The Korean Education Centers (KECs) are facing a growing demand for innovation in terms of roles and functions due to the new Korean wave. Thus, this study examined the organizational conditions of the KECs and the need for their changes in order to explore their development direction. For these purposes, a semi-structured interview was conducted with a total of 12 former and current KECs' directors. The major findings are as follows. Whereas the demand for changes in the KECs was growing due to the change of the generation of overseas Koreans and the increase in the demand for Korean language, it was difficult to switch their roles due to the Act on the Educational Support for Overseas Korean Nationals and lack of administration resources. Therefore, the Korean government should help the KECs transform their roles and responsibilities according to the changes in the local demands for Korean language education.
This study was carried out in Gana Resettlement and Integrated Development (GRID) Project as a pioneer model for Community-Based Forest Management (CBFM) in Sabah, Malaysia. The GRID project is developed to improve community livelihood as well as to promote community involvement in CBFM and at the same time to lessen community encroachment and traditional farming practices inside the forest conservation area. The objectives of this study are: (i) to identify the dependency of local community on forest resources; (ii) to examine local community's roles in conserving forest resources and, (iii) to analyze their views on GRID project in conserving forest. Interviews were conducted with randomly selected 130 households at the GRID project using semi structured questionnaires comprising closed and open-ended questions. The study reveals that community dependency on forest resources have lessened after the resettlement of the GRID project. The community shows positive perspective on their contribution for conserving the forest resources. However, the community's willingness to contribute as well as their real contribution can be further improved. The study recommends the government to create more effective training and relevant activities to improve the livelihood of community as well as to increase their positive perception on forest conservation efforts. Further research to strengthen the relationship between local community and forest governance through forest conservation is also recommended.

The Purpose of this study is the applicaion of social network analysis for expanding the use of spatial data in local government. Spatial data generated from UIS projects play very important roles as a means of supporting decision making and solving complicated urban problems, but the utilization of the spatial data has not reach the expected level, considering to the huge amount of investment. Accordingly, there should be efforts in efficient management of spatial data, establishment of a sharing system, and expanded utilization of spatial data. Social network analysis applied to this research is a theory that explains the behaviors and patterns of units forming the system and measures distances between nodes, strength, etc. based on relations among nodes forming the network and the structural characteristics of the network. According to the results of surveying civil servants who were using spatial data on Busan Metropolitan City, obstacles to the sharing of spatial data were mostly non technical factors related to data users' attitude and their relations with circumstances. In order to expand the use of spatial data, this study performed social network analysis that applied the theory of planned behavior and examined the flow of spatial data, and by doing so, we analyzed related personnel's perception, identified obstacles to data sharing, and suggested a framework for promoting the expanded utilization of spatial data.
This paper is to reconsider comprehensively and systematically major issues on transnational immigrants, increased rapidly since the beginning of the 1990s, and their impacts on socio-spatial changes in S. Korea. Foreign immigrants who have moved on the contexts of unevenness of globalization and advancces in transport & telecommunication technology on the global level and of economic development and shortage of cheap and unskilled workers have been distributed unevenly, concentrating on the Capital region and local areas with industrial complexes. Foreign workers seems to have some negative influences on regional economies in the long-term, though positive in the short-term. Domestic people seem to have an ambivalent attitude which accepts necessity of multi-culture, while simultaneously continues to be self-confident on ethnic homogeneity. The Korean government has launched multicultural policies for foreign immigrants by the mid-2000, but still continues some policies with assimilationism and differential exclusionism, marginalizing them socio-spatially, while lacking local government's policy and programmes. In conclusion, in order to resolve these problems and to transfer multicultural societal space of Korea, a geography of transnational migration which promotes especially discourse and policy with authentic multiculturalism, extending roles of local government, and ensuring glocal citizenships.
After the enactment of the Local Culture Promotion Act in 2014, the government has been continuously trying to find the direction of the local culture that reflects the local life and conforms to the local people's emotions. In response to these efforts, the Organizing Committee for the C Region Biennale has uniquely formed the Biennale Artistic Director as a local artist who includes the historical, ecological and emotional characteristics of the C region. Therefore, I sought to explore the perception of the identity and role of the local cultural arts director through the narratives of the research participants who were appointed as the local residents of the C region and the director of the Craft Biennale. For the study, six local cultural arts directors were selected as research participants, and their identity as a local cultural arts director and its role were explored, focusing on their narratives. In this process, various types of data such as photographs, documents, in - depth interviews, and conference materials were collected and narrative was analyzed based on deterministic events. The results of the investigation are as follows. The idea of the identity of the local cultural arts directors was found to be in three directions. First, it is the view that the symbolic role of the artistic supervisory system of the 10 persons guarantees the identity. Second, the identity of local cultural arts directors was recognized as a role to find ways to be localized by developing and debating cultural and artistic discourses in various regions. Third, the participants had a concern and affection for local cultural arts, not one-time but continuous, and recognized it as their identity. The directors who participated in the interviews showed that the discourse of cultural arts in various regions were developed and discussed, and they wanted to find ways to be localized. The roles of local cultural arts directors recognized by research participants in connection with their identity are as follows. First, it should be the subject of systematic and long-term planning that can close the year and connect with the art events of the following year. Second, it should play a role of academic / research that can derive the identity of social and cultural ecological analysis connected with the area. Third, local arts professionals are required to act as cultural brokers, ie local culture professionals, who can create a venue for international cultural exchanges. Research on the form of local government supervision as a mediator of local cultural arts is to find out the origin of the identity of local artists and to establish a methodology for the direction of culture and art as a subject of local people. In addition, there is a need for continued interest and research in providing a reflection on the communication and meaning of the desirable local culture, and suggesting the system for cultivating local cultural arts intermediaries.

Recently, the third mission as the new role of the university is being emphasized as contributing to the local community through active participation in local and regional problems as well as an economic contribution as an entrepreneurial university. Thus, overseas universities started various university-industry collaboration activities targeting sustainable development based on local community and improve their roles for regional regeneration and innovation. Universities in Korea also tend to set up a cooperative governance with various agents in the local community via university financial support projects by the government and started to promote the university-industry collaboration project for solving the problem of the local community. Therefore, this research tries to find implications in order to expand the role and responsibility as local university and reinforce substantiality and enhancement of university-industry collaboration through a case analysis of university-industry collaboration to solve the problem in local communities in foreign countries. In order to solve the problem of local communities based on local agents-led small-sized projects, it is requested to improve the more active role of the university, local governments and university students.
Purpose - The purpose of this study is to review the export support projects in Jeollabuk-do and to provide implications to the policy makers and to the local exporters. Based on this review, the study proposes future measures to enhance the efficiency of the current Jeollabuk-do export support project. Design/methodology/approach - This study reviews export support projects in Jeollabuk-do, d examines program types and utilization status, and subsequently summarizes the key aspects of Jeollabuk-do SMEs' export support projects. Findings - This study suggests that Jeollabuk-do's export support project can become more effective through active development of overseas markets and professional integration of marketing activities, particularly focusing on regionally specialized export products. Additionally, given the crucial roles played by the government, related agencies, and local offices in improving the export capabilities of SMEs in Jeollabuk-do, there is an emphasis on the need for continuous and systematic follow-up management and the establishment of export support projects and services. Research implications or Originality - While small and medium-sized enterprises (SMEs) in Korea account for a significant portion of export activities, their actual export performance and contribution are low. The export competitiveness of SMEs, particularly those located in regions other than Seoul and Gyeonggi Province, is not improving despite various export support projects being promoted. Under the circumstances, this study provide meaningful implications to the policy makers and to the local exporters.
There are about 1,500 small or large traditional markets in Korea. Those conventional markets have been struggling for survival in rapidly changing market environment with highly intensified competition by accelerating the entrance of the Large-scale Discount Store and Super Supermarket which are managed and supported by Large companies like Samsung and Lotte. The loosing power of conventional markets have threatened the local merchants' survival and have influenced local economics falling down. To create better value for the customers who have more preference for department store and discount stores than conventional markets, conventional markets should have market orientation, which has three sub dimensions; customer orientation, competitor orientation and inter-functional coordinations. First objective of study is to find the appropriate roles of conventional markets in local areas. Second is to find out the market orientation functions for conventional markets to be survival in local markets in the long terms. Finally, this study will suggest some policies for the appropriate types of successful conventional markets considering various local situations. To achieve those objectives, we did the following procedure. First, we review the previous reports and studies of policies for conventional markets and local economy development, and propose some pros and cons of the previous policies. Secondly, we develop a market orientation framework of conventional markets, in which we suggest the developmental types and functions of market-orientation of conventional markets in accordance with the characteristics of local market and economic conditions of local areas. Then we formulate and discuss the study's contributions, managerial implications, and directions for future policy development. Especially for the policy development, we suggest the efficiency and economical effects of policy, human being development and management system, and the role of government and protection of local merchants in the development process.
Recently, in each local self-governments Japan, the importation of universal design policy is actively being expanded as a plan to maximize living satisfaction of.citizens within the region. This research investigates the background on how the local self-governments ended up importing the universal design administrative policy, investigates the policies which each self governing bodies have been promoting and presents necessary stipulations following those policies. When we sum up the necessity of promoting universal design by local self-governments, although the we carry various problems in the promoting process in the settlement of provincial era and promoting substantiality of it, we can point out the low birth rate phenomenon, progression of aged people's society, diversification of values as a result of social and economic maturity, etc. as social and economic background. For people's values, as they escape from the economic they attach great importance to economic supremacy, they respect culture, environment, etc. with higher level than economic aspect and the improvement of life's quality is becoming important. Meanwhile, the universal design which is known to many users as a usable design concept as reach to a point where it is getting attention as a basic concept of 21st century design. Today, each of local self-governments in Japan are making various efforts for unperturbed importation and application of universal design to local communities through homepage, universal design guideline or report, various workshops, etc. Especially, there are universal design policies of public areas, facilities, manufacture of other products and information for the contents of the policy. The enforcement of universal design policy puts importance in 1) the process of planning, alteration, policy scheme and decision making 2) the process of policy's enforcement 3) the probation process of all processes and I could find out that equal participation of roles by local citizens, citizen's organizations, companies with the administration hasn't been adopted for each of these processes.

The current review focuses on characterization and conservation efforts vital for the development of breeding programmes for indigenous beef cattle genetic resources in Southern Africa. Indigenous African cattle breeds were identified and characterized using information from refereed journals, conference papers and research reports. Results of this current review reviewed that smallholder beef cattle production in Southern Africa is extensive and dominated by indigenous beef cattle strains adaptable to the local environment. The breeds include Nguni, Mashona, Tuli, Malawi Zebu, Bovino de Tete, Angoni, Landim, Barotse, Twsana and Ankole. These breeds have important functions ranging from provision of food and income to socio-economic, cultural and ecological roles. They also have adaptive traits ranging from drought tolerant, resistance to ticks and tick borne diseases, heat tolerance and resistance to trypanosomosis. Stakeholders in the conservation of beef cattle were also identified and they included farmers, national government, research institutes and universities as well as breeding companies and societies in Southern Africa. Research efforts made to evaluate threats and opportunities of indigenous beef cattle production systems, assess the contribution of indigenous cattle to household food security and income, genetically and phenotypically characterize and conserve indigenous breeds, and develop breeding programs for smallholder beef production are highlighted. Although smallholder beef cattle production in the smallholder farming systems contributes substantially to household food security and income, their productivity is hindered by several constraints that include high prevalence of diseases and parasites, limited feed availability and poor marketing. The majority of the African cattle populations remain largely uncharacterized although most of the indigenous cattle breeds have been identified.
