With the development of social media services in the era of Web 2.0, the public opinion formation site has been partially shifted from the traditional mass media to social media. This phenomenon is continuing to expand, and public opinions on government polices created and shared on social media are attracting more attention. It is particularly important to grasp public opinions in policy formulation because setting up educational policies involves a variety of stakeholders and conflicts. The purpose of this study is to explore public opinions about education-related policies through an empirical analysis of social media documents on education policies using opinion mining techniques. For this purpose, we collected the education policy-related documents by keyword, which were produced by users through the social media service, tokenized and extracted sentimental qualities of the documents, and scored the qualities using sentiment dictionaries to find out public preferences for specific education policies. As a result, a lot of negative public opinions were found regarding the smart education policies that use the keywords of digital textbooks and e-learning; while the software education policies using coding education and computer thinking as the keywords had more positive opinions. In addition, the general policies having the keywords of free school terms and creative personality education showed more negative public opinions. As much as 20% of the documents were unable to extract sentiments from, signifying that there are still a certain share of blog posts or tweets that do not reflect the writers' opinions.

This study aims to develop the education for college students who should perform the social role of the fut ure by conducting trekking activities including the characteristics, history, and culture of Cheonan area and then investigating the sociality and history of 36 college students. Taejosan, Seonggeosan, and Heukseongsan, which are part of the independent ring of Cheonan city, were selected as courses. The training was conducted by six instructors majoring in humanities, history, physical education and medicine. Teachers of humanities and history majors conducted theoretical lectures to raise the historical awareness of Cheonan area related to trekking course. In trekking practice, instructors of physical education and medicine majored in trekking safety education and course progress. Among the social development factors, responsibility, autonomy, and sociality were high. After the education, students recognized that the interest and necessity of history were high in order to understand the present society, thought that they made a lot of development compared to the previous one, and answered that the main development factors of history were the people and that there was a change in perception through this education. This study was composed of the survey after the education, so the psychological characteristics of the individual were not reflected, and it is difficult to generalize it because the number of subjects is small. In the future, more subjects need to be investigated and local residents need to investigate changes in local awareness.

The ICT convergence and intelligence information technology has many influences on the whole smart society in the $4^{th}$ industrial revolution era. However, preparations degree of our country is not high as for the intelligence information technology. It is not easy to adopt a new technology on education for cultivating the creative future human resources to match a pace with intelligent smart society. In addition, it is hard work to find and derive the appropriate technology for education because proper and effective proof includes much difficulties. Therefore, this study develop the e-learning standard technology framework through the derivation of educational standard technology element and the suggestion of medium and long term standardization framework for the intelligence information society.

In 2014, third and fourth graders in primary schools will start using digital textbooks for social science, science, and English. Fifth and sixth graders will follow the next year. Given this situation, this study investigated the awareness of digital textbooks by primary school teachers who did not have direct experience with digital textbooks. Also studied was the teachers' acceptance of digital textbooks, based on the Technology Acceptance Model. The results showed that most respondents were not ready to use digital textbooks, and they were apprehensive about their use. However, if the teachers were required to use digital textbooks, usefulness and playfulness were key factors in their acceptance.

As the acceptance of statistical analysis has been increased because of Big Data, the needs for an advanced second generation of statistical analysis method like Structural Equation Model are also increasing. This study suggests how R-Program, as open software, can be utilized when Partial Least Square Model, one of the SEMs, is applied to statistical analysis. R is a free software as a part of GNU projects as well as a powerful and useful tool for statistical analysis including Big Data. The study utilized R and SmartPLS, a representative statistical package of PLS-SEM, and analyzed internal consistency reliability, convergent validity, and discriminant validity of the measurement model. The study also analyzed path coefficients and moderator effects of the structural model and compared the results, respectively. The results indicated that R showed the same results with SmartPLS on the measurement model and the structural model. Therefore, the study confirmed that R could be a powerful tool that is alternative to a commercial statistical package in the future.

Smart agriculture has emerged to be a solution to the global food crisis and a new growth engine in the era of the Fourth Industrial Revolution. The purpose of this study is to reveal the spatiality of smart agriculture by analyzing smart agriculture policies in major countries and examining how major's agricultural knowledge and experience are expressed in specific agricultural environment. I selected China, Japan, the Netherlands, and the United States as representative examples. In the analysis of agricultural policy, the direction, governance and main areas and technologies were focused. As a result, it is found both standardization strategy and the localization strategy work at the same time. Standardization strategies decontextualize technologies and policies from the economic, social, cultural, and ecological contexts of region. The regionalization strategy builds a smart agricultural model for each country with reflecting geographical characteristics. This study could be for facilitating further researches on geographies of agricultural technology and agricultural knowledge production.

According to the recent expansion of the network environment, the spread of smart devices is continuously increasing. With the spread of smart devices such as smart phones, smart pads and wearables, changes are taking place in smart technologies and IT convergence technologies. The development of smart technology is a key element of the 4th industrial technology. The Fourth Industrial Revolution expanded the new service-based industry by adding intelligence to residential, industrial and production environments using IT convergence and smart devices. Research on providing various services using smart technologies, such as smart home, smart factory, smart farm, and smart healthcare, is being conducted in variety. In particular, There is a sharp rise in smart homes due to the proliferation of IoT devices and the growth of sensor technology, control technology, applications, data management, and cloud services. Smart home services using smart technology provide residents with convenient, beneficial services and environments. Smart home service has complemented the existing home network service, but there still are flaws to be modified. In other words, the spread of smart devices, the development of service provider-oriented services, and the interlocking of services have limitations in providing services in consideration of user environment and user state. In order to solve this problem, this study proposes a smart home service system that considers the situation of the elderly.

This study intended to analyze whether the system of voucher system, which was introduced as a policy tool to expand social services, was dependent or evolving through the research methodology of historical institutionalism. The voucher system is being introduced to emphasize the user's focus in the existing supplier-centered service provision system, but problems with the existing system have been found so far. We found that despite the shift in welfare paradigm from the remaining welfare supply to universal welfare in the past, the company was partially following the existing supplier-centered social service system. However, We found that new instruments for establishing legal systems and the path evolution factors are now being developed and matured within the voucher system. In other words, it was possible to predict that the voucher system would become more positive and mature in the future through logical changes in the system. Based on the results of the analysis of the voucher system, policy suggestions for policy values and objectives that were initially oriented toward the system were presented.

Humanities knowledge makes the learners overcome the boundaries of study and can be applied variously by means of contents for study. This paper suggests application contents plans designed as the learning tools for blended learning, which can be sure of the possibility to the extension of other fields. Literary education with application contents has effects followings: First, smart device based on the web under the ubiquitous circumstances has the information system like the neuron's. So the application selects the necessary information and makes the contents for infusion into the education. Also it provides with more abundant and extended information system. With this approach, learners are able to get further literary knowledge and promote the ability for tapping them for new knowledge as well. Lastly, literature applied to the class with web contents is based on the foundation that creates new knowledge necessary for culture, arts, and so on. As a result, the education using web contents achieves the boundless of study, which is the final goal of the blended learning.

The development case presented is about the development of smart education contents for development of creativity, and suggests the development contents and approach to design of software of teaching materials based on G-Learning which allow learner to interact depending on their dispositions. Above all, focusing on design approach in order to maximize interaction which is the characteristic of game, the education contents that enable learner to be immersed by education level as per learner's disposition have been developed, and it allows to compose the level of difficulty based contents according to level design plan. Also, it is the case that the contents allow for effective education by setting visual environment which enables learner to be immersed depending on learner's disposition with the realization of object which appears in respect of vision and visual Customizing of character.
