Purpose: The purpose of this study is to suggest a implication and improvement which can provide direction when proposing prospective housing policies which comply the peculiar and changing needs of rural communities. Method: Accordingly this study reviewed for rural housing regulations and policies that appear in the process of developing Japanese Excellent Rural Housing. According to the case study, municipal organizations have implemented independent housing programs base on the Promotion of Rural Residence Act for returning farmers. Result: They provide service to provide returning farmers comprehensive counseling and information about employment, child-rearing and education, housing, and etc. The service program is run by a cooperative way. In addition the Japanese Excellent Rural Housing projects nowadays focus on promoting voluntary establishments of local communities by providing comprehensive plans for local community formation and interaction for harmony between existing residents and returning farmers. In the case of Korea, targeting existing residents and returning farmers for settlement environment in rural areas need jobs, child care, education, and comprehensive housing counseling. In addition, this suggests the need for linkages between the various community programs and residents.
This study was conducted (i) to recommend the high-scored education method as a adaptable method, and (ii) to find the most influential factor among the three acceptability components (feasibility factor, stimulation factor and reliability factor) to urban or rural residents. The accept-ability score of each health education method currently existing in urban and rural area was estimated. A total of 257 households in Guro 6-dong, Seoul, and 233 households in Jeomdong-myeon, Yeoju-gun, were sampled by interview survey using questionnaire. The four types of health education methods used in this study are; printed matter method, mailing service method. personal contact method, and group contact method. The major findings obtained from this research are as follows; 1) In urban area, the highest-scored in terms of acceptability is the personal contact method, followed by the mailing service, the printed matter, and the group contact. The mailing service method is found to be effective especially for the intelligent group people. 2) In rural area, the highest-scored in terms of acceptability is also the personal contact method, followed by the group contact, and printed matter method. In general, the group contact method is effective toward both urban-poor and rural housewives (especially in stimulation factor). To improve the health consciousness of the residents, there arises the need for the existing education program into better organized and diversified one and for educating health-educators by providing in-depth health knowledge.

Objectives: The purpose of this study is to compare the perceptions of the rural healthcare service improvement project' performance and reorganization of public health centers between project staffs and local residents. Methods: Data collection from this study was performed in 141 project areas using structured questionnaires. Data analysis was used in SPSS 22.0 version. Results: The public health center staffs were more positive about the items for improving health facilities than the local residents. Residents in the Si area generally perceived performance as more positive than residents in the Gun area, while public health center staffs in the Gun area perceived performance as more positive than public health center staffs in the Si area. Local residents expressed negative opinions about the reduction in the number of branches of public health clinics and health medical clinics. Conclusions: In conclusion, careful improvement projects for rural health care and the establishment of health care systems will be necessary, reflecting the opinions of local residents, along with a variety of regional characteristics.

Recently, Broadband Internet service in the rural area is deployed actively so it will be needed to identify the factors influencing success for continuous spread. In this paper, we explain the users'satisfaction of BcN for rural area and verify success factors such as obstacles the digital divide through the empirical analysis. We select basic variables from Information System (IS) Success Model and add specific variables from former research about overcoming digital divide. The results show that system quality has a significant influence on satisfaction. Use and satisfaction have an impact on eliminating the digital divide in rural area. Based on the findings, academic and practical implications for establishing Broadband Service in rural area are also discussed.
This study concerns itself with the development of a new model of comprehensive health service for rural communities of Korea. The study was conceived to resolve the problems of both underservice in rural communities and underutilization of valuable health manpower, namely the nurses, the disenchanted elite health personnel in Korea. On review of the current situation, the greatest deficiencies in the Korean health care system were found in the availability of primary care at the peripheries of md communities, in the dissemination of knowledge of disease prevention and health care, and in the induction of and guidance for active participation by the clientele in health maintenance at the personal, family and community level Abundant untapped health resources were identified that could be brough to bear upon the national effort to extend health services to every member of the Korean Population. Therefore, it was Postulated that the problem of underservice in rural communities of Korea can be structurcturally resolved by the effective mobilization and organization of untapped health resources, and that. a primary care Nursing Service System offers the best possibility for fulfillment of rural health service goals within the current health man-power situation. In order to identify appropriate strategies to combat the present difficulties in Korean rural health services and to utilize nurses and other health personnel in community-centered health programs, a search was made for examples of innovative service models throughout the world. An extensive literature survey and field visits to project sites both in Korea and in the United States were made. Experts in the field of world health, health service, planners, administrators, and medical and nursing practitioners in Korea, in the United States as well as visitors from other Asian countries were widely consulted. On the basis of information and inputs from these experts a new rural health service model has been constructed within the conceptual framework of community development, especially of the innovation diffusion Model. It is considered especially important that citizens in each community develop capacities for self-care with assistance and supports from available health professionals and participate in health service-related decisions that affect their own well-being. The proposed model is based upon the regionalization of health care planning utilizing a comprehensive Nursing Service System at the immediate delivery level The model features: (1) a health administration unit at each administrative level; (2) mechanisms for community participation; (3) a continuous source of primary health care at the local community level; (4) relative centralization of specialty care and provision of tertiary or super-specialty care only at major national metropolitan centers; and (5) a system for patient referral to the appropriate level of care. This model has been built around professional nurses as the key community health workers because their training is particularly suited and because large numbers of well-trained nurses are currently available and being trained. The special element in this model is a professional nurse-guided, self-care facilitating primary care Community Nursing Service System. This is supported by a Nursing Extension Service as a new training and support structure. (See attached diagrams). A broad spectrum of programs was proposed for the Community Nursing Service System. These were designed to establish a balance of activities between the clinic-centered individual care component and the field activity-centered educational and supportive component of health care services. Examples of possible program alternatives and proposed guidelines for health care in specific situations were presented, as well as the roles and functions of the key health personnel within the Community Nursing Service System. This Rural Health Service Model was proposed as a real alternative to the maldistributed, inequitable, uncoordinated solo-practice, physician-centered fee-for-service health care available to Koreans today.
The purpose of this study is to propose policies to improve and revitalize rural bus services in Jeollabuk-do in the future by identifying the factors that affect service satisfaction and policy satisfaction and the relationship between them, targeting rural bus users in 4 cities and counties in Jeollabuk-do. In the four cities and counties in the study area, the number of rural bus users is continuously decreasing, and various transportation policies, such as unification of bus fares and demand-response transportation, are being piloted to promote bus use. In this study, three major service quality factors that affect rural bus service satisfaction and policy satisfaction were derived after a literature review. Modifying the research model presented in previous studies, we have presented a research model to verify the relationship between the three factors affecting service satisfaction and policy satisfaction, and the relationship between service satisfaction and policy satisfaction. For the verification of the research model, a total of 520 survey data collected from passengers near bus stops and bus terminals in four cities and counties, Gochang, Gimje, Buan, and Jeongeup, were used. As a result of the verification, it was found that the three factors of economic feasibility, convenience, and safety had a statistically positive (+) effect on service satisfaction, but only convenience and safety had a positive (+) effect on policy satisfaction. Contrary to the research hypothesis, it was found that there was no statistically significant relationship between service satisfaction and policy satisfaction. Although the result is different from the research hypothesis, it was a meaningful result that can make policy suggestions on the improvement of the unified fare system policy, service satisfaction, and policy satisfaction to Jeollabuk-do rural bus transportation policy makers and working-level officers. In conclusion, based on the results of research analysis, the unified fare system, and transportation policy, measures to improve service satisfaction and policy satisfaction were presented.
The Purpose of this Paper was to revise the method of USHCM and to establish new method for level of service analysis on two-lane rural highways. For this Purpose, total delay rate was selected as new MOE for level of service, replacing the present Percent time delay. This result showed that total delay rate was more effective for considering the effects of traffic flows, auxiliary lane, and vertical tirade. The application of total delay rate could resolve the Problems in the USHCM method, such as too wide ranges for level of service D and E, and the use of different Procedures for level of service analysis of general terrain segment and specific grade Procedures. The research results are as follows First, a new method for level of service analysis on two-lane rural highways was developed using the total delay rate. Second, a new classification for level of service was developed and a consistent method applicable for general terrain segment and specific tirade Procedures was developed. Third, the desired speed on two-lane rural highways was determined as 85km/h.
The degree of benefits of living services related to the quality of life can solve the depopulation problem, and it is necessary to be able to quantitatively analyze problems related to the quality of life in rural areas in order to cope with the rural depopulation. The purpose of this study was to develop the assessment model of a village-level rural living service that reflects the regional characteristics of rural villages to evaluate the level of rural living services for response rural depopulation. Based on the review of previous related studies, the evaluation index was composed of seven sectors of education, health, welfare, culture, environment, safety, and convenience, and the assessment model of a rural living service was established. This model was evaluated through a sample survey of 90 villages in Nonsan-si, Seongju-gun, and Pyeongchang-gun. As a result of the rural life services evaluation by Si and Gun, Seongju-gun, which is affected by nearby large cities, has the largest variation by village level and is assessed at a lower level overall than other Si and Gun. As a result of the rural life services evaluation by 7 sectors, in the case of health and welfare, low scores were shown in the assessment model, but the level of residents' satisfaction was mid-level. In particular, in the case of Seongju-gun, there were significant differences in the assessment model and the survey results of the level of residents' satisfaction in the health and welfare sectors due to the influence of nearby large cities. As a result of analyzing the number of villages corresponding to the top 30% and the bottom 30% of the evaluation results for each sector, it was analyzed that the villages with the highest evaluation results in Pyeongchang-gun in both the assessment model and the level of residents' satisfaction. It implies that quantitative analysis of data based index and accessibility as well as level satisfaction of residents are necessary.
The purpose of this study was to identify factors related to residential satisfaction, and to examine the rural housing and village environment which enable to derive what should be considered in the future rural housing improvement. Data were collected by questionnaire survey in 11 rural villages - suburban rural area, plain rural area, intermediate rural area, mountainous rural area. The major findings are as follows: 1) The rural residents rather dissatisfied with'management/maintenance','economic value','facade'in housing level, The overall housing satisfaction level was just medium(neither satisfied nordissatisfied). 2) They also dissatisfied with'playground for children','education condition','medical facilities', 'market'in village level. The overa'll village satisfaction level was just above average(slightly satisfied). 3) Vrom the result of ANOVA test, there are no significant differences in residents evaluation for tiousing and village attributes among 4 rural areas. 4) Factor analysis identified six rural housing environmental factors:'inside utilities','housing size' 'aesthetic aspects','safety','privacy','outside utilities'. 5) For the rural village environments six important factors were derived :'public services','commercial convenience facilities','social interaction','environmental pollution','amenity','agricultural service facilities'.
