Teachers' experiences of multicultural education in primary schools with ethnic diversity and policy implications (이주배경 학생 밀집초등학교 다문화교육 담당교사의 경험과 정책시사점)

  • This research aimed to explore the nature of teachers' experiences of multicultural education in primary schools with ethnic diversity in the Republic of Korea and draw policy implications. For this study, the researchers interviewed 15 primary school teachers using semi-structured questionnaires in mine different schools. The participating teachers were in charge of the multicultural education in schools with ethnic diversity in two rural counties in the Republic of Korea. The analysis of the empirical data suggests that teachers stationed in ethnic diversity have not been trained for the diverse population nor multicultural education in general. In addition, they were struggling with the lack of teaching resources including textbooks for multicultural education, support for students and their parents in need of learning Korean as a foreign language, accurate data of those students etc. These teacher policy implications are suggested while discussing the findings; such as the importance of practical in-service training opportunities, quality teaching resources, Korean as Second Language(KSL) experts, and accurate data of students with ethnic diversity.

A Study on the Japonica Rice Farming in Rural China and Korea (중국의 자포니카 벼 재배와 한국 농촌)

  • The purpose of this study is to examine Japonica rice farming of China. Asian rice is divided into Japonica and Indica species. Japonica rice represents only less than 20% of Chinese rice output, but it can compete with Korea rice in both price and quality. The rise of income level has expanded the scale of production of Japonica rice in China. China’s adhesion to the World Trade Organization (WTO) has forced Chinese policy makers to face their obligations and responsibilities such as abolishing subsidies on agricultural exports. But being member of the WTO entry also helps China exercise and enhance its influential place in the global economy. Because of geographical proximity and the fact that Korea is ranked second among countries with which China still has a trade deficit, China may seek and plead for an opening of the protected Korean rice market to stabilize prices and prevent excess supply of Chinese rice. Though Korean rice farmers feel that prices are still low, Chinese rice remains far cheaper than Korean rice with the price gap is still on the rise. In anticipation of such fierce competition, Korea must carefully review its current policies and closely follow the evolution of rice production, marketing, and trade in China. This study also suggests some of the possible research using more recent data that should be conducted in the future.

A Study on the Number of Public Facilities and Total Floor Area of Public Facilities of provincial cities (지방도시 공공시설의 시설 수와 연면적에 관한 연구)

  • The urban development, resulting from the economic growth that initiated in the 1960s, focused on outward expansion until the 1980s. However, beginning in the early 1990s, there has been a steady increase in the attention paid to the qualitative aspects of life. With increased income and awareness of quality life, citizens today demand for various good quality services. For them, urban public facilities are an important part of community life because the facilities have effect on their psychological comfort or satisfaction with residential area. Nevertheless, in reality, due to the lack of society's awareness of the importance and necessity of public facilities, not enough investment is being made in public facilities, failing to meet the growing demand for the facilities. This study examined the public facilities of provincial cities with focus on the number and total area size of the facilities, then compared and analyzed the facilities in terms of number and total area size. It is hoped that the findings from the study will encourage policy makers to increase support for public facilities, contributing to achieving the sustainable growth of cities.

The Impact of Credit on Income Inequality in Vietnam

  • This paper examines the impacts of credit on income inequality in Vietnam. Though it is one of the most common measures of financial development, there is a dearth of research in this area. Unlike previous studies, the paper disaggregates the impact of each type of credit on income inequality, looking at the Gini coefficient. We employ the Generalized Method of Moment (GMM) to solve the endogenous problem. The primary data set contains a panel of 60 Provincial observations, from data collected from the General Statistics Office of Vietnam from 2002 to 2016. The empirical findings show that, while commercial credit increases income inequality, policy credit contributes to reducing income inequality in Vietnam. The results also confirm the important roles of education, institutional quality and foreign direct investment in fighting against income inequality in Vietnam. However, the paper does not provide adequate evidence to support the inverted U-shaped relationship between credit and income inequality. Based on the findings, we argue that the government should direct flows of credit to real economic activities rather than speculative investment; more bank credit should be allocated to rural areas and agriculture; and favorable credit programs should be designed to promote education, especially of those living in rural areas.

Development of Meteorologic Data Retrieval Program for Vulnerability Assessment to Natural Hazards (재해 취약성 평가를 위한 기상자료 처리 프로그램 MetSystem 개발)

  • Climate change is the most direct threatening factors in sustaining agricultural productivity. It is necessary to reduce the damages from the natural hazards such as flood, drought, typhoons, and snowstorms caused by climate change. Through the vulnerability assessment to adapt the climate change, it is possible to analyze the priority, feasibility, effect of the reduction policy. For the vulnerability assessment, broad amount of weather data for each meterological station are required. Making the database management system for the meteorologic data could troubleshoot of the difficulties lie in handling and processing the weather data. In this study, we generated the meteorologic data retrieval system (MetSystem) for climate change vulnerability assessment. The user interface of MetSystem was implemented in the web-browser so as to access to a database server at any time and place, and it provides different query executions according to the criteria of meteorologic stations, temporal range, meteorologic items, statistics, and range of values, as well as the function of exporting to Excel format (*.xls). The developed system is expected that it will make it easier to try different analyses of vulnerability to natural hazards by the simple access to meteorologic database and the extensive search functions.

An Analysis of Consumer's Satisfaction about Korean Traditional Soybean Paste Products - Focusing on Deajeon's Consumers - (전통장류에 대한 소비자 만족도 분석 - 대전소비자를 대상으로 -)

  • The purpose of this paper is to estimate consumer's satisfaction by purchasing farmer's processed food. So, this paper surveyed consumers which have purchased Korean traditional soybean paste products, by reason of limiting research objects among lots of farmer's processed food. A survey of 220 consumers was carried out on September and October 2016. For this matters, this paper used multiple linear regression model(included LOG-LIN model) and, set up 1 dependent and 11 independent variables. As the analysis results, we could find out that consumer's satisfaction was affected by 6 variables(price, taste, ease of cooking, confidence of product information, social awareness and perceived 6th industrialization). Among these variables, the strongest variable was "social awareness", and the second was "perceived 6th industrialization". This paper also estimated the rate of change that a dependent variable was affected by independent variables. As the results, this paper found out that "perceived 6th industrialization" had the highest rate of change(5.8%) and the second was "social awareness"(5.6%). This paper proposed 7 implications of Korean traditional soybean paste. Those were the proper price policy and quality value's promotion, quality Improvement and confidence enhancement, development of products for consumer's convenience, enhancement of social awareness, enhancement of politic management about 6th industrialization and accessibility of purchasing information.

Status and Trend of Home Health Nursing for Long-Term Care Insurance Beneficiaries (노인장기요양 방문간호 현황 및 추이)

  • Purpose: This study aims to provide basic data for the development of measures and promoting home health nursing by examining the current status and trends in home health nursing for long-term care (LTC) insurance beneficiaries. Methods: Secondary data, including annual LTC insurance statistics reports for 2010-2017 and LTC manpower data, were used to compute current status and trends in the provision of home health nursing. Results: Beneficiaries of home health nursing under LTC insurance, insurance-covered costs for home health nursing, home health nursing provider, and home health nursing providing institution only accounted for 3% of all insurance-covered home care services, and were on a consistent decline since 2010. In particular, vulnerable rural regions with high proportion of individuals had poor infrastructure in terms of home health nursing institutions and manpower, but had a higher home health nursing utilization rate compared to urban regions. Conclusion: In addition to measures to support home health nursing service beneficiaries, policy measures are needed to support home health nursing service personnel and institutions. Furthermore, programs to cultivate the expertise of home health nurses and improve quality of home health nursing services should be developed in order to promote home health nursing utilization in vulnerable rural regions.

A study on the improvement of water resource governance to adapt to climate change (기후변화 적응을 위한 국내 수자원 거버넌스의 개선방안 모색)

  • In establishing climate change adaptation strategies, the recent policy paradigm is changing from structural measures in the past to risk management. The establishment of water resource governance based on the participation and cooperation of various stakeholders is important in developing a climate change adaptation strategy. This paper identifies the limitations of Korea's water resource governance and seeks ways to improve the water resource governance for effective adaptation to climate change by examining the development process and current status of water management policies and water resource governance in Korea and major OECD countries.

Analyses of Forest Road Construction Policy Using LISREL Approach (리즈렐모형을 이용한 임도사업의 계량적 분석)

  • The objective of this study is to provide useful information for the establishment of efficient policy implementation strategies of forest road construction policy in South Korea. Data needed for the analysis was collected by a questionnaire survey. For the analysis, policy evaluation model was constructed based on theories of public policy. Evaluation model contains three independent variables (policy initiative factor, policy content, policy environment) and two dependent variables (policy result, policy impact). Since, these variables are unobservable latent variables, observable indicators are needed as proxy measures. LISREL (Linear Structural Relationships) was employed for the analysis since it is a useful measure for analysing linear structural model which consists of structural and measurement equations. It was confirmed that forest road construction is an effective policy mean for the development of rural region and activating forest resources management. The policy outcome, however, was not satisfactory. To improve the effectiveness of forest road construction policy some modification of policy contents are needed such as increased construction budget, allowing more flexibility and participation to the implementation personal and providing technical support.

Development Strategies of The Hanwoo [Korean Native Cattle] Industry (한우산업의 발전전략)

  • The structure of the Hanwoo (Korean Native Cattle) Industry remains very weak and vulnerable to the WTO/IMF system. Considering that the majority of cattle farmers are small sized, and that marketing systems are outdated and inefficient, rapid expansion of lower priced beef imports by WTO system and rapid increasing of production costs by IMF system would lead to the deprivation of a regular source of farm income and threaten the stability of rural life. Accordingly, the Hanwoo industry should be expanded in accordance with progress in the implementation of (1) programs for the structural adjustment and (2) measures to compensate for the loss. Efforts for lowering major production factor costs needs to continue, In order to increase the supply of calves at low cost, the programs of collective cow-calf farms should be expanded, thereby reducing the cost of calf purchase, which constitutes the largest share of Hanwoo production cost. Also, feedlot operations should be encouraged for small herd farms in order to achieve a substantial saving in beef production costs by integrated operations from calf production to cattle fattening. A substantial saving would also be made by collective purchase and distribution of various inputs through the cooperatives' channels. Extension services should be strengthened for cattle farm management, cattle care and feeding, prevention of cattle disease, etc. In order to minimize cash outlays for commercial mixed feeds, utilization of far by-products as feeds should be enhanced and production of forage crops productive of resources, such as land and rural labor, during the farm o(f-season, needs to be encouraged. Also, technological development for enhancing the nutritional value of farm by-products should be encouraged. Measures for successful segregation of the Hanwoo beef market should be implemented, thereby enhancing incentive for quality beef producers and protecting consumers willing to pay higher price for quality beef. For development of the Hanwoo industry, a considerable time frame would be required in order for (1) small livestock farmers to make a successful adjustment by staying in the enterprise and achieving increased price efficiency (2) livestock farmers to acquire know-how for producing quality Hanwoo beef, (3) the ongoing Government policy of enhancing price-quality competitiveness, and for improving the quality Hanwoo beef marketing to take root. (4) consumers to increase their ability to distinguish meat quality, and others.
