산업재해통계기반 Risk 산정에 관한 연구 (A Case Study on the Estimation of the Risk based on Statistics)

  • Risk assessment techniques are processes used to evaluate hazardous risk factors in construction sites, facilities, raw materials, machinery, and equipment, and to estimate the size of risk that could lead to injury or disease, and establish countermeasures. The most important thing in assessing risk is calculating the size of the risk. If the size of the risk cannot be calculated objectively and quantitatively, all members who participated in the evaluation would passively engage in establishing and implementing appropriate measures. Therefore, this study focused on predicting accidents that are expected to occur in the future based on past occupational accident statistics, and quantifying the size of the risk in an overview. The technique employed in this study differs from other risk assessment techniques in that the subjective elements of evaluators were excluded as much as possible by utilizing past occupational accident statistics. This study aims to calculate the size of the risk, regardless of evaluators, such as a manager, supervisor, safety manager, or employee. The size of the risk is the combination of the likelihood and severity of an accident. In this study, the likelihood of an accident was evaluated using the theory of Bud Accident Chainability, and the severity of an accident was calculated using the occupational accident statistics over the past five years according to the accident classification by the International Labor Organization.

  • One major safety issue of surface operations is the occurrence of runway incursions. Runway incursions are the consequence of multiple operational and/or environmental factors. Human error is known to contribute to almost every runway incursion. One major contributing factor for runway incursion is crew's lack of situational awareness during airport surface operations, induced by weather considerations, by complex airport factors or by crew technique itself; it is also caused by ATC issues. Various airport factors may affect pilot situational awareness, distract the crew, or lead to crew confusion. The recommendations to avoid runway incursions are manifold; Proper Crew's CRM/TEM skills, adequate communication technique, proper knowledge of airport surface markings, lights and signs and preparation of preparation of expected taxi out/in routing. Also runway incursion risk assessment on specific airport before flight may lead to aware of risk level and contribute to prevent runway incursion.

Development and Distribution of Risk Governance Framework in Terms of Socially Viable Solutions

  • This paper aims to explore the risk governance framework and socially viable solutions, attempting to provide guidance for the decision making process. The key idea of this study start with overcoming the limitations of IRGC risk governance framework, which mainly focuses on a comprehensive framework for risk governance. This article has employed SWOT analysis as a methodology, which is a strategic planning technique used to help identifying the strengths, weaknesses, opportunities, and threats related to business competition or risk management. In this paper, socially viable solutions as an alternative plan place emphasis on the adoption of concern assessment through a concerns table. It is also proposed that scoping has to get introduced, with SWOT analysis in the process. The results of this paper support that multiple stakeholders have to participate in the process of identifying and framing risk and communicating with each other, considering the context. It should be noted that communities can become involved and take important parts in decision making process in various ways. It is recommended that engaging stakeholders to both risk assessment and risk management is material to dealing with risk in a socially viable way. It also implies that the community-based disaster management should be better prepared for the decision making process in socially viable solutions.

최적신뢰성에 의한 강합성 복합사장교의 확률적 위험도평가 (Probabilistic Risk Assessment of a Steel Composite Hybrid Cable-Stayed Bridge Based on the Optimal Reliabilities)

  • 허용응력설계법과 강도설계법으로 설계된 강합성 플레이트 보강형과 콘크리트 보강형으로 구성된 장대교량인 복합사장교의 확률적 위험도 평가를 수행하였다. 최대 축력, 전단력 및 정 부모멘트 발생단면에 기초한 위험단면에 대해 AFOSM 알고리즘과 시뮬레이션기법을 사용하여 케이블, 주탑, 보강형 및 강-콘크리트 접합부의 요소신뢰성을 평가하였다. 체계신뢰성해석을 위해, 케이블, 주탑 및 콘트리트와 강합성 보강형으로 구성된 복합사장교의 시스템을 조합 파괴모드로 모델링하였으며, 이를 통해 전체 구조시스템의 파괴확률과 신뢰성지수를 산출하였다. 본 연구를 통해 복합사장교의 거동특성에 기초한 파괴모드를 제안하였고 위험도평가 방법으로서 부분 ETA기법의 효용성을 확인하였다.

퍼지 다기준 HAZOP 기법을 이용한 해상용 LPG 엔진의 위험성 평가 (Risk Assessment of Marine LPG Engine Using Fuzzy Multicriteria HAZOP Technique)

  • 선박 연료로서 LPG는 현재의 기술과 경제성 등을 고려하였을 때 매력적인 연료이다. 하지만, 아직 LPG 연료 선박의 안전 지침을 개발 중에 있고, 국내에서는 중소형 선박에 LPG 추진 시스템을 적용한 사례가 없다. 본 연구에서는 국내 최초 개발된 해상용 LPG 엔진 시스템에 대해 보다 객관적인 위험성 평가를 수행하고 안전 운용 기준을 제안하고자 한다. 우선, 위험과 운전 분석 기법을 통해 동 엔진 시스템을 5개의 검토 구간으로 분할하고 총 58가지의 위험요소를 식별하였다. 그다음 정성적 평가인 HAZOP 기법의 주관성을 보완하기 위해 퍼지 이론을 사용하고 검출도, 민감도 등 위험 요인을 추가하여 퍼지 분석적 계층 과정을 통해 위험 요인의 상대적 가중치를 비교하였다. 그 결과, 5가지의 위험 요인 중, 위험성에 가장 큰 영향을 미치는 위험 요인은 발생 빈도와 심각도로 평가되었다. 마지막으로, 위험 요인에 대한 가중치를 고려하여 위험 순위를 세밀하게 선정하기 위해 퍼지 TOPSIS 기법을 적용하였다. 그 결과, 위험 등급은 47개 그룹으로 구분할 수 있었고, 동 엔진 시스템의 운용 중 가장 위험도가 높은 위험요소는 LPG 공급 라인 유지 보수 중 가스 누출로 분석되었다. 본 연구에 제안된 기법을 LPG 공급계통 등 다양한 설비에도 적용하여, 향후 LPG 추진 선박의 안전 기준 마련을 위한 위험성 평가의 표준절차로 활용할 수 있기를 기대한다.

확률.통계적 리스크분석을 활용한 인적재난 위험평가 기법 제안 (Probabilistic Risk Evaluation Method for Human-induced Disaster by Risk Curve Analysis)

  • 최근 인적재난 발생의 불확실성에 대한 유연한 대처를 위해 확률 통계적 재난위험성 평가 및 위험관리 기술에 대한 필요성이 고조되고 있어 관련기술을 인적재난에 적용하기 위한 연구를 수행하였다. 먼저 재난위험성 평가 기법의 실효성, 경제성 및 지속가능한 시스템 구현을 위한 선제조건을 검토하였다. 이로부터 재난의 피해규모-발생확률 분포함수의 이론적 검토를 통해 확률 통계적인 재난위험 지표를 도출하고 재난안전(위험)도 평가에 활용함으로서 보다 간편한 정량적 재난위험도 평가기법을 개발하였기에 이를 소개한다. 또한 이를 활용하여 우리나라와 일본의 확률 통계적인 화재 안전유지 성능을 비교 분석하고 그 결과를 안전지수로 제시하였다. 향후 기존의 재난위험 평가기술과 융화 발전시켜 국내실정에 맞는 미래 재난 추정 및 예측 모델의 최적화 방안을 마련함으로써 지속적인 위험도 분석결과에 기반을 둔 합리적인 통합재난관리 방안 마련이 가능 할 것으로 기대된다.

  • This study aims to establish a methodology for rational fire risk assessment for building evacuation safety in case of fire, and specifically, to propose a fire risk assessment technique using fire scenarios considering various uncertain factors in case of fire. In order to analyze the extent to which the assumed conditions can occur, that is, the probability of each accident caused by fire, the safety rate is analyzed according to the presence or absence of each factor by using fire statistics. Factors related to the fire protection performance and evacuation ability of buildings are defined as disaster factors. In this study, disaster factors were classified into the following three categories.

  • Even though the recent construction safety disasters not only result in the loss inside construction sites but also become to a large public disasters, safety activities are managed in an irrational way and safety rules are ignored in the construction sites which leads to occur same type of disasters repeatedly. In this paper, a fuzzy set theoretic approach to risk analysis is proposed as an alternative to the techniques currently used in the general construction projects safety. Then the concept of risk evaluation using linguistic representation of the likelihood, exposure and consequences is introduced. A risk assessment model using approximate reasoning technique base on fuzzy logic is presented to drive fuzzy values of risk and numerical example for risk analysis is also presented to illustrate the results.

  • Consumers require various quality characteristics including safety. The reduction of risk concerned on product safety becomes an urgent issue in leading companies. The strategy for customer satisfaction by choosing attractive quality characteristic is not enough for risk reduction in view of producer. This paper presents a method for choosing quality characteristics and risk characteristics by integrating QFD based on quality requirements and AHP based on safety requirements, also shows its application for complex equipment.

일본의 토양지하수오염 및 복원사례 (The Status of Soil and Groundwater Contamination in Japan and Case Studies of their Remediation)

  • Risk and exposure assessment for subsurface environment is very important for both aspects of health and environmental protection as well as making decision of remedial goal for engineering activities. Exposure due to hazardous chemicals in the subsurface environment is essential to assess risk lev121 to individual person, especially from soil and groundwater environmental media. In this paper, the status of soil and groundwater contamination is presented to discuss on the problem for environmental risk assessment. The methodologies of fate and exposure models are also discussed by conducting the case studies of exposure assessment for heavy metals, organic compounds, and dioxin compounds. In addition, the structure of exposure models and available data for model calculation are examined to make clear more realistic exposure scenarios and the application to the practical environmental issues. Three kinds of advanced remediation techniques for soil and groundwater contamination are described in this paper, The most practical method for VOCs is the bio-remediation technique in which biological process due to consortium of microorganisms can be applied. For more effective remediation of soil contaminated by heavy metals we have adopted the soil flushing technique and clean-up system using electro-kinetic method. We have also developed the advanced techniques of geo-melting method for soil contaminated by DXNs and PCB compounds. These techniques are planed to introduce and to apply for a lot of contaminated sites in Japan.
