New Businesses and Challenges related to Japan's Electricity System Reform (일본 전력시스템개혁에 따른 지능형 사업 발전과 도전과제)

  • The Japanese government has carried out the power industry reform in three phases to supply power stably, control the rise of electricity tariff, and expand consumer choices. The reform of the Japanese electric power industry fosters new kinds of businesses as well as changes the competitive structure in which the enterprises participating electricity business compete. However, for the power industry restructuring to be done smoothly, the accompanying tasks should be carried out. Korea has also been devoting a lot of efforts to cultivate various types of new industries based on the convergence of energy and information and communications technology. If there are the same kinds of new industries between the two countries, the progresses of the industries can be compared to each other over a period of time.

  • After electricity power industry restructuring, "Long term power development plan", setting up by government, is replaced by "Basic plan of electricity supply and demand". In this basic plan, one of the most important factors is assessment of appropriate capacity margin. The benefit of GENCO is decided by the market price, and the price is largely affected by the level of reserve margin. As a consequence, appropriate reserve margin is determined by market power. However, Cost Based Pool(CBP) is a limited competitive market, and government policy for supply and demand is very important factor or reserve margin determination. This paper points out issues about existing reserve margin assessment method which is used in basic plan and suggests improved assessment method. In the case study, capacity margin is calculated by proposed assessment method and result shows the advantages of suggested method.

  • Electric power restructuring offers a major change to the vertically integrated utility monopoly. Deregulation has had a great impact on the electric power industry in various countries. Bidding competition is one of the main transaction approaches after deregulation. The energy trading levels between market participants is largely dependent on the short-term price forecasts. This paper presents the short-term System Marginal Price (SMP) forecasting implementation using backpropagation Neural Network in competitive electricity market. Demand and SMP that supplied from Korea Power Exchange (KPX) are used by a input data and then predict SMP. It needs to analysis the input data for accurate prediction.

  • The increasing application of electronic equipment has heightened the interest in power quality in recent years because there are economic impacts on utilities, customers, and suppliers of load equipment. The power quality would impose result in severe damage on many industrial customers. As having been supplied many kinds of electronic devices such as computer and communication equipment, automation equipment and various kinds of control devices etc., it comes to be more and more difficult to maintain the clean power quality. According to the restructuring in electricity industry the power quality may be treated as goods as contract terms and regulation elements between power supplier and consumer in the near future. Under the above environment, the power quality should be monitored for all day long with appropriate devices which is possible to measure and record the associated power quality data to prove each responsibility for the impacts when disputes arise due to power quality problems power quality problems are occurred. In this paper the authors propose some functions to be considered and system configuration to monitor the associated power quality elements in developing the web based power quality monitoring system.

Analyzing the Influence Factors on Efficiency of Railway Transport using DEA and Tobit Model (DEA와 Tobit 모형을 이용한 철도산업 효율성 결정요인 분석)

  • In 1990's, in Europe and some advanced nations, the structural reform of the railroad industry for improving the productive efficiency of the railroad industry and competitive power had been progressed. This paper empirically explores the relationship between railway restructuring and productive efficiency in the railway industry. We use Data Envelopment Analysis (DEA) to construct efficiency scores, and explain these scores, using Tobit regression analysis by using variables reflecting institutional factors and organizational type. Our results suggest that vertical separation, infrastructure and services are separated, and horizontal separation, passenger service and freight service are separated, improve productive efficiency. We also find that market competition has positive effect on the efficiency, but independent management from the government has negative effect, which is in line with economic intuition as well as with expectations on the railway restructuring. As a consequence, increased independence without sufficient competition and adequate regulation may deteriorate incentives for productive efficiency.

  • After restructuring electricity industry, national long term electricity plans moved to "Basic plan of electricity supply and demand" from "Long term power development plan". The main point is a change of path from plan of power development at national level to plan of electricity supply and demand at company level. A proposal by generation company is surveyed and reflected to the basic plan of electricity supply and demand. The second plan shows over 40% reserves in result of the proposals. It is the time to evaluating the proposal which covers market function in the basic plan of electricity supply and demand at the stage of market change. This research presents the need of evaluation of proposals and the methods of evaluation. Also it presents the alternative planning procedure to reflecting the evaluation methods.

  • This paper describes a research for activation of diect load control program in competitive electicity market. A direct load control program after the restructuring of electric power industry will evolve to the bilateral information system to derive a voluntary participation of demand side resource.   • This paper presents an application of UML(Unified Modeling Language) to develop the Transmission Loss Calculation Package (TLCP) and shows a feasibility of UML design for the power system analyzing software. In the rapidly restructuring electric power industry, it is required the development of efficient and transparent transmission pricing mechanism. This should be based to calculate an accurate transmission loss to prompt a fair competition and to give unbiased signals to all the market players. For those reasons, it is necessary to develop a software system for transmission loss calculation. In this paper, we design the TLCP based on UML, and describe using Rational Rose 2000.

  • Restructuring of the electric power industry has brought the issue of market competitiveness to surface. Recent years have witnessed the appearance of a particular seller or group of sellers exercising market power in electricity supply. In fact, much scholarly work has been done on how to identify and mitigate such abuse by market management rules. In this paper we assess the possible market power on the basis of pivotal supplier test and propose the method to determine the reasonable quantity of long-term contracts which can play a crucial role in mitigating the market power for a pivotal player. Furthermore the market efficiency is guaranteed by making long term contracts with a pivotal player up to the quantity to ensure that the pivotal player has no incentive to abuse the pivotal quantity in the electricity market.

Development of an Integrated Power Market Simulator for the Korean Electricity Market

  • At present, the Korean electricity industry is undergoing restructuring and the Cost Based-generation Pool (CBP) market is being operated in preparation of a Two Way Bidding Pool (TWBP) market. In deregulated electricity industries, an integrated power market simulator is one of the tools that can be used by market participants and market operators analyzing market behaviors and studying market structures and market codes. In this regard, it is very important to develop an electricity market simulator that reflects market code providing a market operation mechanism. This paper presents the development of an integrated market simulator, called the Power Exchange Simulator (PEXSIM), which is designed to imitate the Korean electricity market considering the various features of the market operating mechanism such as uniform price and constrained on/off payment. The PEXSIM is developed in VB.NET and composed of five modules whose titles are M-SIM, P-SIM, O-SIM, T-SIM and G-SIM interfacing the Access database program. To verify the features and the performance of the PEXSIM, a small Two Way bidding market with a 12-bus system and a One Way bidding market for generator competition will be presented for the electricity market simulations using PEXSIM.
