교통안전사업 유형별 평가항목의 가중치 특성분석 (Characteristic Analysis for Weight Values of Evaluation Items by Traffic Safety Project Type)

  • PURPOSES : The purpose of this study is to analyze the characteristics of the weight values of evaluation items by traffic safety project type. METHODS : In general, a large-scale investment in projects such as the traffic safety project requires economic analyses to be performed in advance. However, there is an argument for considering special characteristics of the traffic safety project. Therefore, this study conducted characteristic analysis of the weight values of evaluation items. The analysis consisted of two steps. The first step was hypothesis verification using analysis of variance (ANOVA). In this process, the authors examined whether the weight of evaluation items is the same regardless of the traffic safety project type. Based on the first step's results, the authors proceeded to the second step. The objective of this step was to analyze how different the weight values are by traffic safety project type using an analytic hierarchy process. RESULTS : According to the ANOVA test results, the benefit to cost ratios have different weight values based on traffic safety project type at the 0.01 significance level. The policy evaluation items, such as the plans connection, resident opinion, and regional equity, also showed the same results except that the result for the related plans connection was statistically significant at the 0.05 level. Based on the first step's result, the AHP analysis in the second step showed that the traffic safety projects for vulnerable users and pedestrians have very low weight values in economic evaluation factors compared with other safety project types. The weight values for vulnerable users and pedestrians were 0.29 and 0.26, respectively, in economic evaluation items. On the other hand, the weight values for other safety project types were around 0.6. Among the policy evaluation items, resident opinion showed a higher weight value than other factors, such as connection and regional equity items. CONCLUSIONS : The social and economic impact of a traffic safety project varies by project type and project characteristics. Although the economic approach is overarching and a reasonable methodology is applied for large-scale projects, it should be noted that the safety issue, especially for transportation of vulnerable uses, requires a non-economical approach. Based on the analysis results, this study suggests that the priority of the projects should be determined by separating them into independent assessment groups depending on their characteristics.

  • Korea Highway Corporation(KHC) began the ambitious KHC Test Road construction project from 1997. It is 7.7km long two-lane highway next to the mainline of Jungbu Inland Expressway. The KHC Test Road construction was completed at the December 2002. It is composed of twenty-five PCC test pavement sections. Section design parameters are (1) concrete slab thickness, (2) base type, (3) base thickness (12, 15, and 18cm), and (4) pavement type. Twenty-five PCC test pavement sections contain 1241 sensors to evaluate the behavior of pavement system under traffic load and environmental change. The behavior of pavement systems will be identified by the observation of sensor measurement and pavement distress survey from test pavement sections. The Test Road research outcome will validate the Korean Pavement Design Guide which is develop by on-going funded research from the Ministry of Construction and Transportation.

  • The Ministry of Construction & Transportation(MOCT) in Korea handles electronically 38 kinds of approval and permit operations under the Construction Civil Affairs Administration System(CCAS) so that applicants may apply for construction permits with ease and concerned public offices may process effectively civil applications. In particular, road occupation permit operations have several problems to be improved. This study is aimed to improve the CCAS in terms of simplification of application receipt, issuance of online permit, auto calculation of road occupation fee, and auto issuance of payment notice.

  • The costs due to the maintenance and its method of national road have increased every year, and the maintenance costs have become higher due to the maintenance method without considering the characteristics of each region. This study is a preliminary study regarding the determination of maintenance method according to the characteristics of each region by applying variables (e.g. serviced time, traffic volume, average temperature, maximum temperature, minimum temperature, rainfall, and snowfall) to decide the maintenance and its method through the correlation analysis of road maintenance and repair period for each regional agency using the maintenance history data of national road management agency.

  • 공정과 공사비는 건설사업의 관리에 매우 중요한 두 가지 축으로써, 이들을 통합 관리하려는 많은 노력이 진행중이나, 많은 어려움을 겪고있는 상황이다 내역체계의 특성으로 인해, 국내의 경우는 내역과 공정체계의 두 가지 축을 중심으로 건설사업정보를 통합 관리할 수 있다. 본 연구에서는 지방국토관리청의 도로공사를 중심으로 내역체계와 공정체계를 연계 활용할 수 있는 방안을 제시하고 있으며, 이를 위해, 위해 도로공사 현장 사례를 분석하고, 설문조사를 통하여 문제점을 분석하고, 이를 개선하기 위해 통합건설정보분류체계를 기반으로 시설물별 공통WBS와 부위별 수량산출서를 작성하는 방안을 제시하고 있다. 이러한 방안은공정과 내역의 연계활용뿐만 아니라, 타 정보와의 연계 활용의 기반을 제공할 수 있다.

  • 2004년 예정가격 산정방법으로 실적공사비 적산제도가 본격적으로 시행되면서 상대적으로 표준품셈 적산제도의 적용이 하락하였다. 그러나 2010년 하반기 예정가격 산정시 표준품셈 적산제도의 적용비중은 45%이며, 여전히 높은 적용비중을 유지하고 있다. 현행 표준품셈은 예정가격의 산정에 과도한 시간이 소요되고, 시공계획과 자원분배에 적용하기 어려운 단점이 있다. 이와 같은 단점을 개선하기 위하여 본 연구에서는 국내외 품셈의 형식을 고찰하여 이를 국내 도로분야 대표공종에 적용하여 기존 품셈을 일단위 작업조 기반 생산성 정보로 산출하여 유사한 조건하에서 일본 미국의 생산성 정보 및 현장자문을 통한 정보와 비교하였다. 본 연구를 통해 적용된 작업조기반 생산성 정보 산출 방법과 산출 정보의 효용성을 확인하고자한다. 이러한 과정을 통하여 표준품셈을 통한 작업조기반 생산성 정보 산정 방법'과 일단위 작업조 기반 생산성 정보를 제시하고자 한다.

도로시설 재굴착 방지를 위한 의사결정모델 및 관리시스템 개발 (Development of Decision Model and Management System to minimize Pavement Utility Cut for Road Facility)

  • 도시개발에 있어 도로의 건설은 교통의 목적 외에 전기, 가스, 통신, 난방, 하수, 상수, 오수 등의 도시 편의시설을 위한 공간으로도 활용되고 있다. 하지만 현재 도로 시공과정에서 각 기능에 따른 관련 주체들이 진행되는 공사수행일정에 대한 의사소통이 충분히 이루어지지 않아 재굴착 작업이 빈번히 이루어지고 있으며 이로 인해 예산의 중복투입, 공사기간 지연, 품질저하, 이용자의 불편 등 여러 가지 문제점들이 나타나고 있다. 본 연구에서는 신도시 개발과 같은 대규모의 프로젝트에서 도로 재굴착으로 인한 문제를 사전에 예방하기 위해 시간과 공간데이터를 활용한 재굴착 방지 프로세스 모델을 개발하였으며, 이를 활용하여 도시기반시설 건설주체간 원활한 협의를 돕기 위한 재굴착방지시스템을 개발하였다. 아울러, 개발된 시스템을 개발중인 신도시 건설사업에 활용하여 그 적용성을 검토하였다.

공공 도로건설사업에서의 원격 현장모니터링 체계 구축에 관한 연구 (A Study on Development of Remote Site Monitoring System in Public Road Construction Projects)

  • PURPOSES : Efficiency Improvement of a public road construction project management work using the development of a real-time remote site monitoring system METHODS : In this study, we developed the remote site monitoring system using a web camera for road construction projects in the RCMA(Regional Construction Management Administration). We can be monitored a construction progress and a weak point of the situation in real time using this. To achieve this, we tested about 10 road construction projects ordered by RCMA. Then, we verified a applicability for the site monitoring system in future. RESULTS : Take advantage of the remote site monitoring system consists of the Construction CALS System, one of the business systems used in the part of the MLTM(Ministry of Land, Transport and Maritime Affairs) institution-agencies. Was configured to be served through the "Construction CALS System" of "Construction Management System(Contractors)" and the "Construction CALS Portal System". Through this, Benefit analysis through a pilot application of the 10 road construction sites and developing considerations and "Guide for visual information processing equipment installation-operating in construction sites"are presented. CONCLUSIONS : Through the establishment of remote site monitoring system can improve the efficiency of construction management services. In addition, Various disasters and calamities, accidents and illegal construction will be prevented in advance is expected. This is expected to further improve the quality of the facilities.
