According to the rise of the 4th Industrial Revolution, the need for innovation networks through cooperation between participants is increasing to respond to rapidly changing technologies and corporate environments. Especially, cooperation is essential to solve and innovate problems faced SMEs lacking human and material resources. We conducted a study to revitalize the regional cooperation network by analyzing the current status and problems of the existing SME support network. As a result, We derived a strategy to create a foundation for a regional cooperation network through reorganization of existing cooperation networks, the establishment of customized policies for SMEs, and linkage of support projects. And we derived a strategy for establishing a specialized network for regional innovation as a result of research through Establishing a network for regional bases, strategies for fostering companies by growth stage, and utilizing local data. We expect that it will help establish a policy to support SMEs by preparing an organic cooperation system between local businesses and local networks.
Due to the rapid development of IT in recent years, not only personal information but also the key technologies and information leakage that companies have are becoming important issues. For the enterprise, the core technology that the company possesses is a very important part for the survival of the enterprise and for the continuous competitive advantage. Recently, there have been many cases of technical infringement. Technology leaks not only cause tremendous financial losses such as falling stock prices for companies, but they also have a negative impact on corporate reputation and delays in corporate development. In the case of SMEs, where core technology is an important part of the enterprise, compared to large corporations, the preparation for technological leakage can be seen as an indispensable factor in the existence of the enterprise. As the necessity and importance of Information Security Management (ISM) is emerging, it is necessary to check and prepare for the threat of technology infringement early in the enterprise. Nevertheless, previous studies have shown that the majority of policy alternatives are represented by about 90%. As a research method, literature analysis accounted for 76% and empirical and statistical analysis accounted for a relatively low rate of 16%. For this reason, it is necessary to study the management model and prediction model to prevent leakage of technology to meet the characteristics of SMEs. In this study, before analyzing the empirical analysis, we divided the technical characteristics from the technology value perspective and the organizational factor from the technology control point based on many previous researches related to the factors affecting the technology leakage. A total of 12 related variables were selected for the two factors, and the analysis was performed with these variables. In this study, we use three - year data of "Small and Medium Enterprise Technical Statistics Survey" conducted by the Small and Medium Business Administration. Analysis data includes 30 industries based on KSIC-based 2-digit classification, and the number of companies affected by technology leakage is 415 over 3 years. Through this data, we conducted a randomized sampling in the same industry based on the KSIC in the same year, and compared with the companies (n = 415) and the unaffected firms (n = 415) 1:1 Corresponding samples were prepared and analyzed. In this research, we will conduct an empirical analysis to search for factors influencing technology leakage, and propose an early warning system through data mining. Specifically, in this study, based on the questionnaire survey of SMEs conducted by the Small and Medium Business Administration (SME), we classified the factors that affect the technology leakage of SMEs into two factors(Technology Characteristics, Organization Characteristics). And we propose a model that informs the possibility of technical infringement by using Support Vector Machine(SVM) which is one of the various techniques of data mining based on the proven factors through statistical analysis. Unlike previous studies, this study focused on the cases of various industries in many years, and it can be pointed out that the artificial intelligence model was developed through this study. In addition, since the factors are derived empirically according to the actual leakage of SME technology leakage, it will be possible to suggest to policy makers which companies should be managed from the viewpoint of technology protection. Finally, it is expected that the early warning model on the possibility of technology leakage proposed in this study will provide an opportunity to prevent technology Leakage from the viewpoint of enterprise and government in advance.
Through this study, it is aimed to derive the policy direction considering the characteristics of the present Smart Factory, the industrial condition of Pohang area, and the promotion field. Secondly, the questionnaire data of the regional enterprises will prepare for the improvement of the industrial structure and the implications for efficiency, and preparation for regional preparation and industrial changes in preparation for the next generation of production revolution. The construction of Smart Factory in Pohang can be divided into two major directions. First, it is analyzed that smart factory pilot projects are highly needed, focusing on competitive medical precision manufacturing field among the SMEs in the region, primary metal and nonmetal manufacturing industries, and other machinery fields. In addition, local SMEs are willing to introduce smart factories for reasons of quality improvement and cost reduction, and it is confirmed that they will actively promote employee training and expertise if they can upgrade continuously.

In recent years, in response to rapid technological change, technology planning activities are important for companies to cope with technological competition. However, Small and Medium Enterprises(SMEs) lack the resources and competence to establish their own technology roadmaps. Therefore, government-led roadmaps for SMEs have been proposed to support the R&D direction and R&D capabilities of SMEs. However, SMEs R&D policies are still not well linked with technology roadmaps and R&D programs. In other words, the size of R&D for SMEs is determined according to demand of SMEs regardless of strategic technology roadmap. In this study, we propose a investment prioritization model based on a technology road map to unify R&D investment policy. Using the decision model designed to prioritize strategic technology investments in the SME strategy roadmap, we conduct empirical analysis of strategic technologies in the advanced convergence and green manufacturing. AHP analysis was conducted after questionnaires on the importance of strategic technology and the importance of influential factors to 46 experts such as expert of research institutes and support organizations.
Due to the spread of COVID-19, it is rapidly changing from face-to-face to non-face-to-face work environments and is changing to a digital work environment that can be accessed anytime, anywhere, providing convenience to all lives. However, the number of breaches, personal information leakage, and technology leakage targeting SMEs that are vulnerable to security continues to increase. Accordingly, the government has been continuously promoting the information security consulting support project for SMEs every year since 2014. Therefore, this study intends to develop a performance model and measurement methodology for continuous and more systematic support and efficient management of information protection support projects in consideration of the importance of information security for SMEs. It is intended to be used as basic data when setting future operational directions and goals. The main method of this study is to derive performance models and indicators for SME information security support projects based on domestic literature, case studies, and survey results, utilize expert advice to verify the developed performance measurement indicators, and use pilot-test questionnaires. Conduct evaluation through surveys. Based on the verified indicators, we would like to present a performance model and measurement index for the information security support project for SMEs.

As Korean society becomes more matured, more people consider trust valuable, as a social capital. Researchers introduced trust literatures focusing on public policy, sociology than business. In this paper, it is empirically analyzed how Organizational Justice, Shared Values, Organizational Trust, 3 dimensions of social capital explained by Nahapiet & Ghoshall, together with Job Satisfaction and Innovative Behavior, as a proxy of performance at the organizational level. The results of this study are as below. Firstly Organizational Justice, consisted of 4 sub-variables of Distributional Justice, Procedural Justice, Interpersonal Justice and Informational Justice, classified by Colquitt, affects Job Satisfaction positively. Secondly Shared Values, consisted of 2 sub-variables of CEO's Core Value and Organizational Culture, availing Competing Value Model of Cameron & Quinn, affect Job Satisfaction positively. Thirdly Job Satisfaction, consisted of 2 sub-variables of economical satisfaction and self-efficacy, affects Innovative Behavior positively. Lastly Organizational Trust has mediating effect on the relationship between Job Satisfaction and Innovative Behavior. However, while the direct effect of Job Satisfaction on Innovative Behavior shows 69%, the indirect effect of Organizational Trust on Innovative Behavior shows 31%, which may not be ignorable. Furthermore in case of smaller organization with less than 30 members, the indirect effect of Organizational Trust shows 64%, comparing to 36% of direct effect of Job Satisfaction. This study was able to confirm that organizations need to maintain Organizational Trust as much as they strive to increase Job Satisfaction through securing Organizational Justice and Shared Values in order to effectively increase Innovative Behavior. For small organizations with less than 30 members, they can never achieve Innovative Behavior without Organizational Trust. Conclusively it is acknowledged that Organizational Trust is the most important prior condition for innovation and long-term survival of SME ventures.
This study aims to analyze the factors that influence the technological performance of national R&D programs, and to compare these factors with those that affect R&D in the machinery and chemical industry. This study also seeks to explore policy implications for the national R&D programs to meet the characteristics of each industrial technology. The results of this study are as follows: First, big enterprises create more Korean patents than small- and medium-sized enterprises (SME) in the machinery R&D. Moreover, government-funded research institutes produce more SCI articles than enterprises in the chemical technology R&D. Second, there is no significant difference in the number of institutions that participate in the machinery technology R&D. Third, the production of Korean patents and Science Citation Index (SCI) articles on all samples in the machinery industry are influenced by government grants. For instance, in the samples, which consist of enterprises, the creation of overseas patents is influenced by the amount of government grants. Fourth, there is no significant difference in the magnitude of private investment, regardless of the sample and industry. In conclusion, different factors influence the technological performances of the national R&D programs in the chemical and machinery technology R&D. This shows that it is necessary to consider the characteristics of industry-specific technology when making science and technology policies for the national R&D programs.
Korea is far behind other OECD countries in economy-wise productivity: Korea's labor productivity in terms of GDP per hour worked is the lowest among OECD countries. Against the existing productivity gap, there is a worrying sign in Korea's investment trend - rapid fall in machinery and equipment investment with slow increase in R&D investment. The challenge facing Korea is how to transform her economy from catching-up model to a knowledge-based one. The paper shows that, in tandem with the structural changes that today's Korean industries are experiencing, industry's innovation system is also changing. Innovation networks are emerging as the result of economy-wise restructuring since the financial crisis of 1997 and, though still not a dominant force, the newly emerging innovation networks will be the main threads of industry's innovation activities in the future. The changes in industrial innovation system would positively contribute in raising the productivity of the Korean economy. The paper contains a case study on Korea's automobile industry in order to highlight some of main characteristics of the structural changes, in addition to a chapter that gives an overview of the evolutionary paths of the Korea's industrial innovation. The paper assesses that changes can be considered as a positive sign of future growth perspective; but there are further challenges to make the Korea's industrial innovation system effective. The list of such challenges includes strengthening upstream sectors of currently leading industries, expanding the innovation base to SME and promoting technological co-operation between domestic firms and foreign firms.

Small and medium enterprises (SMEs) endeavor to overcome the adverse resource conditions and secure competitive advantage through technological innovation capability. Prior studies have focused on the overall or specific dimensions of technological innovation capability, and examined their performance impact. However, there has been less scholarly attention on the dynamic characteristics such as the relative importance of technological innovation capability or its performance impact at the different growth stages of a firm. In this vein, this study investigates the relationship between SME innovation capability and innovation performance at each growth stages of a firm. Based on the empirical analysis of manufacturing SMEs in Korea, we found that all dimensions of technological innovation capability had positive effects on innovation performance. However, each dimension of technological innovation capability had different effect on innovation performance by the growth stages. The planning capability can improve innovation performance at the growth and maturity stages. Manufacturing capability can have positive effect on innovation performance at the maturity stage. Both of new product development capability and commercialization capability contribute to innovation performance at all of the growth stages. This study suggests the guidelines for enhancing technological innovation capability at the different growth stages of SMEs. It also provides policy implications for the design and operation of growth-stage specific programs. Finally, the limitations of the research and future research directions are presented.
This paper used individual establishment level data to estimate the effects of government support for the research and development of 'small and medium enterprises'(SMEs). We analyzed, on the establishment level, the degree of technical advancement, strength of private R&D incentives, and the effect on employment levels of firms which participated in the 2010 government R&D support project. The results of this study are as follows. First, the size and frequency of government investment in the R&D of SMEs were both positively correlated with the amount of patent registrations. Furthermore, we found that the amount of patent registrations were positively correlated with the size of the establishments, but the average level of technological advancement for the firms running the research was lower than the average level of technological advancement for the firms merely participating in the project. Second, the government's R&D policy was found to be complementary to private R&D incentives, and a 1% increase in government R&D investment resulted in an inelastic increase (0.193~0.245%) of the firms' post-program R&D spending. Third, we found that R&D support from the government contributed to an increase of employment by the participating firms. Additionally, we found that the impact of R&D support on job creation varied for the firm size and technological characteristics. Therefore, it is important for governments to take into consideration each type of small business, when setting R&D policies.
