A Study on the Economic Preparation of Retired Women's Old Life

  • This study was conducted on 878 retired women in their 50s and 60s across the country using the 7th data from the National Pension Service's KReiS. We used SPSS WIN 18.0, and the analysis results are as follows. First, there were many highly educated people in their 50s or older and those in their 60s and undereducated. Second, families in their 50s had the largest number of members with more than three, while households in their 60s had the largest number of two. Third, both age groups chose themselves and their spouses as responsibilities for preparing for retirement. In addition, more people in their 60s chose the government as their responsibility for preparing for retirement than in their 50s. Both people in their 50s and 60s say they are "not prepared" to prepare for retirement expenses, raising concerns about elderly poverty. Fourth, economic strength, health, and medical care were important for retirement in both age groups as part of their preparations for retirement, and they chose economic strength, health, medical care and job as the things to do in society. Fifth, both people in their 50s and 60s have very low public and private pension subscription rates, requiring special attention from the government and society to their old age. Judging from the above results, both women in their 50s and 60s have retired, but preparations for retirement are very insufficient. Therefore, the government and society need to strengthen the public pension system and create jobs for the elderly.

  • This study aims to understand the meaning that learning of the old age has, through old age learners who augustly live after retirement-life so called successful silver years. Qualitative research methods is used for analyzing the contents of articles about 15 old age learners and the results are follows below. First, the retirement has dual meaning for the old learners. One is they experienced psychological and emotional insecurity after retirement and the other is it is a turning point for them to realize their longtime dream. Second, the old age learners showed enthusiasm about learning and they voluntarily found the way of success in their silver years. Finally, the old age learners working in new career with provocative and enthusiastic attitude work as a role model of successful old age life and show how they progress. This study argued that we need to consider the old as active agents and the old age as the time when productive and continuous learning can be done. In addition, this study strongly insisted that we need to realize the importance of 'education by the elderly' and social and other relevant conditions are needed to be established immediately.

A Comparative Study of Men and Women on the Preparation of Retirement Life

  • This study was conducted on 1,174 retirees in their 50s and 60s nationwide using the 7th data of the National Pension Service's National Elderly Security Panel Survey. We were able to confirm the following results through the SPSS WIN 18.0 program.. First, men showed a higher level of education than women. From these results, it is expected that men will be better prepared for retirement. Second, men had spouses and two or more household members than women. According to previous studies showing that men are better prepared for retirement if they have a spouse, it is expected that men are better prepared for retirement. Second, 38% of men and 62% of women were voluntary retirees. Third, both men and women responded that their own and spouses should play the main role in preparing for retirement. Fourth, both men and women had very low rates of preparation for old age, economic independence, and public and private pensions. Among them, women were lower than men. Fifth, economic problem solving, health, and medical care were the priority as parts to be done for retirement in oneself and society. Based on these results, the directions for preparing retirees for retirement are as follows. First, education on wage peak system, retirement age extension and financial management for involuntary retirees is required, and guidance and management methods on health care and disease should be provided to address needs for health and health care. Women had more voluntary retirees than men, and they need to know why. Second, when both men and women are very poor at preparing for retirement, there should be job creation measures to ensure that they and their spouses are fully prepared for retirement.

고령자 고용 안정화를 위한 기업과 기관 운영자의 정년연장 인식에 관한 탐색 연구 (An Exploratory Study on the Perception of Retirement Extension of Companies and Institutional Top Leaders for Stabilizing the Employment of the Elderly)

  • 본 연구는 고용의 주체인 기업과 기관의 운영자가 인식하는 정년연장에 관한 인식을 탐색하고자 하였다. 면접을 통해 수집된 자료를 질적 내용분석을 통해 분석한 결과 제조업과 건설 현장 중심의 기업은 외국인 근로자보다 고령자를 선호하였고 사회서비스 기관의 운영자들은 건강하고 능력이 있는 고령자들은 계속 일할 수 있어야 한다는 의견을 제시하였다. 그러나 기업의 사정을 고려하지 않은 채 일률적으로 정년을 연장하는 것에 반대하는 의견도 다수 제시되었다. 높아진 호봉 대비 일에 대한 열정이 감소하여 정년제도가 없으면 조직의 활력을 저하하고 인건비 부담을 가중할 것에 대한 우려를 드러냈다. 이에 대한 대안으로 회사와의 합의에 따른 계약 연장 및 촉탁직의 형태를 취한다면 정년 이후에도 고용이 연장될 수 있다는 의견과 함께 고령자의 연봉을 조정하여 기업의 부담을 줄이고 좀 더 고용의 탄력성이 보장되면 기업에서 고용유지뿐만 아니라 고령자 고용 창출도 좀 더 용이하게 이루어질 것이라는 의견도 제시되었다.

중년기 남녀 봉급생활자의 은퇴계획 비교 분석 : 경제적 준비와 건강준비를 중심으로 (A Comparison of Male and Female Middle-Aged Salaried Workers' Retirement Plans: Economic Preparation and Health Care Plans)

  • The purpose of this study was to analyze middle-aged salaried workers' retirement plans and the factors that affect the plans. The main point of this study was to compare male workers with female workers on their economic preparation and health care plans. The major findings were as follows; First, middle-aged salaried workers perceived their level of economic retirement plan to be relatively low. Second, the factors the affected the level of economic preparation for post-retirement were their current subjective economic level, age, household assets and debts, economic and health problems expected in their future elderly life, and savings and assets reserved for their elderly life. Third, the factors that affected whether to put aside savings for elderly life or not were age, current subjective economic level, capital assets, and savings and assets reserved for their elderly life. Fourth, the level of preparation for post-retirement health care depended on health problems expected in their elderly life, current subjective economic level, locus of control, job, and expected retirement age. Overall, the factors that affect male salaried workers' economic and health care plans were different from those of female salaried workers. From the findings, it can be concluded that the middle-aged salaried workers' level of economic retirement plans was different from that of their health care plans. Also, male salaried workers' level of retirement plan were different from that of female workers.

중.고령자의 은퇴유형이 우울에 미치는 영향 : 가족관계만족도의 조절효과를 중심으로 (The Effect of Typology of Retirement on Depression of the Aging and Aged People : Focusing on Moderating Effect of Satisfaction with Family Relationship)

  • Aims of this research are as follows. The first is to find out the level of depression according to the types of retirement. The second is to divide the level of satisfaction within a family into two types, satisfaction with children and satisfaction with conjugal relations, and then to examine whether they have any modulating effect on the depression after retirement. The third is to find out ways of social welfare program that can successfully intervene in solving the depression problems retired people may have. The results of this research are as follows. First, the types of retirement are devided into three groups: voluntary retirement, reluctant retirement and retirement due to age limit. People who choose a voluntary retirement have the lowest level of depression. Second, only the level of satisfaction they get fiom their children has an influence on the level of depression. The results suggest that differentiated ways of intervention are needed according to the types of retirement. Especially, there is a greater need to focus or the reluctantly retired group. In case of reluctant retirement, programs should be provided in order to increase the level of satisfaction they get from the children.

객관적 은퇴자금준비도와 주관적 은퇴자금준비도 비교 (Comparing Objective and Subjective Retirement Wealth Adequacies)

  • The purpose of the study is to estimate objective retirement wealth adequacy and subjective retirement wealth, and to compare two of them. Also the factors relating to those wealth readiness were investigated. The data used was 422 pre-retiree who were married and under 65 years old and SPSS 20 was used for the analyses. The results showed that objective reirement wealth readiness was 37.6% and subjective retirement wealth adequacy was 40.9%. Almost half of the sample (44.8%) were indicated to have no objective retirement wealth, but only 5.9% was answered to have no retirement wealth. Both subjective and objective retirement wealth adequacies tended to increase with older age, higher income and lower average propensity to consume groups. The difference between objective and subjective retirement wealth adequacies was smaller with getting older. According to multi-variable analyses, two factors were found to affect on both the subjective and objective retirement wealth adequacies, which were income and retirement asset. The respondents were found to be not able to estimate their own retirement wealth adequacy objectively. The correlation between the subjective and objective retirement wealth adequacies was 0.344. Among the respondents, 74.4% answered bigger number on subjective retirement wealth than their objective retirement wealth.

Public Policy and The Imbalance of The Systems: A System Dynamics Approach for The Shock of Lowered Retirement Age of Teachers on Education System

  • Since the economic crisis in 1997, the Korean government has implemented a number of reforms in order to eliminate inefficiencies in both private and public sectors. One of the reforms made in the public sector was to lower the retirement age of teachers from the original age of 65 to that age 62. The ultimate aim of this compulsory policy was to improve the quality level of education by hiring many young teachers instead of senior teachers. It was made based on the calculation that by lowering the retirement age by three years, the government can hire three young teachers with the saved wages. However, this policy has brought an unexpected result; the imbalance between the supply and demand for teachers has become a much more serious problem in Korea's elementary education system The purpose of this study is largely twofold; First of all, it aims to identify the scope of imbalances occurred in the supply-demand system of elementary school teachers in a region of the nation, and also to find out why such imbalance occurred. Secondly, the purpose of this study is to experiment with feasible policy alternatives and their effects on the system and to suggest some resolutions on the imbalance.

중년직장인의 퇴직태도가 퇴직준비와 직무만족도에 미치는 영향 (The Effect of Retirement Attitude of Middle-aged Employees on Retirement Preparation and Job Satisfaction)

  • 이 연구는 서울과 수도권에 근무 중인 40~50대의 중년직장인을 대상으로 중년직장인이 인지하는 퇴직에 대한 태도가 퇴직준비와 직무만족도에 유의미한 영향을 미치는지를 검증하는 연구이다. 서울과 수도권에 400부의 설문지를 배포한 것 중 회수된 362부를 연구에 사용하였다. 두 개의 가설을 세워 가설검증을 진행하였고, 그 결과 중년직장인의 퇴직태도 중 강요된 좌절은 퇴직준비의 재정과 가족에만 유의미한 부(-)적 영향을 미치는 것으로 나타났고, 새로운 출발은 퇴직준비의 모든 하위변인(재정, 가족, 건강, 여가와 봉사)에 유의미한 정(+)적 영향을 미치는 것으로 나타났다. 두 번째 가설인 직무만족도의 영향에선 퇴직태도의 노년휴식과 새로운 출발이 직무만족도에 유의미한 정(+)적 영향을 미치는 것으로 나타났다. 이 결과로 퇴직을 강요된 좌절이라고 인지할수록 재정과 가족에 대한 퇴직준비가 낮았고, 퇴직을 새로운 출발로 인지할수록 퇴직준비의 모든 항목이 높게 나타났다. 또한 퇴직을 노년의 휴식과 새로운 출발이라고 인지할수록 직무만족도 역시 높게 나타났다. 이로써 퇴직을 앞둔 중년직장인들의 퇴직에 대한 태도가 퇴직준비와 직무만족도에 유의미한 영향을 미친다는 것을 알 수 있다.

중고령자의 퇴직전환 및 노후소득보장과 점진적 퇴직지원 (Middle-Old Age's Retirement Transition, Old Age Income Security and the Support of Gradual Retirement)

  • 우리나라는 매우 빠른 속도로 고령사회가 될 것이 예측되며, 조기퇴직과 근로계층감소에 대한 대책 및 연금개혁 또한 필요한 시점이다. 이에 본 연구는 OECD 국가의 연금개혁동향의 개괄적 특징 및 긍정적 부정적(기대)효과를 살펴본 후, 한국노동패널 $3{\sim}7$차 자료를 통해 우리나라 중고령자의 완전퇴직/점진적 퇴직현황과 그 결정요인을 분석하였다. 그리고 이러한 결과를 토대로 정책적 함의를 제시하였다. 연구결과 우리나라 50세 이상 중고령자의 약 1/4명은 퇴직 후에도 다양한 경로를 통해 근로를 지속하였고, 퇴직을 포함한 여러 종사상 지위의 재취업단계를 거친 완전퇴직자의 98%는 여전히 구직활동을 하고 있었다. 이는 우리나라 역시 노동시장 참여여부의 전통적 퇴직개념이 부적절하며, 임시 일용직 또는 자영업이 중고령자에게 근로활동을 지속할 수 있는 대안으로 활용되고 있음을 보여주는 것이다. 그러나 점진적 퇴직자의 바뀐 종사상 지위의 지속기간이 대부분 $1{\sim}2$년으로 짧다. 따라서 다양한 퇴직형태에 대한 고려 및 소득공백기간을 최소화하고 근로의지와 능력이 있는 중고령자의 근로증진에 도움이 될 수 있는 점진적 퇴직지원이 필요하다. 특히 점진적 퇴직지원의 주된 방안인 부분연금제도는 대상연령을 연금수급연령이하로 하고, 급여수준은 연금과의 연계선상에서 수리적으로 공정하게 설정하되, 실질적 혜택을 제공해야 한다. 그러나 부분연금제도만 단순히 도입하는 것으로서는 부족하며, 이에 대한 사회경제전반의 통합적 접근이 필요하다. 특히 노동시장정책과의 연계를 통해 중고령자의 양적 질적 고용확대를 보장해야 하며, 더불어 점진적 퇴직지원이 비자발적 조기퇴직경로 혹은 고령자의 파트타임근로를 강요하는데 오용되지 않도록 해야 한다.
