국내의 하천은 급격한 도시화와 산업화로 인해 자연하천의 모습은 사라지고 이수와 치수 기능 위주의 하천관리가 이루어져왔다. 최근 하천이 갖는 자연적 특성을 회복하는 환경적 측면을 강조한 생태하천 복원 사업에 대한 관심이 높아지고 있으나, 하천복원의 시작은 생태계에 필요한 환경유량의 적절한 평가가 우선되어야 한다. 본 연구는 낙동강 제1지류 하천인 감천을 대상으로 부항댐 건설에 따른 유황변화 및 환경유량의 변화를 추정하여 하천생태계 서식처에 미치는 영향을 분석하였다. 감천의 환경유량을 평가하기 위한 분석대상은 감천에 서식하는 어류인 피라미, 긴몰개와 하천주변 식생을 선택하였으며, 미육군공병단에서 개발된 HEC-EFM (Ecosystem Function Model)을 활용하여 환경유량을 산정하였다. 평가된 환경유량은 GIS 분석과 연계 하였으며, 수생계의 하도내 서식처를 공간적으로 도시하여 댐 건설 전후 수생생물의 서식처 면적비교 및 서식처 연결성 분석을 수행하였다. 본 연구결과를 바탕으로 하천생태계의 서식처 개선을 위한 환경유량 산정 및 서식처 연결성 분석을 통하여 하천 복원 및 하천환경을 고려한 댐 운영의 기초자료로 활용할 수 있을 것으로 판단된다.
하천환경평가는 현재의 하천환경을 조사하고 평가함으로써 하천복원 사업의 목표와 방향을 설정하고, 사업 직후에는 동일한 방법으로 재평가를 시행함으로써 하천사업이 목표에 맞도록 제대로 이루어졌는지를 판단하기 위한 방법으로 널리 적용되고 있다. 그간 서울시는 훼손된 하천의 물리적 형태 및 생태적 기능을 회복시키는 사업으로 지난 2000년대부터 한강 대부분의 지류에 대하여 생태하천복원이 진행되었으며, 복원이후에 하천환경은 다양하게 변화하였다. 본 연구에서는 서울시 관할 28개 하천을 대상으로 하천별로 물리특성, 수질특성, 생태특성을 평가하고 이를 세가지 특성을 종합적으로 평가하였다. 연구결과, 물리특성은 대부분의 하천이 II-III 등급이며, 수질특성 분석에서 대부분의 하천들은 III-IV 등급, 생물특성인 수생태계건강성평가 결과를 바탕으로 한 훼손하천 등급에서는 모든 하천이 D-E 등급으로 낮게 평가되었다. 따라서 서울시 모든 하천이 수질과 수생태계건강성에 있어서는 건강하지 못한 환경이라는 결과가 도출되었으며, 보다 장기적이며 체계적인 개선이 이루어져야 할 것으로 판단된다.
최근, 하천의 수질오염 및 악취발생으로 민원이 증가하여 하천환경개선에 큰 관심이 모아지고 있다. 본 연구의 목적은 하수 유입부에 대해 무인항공기(UAV)를 활용하여 RGB 및 적외 열 영상을 획득하고 하천제방 정비 계획 및 하천 오염 현황의 모니터링을 위한 응용성을 검토하였다. 특히, 하천 인근 공장에서 배출되는 폐수를 적외 열 영상으로 검출하여 폐수의 전파를 모니터링하였다. 또한 하천 제방 정비대상 지역과 인근지역에 대한 RGB영상을 SfM(Structure from Motion)기반 영상 해석을 통해 고정밀 3차원 모형을 제작하고 정확성을 검토하였다. 연구결과, UAV영상을 활용, 폐수유입에 따른 하천의 온도변화를 감지하여 수질오염의 유입부 및 전파 현상을 모니터링 할 수 있었다. 또한 고정밀 3차원 모델(수치지형도, 정사영상)을 제작, 정확성을 검토하고 하천의 제방정비를 위한 정밀 3차원 정보 및 식생 피복정보를 도출할 수 있었다.
The water quality of the Ian Stream, a tributary of the Na14dong River, was estimated to provide an information in establishment of an ecological restoration plan for fan dam which will be constructed in near future. Seven stations were selected in upstream (3 stations) and downstream (4 stations) of Ian Stream, centering the construction site of Ian dam. Samples were collected at the surface water of 7 stations selected on May 1, June 16, and September 1 in 2004. The values of DO, pH, and BOD are satisfied Grade I for river water standard in nearly all sites. The concentrations of total nitrogen (TN) and total Phosphorus (TP) showed low level with ranges of $1.10\~2.25\;mgN/L,\;5\~14\;{\mu}gP/L$. However, the total and fecal conform bacteria were detected in nearly stations, especially high at the upstream stations. The number of fecal conform bacteria corresponds to the Grade III for river water standard. In addition, some metals (iron, manganese) were detected during dry season. As a consequence, general water quality of Ian Stream satisfied Grade I for river standard and it is expected that pollution loads from watershed is not significant. However, the detection of fecal conform, which is thought to be from livestock and residents, and some metals originating mimes watershed can have a potential health risk exists for aquatic organisms lived in Ian Stream. It needs to be solved by the construction of wastewater treatment plant to diminish the health risk from stream water polluted by fecal conform and metals, and to provide the safe ecological habitat for aquatic organisms.
Located in the southwestern part of Korea, the Yong San Gang river flows generally northeast to southwest, and because of the specific location, topography and climate, the basin area is subject to recurrent drought and flood damages. To eliminate the cause of such damages and ensure an increase in the farm income by means of effective irrigation supply and increased cropping intensity, efforts are being made to speed up implementation of an integrated agricultural development project which would include construction. of an estuary dam and irrigation facilities as well as land development and tidal reclarnation. In formulating a basin development project plan, it is necessary to study a series of long-term runoff data. The catchment area at the proposed estuary damsite is 3,471$\textrm{km}^2$ with the total length of the river channel up to this point reaching 138km. An analysis of runoff in this area was carried out. Rainfall was estimated by the Thiessen Network based on records available from 15 of the rainfall observation stations within the area. Out of the 15 stations, Kwang Ju and Mok Po stations were keeping long-term precipitation records exceeding some 60 years while the others were in possession of only 5-10 years records. The long-term records kept by those stations located in the center of the basin were used as base records and records kept by the remaining stations were supplemented using the coefficient of correlation between the records kept by the base stations and the remainder. The analyses indicate that the average annual rainfall measured at Kwang Ju during 1940-1972 (33 years) amounts to 1,262mm and the areal rainfall amounts to 1,236mm. For the purpose of runoff analysis, 7 observatories, were set up in the middle and lower reaches of the river and periodic measurements made by these stations permitted analysis of water levels and river flows. In particular, the long-term data available from Na Ju station significantly contributed to the analysis. The analysis, made by 4-stage Tank method, shows that the average annual runoff during 1940-1972 amounts to 2,189 million ㎥ at the runoff rate of 51%. As for the amount of monthly runoff, the maximum is 484.2 million ㎥ in July while the minimum is 48.3 million ㎥ in January.
Although the demands for the dredging work have been increasing due to social and industrial reasons including national plan for restoration of four major rivers, environmental standards or management guidelines for the dredged river sediment are limited. The suggested environmental standard for the beneficial use of dredged river sediment consists of two levels, recyclable and concern, and includes eight contaminants such as metals and organic contaminants. The systematic approach to remediate dredged river sediment is also suggested. The system consists of both washing and stabilization processes with continuous multi particle separation. In the early stage, the sediments are separated into two particle sizes. The coarse-grained sediment over 0.075 mm, generally decontaminated with less trouble, follows normal washing steps and is sent for recycling. The fine-grained sediments under 0.075 mm are separated again at 0.025 mm. The particles bigger than this second separation point are treated in two ways, advanced washing for highly contaminated sediments and stabilization for less. The lab test results show that birnessite and apatite are most effective stabilizing agents among tested for Cd and Pb. The most fine residues, down-sized by continuous particle separation, are finally sent for disposal. The system is tested for metals in this study, but is expected to be effective for organic contaminants included in the environmental standard, such as PAH and PCE. The feasibility test on the field site will be followed.
After large-scale flooding damage occurred along the Imjin river in 1996, 1998, and 1999, the Hantan river flood control dam was planned, and it has since been under construction. Unlike existing dams in Korea, the Hantan river flood control dam will remain fully open except during high floods, when the dam will store flood water temporarily to reduce flood peaks and flood water volume downstream. During past flooding seasons, floating debris has caused difficulties in the management of large-scale dams. Most of the existing multipurpose dams in Korea have installed nets to collect floating debris based on many years of experience with and data about inflow and distribution of floating debris in the dams. For the Hantan river flood control dam, however, collection of data about inflow and distribution of floating debris is not possible as the dam is located near the border area between North and South Korea. In order to devise a preliminary plan to collect floating debris in the Hantan river flood control dam, an EFDC hydrodynamic model was used to analyze the behavior of floating debris during high floods. The Lagrangian particle tracking method was utilized to simulate the behavior of floating debris in the dam. Based on the analysis of paths and final destinations of the particles, seven collection points were selected where it seemed to be effective to collect floating debris, as debris is likely to accumulate there in high density.
In this study, the implications for landscape architecture in the restoration Project of Cheonggyecheon will be shown through the analysis of factors for landscape architect scheme modification. The method of study consists of theoretical study, analysis of the plan and design of landscape architecture of the restoration project of Cheonggyecheon, and deduction of implications thereof. The controversial feints included the many difficulties in realizing the productive design of landscape architecture due to the selective collecting of public opinion and the problems of settling the complications, the design limit of the turnkey and MA systems, the lack of hydraulic knowledge and technology and the shortage of vegetation monitoring data and experimental materials. The alternative proposals are as follows: 1) there should be agreement between the government organization and the civil group, 2) in the turnkey bidding for the river restoration projects, the river restoration design based on the volume divided into some parts should be reconsidered in order to maintain consistency in the total design, 3) in order to maintain consistency in the planning policies, MA designs should also be introduced and applied from the first stage of the project through its completion, and 4) data such as the safe water level in case of flooding for the facilities and the vegetation and data in connection with the ecological restoration of river should be accumulated. If these controversies are not settled effectively, the river restoration project will be delayed due to complications with the citizens and wasted time and effort will result from the frequent design changes. In addition, landscape architecture in this kind of restoration project is bound to decrease in the future due to frequent changes in the hydraulic-centered design.
본 연구의 목적은 경안천 유역의 토지이용 및 식생의 활력도를 살피고, 각 시점에서의 토양유실량을 추계하며, 토지이용변화에 따른 토양유실 변화량의 증감을 분석하는데 있다. 토양유실량은 토양유실량예측공식(USLE)을 이용하여 산정하였는데 경안천이라는 광역적인 유역의 토양유실을 분석하기 위하여 GIS기법과 원격탐사기법을 동시에 이용하였다. 경안천 유역의 토지이용 및 식생활력도변화 분석뿐만이 아니라 토양유실량의 정확한 산정은 유역환경의 질에 영향을 미치는 매우 중요한 인자들이 무엇인지를 분석케 하였다. 즉 식생, 경사도 및 사면장 그리고 토양보전과 관련된 인자들에 대한 관리는 하천유역의 보전 및 토양유실의 저감에 중요한 역할을 함을 알 수 있었다. GIS기법을 응용한 본 연구는 계획가들에게 있어서 하천유역의 토지이용의 변화와 토양유실량의 상관성을 파악하게 해줌으로서 앞으로의 유역내의 장기적인 토지이용계획 수립시 매우 합리적인 지침을 제시해 줄 것으로 기대된다.
하천시설물의 효과적인 유지관리에는 대상물에 대한 지속적인 데이터 수집이 선행되어야 한다. 하지만, 토탈스테이션, GNSS 및 지상레이저스캐너를 활용하는 기존의 데이터 취득방식은 일반적인 시설물과 달리 넓고 긴 지역에 분포해있는 하천시설물의 공간정보데이터를 취득하는데 비용/시간/인력 측면에서 한계가 있다. 반면, 플랫폼이 이동하면서 데이터를 취득하는 모바일매핑시스템(MMS)은 넓은 지역에 대한 정밀한 공간정보데이터를 빠른 시간 내에 취득하기 때문에, 하천 주변의 선형시설물에 대한 유지관리에 활용되기 적합하다. 4 km에 달하는 연구지역에 모바일매핑 시스템을 적용하여 본 결과, 20분의 데이터 취득 소요시간 동안 184,646,099개의 포인트를 취득하여 378개의 횡단면을 추출하고 이를 하천기본계획 상의 도면과 비교해 봄으로써, 모바일매핑시스템을 이용한 효율적인 제방관리가 가능함을 확인하였다.
