Contents Analysis on the Rural Village Development Projects: With Focus on Project Regions during 2004-2007 (농촌마을종합개발사업 내용분석과 시사점 -'04-'07년 사업대상지 사업을 중심으로 -)

  • The purpose of this study is to identify the trend of the contents of the plan that was implemented through contents analysis on the master plan project of rural village development projects that began in 2004. Contents analysis is based on the classification of business in the detailed enforcement regulations of rural village development project. Analysis on the project contents was conducted for 30 days from June 20 to July 20 for the 132 regions established in the master plan during the period from 2004 to 2007. The results of the analysis showed the following. First, scenery facilities, rural tourism, cultural welfare and income basis projects accounted for 76.5% of the total projects. Second, with regard to investment costs depending on the contents of the projects, cultural welfare, rural tourism and income basis projects accounted for 66.3% of the total investment costs. Third, it was found out that, with regard to the trend of change in the project contents by year, income basis projects were sharply reduced whereas cultural welfare and scenery facilities projects were increased. Finally, with regard to the analysis on the projects by region, it was found that Gangwon, Gyeonggi and Chungnam gave high weight on rural tourism, whereas Gyeongbuk, Jeonnam and Jeonbuk gave low weight on rural tourism. Particularly, Gyeongnam was found to have given low weight on income basis project.

A Study in the Review and Progressive Strategies of Smart Village in Rural Areas (농어촌지역 스마트빌리지 사업의 고찰과 추진방향)

  • There are various issues in rural areas. There are population decline, aging, and the absence of jobs and amenities. The government continues to expand various projects for rural areas. Recently, the government is promoting smart village projects in farming and fishing villages. The purpose of smart village is safety, convenience, smartization, and productivity improvement. The purpose of this study is to investigate the project and implementation process of smart villages, and domestic and foreign cases. And it classifies smart villages and suggests implementation strategies. The conclusion is as follows. ①The smart village business focuses on safety, living convenience, facility smartization, and agriculture and fisheries. ②In overseas cases, the smart village project focuses on improving the residential environment of farming and fishing villages in the EU, the UK, and Germany. Japan focuses on improving energy and agricultural and fisheries productivity. ③It is recommended that the smart village business be subdivided and promoted as much as possible. And the project enhances synergy in cooperation with other government ministries. ④Smart services increase credibility through FGI for public officials and residents. ⑤The project is carried out in consideration of agricultural products, tourism festivals, natural environment, history and tradition.

A Study on the Master Plan of New Rural Community Development Project of Sam-Sin Village in Hadong (하동 삼신마을 신농촌개발사업 기본계획에 관한 연구)

  • Internationally Present-day, the paradigm in rural community is changing to continually prospering rural community. So, it's time to provide the vision of new rural life. The purpose of this study is to provide the basic plan which can revitalize the rural area and improve the living standards of the inhabitants. The range of this study is restricted to Sam-Sin village in Hadong and from Feb. 2002 to May 2002. We arranged the outline of 'new rural community development project' and investigated the present state of the village by spot survey. Through the study, we suggest green-tea which can increase the life quality of inhabitants and achieve the prosperity of the village at the same time. We expect the results of this study can realize the Green Tourism and establish the identity of village caused by green-tea cultural festival.

  • The study area is Cheonjang-ri, also called Alps village, making continuous profit after performing Comprehensive Rural Village Development Projects. This study aims to determine the development process of activities about urban and rural interchange and its characteristics for making continuous profit by residents themselves. A focus on thinking about the process is necessary to make activities in order to achieve continuous profits in the underdeveloped rural village by residents themselves. As a result of this study, Alps village has developed new activities, improving problems which are encountered on the development process of activities. And, Alps village has developed new activities by linking them with previous activities. To improve problems, Alps village has made an effort by itself and cooperated with the subject, both inside and outside of the village. This way has been effective for increasing the number of visitors in village. Increasing the number of visitors in village has been effective in making a continuous profit. Also, continuing to make new activities in order to substitute previous activities including problems has been effective to increase profit.

  • This study deals with rural village development project of Gasangri, Yeongcheon city area, based on the use of the cultural factors and strengthening them in study area. Unlike other cases of today's Korean rural village development projects, this plan keenly concerns not only for tourists but also for the village people. Since culture means the quality of life also, this project especially deals with 'community', 'well-being', and 'convenience' for the inhabitants. On the other hand, it attempts to connect with "Cyan Museum", which is the first grade art gallery remodelled from closed school, to make village of culturally abundant atmosphere. In result, seven sub-projects of the expansion of basic living foundation, and two improvement of landscape in area have planned. Among stereotype of rural development projects and similar programs of tourism, the project makes difference on targeting for the meaning and resource of place culture.

Present Implications of Saemaul Project for Rural Development Policy (농촌지역개발정책을 위한 새마을사업의 현대적 함의)

  • In this research, we reappraise saemaul project which is a leading role of rural development in a present perspectives and deduct social and political implications for rural development. For deducting problems and implications, related documents and previous researches are reviewed. Administration statistics are also gathered and analyzed for monitoring detailed projects propulsion progress and results. Samaul project is reappraised based on previous researches such as rural development, regional agricultural production system improvement, agricultural distribution system improvement, leader breeding, income improvement, and governance. Saemaul project has basically positive characteristics because of decreasing growth gap of urban and rural area by empowering cooperation of rural residents, instilling leadership, making village fund, constricting networks of government and urban area for administrative and financial assistant. In conclusion, there are implications that continues interests of most powerful sovereignty and comprehensive assistant of government are needed for overcome agricultural and rural crisis. Saemaulundong is a united and systematic approach in village level. In south korea where most of farms are small size, village or regional level assistants started in saemaulundong are still needed. In regional development, we can infer that will and ability development of participated residents are most basic and important factors for successful project propulsion in saemaul project.

Rural Development Projects and their Impacts on Built Environment; Case of Ucheon Myon-center Village (면소마을 개발사업의 건조환경에의 영향과 개선 시사점 횡성군 우천면 우항1리의 경우)

  • The study intends to find out contents and impacts of rural development projects implemented by government in Ucheon myon-center village (Hoingseong-county) between 1989-1995. The projects in concern are Rural Industrial Estate Project(1989-90) and Rural Collective Village Project(1992-93), The restructuring of village plan introduced new construction and renewal of buildings that are required for a myon-center in general has to be. The study reveals some morphological patterns the village has and needs to be adjusted. As a conclusion, it proposes a conception of self-containment for a myon-center development. It is necessary that a project plan strategy should be based upon harmonious exploitation between old and new, flexible planning, and sense of technological alternatives.

An Analysis of the Effectiveness on Rural Field Forum - Focusing on the recognition change and satisfaction of the inhabitants - (농촌현장포럼 효과분석 - 주민의 인식 변화 및 만족도를 중심으로 -)

  • This study was conducted to analyze the policy impacts of the '2014 Rural Field Forum'. From 2013, Ministry of Agriculture, Food and Rural Affairs implemented Rural Field Forum to push forward rural development of inhabitants' initiative. In this study, we have evaluated that Rural Field Forum has crucial impacts on residents' competence, region capability and driving force of project by targeting the 374 residents of 350 villages in 9 states who participated in 2014 Rural Field Forum. We also sought for the solution to institutional improvement. Futhermore we analyzed each of leader group and normal residents for departmentalization of policy effects. Taken together, the analysis reveals that: 1)Rural field forum is demonstrated to have a positive effect on the establishment and execution of village development plan and all of its necessary components. 2)Regarding the effect on the village capabilities, the understanding and recognition of village organization was shown to be improved. 3)About regional capabilities, the interest in village project was advanced. 4)In terms of the project execution, Rural field forum turned out to affect the village council processes positively. 5)lastly, between the leader and the residents, the difference effectiveness between them revealed, with the same directivity and considerably bigger effect felt by the leader than by the residents overall.

Development of a Scoring Model for Evaluating the Rural Healthy and Longevity Village Project using DEA and AHP (DEA와 AHP기법을 이용한 농촌건강장수마을사업 평가모형 개발)

  • Recently many administrative institutes try to improve the viability of rural villages. For increasing the viability, not only infrastructures but internal vitality is necessary in rural villages. Nonetheless, most of governmental projects have been focused on infrastructures. For this reason, RDA(Rural Development Administration) designed and performed the RHL(Rural Healthy and Longevity village) project. This RHL project is not easy to evaluate the outcome because it consists of very intangible project items. In this paper, we developed a scoring model to evaluate the result of the RHL project. The scoring model based on DEA(Data Envelopment Analysis) was suggested to evaluate the quantity of personal activities in each village. Personal activities are classified into five categories: regional life, social life, productive life, outdoor life and indoor life. Evaluating indices of each category are developed and weighting values are evaluated by AHP(Analytic Hierarchy Process). The developed model was applied to Kumsan village and examined its applicability.

  • This study is purposed to guide a right planning direction of public spaces in rural village. To do so, this study gives you the causes of transformation and the characteristics of the transformed public spaces in rural village. It classifies three different trends of transformed public spaces; increase, stagnation and decrease. In addition, they are related with rural population, farming types and the social consciousness. There are several characteristics of public spaces comparing before and after the transformation. Public spaces were used as small spaces, housing and farm lands before they were transformed. However, after the transformation, we could see that external spaces are augmented, public spaces are congregated and public facilities are increased.
