Despite the careful attention paid by managers and researchers to the effective administration of the S/W Development Project, there are cases where the project goes over-budget or misses deadlines. Existing research blames these problems on task complexity or mismanagement. In order to verify the results that varied according to the fitness between the Task Characteristics and the Project Management Types, a contingency model was employed. The verification of the contingency model demonstrated that the greater the task complexity, the greater the effectiveness of the project coordination, and the lesser the task complexity, the greater the effectiveness of project control. This research is theoretically important in that it develops a composite model to verify the relation between the three factors of Task Characteristics, Project Management Types, and Project Performance that compose the S/W Development Project.

There is a growing interest in project management knowledge, project management information systems, and process improvement to systematically project execution in public sectors, achieve high performance and value, and increase the effectiveness of the overall industry. In particular, the software industry is a knowledge-intensive industry centered on professional manpower. This study examines the effect of the project managers' competences of regional SW promotion agencies on and project performance and the moderating effect of the level of project management maturity. We collected data using a questionnaire to the project managers of regional SW promotion agencies. In this study, a structural equation model was used to analyze the relationship between project managers' competences and performance. In addition, a multi-group structural equation model was used to analyze the moderating effect according to the high and low project maturity. As a result of the analysis, it was found that only contextual competence among the competences of the project manager had a positive effect on project performance. It was found that technical and behavioral competence did not have a positive effect on management and completion performance. It was found that the moderating effect according to the maturity of business management of local institutions was not significant.

최근 정보화 프로젝트 수행 능력에 대한 객관적인 검증이 필요하다는 판단에 따라 SI 업계에서는 프로젝트 품질 평가 심사 모형인 CMM 및 SPICE의 등급 인증 획득 또는 등급을 올리기 위한 노력을 기울이고 있다. 공공기관, 민간 발주처들이 사업자의 프로젝트 수행능력에 대한 객관적인 검증을 요구하고 있고, 해외 IT 업체들의 국내 시장 공략에도 효율적으로 대처할 수 있다는 판단에 따라 프로젝트 품질 평가 심사 모형 인증 도입이 확산되고 있다. 그러나 인증의 신뢰성에 대하여 논란이 되고 있는 시점에서 등급을 인증받은 기관이 비 인증기관보다 품질 및 성과에 차이를 보이는지 연구하였다. 연구 결과 현저하게 큰 차이는 아니며 부분적으로 차이가 있는 것으로 나타났다. 국내업체들이 CMM 인증 자체에만 집착하지 말고 컨설팅을 통한 업무 프로세스 개선과정에 의미를 두고 인증에 힘을 기울여야 한다. 즉, 품질인증의 획득 목표가 인증서 획득만이 목표가 아니라 진정한 프로젝트 품질 시스템의 구축, 실현하는 품질 마인드가 우선적으로 제고되어야 말 것이다.

국내의 정보화 프로젝트 개발 소프트웨어가 대형화되고 복잡화됨에 따라 개발 업체의 소프트웨어 프로젝트 품질이 매우 중요해지고 있다. 프로젝트 품질 평가 심사 모형인 CMM 등으로 개발 사업자의 프로젝트 수행능력이 평가되고 있다. 따라서 개발 사업자들은 CMM 등급 인증획득 또는 등급을 올리기 위한 노력을 기울이고 있다. 그러나 인증의 신뢰성에 대하여 논란이 되고 있는 시점에서 프로젝트 품질 인증의 제도가 프로젝트 품질에 차이를 나타내는지에 대한 연구와 CMM등급 인증과 기업 문화의 적합이 프로젝트 품질 성과에 차이를 나타내는지에 대하여 연구를 수행하였다. 연구 결과, CMM인증 등급이 높고 기업문화의 개방성이 높은 조직이 프로젝트 품질 성과가 높은 것으로 나타났다. 프로젝트 품질 성과를 높이기 위해서는 CMM인증 등급도 중요하지만 품질을 위한 기업 문화의 개방성을 높여나가는 것이 매우 중요한 것으로 나타났다.

This study aims to establish the measures required for strengthening the internal stability of and executing the systematic plan for Gangwon-do in relation to the "urban regeneration preliminary project" launched by the Ministry of Land, Infrastructure, and Transport. The results of this study are as follows. The unit project carried out via the Gangwon-do urban regeneration preliminary project presented the tendency for the standardization of the H/W and S/W projects such as the establishment of the community anchor space and the resident competency reinforcement project. Further, rather than focusing on the contents that could objectively measure the effects of the project, it concentrated more on the performance indicators that are required for verifying the execution of unit projects like the establishment of buildings and operating programs. It was found to be insufficient with regard to the practicality of the project, the correlation with the New Deal Project, and the validity of the project contents. To improve these aspects, Gangwon-do would be required to highlight its distinguishability from the other regions and increase its practicality by operating the field-centered urban regeneration educational program, inducing the participation of experts in each of the areas in case there is a need to execute a project plan and discover a project with placeness. It also needs to focus on strengthening its connection with the urban regeneration new deal project by discovering the resident leaders and professional manpower, and establishing the performance indicators needed for systematically monitoring the regional changes in accordance to the urban regeneration preliminary project.

S/W 개발 프로젝트는 실패 위험이 매우 높다. 중요한 실패 원인 중의 하나는 업무 모호성이며, 이를 해결하기 위해 사용자를 지속적으로 참여시키고 있다. 이 연구의 목적은 업무의 모호성과 사용자참여가 프로젝트 성과에 미치는 영향을 파악하는 것이다. 기존 문헌들로부터 업무 모호성, 사용자 참여, 프로젝트 성과에 관한 변수들의 관계를 찾아내어 연구 모델과 가설을 제시한다.

A multi-train operation simulation software is under development, in this G7 Project for a High Speed Train System, to simulate the running performance, power consumption, signalling and operation. In the first stage, a Train Performance Simulation (TPS) software is introduced in this paper. This is a core module of whole system and gives some parameters of a train, e.g., its position, speed traction and braking power and electric power system state, etc. In this paper, calculation technique was used for voltage drop at the train's positions and major posts along the catenary line. The final program will be used as an evaluation tool for system performance in constructing a new line or introducing a new train system.

Contract design plays a key role in the life cycle of BOT project. All project management activities and operation processes are arranged in consistence with the document of BOT contract which the public sector ensures that the respective roles and responsibilities set out in the contract are fully understood and fulfilled to the contracted performance criteria. With limited theories to deal with some fundamental issues of BOT contract design, we try to collect data from case studies and formulate several practical principles. The conclusions presented in this paper are analyzed from two cases, one is based on an early case in the United Kingdom, and the other based on the Taiwan High Speed Railway case. The purpose of this paper is not about covering all legal issues about BOT contract design, but rather, our work provides common considerations applicable to the contract parties of a broad range of BOT contracts. The results in this paper shall propose some fundamental principles of the BOT contract design.

For stationary 1kW-class fuel cell systems to be used widely, it is essential to achieve dramatic improvements in system durability as well as cost reduction. In order to address this engineering challenge, it is important to develop innovative technologies associated with BOP components. According to this background, in 2009, the Korean Government and "Korea Institute of Energy Technology Evaluation and Planning(KETEP)" launched into the strategic development project of BOP technology for practical applications and commercializations of stationary fuel cell systems, named "Technology Development on Cost Reduction of BOP Components for 1kW Stationary Fuel Cell Systems to Promote Green-Home Dissemination Project". The objectives of this project are to develop fundamental technologies to meet these requirements, and to improve the performance and functionality of BOP components with reasonable price. The project consortium consists of Korea's leading fuel cell system manufacturers, BOP component manufacturers which technologically specialized, and several research institutions. This paper is to provide a summary of the project, as well as the achievements made through the 1st period of the project(2009~2010). Several prototypes of BOPs - Cathode air blowers, burner air blowers, preferential oxidation air blowers, fuel blowers, cooling water pumps, reformer water pumps, heat recovery pumps, mass flow meters, valves and power conditioning systems - had been developed through this project in 2010. As results of this project, it is expected that a technological breakthrough of these BOP components will result in a substantial system cost reduction.

포항가속기 저장링 진공시스템의 성능을 예견하기 위하여, 초도품 진공 챔버를 제 작, 조립 및 테스트를 하였다. 비휘발성 흡착펌프와 이온펌프로 구성되어 있는 다섯대의 혼 합펌프와 한 대의 터보펌프를 사용하였다. 그 결과 낮은 10-10Torr을 얻음으로서 설계된 진 공도를 성취하였다.
