대형 기계 설비의 사고 대응을 위한 훈련 시뮬레이터 프레임워크 (Framework of a Training Simulator for the Accident Response of Large-scale Facilities)

  • For the proper decision making and responsibility enhancement for an unexpected accident in large-scale facilities, it is important to train operators or first responders to minimize potential human errors and consequences resulted from them. Simulation technologies, including human-computer interaction and virtual reality, enables personnel to participate in simulated hazardous situations with a safe, interactive, repetitive way to perform these training activities. For the development of accident response training simulator, it is necessary to define components comprising the simulator and to integrate them for the given training purpose. In this paper, we analyze requirements of the training simulator, derive key components, and design the training simulator. Based on the design, we developed a prototype training simulator and verified the simulator through experiments.

Implementation of Telebiometrics Application System Using Mobile Device

  • Today, with the wide use of mobile devices, the amount of business transactions conducted through such devices is increasing drastically. However, there are several limitations in the area of authentication for mobile use, which requires strong authentication mechanisms to satisfy security and convenience requirements. The proposed model and application system provide a framework to ensure the security and reliability of the flow of biometric information for telebiometric applications using mobile devices. We also specify protocols for each model and implement a mobile telebiometric application to improve security vulnerabilities compared to storage in a microSD match on card (MOC) based on the proposed model. As a consequence of this implementation, we propose substantial guidelines for security countermeasures from both technical and managerial perspectives in order to establish a safe mobile environment for the use of telebiometric systems.

  • Despite manufacturers' effort to provide safe and reliable products, a number of product-related accidents occur all over the world resulting in much damage to property, personal injury and even loss of life. Considerable evidence indicates that some accidents arise from user negligence, but most are due to the design, manufacture, and distribution of unreasonably dangerous products when compared to their use. As a result, a tremendous number of product liability lawsuits have been filed, many times causing huge amount of financial damages to manufacturers. Furthermore, with increasing government regulation and growing power of consumer lobbies, manufacturers might be more exposed to product liability claims in the future than now. The objectives of this study are twofold: to provide a framework of future research on product liability and safety and to introduce a product safety policy. To accomplish these objectives, previous studies on product liability and safety were reviewed thoroughly. The product safety policy consists of two parts: (1) an engineering design strategy for reducing product-related risks and (2) a management program for a product liability loss prevention plan. The policy is essential to preventing manufacturers' liability exposure as well as designing a safer product.

  • Unmanned ground vehicles have important military, reconnaissance, and materials handling application. Many of these applications require the UGVs to move at high speeds through uneven, natural terrain with various compositions and physical parameters. This paper presents a framework for high speed autonomous navigation based on the integrated real time traversability. Specifically, the proposed system performs real-time dynamic simulation and calculate maximum traversing velocity guaranteeing safe motion over rough terrain. The architecture of autonomous navigation is firstly presented for high-speed autonomous navigation. Then, the integrated real time traversability, which is composed of initial velocity profiling step, dynamic analysis step, road classification step and stable velocity profiling step, is introduced. Experimental results are presented that demonstrate the method for a $6{\times}6$ autonomous vehicle moving on flat terrain with bump.

FAST REACTOR TECHNOLOGY R&D ACTIVITIES IN CHINA

  • The basic research on fast reactor technology was started in the mid-1960's in China. The emphasis was put on fast reactor neutronics, thermohydraulics, sodium technology, materials, fuels, safety, sodium devices and instrumentation. In 1987, the research turned to applied basic research with the conceptual design of a 60 MW experimental fast reactor as a target. The Project of the China Experimental Fast Reactor(CEFR) with a thermal power 65 MW was launched in 1993. The R&D of fast reactor technology then carried out to serve a design demonstration connected with the different phases of the conceptual, preliminary and detailed design of the CEFR. Recently, three directions of fast rector technology R&D activities have been considered, and some research programs have been developed. They are: (1) R&D related to the CEFR, i.e. experiments to be conducted on the CEFR for its safe operation, (2) R&D related to the projects of a prototype and the demonstration of fast reactors, and(3) advanced SFR technology within the framework of the international cooperation of INPRO and GIF.

  • This paper treats Merton's classical portfolio optimization problem for a market participant who invests in safe assets and risky assets to maximize the expected utility. When the state process is a d-dimensional Markov diffusion, this problem is transformed into a problem of solving a Hamilton-Jacobi-Bellman (HJB) equation. The main purpose of this paper is to solve this HJB equation by a deep learning algorithm: the deep Galerkin method, first suggested by J. Sirignano and K. Spiliopoulos. We then apply the algorithm to get the solution to the HJB equation and compare with the result from the finite difference method.

  • Recently, federated learning (FL) has increased prominence as a viable approach for enhancing user privacy and data security by allowing collaborative multi-party model learning without exchanging sensitive data. Despite this, most present FL systems still depend on a centralized aggregator to generate a global model by gathering all submitted models from users, which could expose user privacy and the risk of various threats from malicious users. To solve these issues, we suggested a safe FL framework that employs differential privacy to counter membership inference attacks during the collaborative FL model training process and empowers blockchain to replace the centralized aggregator server.

  • Autonomous decision-making is key to safe and efficient marine autonomy, as global marine industry comprises over 90 percent of the world's cargo transportation. Challenges of the real-world validation in the aquatic domain limits the wide-spread of ASVs despite their promising societal impacts. We propose and demonstrate the real-world validation platform and comprehensive algorithm steps. Such a framework will serve as a more explainable and reliable decision-making system of ASVs as well as autonomous vehicles in other domains.

차등접근법에 근거한 극저준위폐기물의 안전관리 국제동향 및 시사점에 대한 고찰 (Analysis on the International Trends in Safe Management of Very Low Level Waste Based upon Graded Approach and Their Implications)

  • 최근 국제원자력기구와 방사성폐기물 분야 주요 선도국들은 리스크 차등접근법에 따라 방사성폐기물의 분류기준을 세분화하고 있는 추세이며, 이러한 맥락에서 극저준위폐기물을 새로운 방사성폐기물 범주로서 신설하거나 이에 대한 별도의 최적 관리방안을 모색하고 있다. 국제적으로 운영 사례가 점차 증가되고 있는 주요 국가의 극저준위폐기물 전용 공학적 표층매립형 처분시설들은 방사성핵종의 격리 및 지연 성능 측면에서 1960년대 주로 건설된 천층 트렌치형 중 저준위폐기물 처분시설 보다 개선된 것으로 분석되었다. 또한 주요 선도국들의 극저준위폐기물 관리방안은 규제해제 제도, 중 저준위폐기물 처분시설 및 비원자력 폐기물매립장의 활용 가능성, 사회수용성 등에 따라 차이가 있는 것으로 나타났다. 이와 관련하여, 국내에서도 향후 대형 원자력시설의 해체에 대비하여 극저준위폐기물의 최적 관리방안에 관한 종합적인 검토와 논의를 통해 리스크 차등접근법에 따른 최적화된 관리방안을 사전에 수립하고, 이를 국가 방사성폐기물 관리정책 및 관리계획의 틀 내에서 체계적으로 시행할 필요가 있다.

  • 본질적으로 안전한 공장은 체계적으로 잠재위험요소를 규명한 후 적절한 대처방안 모색을 통하여 유지할 수 있으며, 이를 위한 다양한 위험성 평가 방법론들이 개발되어 활용되고 있다. 최근에는 특히 전통적인 안전성평가방법의 단점을 극복하기 위해 전문가시스템을 도입함으로써 안전성평가방법을 자동화하려는 노력들이 시도되고 있다. 위험 및 운전성분석기법(HAZOP; Hazard and Operability Study)은 정성적인 평가방법 중에서 가장 체계적이고 논리적인 방법으로 인정받고 있다. 반면에 이러한 HAZOP 분석은 여러 인원이 동시에 시간을 내어 또 많은 시간을 투입하여야 하는 단점 및 참여한 엔지니어에 따라 그 결과의 차이가 날 수 있는 등 일관성 있는 평가결과를 얻기 어렵다는 단점이 있다 이에 따라 전체적인 평가의 소요시간을 줄이며 일관적인 평가결과를 얻기 위한 위험성 평가의 자동화가 더욱 필요하다고 하겠다. 이에 본 연구에서는 HAZOP분석 과정을 자동화하기 위한 기반 구조를 제시하고, 이를 이용하여 전문가시스템도구를 통해 HAxSYM이라는 안전성 평가 시스템을 구현하였으며, 개발된 시스템의 유용성을 살피고자 사례연구를 수행하였다.
