기술위험 관리와 위험갈등 : 휴대전화 전자파의 인체유해성 논란 (Managing Technological Risk and Risk Conflict : Public Debates on Health Risks of Mobile Phones EMF)

  • 새로운 기술의 개발과 확산으로 인해 기술 위험의 가능성과 영향이 크게 증가하고 있다. 불확실성을 기본적 속성으로 하는 위험의 특성상 지식의 불확실성 해소는 기술 위험관리의 핵심적 요소라고 할 수 있다. 지식의 불확실성이 기술위험 갈등의 중요한 원인이 되기 때문이다. 그러나 지식 축적만으로 기술위험 갈등이 해소되는 것은 아니다. 기술위험의 성격에 따라서는 기술위험에 대한 합의의 부족이 갈등의 주원인이 될 수 있기 때문이다. 휴대전화 전자파의 인체 유해성 논란은 대표적인 예라고 할 수 있다. 휴대전화 전자파의 인체 유해성 여부에 대해서는 명확한 결론을 내릴 수는 없지만 관련 지식이 꾸준히 축적되어 왔기 때문에 지식의 불확실성은 높지 않다. 산업계는 유해성을 입증할만한 뚜렷한 증거가 없기 때문에 법적 규제는 불필요하다는 입장인 반면 시민단체들은 유해 가능성이 입증되지 않았지만 가능성은 여전히 남아있기 때문에 사전 예방적 차원의 규제가 필요하다는 입장을 취하고 있다. 우리나라의 경우 시민단체의 지속적인 문제제기에 따라 정부는 인체흡수율(SAR) 기준을 설정하고 인체 흡수율 정보를 공개토록 하고 있다. 그러나 시민단체의 입장에서 보면 인체 흡수율 기준은 전신이 아닌 얼굴 부위에만 적용되는 제한적 기준이며, 인체 흡수율 정보도 자율적으로 공개토록 하고 있다는 점에서 완화된 형식적 규제라고 할 수 있다. 예방적 규제를 지지하는 시민단체와 산업계 보호의 관점에서 완화된 규제를 유지하려는 정부간에는 여전히 큰 인식 차이가 존재한다. 휴대전화 전자파의 기술 위험은 기술의 친숙성으로 인해 심각한 위험으로 받아들여지지 않고 있지만 심각한 갈등과 재난을 초래할 가능성도 있다. 따라서 이러한 문제를 예방하기 위해서는 안전의 목표를 경제적 목표와 통합하는 정책 통합과 위험 커뮤니케이션의 촉진을 통해 갈등 가능성과 재난의 발생의 소지를 차단하는 기술위험 관리가 필요하다.

장애인 차별금지 및 권리구제 등에 관한 법률'의 시행에 따른 언더라이팅에 있어 의적 측면의 고찰 (Medical underwriting aspect of disability -Follow to announce of 'law to forbid discrimination against disabled persons'-)

  • The number of disabled person is increasing, and also the demand of welfare is increasing. In the developed country, the range of disabled person is broad, because the definition of disability is different among countries. On 10/Apr, 2007, the law to forbid discrimination against disabled person was announced and then it will be operated on 11/Apr, 2008, in Korea. It will need to evaluate conflict between this law and underwriting guideline. There is obvious difference between disabled and non-disabled on risk selection of medical and environmental aspect. More than 50% of disabilities are related to the diseases rather than accident. The role of underwriter is to evaluate the future risk of morbidity (admission and/or operation etc). The insurance company is required to make new product for disabled person and the underwriter has to examine the application of disabled without discrimination, and with respect for the disabled as a human right.

여성의 고위험 임신에 대한 경험 (Womans experience of Risk Situation on the High-Risk Pregnancy)

  • In spite of the great progress of the theory and skill of the Nursing Care & Medical area in relation to pregnancy, nurses in clinics face up to many challenges in maternity nursing care areas. The reason is that the mobility and mortality of mothers was sharply decreased and the unknown high-risk diseases of pregnancy woman in the past is made public. That's why it is difficult to meet the pregnancy woman in natural process from pregnancy to delivery in recently. Admission rooms are filled with high-risk pregnancy women. As a matter of fact, we have done nursing care into the surface symptoms and diseases of high-risk pregnancy women so far. We have been indifferent to a long period hospitalization, separation from family, and conflict of repeated examination. Therefore, it is widely spread to understand the emotional conflict experienced by high-risk pregnancy women and to need for nursing intervention to bring up about emotional support and the ability of perception in psychological crisis. Although the pregnancy woman judged in high-risk should carry out normal task of pregnancy, she have to be confronted with secondary risk situation. The health of self & fetus threatened by the risk situation could be decreased through care plan, but psychological stress increases. Therefore, the pregnancy brings into non-control state. It is important to ask that what the hospitalized pregnancy women in high-risk think of themselves status. Because misunderstanding or serious anxiety of themselves status put into mother and fetus in danger. And adaptation mode makes all the difference. I would like to consider how nurses could deal with this high-risk circumstances in the position of pregnancy woman on the basis of the above fact. This study uses phenomenological method to suggest the basis material for nurses to do nursing intervention in view of pregnancy woman. Because this method understands the nature of true life of pregnancy woman throughly. The phenomenological method is the sources to describe or explain affluently the process generated in confirmation areas and environment and is the application for readers to understand and recognize clinic reality and then apply this method to reasoning study place or other places. Specifically, the phenomenon study method, one of the phenomenological method, is applied. The use of that method is to describe and generalize the experience in environment exactly. The study of this study is as follows : Among 187 descriptive stamens from 8 study participants are classified into 42 theme cluster at the stage of the first analysis. Those theme is categorized into 8 sub-subjects such as anxiety of uncertainty, foreknowledge about risk circumstance, will power about overcome, unsettled feeling about hospital, relief, optimistic thought, family support, and indifferences. At the last stage of analysis, those things are categorized into 3 subjects. When high-risk pregnancy woman foretell the situation, they feel unsettlement about uncertainty and untrust feeling about hospital. But they are ease with family support and hospital support. On the other hand, they express indifferent 3-way structure response to the situation having will of overcome and exceeding optimistic thought. In those statements, the experience by pregnancy woman shows 3 respect subjects. 1. They are anxious of this situation and are in desperation and don't recognize their role to be carried out 2. They think of this situation as normal process of pregnancy and are not concerned that this can give themselves and fetus fatal damage. 3. The pregnancy women will never confront this situation. This study shows the pregnancy woman has anxiety and optimistic relief about the situation, and ignores and optimistic relief about the situation, and ignores many things. Therefore, nurses in clinic should give pregnancy woman knowledge and information about the high-risk and help them to deal with the situation spontaneously. High-risk pregnancy woman should have the care plan in respect of the right perception. And the nurse know that their support help out pregnancy woman overcome the crisis in this respect of the special nursing intervention.

미국 TV드라마 산업에서 메이저 스튜디오의 리스크 분산 메커니즘 (Major Studios' Risk Sharing Mechanism in the US TV Drama Industry)

  • 이 연구는 미국 드라마 산업에서 제작 영역과 방송 네트워크 간의 리스크 분산 메커니즘을 설명하고자 한다. 할리우드의 드라마 생산과 유통의 구조는 산업의 각 영역들이 불확실성을 줄이고 투자 리스크를 분산시키기 위해 노력한 결과물이라고 할 수 있다. 1990년대 이래, 미국 드라마 생산과 유통의 리스크 분산전략의 중심에는 스튜디오와 네트워크의 수직결합이 있었다. 수직결합을 통한 리스크 분산에서 네트워크의 가장 중요한 역할은 스튜디오가 제작한 드라마를 편성하는 것이었고, 그들이 편성한 텔레비전 드라마에 네트워크 브랜드 가치를 제공하는 것이었다. 한편, 스튜디오의 가장 중요한 역할은 제작 인프라, 인력 및 재정적 관리 능력, 유통 및 배급 능력, 상품 관리 능력 등을 들 수 있다. 스튜디오와의 수직결합을 통해서 네트워크는 드라마의 2차 시장 및 부가 시장에 대한 권리도 확보하게 되면서 프로그램 제작비 투입 규모를 늘릴 수 있었다. 그러나, 네트워크의 제작비 증가는 네트워크에 재정적 부담으로 작용할 수 있다. 이 논의는 제작사와 방송사의 리스크 분산 문제로 갈등을 빚고 있는 우리나라 드라마 산업에 리스크 분산의 메커니즘과 합리적 리스크 분산의 중요성을 시사한다.

소방공무원의 스트레스 요인과 직무만족간의 관계 (Relationship between Stress and Job Satisfaction of Fire-fighters)

  • 그동안 공무원의 스트레스 요인과 직무만족에 대한 연구는 대부분이 역할 관계와 인간 관계에 따른 스트레스 증가로 인한 직무만족의 저하에 대한 연구가 대부분을 이루고 있었다. 그러나 소방공무원의 경우, 직무상 위험성, 긴급성, 대기성, 교대성의 특징을 지니고 있기 때문에 직무 특성에 따른 스트레스가 다소 발생할 것으로 사료된다. 따라서 본 연구는 소방공무원의 스트레스 요인을 직무특성(위험성, 긴급성, 대기성, 교대성)요인과 조직내역할(역할갈등, 역할모호, 역할과다)요인으로 구분하여 각각 직무만족에 어떠한 영향력을 미치는지를 실증 분석 하였다. 결과적으로 소방공무원의 직무특성 요인과 조직내역할 요인은 직무만족에 유의미한 영향력을 미치고 있었고, 구체적으로 직무특성 요인 중에서는 긴급성과 대기성이 직무만족에 정(+)의 영향력을 미치고 있었고, 조직내역할 요인 중에서는 역할 갈등과 역할 과다가 직무만족에 부(-)의 영향력을 미치고 있는 것으로 결과가 나타났다. 또한 업무형태(화재 진압, 구조 구급, 소방 행정, 기타)에 따라 스트레스 요인 및 직무만족에 유의미한 차이를 보이고 있었고, 근무기간(소방본부, 소방서, 119안전센터)에 따라서도 스트레스 요인 및 직무만족에 유의미한 차이를 보이고 있었다.

물리치료사의 직무관련 근골격계 통증과 직무 스트레스 (Work-Related Musculoskeletal Pain and Job Stress in Physical Therapists)

  • This study investigated the relationships between Work-related musculoskeletal disorders (WMSDs), contributing factors, and the occupational stress of physical therapists. Self-reported questionnaires were given to 180 physical therapists in Gangwon Province. Variables examined included the prevalence of pain sites related to WMSDs; pain intensity; pain pattern; and job stress, which is thought to involve the physical environment; job demand; insufficient job control; interpersonal conflict; job insecurity; organizational system; reward system; and occupational culture. Among physical therapists, work-related musculoskeletal pain commonly affected the low back (30.1%), shoulder (29.3%), and wrist (12.2%). The sites of work-related musculoskeletal pain treated medically were the low back (22.8%), shoulder (19.8%), neck (12.7%), and wrist (12.1%). "Repeating the same work constantly" was suggested to be the major cause of the pain. The younger therapists were significantly more likely to feel high job stress due to the physical environment (p<.05), job demand (p<.05), and organizational system (p<.01). Women were more likely to feel greater job stress related to job demand, insufficient job control, the organization system, and job rewards. Men were more likely to feel greater job stress related to job insecurity. Weak positive relationships were observed between work-related musculoskeletal pain and job stress, which is thought to involve the physical environment; job demand; insufficient job control; interpersonal conflict; job insecurity; organizational system; reward system; and occupational culture. Physical therapists appear to be at higher risk of WMSDs because 80.1% of the physical therapists studied experienced work-related musculoskeletal pain. To reduce the risk, we need intervention strategies such as preventive education, ergonomically designed medical equipment, a psychosocial approach to work conditions, improved mechanical conditions related to therapeutic patterns, and an institutional infrastructure with sufficient personnel and scheduling.

고속도로 Weigh-in-Motion(WIM) 이벤트 자료를 활용한 후미추돌 위험도 분석 기법 (Analysis of Rear-end Collision Risks Using Weigh-in-Motion Data)

  • 고속축중기 시스템은 개별 차량의 통행속도 및 하중 정보를 수집할 수 있어 기존의 차량검지장비와 비교하여 다양한 활용이 가능하다. 그러나 고속축중기 원시 자료는 지점 검지 자료로 구간별 안전성 분석에 직접 적용하는 것은 한계가 있다. 이를 극복하기 위하여 본 연구에서는 고속축중기 자료 중 검지 시간, 검지 속도, 차량길이, 차량 종류, 차량 무게정보를 수집하여 대리안전척도로 이용한 상충률과 충격량을 산출하는 방법론을 제시하였다. 이를 통하여 고속도로 교통류 내의 추종관계 별 후미추돌 위험도를 분석하고 안전성을 평가하는 것이 가능할 것으로 판단되며 해당 구간 내 교통안전 위해차종 선별 및 계도 방안 모색에 기초연구로 활용될 수 있을 것으로 기대된다.

프로젝트 거버넌스가 대리인 갈등 및 프로젝트 성공에 미치는 영향 : 대리인 이론 관점 (The Impacts of Project Governance, Agency Conflicts on the Project Success : From the Perspective of Agency Theory)

  • Recently companies have increased the new projects to improve and innovate the business process in order to adopt the advanced technologies such as IoT (Internet of Things), Big Data Analysis, Cloud Computing, mobile and artificial intelligence technologies for sustainable competitive advantages under rapid technological and socioeconomic external environmental changes. However, there are obstacles to achieve the project goals, corporate's strategy and objectives due to various kind of risks based on characteristics of projects and conflicts of stakeholders participated on projects. Hence, the solutions are required to resolve the various kind of risks and conflicts of stakeholders. The objectives of this study are to investigate the impact of the project governance, agency conflicts on the project success based on agency theory by using the statistical hypothesis testing the relationship among those variables. As a result of hypothesis testing, we could find that the project governance impacts positively on project success and negatively on the agency conflicts. Further, the agency conflicts impacts negatively on the project success. Finally, we could find that the agency conflicts such as goal conflict, different risk attitude and information asymmetry between project manager and team members impact negatively on the project success. Meanwhile, the project governance impact positively on the project success, negatively impact on the agency conflicts such as goal conflict, different risk attitude and information asymmetry between project manager and project team members. In order to increase the project success rate, the project governance institutions such as PGB (Project Governance Board), EPMO (Enterprise Project Management Office), PSC (Project Steering Committee) are needed to prevent or reduce the agency conflicts between project manager and team members.

소규모 농산물 가공사업장 작업자의 직무스트레스 평가 및 근골격계부담작업 유해요인 조사 (The Research of Job Stress and MSDs Symptoms of Small Plants with Agricultural Products)

  • The purpose of this study is to survey job stress and Musculoskeletal Disorder(MSDs) of workers in small plants with agricultural products. The subjects were comprised of 69 workers participated in "Helping the rural women to get the small businesses" project. The questionnaire surveys were Korean Occupational Stress Scale(KOSS), and Legal Risk Assessment of Musculoskeletal Disorders(KOSHA CODE H-30-2003). As a result of the survey, scores of KOSS 8 sub-items except for job demand were similar to that of Korea workers. Prevalence of MSDs symptoms of small plants workers was high percent (44.9%). And the rate according to kinds of product was significant difference at neck (p<0.01), lumbar (p<0.01), and leg (p<0.01). There was no significant difference between view person sign of MSDs and non MSDs according to sex, year, the number of workers, working years, working time per one day, rest time per one day, and subjective working intensity, but there were significant difference between high stress group and low stress group about MSDs at interpersonal conflict(p<0.05). Job stress and MSDs were important factor to workers of small plants producted agricultural products. Therefore, starting a business with small plats, workers consider interpersonal conflict and body part showing MSDs.

농촌주민의 중심지활성화 사업에 대한 효과인식 (Perception of Rural Residents on Effect of Central Place Improvement Project)

  • In analyzing the effect of the central place improvement projects, this study classifies subject residents into two groups of the residents of the project target regions and those of surrounding villages, and conducts verification. As a result of analysis, Variety of cultural programs is the only factor that positively affects the satisfaction level of the residents of the project target region, and it has been analyzed at the significance level of 10% that a one-unit increase in securing rest areas lowers the satisfaction level of the residents of surrounding villages. This shows that the effect of the central place improvement projects currently promoted is at a low level, and there is also a risk of conflict between the residents in the target region and those in surrounding villages. Although there is no statistical significance, analysis shows that a method to provide the residents in surrounding villages with the project-related information and to guarantee their participation in the project enhances the satisfaction level of the residents of surrounding villages. Therefore, institutional improvements reflecting this need to be made.
