정부는 2009년부터 다양한 클라우드 활성화 정책을 추진하였고, 2015년에는 세계적으로 처음 클라우드 발전법을 제정하여 클라우드 산업 활성화를 위한 정책, 제도, 지원을 수행하였다. 그 결과로 클라우드 산업 규모가 비약적으로 성장하였고, 기업의 수, 인력규모도 늘어났다. 본 논문에서는 2016년부터 2019년까지 수행된 산업 실태 조사와 설문 조사를 바탕으로 클라우드 서비스의 수요자인 기업들의 클라우드 도입 상황, 활용 분야, 기대효과와 저해 요인을 분석하였다. 이를 통해 도출된 클라우드 수요자인 기업 관점에서 클라우드 활성화의 장애 요인인 보안에 대한 우려, 비용 절감에 대한 불확실성, 역량 부족을 도출하고, 이를 개선하기 위한 기업들의 전략, 인식 전환, 기업 체계 개선방안을 제안한다.

In recent years, the number of walking-tourists who visit Jeju olle trail are increasing every year and the ripple effect is a rapid change on the roles and leadership of local people in rural villages. The reason for the change is that most Jeju Olle Trails cuts through the rural village in Jeju island. However, most of travelers just walked along the trails, no one was interested about villages along the Olle roads. For these reasons, many rural villages would not get any benefits such as non-farm income, sales profit and also can not activate the facility of village and infrastructure. Therefore, we study on Revitalization Method for rural villages through the Analysis of characteristics of tourist in Jeju Olle Trails and a field survey research too. In this process, we investigated the status and characteristics of the rural villages of Jeju island in the first step. Then, we considered the distinct characteristics and factors for improving of the 10 places with site investigation where were recommended by Jeju Olle Corporation and Jeju Agricultural Technology Center in second step. Lastly, we arranged the resident's requirement and result of survey and interview with leaders of rural village. As a result, we suggest the activation methods for residents and leaders of rural area and this study is also expected to help management of rural villages and also is an important study to improve importance of utilizing of more people visiting in Jeju Olle Trails.

이 연구에서는 우리나라 공공 도서관에서 적극적으로 수용해야할 정보취약계층에 대한 정보서비스 확산을 위해 필요한 개념과 기본적인 정보서비스 전략을 제안하였다. 공공도서관은 정보취약계층을 크게 장애인과 생활보호대상자, 노인 등으로 구분하여 각 계층의 특성을 고려한 정보서비스를 제공하여야 한다. 이들을 위한 정보서비스는 시설적 배려와 제도적 배려, 기기적 배려로 구분할 수 있다. 시설적 배려는 Information Commons 전략에 따라 정보화 기기와 시설이 통합된 공간에서 참고사서에 의해 협업하는 공간의 배치를 고려한다. 제도적 배려는 도서관에서 이용자 교육과 외부 전문가와의 협업교육을 수행하고, 정보취약계층별에 따른 개인화된 서비스를 제공해야 한다. 기기적 배려는 장애인을 위해 개발된 기기수준과 같이 다른 정보취약계층의 특성을 고려해야 한다.

Industrial Revolution is a concept and a development that has fundamentally changed our society and economy. Industry 4.0 focuses on the end-to-end digitization of all physical assets and integration into digital ecosystems with value chain partners. At present, we find ourselves at the beginning of this fourth stage, which is characterized by so-called "Cyber-Physical Systems". These systems are a consequence of the far-reaching integration of production, sustainability and customer-satisfaction forming the basis of intelligent network systems and processes. If South Korea ran toward global ICT with the advent of the Fourth Industrial Revolution, North Korea has adhered to a unique Juche science and technology. ICT in South Korea and North Korea seems very difficult to find common interests. However, as seen in the Internet and intranets, information and communication technology can find similarities in many areas than in general science and technology. There are many differences not only in the level of ICT and science and technology but also in the direction. And IT terminology and all technologies are also different. What are we preparing for the unification of North and South Korea? If we look at the science and technology sector at present, there seems to be no systematic preparation by the government. South Korea and North Korea need to be prepared for science and technology cooperation. First, it is necessary to understand the exact situation of North Korea's science and technology. In this study, we will perform research to establish mid and long term plans for revitalization of ICT cooperation between the two Koreas. In this study, we will determine the extent to which the two Koreas utilize ICT based on available ICT capabilities and technologies. To do this, we conducted research to measure and evaluate the ICT development index of North Korea using ICT international index.

소득증대와 고용창출의 핵심역할을 하는 지식재산권은 특히 창조경제에서 매우 중요한 역할을 한다. 많은 기업들은 이러한 패러다임에서 브랜드관리에 심혈을 기울이고 있는 가운데 강력한 브랜드자산을 구축함으로써 궁극적으로 이윤극대화 등 기업의 경영성과를 올리기 위한 노력이 높아지고 있다. 기술거래 및 사업화, 금융지원, 투자의 사결정, M&A, 소송, 브랜드전략 등의 목적에서 브랜드 재활성화(revitalizing)를 위한 상표권 가치의 합리적 평가는 매우 중요한 것이라 할 것이다. 그러나 이러한 중요함에도 불구하고 지식재산권에 대한 인식부족과 평가하는 역량은 매우 부족한 실정이다. 이에 본 연구는 기업상표권 가치평가를 위해 실제 상표권을 보유하고 있는 사례기업을 대상으로 원가법과 수익접근법에 의한 사례분석을 실시하여, 원가법의 205백만원에서부터 수익접근법의 변동할인율, 조정기여도를 적용한 270백만원까지 다양한 결과를 제시하였다. 하지만 단일기업을 통해 시사점을 얻은 것은 본 연구의 한계이며, 향후 규모별, 업종별 다양한 기업군의 사례분석과 적용반안에 대한 연구가 계속되어야 할 것이다.

본 연구는 지역축제의 개최를 통해 지역의 이미지 개선에 기여하고 있는 전남의 함평나비축제를 사례로 축제에 참가한 관광객의 관광행태를 고찰하였다. 1995년 지방자치제가 실시되면서 전국의 대부분 시$.$군에서는 지역경제의 활성화를 목적으로 지역축제의 이벤트화가 추진되었다. 전국의 지자체에서 개최되는 축제중에서 전국적인 경쟁력을 가진 생태관광축제로 등장하고 있는 축제가 1999년부터 함평군에서 개최되고 있는 나비축제이다. 나비축제가 전국적인 주목을 받으면서 함평군은 낙후된 농촌지역에서 친환경적인 생태농업지역으로 지역의 이미지가 바뀌고 있다. 1999년 제1회 이후, 축제의 관광객이 증가하고 있으며, 제4회에 참가한 외래 방문객은 약 87%로 조사되었다. 제4회 나비축제에 관광객들의 만족도는 비교적 높게 평가되었고, 경쟁력있는 생태관광축제로 인식하였다. 그러나 나비축제가 전국적으로 우수한 관광문화축제로 뿌리내리기 위해서는 관광편의시설 확충을 포함한 다양한 정책적 검토가 요구된다.

During the past 100 years, Korean fisheries management policies have enforced the license system, it is the most typical regulation system in Korean fisheries. Even now, it has caused resource management failure, it has also invited economic inefficiency and inequity. Accordingly, the Korean government has recently introduced the self-regulatory management system for fishermen with the TAC system. These systems are one of the most market-oriented regulation systems in fisheries management systems. It is defined as regulatory policy tools other than regulations with command and control approach. It is also called “alternatives” which is composed of regulatory alternatives and non-regulatory alternatives. The self-regulatory management system and the ITQ system are cooperative-based co-management between government and fishermen as an alternative management strategy ; it is gaining the increasing attention to improve the effectiveness of fisheries management in Korea. It is expected not only to positively improve function in fisheries regulation, but also to decrease inefficiency in fisheries policies. However, these systems have many problems. The monopolization of rent is one of the typical examples. As solutions for the problem in the aspect of fishery management, fisheries policy is need of approach to industrial organization. For instance, Contestable market theory is one of the good theoretical background, it mean that market is able to free entry and free exit. Thus, fisheries management carry out policies such as revitalization of the used market of capital goods in fisheries, organize of the self-regulatory management group. Conclusively, as the exploiters and managers, fishers and the government should put emphasis on improving economic efficiency so that fishery would grow as an industry that contributes to the increase of social welfare, and the change to that direction will be the only way for our fisheries to preserve its importance.

The purpose of this study is to analyze the actual condition of the already established rural theme park, draw the weak and strong points, and come up with an efficient performance plan for Changwon Persimmon Theme Park through the benchmarking of the best overseas case. According to the analysis, it is necessary to introduce a facility and a program for family customers as a plan for promoting Changwon Persimmon Theme Park. It is required to secure safety through public operation and management, improve scalability of the facility through the establishment of multi-functional complex facility, and come up with a plan for operating a special program associated with local resources. Therefore, this study drew three activation factors: the establishment of operation and management system, the development of operation contents by facility, and the establishment of operation in each area. First, to establish the operation and management system, it is necessary to classify the organization of the theme park into the operation business area and into operation & management area by job function. Secondly, it is necessary to establish a special program in consideration of space and facility, suggest a differentiated plan for operation contents, and create a facility operation plan and program for Changwon Persimmon Theme Park. Lastly, to operate and manage Changwon Persimmon Theme Park smoothly, it is necessary to set the theme park space as open collaboration space which the local residents can share and participate in by avoiding the conventional administration-based business performance and operation. This study suggested the plan for establishing an operation and management system for Changwon Persimmon Theme Park and its operation, the establishment of a special program, a business performance strategy, and the use of internal and external spaces of the theme park.

모바일 오피스란 PC위주의 사무범위를 벗어나 장소와 단말에 구애를 받지 않고 휴대용 단말을 이용하여 언제 어디서나 네트워크에 접속하여 업무를 수행하게 하는 새로운 근무형태이다. 스마트폰의 보급과 확산, 유비쿼터스시대의 망고도화, 무선인터넷 확대 등 모바일 오피스의 환경을 이루는 요소들의 발달과 국가의 스마트워크 활성화 정책에 반해, 모바일 오피스라는 새로운 환경에서의 보안위협들에 대한 보안 가이드라인과 정책 등이 미흡한 상황이다. 본 논문에서는 안전한 모바일 오피스 구축을 위해 요구되는 보안 대응으로써, 이미 구축된 보안대응시스템인 CERT와 ISAC의 기능을 분석, 활용하여 스마트 모바일 오피스 보안 강화를 위한 CERT와 ISAC의 역할을 제시하고자 한다.

가출, 미아, 이유 없는 실종사건 수사에 있어 탐정의 실종사건 조사업무 효율성 강화에 초점을 맞춘다. 실종사건은 사회적 안전과 개인의 안녕에 직접적인 영향을 미치는 문제라고 본다. 연구는 다음과 같은 구조로 이루어져 있다. 서론에서는 연구의 필요성, 범위, 방법론이 제시된다. 다음은 실종사건의 정의, 원인, 유형과 실태에 대하여 분석한다. 실종사건 처리과정의 문제점에서는 초기 대응과정, 신고 이후의 관련기관 대응의 문제점, 사건장기화에 따른 문제점, 법률적 제한으로 인한 문제점 등에 대하여 분석한다. 실종사건에 대한 탐정의 업무효율성 제고 방안에서는 공익적 조사 네트워크 활성화, 실종사건 조사관련 역량강화, 전문공익탐정 인증제도, 탐정활동 예외조항 마련에 대하여 논의한다. 결론에서는 실종사건을 전문으로 하는 공익탐정에 대하여 활동에 대하여 필요한 부분이 무엇일지에 대하여 제시한다.
