A Method to Improve the Risk Assessment in the Defense Quality Assurance Using AHP (AHP를 활용한 국방 품질보증 위험도 평가 개선 방안)

  • While Defense Agency fur Technology and Quality(DTaQ) has been utilized a risk assessment method as a quality assurance activity for defense goods since 1999, a risk assessment method is known to be ineffective to identify defective items. The objective of this study is to propose the new evaluation method, that adjusts a relative priority of evaluation elements using AHP(Analytic Hierarchy Process). Newly evaluated scores have been applied to the risk assessment result of 2005 defective items to test a validity of the new evaluation model. The new model is capable to identify more high and medium risk-level items than the current method. The company risk-level gets more scores than the item risk-level in the new model.

Comparison of Heavy Metal Pollutant Exposure and Risk Assessments in an Abandoned Mine Site (폐광산 주변 토양 중금속 오염노출농도 우려기준과 위해성 비교 연구)

  • In this study, soil environmental impact assessment using risk-based approach was compared with that using concentration-based approach. For this, heavy metal contaminant exposure was characterized in an abandoned mine area. According to the estimated carcinogenic and non-carcinogenic risks, soil ingestion was identified as the most dominant exposure pathway. When contaminant concentrations exceeded the Korean Soil Contamination Warning Standards, their corresponding risk values also exceeded the Total Soil Risk Standard. Even the cases of satisfying the Korean Soil Contamination Warning Standards mostly showed higher risk levels than the Total Soil Risk Standard, re-confirming a more sensitivity of the risk-based assessment than concentration-based assessment. However, the in-depth analysis of the estimated non-carcinogenic risk values revealed a few cases for soil contact pathway showing contaminant concentrations higher than the Korean Soil Contamination Warning Standards although their non-carcinogenic risk values satisfied the level of Hazard Index Standard. The findings from this study support a necessity of shifting policy paradigm from concentration-based approach into risk-based approach for reliable risk assessment in abandoned mine areas, and also suggest a necessity of further fundamental studies regarding risk factors and standards.

The Impact of BCMS Risk Assessment on Business Performance (BCMS의 위험평가가 경영성과에 미치는 영향)

  • Purpose: Based on the preceding studies in supply chain management, factors were analyzed to verify the effect of risk assessment and risk management factors of the business continuity management system (BCMS) on management performance. The purpose of this study is to establish a systematic risk management plan by deriving the risk factors of BCMS and evaluating unpredictable risks, and at the same time, contributing to a company's competitive advantage without interruption of work. Method: The structural relationship between risk assessment, risk management and management performance of BCMS was derived. To this end, a questionnaire survey was conducted of 124 managers and managers in Korean companies. Frequency analysis, validity analysis, reliability analysis, correlation analysis, and simple regression analysis were performed. Result: First, risk assessment had a positive (+) effect on risk management. Second, risk management had a positive (+) effect on management performance. Finally, risk assessment had a positive (+) effect on management performance. Conclusion: BCMS's risk assessment and risk management capabilities should be managed through financial performance, and risk management activities should be managed through non-financial performance.

  • The decommissioning of nuclear power plants should be prepared by quantitative and qualitative risk assessment. Radiological and non-radiological hazards arising during decommissioning activities must be assessed to ensure the safety of decommissioning workers and the public. Decommissioning experiences by U.S. operators have mainly focused on deterministic risk assessment, which is standardized by the U.S. Nuclear Regulatory commission (NRC) and focuses only on the consequences of risk. However, the International Atomic Energy Agency (IAEA) has suggested an alternative to the deterministic approach, called the risk matrix technique. The risk matrix technique considers both the consequence and likelihood of risk. In this study, decommissioning stages, processes, and activities are organized under a work breakdown structure. Potential accidents in the decommissioning process of NPPs are analyzed using the composite risk matrix to assess both radiological and non-radiological hazards. The levels of risk for all potential accidents considered by U.S. NPP operators who have performed decommissioning were estimated based on their consequences and likelihood of events.

  • Purpose: Mobile cranes are machines that contribute to high mortality, and the High Risk Factor (SIF) information, which analyzed 2,574 accidental deaths in the construction industry in the past 6 years (2016~2021), resulted in a total of 61 mobile crane accidents. Despite safety measures in the field, it is not used properly. In this study, we present standard risk assessment indicators that contribute to accident prevention. Method: Through expert interviews, fatal accident case analysis, field analysis, and literature research, we present the standard risk assessment index method of the 4M risk assessment method. Result: As a result of analyzing the risk assessment of eight sites, it was concluded that it cannot make a significant contribution to disaster prevention and should be applied as an improvement measure of the Standard Risk Assessment Index Law. Conclusion: Switching to the standard risk assessment index method at construction sites has been proposed to make it easier for health and safety personnel and workers to use, contributing to the reduction of accidents.

Development of a Product Risk Assessment System using Injury Information in Korea Consumer Agency (한국소비자원 위해정보를 활용한 제품 리스크 평가시스템 개발)

  • Recently, safety accidents of daily necessities such as humidifier disinfectant, mobile phones, and infant diapers, have occurred frequently. To protect consumers from these accidents, product safety management is required, and a product risk assessment tool is needed to evaluate the degree of safety of the product. In this paper, we have constructed RAS, which is a system that can evaluate product risk based on injury information of product accident in Korea Consumer Agency. RAS consists of an injury information analysis system for analyzing accident-related information and a risk assessment system for assessing risk using information derived from the system. The Bayesian network - based probabilistic method is applied to reflect the causal relationships that affect product risk in the risk assessment process. We used RAS to evaluate 33 children's products and compared them with the results of EU RAPEX RAG. Subsequent tasks include reducing the subjectivity of the input of the accident impact scale, and linking the above two systems.

Evaluation on Risk at the Port of Mokpo and its Approaches based on Relative Importance of Risk Factors for Marine Traffic Environment (해상교통환경 위험요소의 상대적 중요도를 고려한 목포항 및 진입수로의 위험도 평가)

  • To assess the risk of marine traffic environments, with high confidential level, the risk factors comprising it should be identified and the risk acceptance criteria should be also provided. Furthermore, the relative importance of each risk factor(the weight of each risk factor on total risk) should be analyzed because the risk is expressed as the sum of risk factors comprising it. The twenty kinds of risk factors and its assessment criteria were suggested for the domestic marine traffic environments by an examination of the existing risk assessment models on the previous studies. The relative importance of each risk factor was also analyzed through the questionnaire using analytic hierarchy process by the marine traffic experts on the same studies. Based on these previous studies, the risk was evaluated at the port of Mokpo and its approaches on this study. The port of Mokpo and its approaches were divided into four sectors for the comparative evaluation, the result of the comparative evaluation on four sectors showed that the risk of the Jeongdeung-hae passage is the highest due to higher risk level of some risk factors(water movements, complexities, tug boats, pilotage, VTS) than the other sectors. The result of this evaluation is in accord with the analysis results of the other studies using various qualitative or quantitative risk analysis methods at the same sea areas.

Development of Background Exposure Effect of Harmful Pollutants Using Population Risk Assessment in Ulsan (인구집단 위해도 평가 방법을 활용한 유해화학물질 배경 노출 영향 보정 방법 개발 -울산공단주변을 대상으로-)

  • Objective: The objective of this study was to propose a method using population risk to assess the local background exposure effect of harmful pollutants from chemical accidents in Ulsan. Methods: The benzene was selected as representative harmful pollutant. The concentrations of benzene were measured and analyzed at 40 sites in Ulsan city in September, 2018. The data from National Statistics office in Korea were used for population density, and the Integrated Risk Information System (IRIS) data from US EPA were used for unit risk. Results: The risk assessment can be carried out by considering the background population risk. The background population risk was calculated as 5.01 persons per million for exposure to benzene in Ulsan, and therefore may be used as a adjusted background method in case of chemical accident caused by benzene. Conclusions: This study may provide the evidence that background exposure effect and risk to harmful pollutants from chemical accidents would be useful.

  • Risk-based inspection (RBI) is a well-known method that is used to optimize inspection activities based on risk analysis in order to identify the high-risk components of major facilities such as power plants. RBI, when implemented and maintained properly, improves plant reliability and safety while reducing unplanned outages and repair costs. Risk is given by the product of the probability of failure (POF) and the consequence of failure (COF). A semi-quantitative method is generally used for risk assessment. Semi-quantitative risk assessment complements the low accuracy of qualitative risk assessment and the high expense and long calculation time of quantitative risk assessment. The first step of RBI is to identify important failure modes and causes in the equipment. Once these are defined, the POF and COF can be assessed for each failure. During POF and COF assessment, an effective inspection method and range can be easily found. In this paper, the calculation of the POF is improved for accurate risk assessment. A modified semi-quantitative risk assessment was carried out for boiler facilities of thermal power plants, and the next maintenance schedules for the equipment were decided.

  • 이 논문은 설계상의 안전 및 완전한 정량적 위험성 평가에 의해 맞추는 것이 가능한 여러가지 방법(QRA: Quantitative risk analysis)에 촛점을 두면서, 위험성 평가의 방법론의 간략한 개요를 소개하고 있다. QRA의 결과는 단독 위험 및 그룹 혹은 사회적 위험으로써 보통 소개된다. 계산된 단독 risk는 자주 단독 위험 graph(IRG : Individual risk graph)와 단독 위험등고선(IRC : Individual risk contours)의 형으로 나타낸다. IRG와 IRC는 예를 들면 다음과 같은 사고의 시나리오로 계산된다. : 여러가지 기상조건 하에서 2kg/s의 암모니아의 유출을 1800s로 한다. 이 예는 그래프가 곡선의 상승을 나타내는 것이 확실하다. 마지막으로, QRA는 예를 들어서 토지이용계획 등에 유용한 수단으로 될 수 있다고 할 수 있다. 한편 화학플랜트의 안전에 대해서는, 위험성 평가를 위해 다른 방법이 유효하며, 불가피하다.
