This study is purposed to analyze how the utilization of rehabilitation services and the desire for service utilization changes with time, to explain the factors affecting service needs and to suggest direction of policy improvement for injured workers. Using the Workers' Compensation Insurance Panel Data ver.1~3, this study analyzed 5,004 observations. Panel regression analysis was performed using STATA to examine changes over time. Two key findings were made: first, the factors influencing the degree of need for rehabilitation services were age, educational period, ability on job performance, community service experience, re-employment and unemployment; second, the significant factors influencing the degree of need for rehabilitation services according to time were age, education period, unemployment, ability on job performance, and experience in using community services. That results were different from the previous cross-section analysis. These findings indicate that it is necessary to check and adjust the initial intervention contents after the end of the period of care on a timely base.
After the COVID-19 outbreak in 2019, the spread of COVID-19 has not been easily caught despite preventive measures in each country. The spread of COVID-19 has hit the world, especially in the economic and tourism sectors. Countries around the world are easing restrictions on the movement of vaccinated people in preparation for the post-corona era. Under the name of "Vaccine Passport," "Vaccination Certificate," and "Digital Health Pass," vaccination measures are being implemented to allow vaccination recipients to use multi-use facilities. However, there is no international agreement on the movement of countries, and each country has its own immigration policy. In order to return to pre-corona daily life, global agreements must be reached from the movement of vaccinated people between countries, and standards and implementation methods must be determined. This study focuses on the implementation and utilization of vaccination certificates suitable for the COVID-19 era. We will look at the spread of COVID-19 and its international response policies. In the case of COVID-19, we will investigate why vaccination certificate installation should be standardized and how far the current standardization has been discussed, and discuss the characteristics of vaccination certificate installation and considerations. In order for the immunization certificate discussed in the previous chapter to be recognized internationally, institutional and technical considerations are identified and security factors that may occur in each implementation are also presented. Finally, the international recognition case of vaccination certificate is discussed, and the method of installation and utilization of vaccination certificate is proposed. This paper can be used as a policy because of its timeliness in studying the standards of vaccination certificates and considerations for international recognition to restore movement between countries in the spread of COVID-19. In addition, if other infectious diseases occur in the future or similar cases where movement between countries is restricted, it can be used as a reference to support the movement of verified people.
Background: This study is designed to estimate the factors that affect the level of three different performance (publicity, efficiency, profitability) among regional public hospitals. Methods: The units of analysis are the regional 30 hospitals, which have the operating data during 22 years (from 1933 to 2014). The research method is used by fixed panel analysis. The publicity is measured by medicaid outpatient proportion and medicaid inpatient proportion. The efficiency is measured by two types of efficient score by DEA (data envelopment analysis). The profitability is measured by medical income to medical revenue and ROA (return on total asset). Results: At first, the increase of bed gives negative affect to the publicity but give positive effect to the efficiency and profitability. Because it means the increase of the region population, it gives more profitability compare to hospital with small number of beds. The more the operating period is the higher effect to the publicity and efficiency because of it's refutation. The debt ratio gives negative effect to publicity, but positive effect to profitability. It is the normal belief that there is inverse relationship between publicity and profitability. The turnover rate of bed gives the negative affect to the publicity, but positive affect to the efficiency and profitability. That give us the implication that type of the inpatient make different effect the hospital performance. The ratio of labor cost give negative effect to all kind of performance. That means that the higher labor cost don't mean the higher publicity and labor cost control is very important factors to hospital performance. So the region hospital have to focus the labor factors more to make higher performance. Conclusion: As the conclusion, the independent variables give similar effect to the efficiency and the profitability, but give inverse effect to the publicity. That means that if an region hospital want to make the more publicity, it loss the higher efficiency and profitability. Specially publicity is higher negative relation with the profitability.

This paper studies the problems and improvements of government real estate policies. Moon Jae-in government shifted toward regulation and pledge to curb the tax imposed by speculators. It strengthened regulations on reconstruction and bank loans rather than supply, and raised capital gains taxes. As the government implemented measures, emphasizing political logic rather than the economy, the market is unstable and the economy is in a recession. Land has increased the vicious cycle of problems due to population growth, industrialization, urbanization, and wealth growth. Mis-established land policies not only accelerate land prices, but also accelerate the use of disordered land and lead to disruptions in the trading order. In addition, real estate is so difficult to recover from the land problem that it is difficult to contain water that has been spilled once. This is called the irreversible nature of land. Once the land price rises, it is difficult to regain control and reckless development leads to the destruction of the ecosystem, making it difficult to return. This is why such a complex real estate issue should not be implemented as if it were a punishment in a short period of time with government policies. This paper aims to examine the problems of real estate policies and to examine ways to improve them.
Background: On the basis of its role for the development of occupational health research, information, good practices, the International Commission on Occupational Health (ICOH) launched the present survey to collect information on public health and prevention policies put in place by the governments of the countries in the world to contain the pandemic. Methods: A cross-sectional study was conducted through an online questionnaire focused on COVID-19 data, public health policies, prevention measures, support measures for economy, work, and education, personal protective equipment, intensive care units, contact tracing, return to work, and the role of ICOH against COVID-19. The questionnaire was administered to 113 ICOH National Secretaries and senior OSH experts. Collected data refer to the period ranging from the beginning of the pandemic in each country to June 30, 2020. Results: A total of 73 questionnaires from 73 countries around the world were considered valid, with a 64.6% response rate. Most of the respondents (71.2%) reported that the state of emergency was declared in their country, and 86.1% reported lockdown measures. Most of the respondents (66.7%) affirmed that the use of face masks was compulsory in their country. As for containment measures, 97.2% indicated that mass gatherings (meetings) were limited. Regarding workplace closing, the most affected sector was entertainment (90.1%). Conclusion: The results of this survey are useful to gain a global view on COVID-19 policy responses at country level.
Purposes: We analyzed the profitability determinants of regional public hospitals during the entire period between 2010 and 2020 and the period before and after COVID-19. We intended to provide fundamental data for developing publicness evaluation index and task of establishing and expanding regional public hospitals. Methodology: The financial and non-financial information of the regional public hospitals were used as the main analysis data; The financial data was established by the Center for Public Healthcare Policy of National Medical Center, and the non-financial data by the Health Insurance Review and Assessment Service. T-test and regression analysis were used. Findings: The results can be summarized in two. First, the main determinants of profitability of the regional public hospitals were appeared to be the total asset turnover rate and the labor cost rate. Second, during the COVID-19 pandemic in the regional public hospitals, the number of sickbeds, the number of isolation rooms, the total asset turnover rate and the labor cost rate appeared to be the factor worsening the profitability. Practical Implication: The results of this study suggests that the management of the regional public hospitals is not aiming for the profit making, but it performs the functions as the community healthcare safety net such as controlling infectious diseases.
This study examines the impact of political connections of Chinese listed firms on CSR(Corporate Social Responsibilities) activities. Firms recognize the political connections as 'non-market strategy' and actively utilize various benefits obtained through them for management activities. In order to utilize these political connections, there is a need for firms to implicitly perform the government's social policy obligations in return for their benefits. In particular, CSR activities in China are one of the government-led social policies unlike in the West, and the government wants firms to solve social problems through active CSR activities. In this background, this study empirically verifies whether firms with political connections are actively carrying out CSR activities required by the government from 2013 to 2019. As a result, Chinese listed firms with political connections have a positive effect on CSR activities. Especially, those with political connections with central government carry out both government benefits and social policy obligations.
This paper examines the potential impacts of COVID-19 on poverty in ASEAN countries. The first estimate, adopted from Summer et al. (2020) and Nonvide (2020), configures three scenarios of contractions in per capita household income or consumption; the impact of each scenario on poverty is calculated using poverty lines at different thresholds. In the second estimate, poverty impacts in 2020 and 2021 were projected using regression models controlling for unobserved country effects, unbalanced data, and endogeneity. COVID-19 has been shown to have negative impacts on poverty reduction in the ASEAN Member States. To reduce poverty, concerted efforts are needed to implement policies for reducing income inequality and promoting economic growth. Such efforts will not only speed up the countries' return to pre-pandemic poverty levels but also contribute to further accelerating poverty reduction.
Background: The influence of social capital on the spread of coronavirus disease 2019 (COVID-19) and related behaviors and perceptions has been recognized during the COVID-19 pandemic. This study aims to analyze the trends in social capital using primary data from the Korean Community Health Survey, which is the only available source in Korea for local-level social capital analysis. It also investigates the relationship between various variables, including social capital, as factors influencing COVID-19-related behaviors and perceptions. Methods: The study analyzed the temporal trends of social capital using raw data from four community health surveys conducted in 2017, 2019, 2020, and 2021. A multilevel analysis was conducted to examine the relationship between social capital and COVID-19-related behaviors and perceptions following the onset of the COVID-19 pandemic in 2020. Results: Social capital consists of trust, bonding social capital, and bridging social capital. Within the trust sub-factor, trust in neighbors (Trust-1) declined after the COVID-19 pandemic, whereas trust in safety and general environment (Trust-2) and trust in medical services and public transportation (Trust-3) increased. Additionally, the gap between municipalities narrowed. COVID-19-related behaviors and perceptions, such as adherence to COVID-19 prevention measures, return to normal activities, and fear of COVID-19, showed improvement in 2021 compared to the previous year. Individual-level trust in neighbors was associated with reduced fear of COVID-19, while community-level trust in neighbors was associated with increased fear of COVID-19. Conclusion: Social capital plays a role in mitigating public health crises, and it is necessary to implement active policies that address the gap in social capital between metropolitan and rural areas. Strengthening risk communication regarding emerging infectious diseases such as COVID-19 is crucial.

This study examines the cost and benefit (i.e., income) of the Forest Stewardship Council (FSC) rubber plantations in Thailand. The study attempts to identify the challenges to the implementation of FSC standards in rubber plantations in the country. A total of 60 rubber farmers in two Southern provinces, namely, Songkhla and Rayong, were interviewed through a standardized questionnaire to gather primary data. The study found that small-, medium- and large-sized FSC rubber plantations were worth investing in. All sizes of rubber plantations had similar values of benefit cost ratio (BCR). It was also found that the values of the discount payback period (DPP) of the three forms of FSC rubber plantations were 9-12 years, while the large rubber plantations had the highest internal rate of return (IRR) (19.0%). It implies that the large-size plantations had the highest values. The rubber farmers in the study area reported that they are facing a number of problems and hardships in implementing FSC standards, lacking knowledge and understanding of FSC, especially for preparing documentation. Therefore, the Thai government should take proper policy initiatives to remove all the problems and barriers in implementing FSC standards for the sustainable rubber production in the country.
