  • A serious problem with traditional 'command & control' spectrum management techniques is that they do not easily accommodate new technologies and new services. This paper describes the necessary principles of flexible-use spectrum rights which may allow a wide variety of spectrum uses in a single general-purpose band. Based on the electrospace description of the radio spectrum, these principles allow general aggregation or division of licensed electrospace regions via secondary markets, providing rules for how regulatory limits change under aggregation or division. These flexible-use principles limit transmitter behaviors that tend to create a more difficult operating environment for receivers, while making receivers responsible for handling any remaining interference. The author shows how flexible-use principles could provide a basis for real-world flexible-use frequency bands.

  • Korea's quarantine response to the novel coronavirus (coronavirus disease 2019 [COVID-19]) pandemic is based on the sacrifice of health professionals, especially public health doctors (PHDs) who were called out first and put in the first place in the country. PHDs performed major quarantine tasks, such as collecting samples from screening clinics and epidemiological investigations, in various parts of the country, including the Daegu area, where the first large-scale COVID-19 confirmed cases in Korea and explosively increased. Because of their position as fixed-term civil servants, however, PHDs' professionalism as doctors was ignored, and they were not properly compensated for their work. They were also exposed to problems such as a high risk of infection, mental suffering, and various human rights violations. We must prepare concrete measures to improve the fundamental treatment of PHDs and protect their human rights in order to prepare for a possible infectious disease pandemic in the future.

  • This study focused on the development of a scale measuring the effect of consumer education. The purposes of this study were to develop a tool which could measure consumer knowledge, consumer attitudes and consumer behavior. Data were collected from 266 college students. Analysis was done using frequency, cross tabulation analysis, reliability test, principle components factor analysis, confirmatory factor analysis (Amos 5.0), and multiple regression analysis. The results from this study were as follows: 1) Nine consumer knowledge factors (23-items) were identified: consciousness of consumer education and evaluation, consumer rights and allowance management, methods of consumer education and consumer institutions, green energy and environmental consumption, essence and content of consumer education, consumer rights and consumer duty, critical consideration and consumer's damage salvation, buying minds and decision-making, independent consumers. Total variance was 58.4%. Cronbach's alpha for the nine factors ranged from .68-.79. 2) Five consumer attitude factors (26-items) were identified: green environmental consumption, consumer's role and rights, resources saving and consumer's damage salvation, consciousness of consumers, and right consumption. Total variance was 59.2%. Cronbach's alpha for the five factors ranged from .89-.94. 3) Seven consumer behavior factors (27-items) were identified: social role and rights of consumer and consumer movement, right buying and segregated garbage collection, green environmental consumption and resources saving, altruism and decision-making, allowance management and impulse buying, consumer's damage salvation, and consciousness of consumer. The total variance was 59.1%. Cronbach's alpha for the seven factors ranged from .77-.88. Finally, a scale measuring the effect of consumer education consisting of 76 items (consumer knowledge: 23 items (9 factors), consumer attitude: 26 items (5 factors), consumer behavior: 27 items (7 factors)) was constructed.

Methods: A case analysis was conducted on the ethical management system and implementation of the Korea Gas Technology Corporation, focusing on ethical management, human rights management, and social contribution activities. Results: The Korea Gas Technology Corporation's ethical management case is significant as an example showing the long-term progress and development process of establishing and implementing the ethical management system. Starting with the establishment of a basic plan for ethical management in 2004, the Korea Gas Technology Corporation has continuously advanced its ethical management system and practical capabilities. Through this, it is possible to provide implications to other companies through benchmarking on major implementations at each stage, such as the introduction, institutionalization, settlement, and maturity of the ethical management system. Conclusion: It proposes ethical management execution performance management centered on the performance of each stakeholder, linkage between the ethical management strategy system and the organization's strategy system, classification of related subjects and roles in the ethical management promotion system, and active external communication.

  • Copyright is challenged by the rapid development of digital technology. This study investigated a number of new copyright-related issues : electrocopying, digital transmission, legal definition of multimedia, moral right, fair use et al. To use copyright works we need licensing of rights and permissions. Then at this paper we examined the scopes and contents of permission with copyright owners or publishers, also considered relationships of copyright owners with distributors and end-users. Finally, to protect rights of copyright owners and use freely copyright works, we suggested introduction of 'collective management system of copyright' and construction of 'copyright management information system' .

  • Recently, as importance of knowledge property right is rising, a patent is being issue. A patent is exclusive rights of knowledge or technique, and it must be registered for approval of rights. Therefore, prediction of patent registration can be important information for company or individuals which gain profit using a patent. In this paper, we proposed a method for prediction of patent registration using text mining and a algorithm for constructing database.

  • This study examines the relationship between institutional investors' shareholder activism and their performance, focusing particularly on the adoption of stewardship codes. The stewardship code includes guidelines for institutional investors to effectively fulfill the role of trustees and strengthen relationships with investee companies, with core elements such as enhancing shareholder rights. By analyzing the performance of institutional investors following the introduction of stewardship codes, this study aims increase understanding of the motivations behind institutional investors' active shareholder activism and the importance of stewardship codes. The study analyzes the relationship between the introduction of stewardship codes and the fidelity of voting rights exercised by asset management companies. According to the analysis, asset management companies that have adopted stewardship codes demonstrate higher performance compared to those that have not, particularly in terms of ROA performance. The result suggests a positive effect of stewardship adoption.

  • Purpose - In this study, I attempt to clarify three theories of firm boundaries (vertical integration): the principal-agent theory, transaction cost theory, and property rights theory. Although these theories have been widely cited and much discussed, it has been found that understanding the commonalities and distinctions of these seemingly familiar theories is difficult. Design/methodology/approach - I present the three theories about the decisions that firms make concerning their boundaries. Then, I compare elemental versions of the theories of the firm. Findings - Comparing the ingredients of the elemental property rights and principal-agent theories shows that they provide a unified account of the costs and benefits of vertical integration. However, the property rights theory in no sense formalizes the transaction cost theory. Research implications or Originality - Clarifying the three theories of the firm can help to construct empirical models and interpret its results.
