  • The research question of this work comes from that there have been disputes for the governance and roles of the Rural Development Agency (RDA), despite of rather excellence performances of Agricultural R&D program supported by RDA. For this reason, I meta-evaluated the internal evaluation system of Agricultural R&D program in RDA, in terms of the four meta-evaluation components such as evaluation paradigm, evaluation resources, evaluation execution and evaluation utilization. The result shows that the most serious problem is rather lower level of evaluation. Object, one of the evaluation paradigms in the R&D evaluation system of the RDA. So, this work suggested the policy alternatives which may lead the R&D evaluation system of the RDA to be developed for the performance-oriented R&D management system.

High Throughput-compatible Screening of Anti-oxidative Substances by Insect Extract Library (약용곤충추출물 라이브러리를 이용한 항산화 활성의 초고속 검색)

  • Oxidant stress is well-known for a pivotal parameter related to neuro-inflammatory diseases including Alzheimer's disease, Parkinson's disease, and ALS (Lou Gehrig's disease). In order to effectively screen for anti-inflammatory agents, we first established the infrastructure of high throughput screening for anti-oxidant agents from medicinal insect library extracted with water, methanol, ethanol, and dimethyl sulfoxide. By the screening system, we found that Tenodera angustipennis Saussure, Pyrocoela rupa Olivier and Papilio maackii Mntris had strong anti-oxidant activity. Moreover, Tenodera angustipennis Saussure and Tenodera aridifolia (Stoll) exhibited protection effects of cellular damage by treatment of an oxidant hydrogen peroxide. Together, the results suggest that some selected hits could be a potential agent against neuro-inflammation, although the in vivo studies should be clearly tested.

  • The types of sixth industry to aim of boosting agriculture and rural areas and Korea's sixth industrial cases(Local community, production-centric, distribution-centric, dine out-centric, treatment-centric, export-centric) and competitiveness measures through Japan and China. Specifically, the competitiveness through the sixth industrial case is to maximize added value through cooperation between communities and to coexist among local residents. Efforts are needed not only to create jobs for the elderly but also to gain consumer confidence, and various measures should be sought to establish a cooperative system. In addition, as customers ' needs change rapidly in the smart age, the life cycle of goods and services is getting extremely faster. Therefore, the sixth industry is expected to be able to predict changes in customer and market trends quickly and accurately, thus making efforts to bring new products and services to market more necessary and contributing to achieving rural activation.

Customers' Needs Analysis for Distribution and Utilization of Plant Genetic Resources in RDA-Genebank (농업유전자원은행의 식물유전자원 분양 활용에 대한 수요자 요구도 분석)

  • The National Agrobiodiversity Center is the nodal agency assigned as the National Agricultural Genebank of the Rural Development Administration. Its main role is to collect, conserve, evaluate and distribute plant genetic resources. As of 2010, NAC has distributed a total of 380,981 accessions in the last 20 years (1991-2010) or an average of about 19,000 accessions per year. To meet customers' demands for germplasm and derive quality improvements, a mail survey in 2011 was conducted among the genetic resource users in 2010. Most of the clients obtained information on the germplasm conserved in the national genebank from the NAC website or NAC staff, and they sought specific traits in the samples. Most users received the materials within 15 days, and wanted useful data together with genetic resource. Korean landrace was the most frequently requested accessions. According to the survey results, it is supposed that useful genetic resources should be preferentially collected and their characterization/evaluation should be strengthened to enhance the utilization of genetic resources.

  • Nowadays, many farmers use online management diagnosis tool developed by Rural development agency(RDA) for the purpose of self-diagnosis of their farm management. Database(DB) was created using the diagnosis results and has been used for agri-firm management consulting. However, the amount of diagnosis data in the DB has been decreasing year by year. This means that the diagnosis tool of RDA did not reach farmers' expectation. Therefore it is necessary to develop a practical consulting tool which is applicable for various types of agri-firm management. This study introduces a management diagnosis tool and consulting method based on multi-contingency organization theory and value chain model for the purpose of improving existing tools and methods. The consulting method based on multi-contingency organization theory shows the core strategy of agri-firms by two different ways such as "efficiency-oriented" direction and "effectiveness-orientated" direction. Also, this method emphasizes that the performance of firm can be achieved when subelements of firm activities follow the same direction with the orientation of core strategy. The important thing is the right firm management activity fitted to its strategic direction. Through this action, limited firm resources can be optimized. In order to make itself understand, this study shows a practical example applied by this method from actual agri-firms.

  • Injury in agriculture is a serious public health issue with a major impact on the lives of Korean farmers. It is one of the leading causes of death and is also a major cause of longand short-term disability. In 2001, the social cost of one accident in agricultural machinery was estimated as 97.7-97.8 million won that is 4 fold of farm household income in Korea. Effective prevention and control of injuries requires a system of surveillance that monitors the incidence of injuries, their causes, treatment and outcomes. This requires an integrated system of data collection, analysis and interpretation and communication. Creating effective injury surveillance system in Korea requires to establish a framework for a national agenda. Discussions regarding the development of the framework should address, but not be limited to issues related to Data Holdings and Linkages; Capacity and Skills; Communication; Interconnection; and Surveillance Products. Ideally, an injury surveillance system would meet the information requirements across all sectors, while allowing each to have the ongoing information it needs for its policy and programming needs. This study was carried out to develop a surveillance system of agricultural injuries in Korea. Study subjects were residents who lived in a typical agricultural area (Yangpyung area in Kyung-gi province). The main data sources were reports of village headmen, compared with data of 'National Emergency Management Agency', 'National Health Insurance Corporation', 'Insurance of National Agricultural Cooperative', and 'Emergency Medical Centers'. Each data were reviewed to validate the strengths and weaknesses.

Reproduction and Parasitization Capacity of an Insect Parasitic Mite, Pyemotes moseri Yu et Liang (Acarina: Pyemotidae) New to Korea (국내 미기록 곤충기생성 응애, Pyemotes moseri Yu et Liang (Acarina: Pyemotidae)의 생식 및 기생 능력)

  • An insect parasitic mite was found on a larva from Japanese apricot seed. The mite was identified as Pyemotes moseri Yu et Liang (Acarina: Pyemotidae) new to Korea. The host larva was identified as Eurytoma maslovskii using mitochondrial DNA sequencing analysis. We conducted preliminary study on its reproduction and parasitization capacity in laboratory condition. A mated female mite reared on Eurytoma maslovskii larva. We counted and sexed newborn progenies and then eliminated them during periodical observations. To test parasitization capacity, a PCR tube containing mass reared P. moseri and Japanese apricot seeds (assumed bear larva of E. maslovskii) placed in a stainless bath filled with potting soil. One month later, we surveyed the seeds whether the E. maslovskii larva parasitized by mite or not. We repeated this experiment three times with five replications each. Average life span (days from parasitization to the end of reproduction) of gravid females was 24.4 days (n=8). A gravid female reproduced 104.0 female progenies (n=8). Although there were more than seven Japanese apricot seeds per bath containing larva or pupa, we found parasitization only in two seeds.

Estimation of High-Resolution Soil Moisture based on Sentinel-1A/B SAR Sensors (Sentinel-1A/B SAR 센서 기반 고해상도 토양수분 산정)

  • In this study, we estimated the spatially-distributed soil moisture at the high resolution ($10m{\times}10m$) using the satellite-based Sentinel-1A/B SAR (Synthetic Aperture Radar) sensor images. The Sentinel-1A/B raw data were pre-processed using the SNAP (Sentinel Application Platform) tool provided from ESA (European Space Agency), and then the pre-processed data were converted to the backscatter coefficients. The regression equations were derived based on the relationships between the TDR (Time Domain Reflectometry)-based soil moisture measurements and the converted backscatter coefficients. The TDR measurements from the 51 RDA (Rural Development Administration) monitoring sites were used to derive the regression equations. Then, the soil moisture values were estimated using the derived regression equations with the input data of Sentinel-1A/B based backscatter coefficients. Overall, the soil moisture estimates showed the linear trends compared to the TDR measurements with the high Pearson's correlations (more than 0.7). The Sentinel-1A/B based soil moisture values matched well with the TDR measurements with various land surface conditions (bare soil, crop, forest, and urban), especially for bare soil (R: 0.885~0.910 and RMSE: 3.162~4.609). However, the Mandae-ri (forest) and Taean-eup (urban) sites showed the negative correlations with the TDR measurements. These uncertainties might be due to limitations of soil surface penetration depths of SAR sensors and complicated land surface conditions (artificial constructions near the TDR site) at urban regions. These results may infer that qualities of Sentinel-1A/B based soil moisture products are dependent on land surface conditions. Although uncertainties exist, the Sentinel-1A/B based high-resolution soil moisture products could be useful in various areas (hydrology, agriculture, drought, flood, wild fire, etc.).

Metabolic Diseases Classification Models according to Food Consumption using Machine Learning (머신러닝을 활용한 식품소비에 따른 대사성 질환 분류 모델)

  • Metabolic disease is a disease with a prevalence of 26% in Korean, and has three of the five states of abdominal obesity, hypertension, hunger glycemic disorder, high neutral fat, and low HDL cholesterol at the same time. This paper links the consumer panel data of the Rural Development Agency(RDA) and the medical care data of the National Health Insurance Service(NHIS) to generate a classification model that can be divided into a metabolic disease group and a control group through food consumption characteristics, and attempts to compare the differences. Many existing domestic and foreign studies related to metabolic diseases and food consumption characteristics are disease correlation studies of specific food groups and specific ingredients, and this paper is logistic considering all food groups included in the general diet. We created a classification model using regression, a decision tree-based classification model, and a classification model using XGBoost. Of the three models, the high-precision model is the XGBoost classification model, but the accuracy was not high at less than 0.7. As a future study, it is necessary to extend the observation period for food consumption in the patient group to more than 5 years and to study the metabolic disease classification model after converting the food consumed into nutritional characteristics.
