언론매체 분석을 통한 대통령경호조직의 효율성 제고에 관한 연구 (A Study on Intensifying Efficiency of Presidential Security Service Organization through the Analysis of Press Media)

  • 이 연구는 대통령경호실이 출범한 1963년 제3공화국부터 박근혜 정부에 이르기까지 대통령경호실에 대한 신문 또는 인터넷 등의 언론매체의 내용을 중심으로 NVivo 10을 활용하여 질적 연구를 수행하였다. 연구결과는 다음과 같다. 첫째, 내부적으로는 조직의 활동영역 확장으로 내실을 다지고 외부적으로는 그 동안 일부 특권층에게만 신변보호를 제공하여 이질감을 떨치고 대중으로 다가설 필요가 있다. 둘째, 업무특성과 지위 우월성을 악용한 범죄행위나 이권개입과 관련된 외압행위를 방지하기 위해 "대통령 등의 경호에 관한 법률"제 10조의 직권면직의 사유에 범죄와 관련된 사유 신설이 요구된다. 셋째, 임무수행과 관련하여 업무태만 및 허위사실 보고 등에 대해 "대통령 등의 경호에 관한 법률 시행령" 제31조의 "공무원 징계령" 적용과 더불어 대통령경호실이라는 특수성과 중요성에 입각하여 징계 수위를 "공무원 징계령" 보다 엄격히 규정함으로써 정부의 타 조직과의 차별성을 두어 매우 중요한 조직으로 인식시킬 필요가 있다.

인천항의 대기오염물질 배출량 산정 연구 (A Study on Estimating Air Pullution in the Port of Incheon)

  • 세계보건기구(World Health Organization, WHO), 경제개발협력기구(Organization for Economic Cooperation and Development, OECD)등 국제기구 및 주요 선진국에서는 대기오염의 심각성을 인지하고 있다. 또한 국제해사기구(International Maritime Organization, IMO) 등의 국제기구에서도 선박에서 발생하는 대기오염을 감소시키 위해 다양한 규제를 시행하고 있다. 이러한 국제적인 흐름에 따라 국내에서도 「항만지역등 대기질 개선에 관한 특별법」(이하 특별법)을 제정하며, 항만에서 기인하는 대기오염을 감소시키려는 노력을 보이고 있다. 특별법의 목적은 항만지역 등의 대기질을 개선하기 위하여 종합적인 시책을 추진하는 것이다. 본 연구는 이러한 정책적 움직임에 맞추어 항만에서 기인하는 대기오염물질 배출원별 배출량을 파악하여 정책의 우선순위 설정에 기초자료를 마련하고자 하였다. 이를 위해 선박, 차량, 하역장비, 하역/야적재비산먼지, 도로재비산먼지, 철도 6개 부문으로 분류하여 분석을 시행하였으며, 유럽환경청(European Environment Agency, EEA)과 미국환경보호국(United States Environmental Protection Agency, EPA)에서 제시하는 방법론을 이용하였다. 분석대상 오염물질은 일산화탄소(CO), 질소산화물(NOX), 황산화물(SOX), 총부유물질(TSP), 미세먼지 및 초미세먼지(PM10, PM2.5), 암모니아(NH3)를 대상으로 분석하였다. 분석결과 총 7,122톤의 배출량이 발생한 것으로 나타났다. 물질별로는 NOX가 5,084톤으로 가장많은 비중을 차지하는 것으로 나타났으며, 다음으로 CO(984톤), SOx(530톤), TSP(335톤)의 순으로 나타났다. 배출원 별로는 선박이 4,107톤으로써 가장 많은 비중을 차지하며 다음으로 차량이 2,622톤으로써 높은 배출량을 보였다. 이는 각각 전체 배출량의 57.6%와 36.8%로써 항만 대기오염을 유발하는 주요원인으로 판명되어 이들 배출원에 대한 대책이 필요함을 시사하였다.

  • A major advantage of the area in and around Braunschweig is its concentration of major research institutes and small to large enterprises dealing with different modes of transportation. For many years, aviation has been a particular focus. The research institutes have aircraft and helicopters equipped especially for research projects, as well as other laboratory equipment, allowing simulation and testing of air traffic application both virtually and on real aircraft. In addition, with the Luftfahrtbundesamt (equivalent organization to FAA) and the Bundesstelle $f{\"{u}}r$ Flugunfalluntersuchung (equivalent to NTSB) both located at the Research Airport, it enables direct contact with two key air-traffic safety authorities. The institutes of DLR and the Technical University of Braunschweig are very active in rail transportation applications. Cooperation with the market leader in rail automation - Siemens Rail Automation, also located in Braunschweig - and with other companies in the Braunschweig region means that safety-critical road applications and mobility research is available due to the activities of a number of institutes. Cooperation with Volkswagen (VW) and other companies in the region ensure access to the market leaders' know-how in this sector. Current European activities within framework of the Galileo project offer particularly good opportunities for the Research Airport to leverage its expertise and position itself internationally as a specialist in safety-critical transport applications - the centre is an initiative of Niedersachsen and the Ministry of Economic Affairs, Labour and Transport Location and navigation plays a central role in all modes of transport - air, road and rail. The market is being revolutionized by the increasing integration of GNSS. The realization of the Galileo system will provide additional opportunities for the Research Airport: Galileo as a civil operated system offers service guarantees especially in the area of safety-critical applications in transportation. Notably standards, processes and authorizations related to the certification of safety-critical applications in the areas of air, road and rail transportation are still to be determined. GAUSS, located at the Research Airport Braunschweig, as an European centre of excellence for simulation, testing and certification of safety-critical applications can offer its expertise to validate the services guaranteed by the Galileo concessionaire.

LKAS의 실도로 안전성 평가방법에 관한 연구 (A Study on Safety Evaluation Method of LKAS in Actual Road)

  • Recently, the automobile industry has developed ADAS (Advanced Driver Assistance System) to prevent traffic accidents and reduce driver's driving burden. Among the ADAS, the LKAS (Lane Keeping Assistance System) is a support system for the convenience and safety of the driver, and the main function is to maintain the driving lane of the vehicle. LKAS is a system that uses radar sensor and camera sensor to collect information about the position of the vehicle in the lane and to support keeping the lane through control if necessary. In many countries, LKAS has already been commercialized and the convenience and safety of drivers have been improved. The international LKAS evaluation test procedure is being developed and discussed by standardization committees such as the ISO (International Organization for Standardization) and the Euro NCAP (New Car Assessment Program). In Korean, the LKAS test method is specified in the KNCAP (Korean New Car Assessment Program), but the evaluation method is not defined. Therefore, the LKAS test procedure that meets international standards and is suitable for domestic road environment is necessary. In this paper, development of LKAS test evaluation scenarios that meets international standards and considering domestic road environment, and the formula that can evaluate the result value after control as the relative distance of lane and the front wheel are suggested. And a comparative analysis was conducted to verify the validity of the suggested scenario and formula. The test evaluation was conducted using the vehicle equipped with the LKAS.

개인형 이동수단의 이용에 따른 교통약자의 보행환경 개선에 관한 연구 (A Study on the Improvement of Pedestrian Environment for the Mobility Handicapped on the Use of Personal Mobility Vehicle)

  • 최근 개인형 이동수단의 보급과 이용의 증가에 따라 보행환경은 더욱 열악해지고 있으며 이와 관련한 안전사고도 급증하고 있는 상황이다. 이에 본 연구는 개인형 이동수단의 보행장애 요소와 관련된 현황조사를 실시하여 이를 통한 문제점을 파악하고 전문가의 의견조사를 통해 개인형 이동수단의 규제를 포함한 교통약자의 보행환경 개선을 위한 방안을 다음과 같이 제시한다. 개인형 이동수단의 보행공간 내 이동을 원칙적으로 금지하여야 하며 주행이 불가피한 경우 제한속도를 규정함으로써 교통약자의 안전하고 편리한 보행권을 확보해주어야 할 것이다. 주차 공간은 차로부의 노외 주차구역이나 보도와 차로 경계부에 장애물 구역을 조성하여 해당 구역에만 하도록 해야 할 것이며 이를 지키지 않는 불법방치된 이동수단의 수거와 관련한 규제가 필요하다. 기존의 자동차 중심의 도로에서 저·중속 이동수단 이용을 고려한 도로 구조로의 전환이 필요하다.

  • The bioethics as a comprehensive and normative control method of life sciences including the technology of advanced medical care, on the one hand, it has modified the conditions for allowing the progress of life sciences. On the other hand, it has put the brakes on attempts of life sciences violating the dignity and value of human beings, natural order. Positively, bioethics presents ethical bases, suggests organization of the legal and institutional conditions, and enables elimination of the legal and institutional obstacles, for the progress of life sciences. Negatively, it has presented justifiable prospects and road maps of life sciences, not to take indiscreet and intemperate turn of violating the dignity and value of human beings, natural order, and its such roles must be carried on.

무인 경량전철 운영을 위한 비상대응 계획 수립에 관한 연구 (A Study on Emergency Response Plan for Manless Light Rail Transit(LRT))

  • Our country is promoting the introduction of new means of transportation due to insufficient supply according to the existing demand of road traffic. Among them, manless light railroad transit is settled down as the most definite alternative. However, new traffic systems such as manless light railroad have certain difference between characteristics of hardware and software and subway system. Therefore, there will be many differences compared to the existing contingency system when accidents occur. Railway management organization has to establish railway contingency plan and acquire permission from the minister of the Ministry of Land, Transport, and Maritime Affairs. However, as commercial transportation is available, a new traffic system also should establish contingency plan. Therefore, the establishment of systematic contingency plan is suggested in order to analyze characteristics of manless light railroad in the beginning of introduction and to make contingency response available.

  • Development of air navigation and avionics technologies led to solve the problems that conventional ATM system had. The International Civil Aviation Organization developed the Aviation System Block Upgrades (ASBU) initiative in order to harmonize global ATM planning and technology upgrades and urged to implement the recommendations for the member States. The ASBUs provide the road map to assist air navigation service providers in the development of their individual strategic plans and investment decisions. In this paper, the operational concepts in 2 performance improvement areas, Airport Operations and Globally Interoperable System and Data in ASBUs, have been summarized. In Airport Operations area the new management technologies and required systems are presented for optimizing the traffic flow in airport area and terminal airspace. Data format standards and required systems presented for information integration and usage of the new system under Globally Interoperable System and Data area.

  • [1] There are systematical errors associated with ionospheric influence in retrieving key atmospheric parameters from radio occultation (RO) soundings. In order to obtain better-quality retrievals, we develop a new method, hereafter called National Central University Radio Occultation (NCURO) scheme, to reduce the ionospheric influence. The excess phase is divided into two parts, namely geometric excess length and path excess length (excess length along ray path due to refractivity effect). An excess phase equation is presented and implemented in the NCURO scheme Whose performance is evaluated through comparisons with model simulation and experimental data. The model simulation is based on the use of the ionospheric model 002001 and atmospheric model NRLMSISE-OO. Results show that the NCURO scheme significantly reduces the ionospheric influence at altitudes above 70 km as does the scheme presented in the literature, and provides better corrections for the atmospheric profile.   • In evaluation of public works, its components related with benefit and cost in feasibility analysis can be classified to quantative and qualitative elements, To evaluate qualitative components which can not be calculated by numerical value, several methods are used to assess relative importance. AHP (Analytic Hierarchy Process) is representative method which can evaluate importance, but it has difficulties in organization of expert group, execution of question, and subjective decision of questioner. Information measure technique can be used to evaluate these qualitative importance of environmental and social components in public works planning. In result of comparing importances of AHP and information measure technique, it has statistical significance in of road project.
