  • Preliminary design in chemical process furnishes economic feasibility through calculation of both mass balance and energy balance and makes it possible to produce a desired product under the given conditions. Through this design stage, the process possesses unchangeable characteristics, since the materials, reactions, unit configuration, and operating conditions were determined. Unique characteristics could be very economic, but it also implies various potential risk factors as well. Therefore, it becomes extremely important to design process considering both economics and safety by integrating process simulation and quantitative risk analysis during preliminary design stage. The target of this study is LNG liquefaction process. By the simulation using Aspen HYSYS and quantitative risk analysis, the design variables of the process were determined in the way to minimize the inherent explosion risks and operating cost. Instead of the optimization tool of Aspen HYSYS, the optimization was performed by using stochastic optimization algorithm (Covariance Matrix Adaptation-Evolution Strategy, CMA-ES) which was implemented through automation between Aspen HYSYS and Matlab. The research obtained that the important variable to enhance inherent safety was the operation pressure of mixed refrigerant. The inherent risk was able to be reduced about 4~18% by increasing the operating cost about 0.5~10%. As the operating cost increases, the absolute value of risk was decreased as expected, but cost-effectiveness of risk reduction had decreased. Integration of process simulation and quantitative risk analysis made it possible to design inherently safe process, and it is expected to be useful in designing the less risky process since risk factors in the process can be numerically monitored during preliminary process design stage.

  • Mating disruption (MD) has been widely used to effectively control Grapholita molesta in apple orchards. A simultaneous mating disruption (SMD) techniques have been developed to control both G. molesta and G. dimorpha. This study was performed to determine the practical parameters to apply the SMD technique to field conditions. To determine the application amount of SMD lures, a dispenser containing 10 mg pheromone was placed at different numbers of trees in an orchard. Application at every other tree (= one dispenser per two trees) was relatively safe to expect effective MD efficiency in both wax and polyethylene (PE) formulations. One time application at the end of March was enough to maintain a year round MD efficacy against both species. A fence treatment using food trap was applied to prevent any immigratory mated females from nearby untreated regions. To enhance the food trap by adding host-derived secondary compounds, terpinyl acetate (TA) was screened to be effective to attract females of Grapholita molesta among six compounds contained in apple fruit extracts. Among different TA concentrations, 0.05% TA treatment was the most effective to attract the adults. A mixture of TA and sugar was effective to attract and kill females and called FAKT (female attract-to-kill techniques). FAKT was treated at approximately 6 m interval at the edge of the apple orchards. The females trapped by the FAKT included mated females possessing vitellogenic oocytes. SMD supplemented with FAKT maintained the high MD efficacy and significantly suppressed leaf damage induced by the two insect pests compared to control or single SMD treatment.

  • This paper proposed a method to separate a liver into left and right liver lobes for simple and exact volumetry of the river graft at abdominal MDCT(Multi-Detector Computed Tomography) image before the living donor liver transplantation. A medical team can evaluate an accurate river graft with minimized interaction between the team and a system using this algorithm for ensuring donor's and recipient's safe. On the image of segmented liver, 2 points(PMHV: a point in Middle Hepatic Vein and PPV: a point at the beginning of right branch of Portal Vein) are selected to separate a liver into left and right liver lobes. Middle hepatic vein is automatically segmented using PMHV, and the cutting line is decided on the basis of segmented Middle Hepatic Vein. A liver is separated on connecting the cutting line and PPV. The volume and ratio of the river graft are estimated. The volume estimated using 2 points are compared with a manual volume that diagnostic radiologist processed and estimated and the weight measured during surgery to support proof of exact volume. The mean ${\pm}$ standard deviation of the differences between the actual weights and the estimated volumes was $162.38cm^3{\pm}124.39$ in the case of manual segmentation and $107.69cm^3{\pm}97.24$ in the case of 2 points method. The correlation coefficient between the actual weight and the manually estimated volume is 0.79, and the correlation coefficient between the actual weight and the volume estimated using 2 points is 0.87. After selection the 2 points, the time involved in separation a liver into left and right river lobe and volumetry of them is measured for confirmation that the algorithm can be used on real time during surgery. The mean ${\pm}$ standard deviation of the process time is $57.28sec{\pm}32.81$ per 1 data set ($149.17pages{\pm}55.92$).

  • This study is concerned with the optimal design of two hinged steel arches with I cross sectional type and aimed at the exact analysis of the arches and the safe and economic design of structure. The analyzing method of arches which introduces the finite difference method considering the displacements of structure in analyzing process is used to eliminate the error of analysis and to determine the sectional force of structure. The optimizing problems of arches formulate with the objective functions and the constraints which take the sectional dimensions(B, D, $t_f$, $t_w$) as the design variables. The object functions are formulated as the total weight of arch and the constraints are derived by using the criteria with respect to the working stress, the minimum dimension of flange and web based on the part of steel bridge in the Korea standard code of road bridge and including the economic depth constraint of the I sectional type, the upper limit dimension of the depth of web and the lower limit dimension of the breadth of flange. The SUMT method using the modified Newton Raphson direction method is introduced to solve the formulated nonlinear programming problems which developed in this study and tested out throught the numerical examples. The developed optimal design programming of arch is tested out and examined throught the numerical examples for the various arches. And their results are compared and analyzed to examine the possibility of optimization, the applicablity, the convergency of this algorithm and with the results of numerical examples using the reference(30). The correlative equations between the optimal sectional areas and inertia moments are introduced from the various numerical optimal design results in this study.

  • This paper specifically discusses the risk assessment on the pesticide residues in vegetables collected from traditional markets, big marts and departments in the southern part of Seoul. Vegetable samples were 6,583 cases from January to December in 2009. Monte-Carlo simulation was used to calculate the uncertainty for the risk index using pesticide residues, average dietary intake for vegetables and acceptable daily intake. Deterministic risk indexes were 7.33% of diethofencarb, 5.13% of indoxacarb, 3.96% of EPN, 3.92% of diniconazole and 3.09% of chlorothalonil, respectively. And other pesticides were below 3%. Distributions of risk indexes obtained by the Monte-Carlo simulations were similar to the deterministic values, even though the confidence intervals for 95% were very wide. We confirmed that health risks caused by eating vegetables exceeded maximum residue limits of pesticide are very low and the population is generally safe, judging from the risk indexes located between 0.07 to 9.49%.

  • 'Flight safety zone' means a zone that the Minister of National Defense designates under Articles 4 and 6 of the Protection of Military Bases and Installations Act (hereinafter 'PMBIA') for the safety of flight during takeoff and landing of military aircrafts. The purpose of flight safety zone is to contribute to the national security by providing necessary measures for the protection of military bases and installations and smooth conduct of military operations. In this case, when the state set and used the flight safety zone, the landowner claimed restitution of unjust enrichment against the country. This article is an analysis based on the existing legal theory regarding the legitimacy of plaintiff's claim, and the summary of the discussion is as follows. A person who without any legal ground derives a benefit from the property or services of another and thereby causes loss to the latter shall be bound to return such benefit (Article 741 of the Civil Act). Since the subject matter is an infringing profit, the defendant must prove that he has a legitimate right to retain the profit. The State reserves the right to use over the land designated as a flight safety zone in accordance with legitimate procedures established by the PMBIA for the safe takeoff and landing of military aircrafts. Therefore, it cannot be said that the State gained an unjust enrichment equivalent to the rent over the land without legal cause. Expropriation, use or restriction of private property from public necessity and compensation therefor shall be governed by Act: provided, that in such a case, just compensation shall be paid (Article 23 (1) of the Constitution of The Republic of KOREA). Since there is not any provision in the PMBIA for loss compensation for the case where a flight safety zone is set over land as in this case, next question would be whether or not it is unconstitutional. Even if it is designated as a flight safety zone and the use and profits of the land are limited, the justification of the purpose of the flight safety zone system, the appropriateness of the means, the minimization of infringement, and the balance of legal interests are still recognized; thus just not having any loss compensation clause does not make the act unconstitutional. In conclusion, plaintiff's claim for loss compensation based on the 'Act on Acquisition of and Compensation for land, etc. for Public Works Projects', which has no provision for loss compensation due to public limits, is unjust.

  • The procession depicted in Goguryeo's ancient tomb mural consists of guards, honor guards, music band, and performing artists. Since this coincides with the royal processions of Goryeo and Joseon Dynasties, the relationship of its impact can be examined. The performing arts appearing in such street procession were mostly sanakbaekhui. During the Goryeo Dynasty, the king visited Bongeunsa templ when the lotus lantern festival was celebrated. At such time, on the left and right sides of the road travelled by the king were installed mountains made of lanterns and trees made of lanterns. The procession was quite large in scale and was accompanied by colorful music and performances. In the narye ceremony of the Goryeo Dynasty, as in China, street procession and performing arts took place. The jisinbarbgi performed by a peasant band in early January is a custom of narye. A new character appears in the royal narye during the first half of the Joseon period. Therefore the features of narye transforming according to the changes of the times can be examined. In the Joseon Dynasty's procession of a king returning to the palace, the royal band in front and behind the carriage of the king played marching music, and led by a sanbung this street procession headed toward the palace. Various performances also took place during this time. The samilyuga and munhuiyeon were festivals of the yangban class(nobility). Those who passed the state examination hired musicians and performers and paraded around town in Seoul for three days to celebrate the auspicious outcome for their family and to show off their family's power. In the Joseon's dongje and eupchijeui ceremonies, street processions were carried out with a shrine deity image or symbolic flag at the head. The dongje in a Korean village, combined with jisinbarbgi, incorporated a procession with the flags ymbolizing the guardian deity of the village at the head, and this went from house to house. The procession of suyeongyaru had the publicity impact of a mask play performance, and by creating a sense of unity among the participants, heightened the celebratory atmosphere. At the core of the bukcheonggun toseongri gwanweonnori was as treet procession imitating the traveling of high government officials. The toseong gwanweonnori has the folk religion function of praying for safe human living and abundance of grains for the village, the entertainment function of having fun and joy through street processions and various performances, and the social function of creating unity and harmony among the residents. In all the aforementioned events, the street procession had a large role in creating a celebratory atmosphere, and the performance of traditional performing arts in the middle of the procession or after the procession enabled the participants to feel united. The participants of the street procession felt cultural pride and self-confidence through the various events and they were able to have the opportunity to show off and proudly display their abilities.

  • Research situation and recent research activities of the RDA of Korea were reviewed and summarized for rice nurserybed. Sixty five percent of total 784 weed research items were carried out as rice research while only 6 percent was belonged to nurserybed within rice research. The floristic composition based on the degree of dominance significantly affected by herbicide properties, type of nurserybed and seeding itself. Herbicidal phytotoxicity of currently used several herbicides was greatly dependent upon the covering, absorption, germination, and irrigation regimes. The new safening agent "CGA 123 407" (4,6-dichloro-2-phenyl-pyrimidine) permited the safe application of pretilachlor (2-chloro-2',6-diethyl-N-(2-propoxyethyl) acetanilide) as a pre-emergence herbicide without reducing herbicidal efficacy. Several new herbicides, pyrazolate (4-(2,4-dichlorobenzoyl)-1,3-dimethylpyrazol-5-yl-p-toluenesulphonate), SL-49 (1,3-dimethyl-4-(2,4-dichlorobenzoyl)-5-phenacyloxy-pyrazole) MY-93 (S(1-methyl-1-phenethyl)-piperidine-1-carbathioate) and DPX-84 ((methyl 2- ((4,6-dimethoxypyrimidin-2-yl) amino-carbonyl) aminosulfonylmethyl)) benzolate)) performed satisfactorily in terms of safety and herbicidal efficacy for both surface covered and surface pressed nurserybed after herbicide application and thus expected very significant contributions not only for all kind of nurserybeds but also for direct seeding.

  • From a historical point of view, while the Warsaw Convention was passed in 1924 to regulate the unified judicial responsibility in the global air transportation industry, protection of airline consumers was somewhat lacking in protecting air carriers. In principle, the air carrier does not bear any obligation or liability when the aircraft is not operated normally due to natural disasters such as typhoon or heavy snowfall. However, in recent years, in developed countries such as the US and Europe, there has been a movement in which regulates the air carriers' obligation to protect their passengers even if there is no misconduct or negligence. Furthermore, the legislation of such advanced countries imposes an obligation on the airlines to compensate the loss separately from damages in case the abnormal operation of the aircraft is not caused by force majeure but caused by their negligence. Under this historical and international context, Korea is also modifying the system of aviation consumer protection by referring to other foreign legislation. However, when compared with foreign countries, our norm has a few drawbacks. First, the airline's protection or care obligations are mixed with the legal liability for damages in the provision, which seems to be due to the lack of understanding of the airline's passenger protection obligation. The liability for damages, which is governed by the International Convention or the Commercial Act, shall be determined by judging the cause of the airline's liability in respect of the damage of the individual passenger in the course of the air transportation. However, the duty to care and the burden for compensation shall be granted to all passengers who feel uncomfortable with the abnormal operation regardless of the cause of the accident. Also, our compensation system for denied boarding due to oversale is too low compared to the case of foreign countries, and setting the compensation amount range differently based on the time for the re-routing is somewhat unclear. Regarding checked-baggage claim, it will be necessary to refund the fee only from the fact that the baggage is delayed without asking whether there is any damage occurred from the delayed baggage. This is the content of the duty to care, which is different from the current Commercial Act or the international convention, in which responsibility is different depending on whether the airline takes all the necessary measures in order to prevent delaying of the baggage. The content of force majeure, which is a requirement for exemption from the obligation to care passengers on the airplane, shall be reconsidered. Maintenance for safe navigation is not considered to be included in force majeure, and connection to airplanes, airport conditions are disputable. According to the EC Regulation, if the cause of the abnormal operation of the airline is force majeure, the airline's compensation obligation is exempted but the duty to care of airline company is still meaningful. Furthermore, even if the main role of aviation consumer protection is on an airline, it is the responsibility of government agencies to supervise the fulfillment of such protection obligations. Therefore, it is necessary for the Korean government to actively take measures such as enforcing incentives for airlines that faithfully fulfill their obligation to care and imposed penalties on the contrary.

  • The dissipation patterns of a boscalid in cucumber under greenhouse condition was investigated to establish pre-harvest residue limit (PHRL) and biological half-life. Initial concentration of boscalid in cucumber at standard application rate was $7.29\;mg\;kg^{-1}$ and decreased to $0.04\;mg\;kg^{-1}$ after 15 days with half-life of 1.9 day, while the initial concentration was $14.69\;mg\;kg^{-1}$ and decreased to $0.11\;mg\;kg^{-1}$ after same period with half lift of 2.0 day at double application rate. PHRL was suggested by prediction curve derived from the decay curve of boscalid at double rate treatment. For example, $10.39\;mg\;kg^{-1}$ was calculated for 10 days before harvest, and $1.73\;mg\;kg^{-1}$ for 5 days. Dilution effect was major factor far the decrease of boscalid residue due to fast increasement of weight of cucumber during cultivation. Final residues level of boscalid was predicted based on the dissipation curve and guideline on safe use, when boscalid was used to control powdery mildew and gray mold. At standard rate application, $1.26\;mg\;kg^{-1}$ and $1.33\;mg\;kg^{-1}$ were calculated as final residue levels for control powdery mildew and gray mold, respectively, which are above the MRL(Meximum Residue Limit).
