularly emphasized was the need to enhance practical skills crucial for compliance with chemical environmental regulations. Consequently, adjustments were made to the curriculum, reallocating time and increasing the duration of practical training. This enables trainees to directly operate analysis machines and interpret results. Additionally, in response to further educational demands reflected by survey participants, the curriculum was expanded from five to six courses, with adjustments made to existing educational programs. Based on these research outcomes, practical educational methods tailored to SME requirements are proposed, aiming to bridge the gap between regulatory compliance and industry needs.

A Study On the Clusters In the Electronic Industry Using Social Network Analysis (사회적 네트워크 분석을 이용한 전자산업 클러스터 연구)

  • We tried new analysis including social network analysis(SNA) on the transaction network centered on electronic companies using more than 50 thousand company transaction data obtained from Korean enterprise data (KED) for the year of 2015. We found 97 clusters having more than 10 firms and remarkable 13 clusters having more than 90% sales of the electronic industry in Korea. Clusters are the groups of companies having most of their transactions in the clusters they belong to. We found 5 clusters have 83% of sales in the electronic industry. Most of clusters have main single firms having most of the sales in each clusters except a few clusters. However, we found a few firms to have high rear production linkage effect and found the firms with high linkage effect specially for the small and medium size enterprise (SME). The companies with high production linkage (specially on SMEs) should be managed in terms of (SME) growth policy. The last firm group consisting of the small clusters with less than 10 firms has high employment coefficients. The clusters or company having high production linkage effect on this last firm group should be noted in the terms of employment policy. We also note that there exist the firms with the high value of betweenness coefficients meaning high potential of technology development. They should be managed carefully in terms of technology development policy.

Analysis of the Firm Support Effects of the Innovation Procurement Policy Using Propensity Score Matching and Difference in Differences (성향점수매칭(PSM)-이중차분(DID) 결합모형을 이용한 혁신조달 정책의 기업지원 효과 분석)

  • The Innovation Procurement Policy was introduced as part of the strategic public procurement policy to improve firms' innovation capabilities and enhance the public sector's ability to solve social problems by designating and purchasing so-called 'innovative products.' The pilot procurement project for innovative products was first introduced in 2019, and the policy system for designating and discovering innovative products by government departments, as well as the priority purchase system, was established in 2020. Hence, this study conducted a quantitative analysis focusing on the effectiveness of the innovation procurement system in supporting firms after it was fully implemented. For this purpose, corporate financial and employment data from 2017 to 2021 were used, and propensity score matching(PSM) and difference-in-difference(DID) methods were utilized as analytical tools. The study found that the innovation procurement system contributed to corporate growth and employment and created additional public and private sales channels. Moreover, it is necessary to enhance the innovation procurement system, such as matching innovative product-producing companies with existing SME support policies, for companies to become self-sustaining after the innovative product designation ends.

  • Small and Medium-sized Enterprises are the backbones of the national economy in production and employment. Information technology can contribute to strengthening the competitiveness of SMEs. This study aims to organize the comprehensive review of existing literature on the information technology adoption and success determinants in SMEs by comparing Korean domestic and aborad studies. The results show that domestic studies tend to be more quantitative research than the research aborad. Technology-Organization-Environment framework has been the most frequently deployed framework, and CEO support and user satisfaction factors are most frequently used in the adoption and success factors. With these findings we hope the future study should adopt more various theories and qualitative research methodologies.

  • In a rapidly changing global environment and the massive development in IT technology, Manufacturing SMEs have difficulties in lack of resources and competencies continued to have strong growth potential "Korean Hidden Champion(K Champ)". In order to overcome the difficulties of Manufacturing SMEs, we examined the core competencies using the AHP and proposed the K Champ development strategy. The implications in the academic is as follows: First, the suggestions for development strategy plan was drawn for the K Champ's core competencies with the recognized importance by the CEO or business executives. Secondly, the manufacturing SMEs were broken down by industry structural characteristics variables(sales amounts, industry sectors, business types and delivery methods) and the importance was investigated, analyzed and clarified. This study is intended to develop strategies of Gyeongsangnam-do manufacturing SMEs for K Champ such as German 'Hidden Champion'. We identified the importance of the level of core competencies and the coherent alternative policy direction and practical alternative were proposed. These mean the concrete relationship of core competencies for the K Champ transition and suggest a realistic directional needed for the local manufacturing SMEs in the proposed 'Government's Development Policy for Korean Hidden Champion'.

  • SMEs in Korea are suffering from severe manpower shortage due to poor incentive system and employees' frequent change of jobs. So far, the government has made continuous efforts to solve these problems, but SMEs still have the same problem. It is critical for SMEs to maintain core employees for long term who can directly contribute to the business performance. However, Korean manpower policies for SMEs has mainly focused on hiring new recruits and attracting experienced high caliber employees to SMEs. Relatively, policies for attracting in-house employees to work for longer term were insufficient. This paper focuses on providing strategic policy options to make core employees stay in the company for longer term. For this, it identifies the concept and features of core employees and reviews the necessity of introducing the Mutual Aid Project. Also, it suggests the way to enhance the effectiveness of policy by analyzing current Mutual Aid Fund programs in Korea.

The Role of Strategic Orientation and Social Capital of Founders in the Performance of Korean Startups (창업자의 전략적 지향성과 사회적 자본의 역할)

  • This study examines the effect of founders' strategic orientation and social capital on the performance of startups in Korean contexts. Founders' strategic orientation is proposed as the main factor to reduce the risk of failure and to increase the potential of future growth of the startup. Three main components of strategic orientation, entrepreneurial, market, technology, were simultaneously tested with a sample of Korean startups. Furthermore, founders' social capital, networks with supporting entities and the level of chemistry within founding members were also proposed to be important factors. We also tested possible mediating effects of social capital on the main impact of strategic orientation. With a sample of 79 startups founded less than 5 years in Seoul Metropolitan Areas, we found that technology orientation of founders only significantly increases the performance of startups, but both entrepreneurial and market orientation do not. Regarding social capital effect, the external networks of the founding members are effective as proposed, and also the high cohesiveness of founding members increases the startup performance. However, the mediating role of social capital is just partially confirmed. The implications of our findings, in both sense of firm's strategy and startup policy, are discussed. This study is expected to be a bridge connecting firms' strategy with startup policy-making in Korea.

  • It is necessary to look into multiple subjects, such as effectiveness, laws and polices of blockchain in order to easily accept blockchain technology in small and mid-sized enterprises(SME). This study analyzes the positive effects of applying the block chain to SMEs, examines the laws and policies required to apply them, and identifies the tasks. As a result, we confirmed that it can create positive effects such as optimizing supply chain management, simplifying import and export process documents, improving product quality, facilitating flow of funds, and improving transaction reliability. Also, we confirmed that it is necessary to improve the basic law of electronic transaction, electronic commerce law, electronic financial transaction law, personal information protection legislation, and needs policy supplement for platform development, education system for SMEs, transaction standardization guidelines, tax reduction policy, and block chain research and development. More extensive practical research and specific individual legal studies are needed in the future.

The Influencing Factors of SME's Acceptance Intention to Advance Smart Factory (중소기업의 스마트팩토리 고도화 수용의도에 미치는 영향요인)

  • This study analyzed the factors that influence the domestic SMEs that have introduced smart factories on their intention to accept at a higher level for qualitative advancement. 375 copies collected through an online survey were analyzed using SPSS and AMOS with UTAUT and the extended two-stage information system continuous model. Performance expectancy, effort expectancy, social influence, and facilitating conditions have a statistically significant effect on user satisfaction and user satisfaction and CEO's will have an effect on the intention to accept the advancement. However, the suppliers' technology didn't have a direct effect on the advancement acceptance intention and user satisfaction has a mediating effect between performance expectancy, effort expectancy, social influence, facilitating conditions and the advancement acceptance intention. SME's advancement for smart factory, it is important to improve the satisfaction level and the CEO's will to become smart.

A Study on the Validity of Technology Innovation Aid Programs for IT Small and Medium-sized Enterprises: Focusing on the Dynamic Characteristics and Relationship (IT중소기업 기술혁신 지원사업의 타당성 연구: 동태적 특성 및 연관성을 중심으로)

  • This study aims to provide guidelines on future policy for restructuring the scheme of aid programs associated with If small and medium-sized enterprises (i.e. SME) in Korea. For this purpose, we investigate an empirical dataset of recent aid programs deployed by Ministry of Information and Communication (i.e. MIC) for the last four years First, it is examined that the programs are practiced in accordance with their own policy objective by comparing matching samples between two groups such as program beneficiary and non-beneficiary companies. Second, positioning transition of programs within a same category is visualized in terms of two business portfolio analysis matrices. Third, an affiliation network matrix of (he programs is newly developed and then we attempt to analyze the programs relationship by the application of multidimensional scaling method to the affiliation network matrix. The empirical dataset is composed of two different kinds of corporate datasets. One is a corporate dataset of 8,994 beneficiary companies that are aided by MIC during the year of '03-'06. The other is also a corporate dataset of 18,354 non-beneficiary companies that have no records of the program supports during the years at all. Particularly, the matching samples of non-beneficiary companies are prepared in order to have comparable corporate age years (i.e. CAY) against beneficiary companies' CAY. Results show that; 1) up-to-date, the programs are properly assigned to IT SME conforming to their own policy objective; 2) however, as the year goes on, the following two distinct positioning transitions are revealed such as (1) both CAY and corporate sales (i.e. SAL) are increased simultaneously, (2) ratio of intangible assets (i.e. RIA) is decreased and ratio of operating gain to revenue (i.e. ROR) is increased. Hence, the role of the programs gets weakened with regard to providing seed money to technology innovation-typed IT SME so that a managerial adjustment of the programs is required consequently; 3) even though the model adequacy is not satisfactory through the analysis of multidimensional scaling method, the relationship of indirect-typed programs can relatively be stronger than that of direct-typed programs.
