Plans for Reducing Risk through a Case Study of Risk Factors at a Construction Site -Focused on Earth work, Foundation Work, Reinforced Concrete Construction- (건설현장의 위험요소 사례연구를 통한 위험저감 방안의 고찰 -토공사, 기초공사, 철근콘크리트공사를 대상으로-)

  • With construction projects continuously becoming more massive and complex, risk factors have been consistently increasing. To achieve a successful project, it is very important to identify and cope with such risk factors. Therefore, the purpose of this study is to suggest plans of reducing risk, not only for describing the drafting process for construction planning but also for systematically organizing constraints and risk factors in earth work, foundation work and reinforced concrete construction. To achieve these objectives, this study 1) analyzes previous theories about risk classification structure, 2) performs a case study of an actual project to embody the problems of safety management by analyzing the results of an interview with a construction engineer. In conclusion, the following factors were systematically organized: 1) characteristics of construction site (purpose, structure, floor, etc.); 2) the actual application conditions of the main construction methods; 3) the relationship between constraints and risk factors.

The Impact of An Interaction between Product Quality and Perceived Risk on Seller Profit

  • Purpose: This study examines the effect of full information disclosure on seller profit when there exists information asymmetry between sellers and buyers, focusing on the risk averseness of buyers. By investigating the interaction between product quality and perceived risk through online sales data, we attempt to figure out the incentive structure of full information disclosure specifically when buyers are risk-averse, so that we can suggest more feasible information disclosure strategy to sellers. Research design, data and methodology: Our empirical model analyzes the sales data of collectible goods from a major online seller using Poisson regression. In our model, we have specifically considered risk-averseness of buyers by estimating the interaction effect between the product quality and perceived risk on seller profit, aiming for a more precise empirical analysis on sellers' incentive structure of full disclosure. Results: Our empirical analysis strongly supports the effect of interaction between product quality and perceived risk, showing that the incentive for full disclosure is much stronger when product quality is higher, and vice versa. Therefore, sellers are strongly encouraged to voluntarily reveal product weaknesses when their product quality is higher than average, while it is more profitable to hide any product defects when quality claim is lower than average. Conclusions: This study supports the related literature by confirming economic incentives for full disclosure, and also supplements and strengthens previous studies by presenting that the effect of interaction between product quality and perceived risk strongly affects seller profit. Our unique finding supports both mandatory disclosure and voluntary disclosure arguments and presents practical implications to marketing managers by suggesting that seller's incentive for revealing weaknesses depends on the level of seller's product quality.

  • Risk information may be one of the most important factor for worker's safe behavior because that safe behavior can be oriented by attitude based on risk information. Traditionally KAP(knowledge, attitude and practice) model was useful frame for the change of human behavior. Knowledge is formed by information through experience and education. Worker's health may be prevented by his or her own active safe behavior based on risk information. This paper is to investigate the effect of labor union on the provirion of risk information by labor union. Data for analysis is the third Korean Working Conditions Survey done by Occupational Safety and Health Research Institute in 2011. The sample size is 50,032 economic active person surveyed by household interview survey with structure questionnaire by trained interviewer. The difference of risk information provision among employees was tested by mean difference test. The level of risk information of employees of companies with labor union is higher than that with non labour union. This paper has some implication for the promotion of safe behavior of employees through risk information provision mediated by labor union. Some limitation of this study may be considered because of using the cross sectional survey data.

  • In the construction industry, risk management has gained constant attention as the factor not only to evaluate global competitiveness of the country but also to secure competitiveness of public institutions and private companies. For effective construction risk management, the specific work process improvement that can be employed in the field in terms of risk management of the entire corporation such as financial, insurance and safety management is necessary. To manage construction risks, what is important is the step to identifying inherent risks in the construction project. The identification of risks will be followed by the step to seeking ways to establish and manage strategies responding to the risks. This study suggests ways and processes to make a checkslit to identify risks through case studies. To that end, the focus will be placed on working process improvement of risk identification among stages to manage construction risks such as risk identification and analyses, planning to respond to risks, risk monitoring and management. The case study checklists show that setting up the system to classify risks by stage is helpful to figure out causes of risks to reduce or eliminate risk factors. The checklist making process that considers features of the project is expected to contribute to successful completion of the project by enabling effective risk identification and systematic risk management.

  • The train-centric control systems development has some distinct points in that a big size of government budget is in general expended in there and the development duration seems to be long. In addition, the changes are ever made continuously in the capability and operational requirements for Trains. Thus, the impact of the potential changes in the required operational capability on the development activities can induce some type of project risks [7]. As such, proper management of project risk has been one of crucial subjects in the train systems development. All these notes combined together make it the significance of the safety management process be raised further up in the train-centric control systems development. As such, the underlying safety management process should be capable of appropriately handling the potential risks that can be created due to the unexpected changes and the long-term development period. The process should also be complemented for the safety consideration of train-centric control systems, for instance, stop. To study these aspect is the objective of the paper. To do so, a step-by-step approach to analyzing the safety management process is first presented. Then, to enhance the process some necessary and useful activities are added in terms of risk and safety management. Then, to pursue some enhancement on the process, a set of necessary and useful activities are added in terms of risk and safety management. The resultant process is further analyzed and tailored using a design structure matrix method. The resultant process is applied in a train-centric control development as a case study.

  • This paper proposes potentialities of constructing the information system for earthquake hazard management which can manage and analyse earthquake risk and hazard systematically. The experimental results as well as architectural structure investment data for seismicity assessment are built in database and connected with GIS for assessing earthquake safety of building in urban area. For earthquake-resistant performance assessment, we collected and classified building structural data according to assessment criteria using building register, architectural map, digital map, and then complemented database with field survey data. We also suggest GIS-based information system can cope with and manage earthquake hazard effectively, as evaluating earthquake risk by performing detailed earthquake-resistant assessment and determining final assessment scores. The assessment should be processed quickly and accurately by integrating the earthquake hazard information management system with modularization of assessment procedure and method in the future.

Development of Framework for Integrated Work-Risk Breakdown Structurebased on Fatal Incident Cases in Construction Industry (중대재해 사례에 기반한 건설업의 작업 및 위험분류체계 통합 프레임워크 개발)

  • Since an accident in construction industry has been higher than others for decades, the accident in construction industry should be decreased. To prevention this problem, the work breakdown structure (WBS) and risk breakdown structure (RBS) are presented. the WBS and RBS, are hierarchy structure which can find fatal incident considering type of building and type of work easily and quickly. So, this study aims to develop framework for the integrated WBS-RBS to prevent fatal incident on construction industry. The research process is conducted by following 3 steps: (I) collection of data; (II) classification of data; and (III) development of the integrated WBS-RBS. The result of this study can propose the most dangerous fatal incident aspect of type of building, type of work, and type of accident. Through the result, the decision maker can reduce or eliminate fatal incident considering type of building, type of work and type of accident in construction industry.

Seismic probabilistic risk assessment of weir structures considering the earthquake hazard in the Korean Peninsula

  • Seismic safety evaluation of weir structure is significant considering the catastrophic economical consequence of operational disruption. In recent years, the seismic probabilistic risk assessment (SPRA) has been issued as a key area of research for the hydraulic system to mitigate and manage the risk. The aim of this paper is to assess the seismic probabilistic risk of weir structures employing the seismic hazard and the structural fragility in Korea. At the first stage, probabilistic seismic hazard analysis (PSHA) approach is performed to extract the hazard curve at the weir site using the seismic and geological data. Thereafter, the seismic fragility that defines the probability of structural collapse is evaluated by using the incremental dynamic analysis (IDA) method in accordance with the four different design limit states as failure identification criteria. Consequently, by combining the seismic hazard and fragility results, the seismic risk curves are developed that contain helpful information for risk management of hydraulic structures. The tensile stress of the mass concrete is found to be more vulnerable than other design criteria. The hazard deaggregation illustrates that moderate size and far source earthquakes are the most likely scenario for the site. In addition, the annual loss curves for two different hazard source models corresponding to design limit states are extracted.

Securitization and Monitoring Incentives (자산유동화와 모니터링 유인간의 관계)

  • We examine a mortgage bank's incentive distortion problem when the bank sells its existing loan through MBS(Mortgage-Backed Security), considering the mortgage market structure and varying investors' risk attitude. Main findings in our comparative statics are the followings. The bank's monitoring incentive on the loan sold is distorted downwards when the deposit interest rate is lower than the coupon rate of MBS. Credit enhancement associated with the loan sale may mitigate the incentive distortion problem. However, the downward distortion of monitoring incentive does not disappear unless the credit enhancement, a loan guarantee, is provided up to 100%. Finally as the investors' risk preference changes from risk-neutral to risk-averse type, the incentive distortion problem becomes more severe. At the end, we recommend the introduction of covered bond in order to mitigate the incentive distortion problem, which is inevitable to current pass-through MBS.
