IUCN 적색목록 기준에 의한 환경부 멸종위기 야생식물종에 대한 평가 (Reconsideration of Rare and Endangered Plant Species in Korea Based on the IUCN Red List Categories)

  • 최근 환경부의 야생동 식물법의 멸종위기 야생식물I급과 II급에 해당하는 종들은 멸종이라는 용어를 사용하면서 국내(남한)에 분포하는 자료나 빈도를 중심으로 취합한 자료로서, 전세계적으로 감소 추세 및 위협요인에 대한 정보가 없거나 반영하지 않은 경우이다. 본 연구는 전세계 범주에서 IUCN 적색목록의 정확한 범주(category)와 평가기준(criteria)으로 64종에 대한 평가를 실시하여 4개 유형(Groups I-IV)으로 나누었다. 동북아사이에 매우 넓게 분포하면서 우리나라 일부 집단에서만 발견되는 분류군으로서 멸종과는 전혀 관련이 없는 종(Group I, 28종, 43.8%), 일본이나 중국에서 희귀식물로 판정하여 국지적으로는 멸절위기에 있지만 다른 국가에서는 매우 흔하게 분포하거나 혹은 멸종 위협이 낮은 분류군(Group II, 5종, 7.83 %), 우리나라에만 분포하면서 집단내에서 개체수가 감소하거나 집단이 환경적 요인에 의해 위협을 받고 있는 진정한 멸종위협 식물로 판정되는 식물(Group III, 15종, 23.4%), 현재 알려진 정보에 의하면 우리나라에서도 멸절위험이 있을 뿐만 아니라 중국, 러시아 등지에서도 희귀해서 전세계적 수준에서 IUCN 평가를 통해 IUCN 적색목록에 등재될 가능성이 있는 분류군 (Group IV, 16종, 25.0%)등으로 확인되었다. 이중 적색목록에 의해 평가한 15종 (Group III)중 5종은 CR, 3종은 EN, 4종은 UV, 3종은 DD로 평가되었고, Group IV의 16종은 DD로 평가하였다. 따라서, 환경부의 멸종위기 식물 I과 II등급중 약 33종(Group I+ II)은 최소한 등재 목록에서 제외하는 것이 바람직하다. 이런 문제점은 목록을 작성한후 국가적으로 기초 자료 수집 단계에 대한 정책의 일관성이 없고, 또한, 목록화에 대한 이의제기에 의한 재평가 제도가 없어 정책의 과학적 진보와 수정을 원천적으로 차단하는 닫힌 정책이 원인이다. 따라서 현재 환경부에서는 목록을 새로 정비할 필요가 있으며, 이런 목록을 수정하는 과정에서 전세계 수준에서 멸종위기 식물을 목록화가 필요하다. 특히, 목록 작업이 완성되면 해당 분류군에 대한 기본적인 자료 수집과 장단기 조사과정으로서, 해당 분류군에 대한 멸종위협 요인을 수집하고, 이 자료를 근간으로 정량적으로 IUCN 적색목록 평가방식이 추진할 필요가 있다.

부산지역 중등학교 양호교사 및 양호겸직교사의 학교보건업무 활동 양상 (A Study of School Nursing Activity Performed by School Nurses and Teachers Holding Additional School Health)

  • The purpose of this study was to improve upon school health by understanding the present status of school health and escpecially to investigate the performance rate of regular health instruction. 261 schools, including middle and high schools enrolled in the Busan Educational Association, were sent Questionnaires. Data was collected from the 25th of January to the 10th of April, 1994. 229 subjects who responded to the Questionnaires were finally analyzed as samples. Among them, 127 were school nurses and 102 were teachers acting in a school health capacity. The results of this study are summerized as follows: Of the teachers holding additional school health responsibilities, $85.6\%$ worked in private schools. Many of them $(74.5\%)$ were formally dissatisfied with their ability to provide care because $85.3\%$ of them had never studied any school health. Some of them$(30.4\%)$ didn't know about the annual school nursing budget and $23.5\%$ of them hadn't taught any health education to students. In spite of this fact, they were placed in charge of a school health activity against their own will. There were statistically significant differences in the performance of school health affairs between nurses and teachers holding additional school health (p<0.001) as follows: annual school nursing budget, Health Program Planning and Evaluation, annual purchase price for medicines, average students cared for per day, average students who held at least one consultation per month and extra. Surely, the self-confidence of school nurses was higher than that of teachers with school health as an assigned responsibility. This was demonstrated by a significant statistical difference (p<0.01) in the responses by the two groups. $88.2\%$ of the school nurses and $73.5\%$ of teachers for school health thought that regular health instruction was necessary. But regular health education had been performed only by $32.8\%$ of respondents. Among them, 84% were school nurses and $16\%$ were teachers holding additional school health. Of the persons who performed regular health education, $69.3\%$ used less than $60\%$ of the health content of the athletic textbook. And $64\%$ of them said teaching materials were insufficient. Most of them $(69.4\%)$used home made lesson plans. which they compiled from various sources. There was a significant difference in the formality of the health lesson according to the concern of the school principal (p<0.01) and there was a significant difference in performing health education between school nurses and teachers holding additional school health (p<0.001) It appears that there are a lot of problems with providing school health care using people who are untrained. In a word, school health nurses with professional training are needed in order to perform the qualitative management for the health of the students. These days, regular health education is an indispensable part in making students improve their self-care abilities. Therefore a more effective and better defined program should be prepared for regular systematic health education. To resolve these problems, present laws and regulations related to school health should be revised considering the specialist's request for the improvement of school health. In addition, the concern and financial support of the government are essential.

조선시대(朝鮮時代) 유교사상(儒敎思想)과 의예복연구(儀禮服硏究) - 남자(男子) 포(袍)를 중심(中心)으로 - (A study on ceremonial costume and Confucianism is Chosun Dynasty - Focusing on Men's Po -)

  • This thesis aims at reviewing the wearing aspect and formation of Chosun ceremonial dresses for meal and finding out the thought reflected by them from the standpoint that dresses themselves should be taken as one of the phenomena in culture. That is men's ceremonial costumes and confucian costumes of the royal family and the gentry family in Chosun is reviewed focused on the formation and the wearing aspect of Po, Which is a kind of them. And in the context of the phase of the times. I also considered the thoughts reflected on the clothes such as confucianism, Ying & Yang Theory, and the symbol and the thoughts of patterns in relation to the clothes. Confucian influence was the main force for the Chosun prohibitions for clothes. The major reasons for the prohibitions for clothes were as follows. First, they reflected confucian Chung myoung chooui(the principle that everything should be where it belongs). That is the prohibitions for clothes were used in the means to maintain feudalistic social order. influenced by social rank system. Second, they reflected confucian ethics in the means to recover social disciplines with the maintenance of traditional customs. This shows well in the restriction of luxurious items in dressing included the prohibitions for clothes. Third, they reflected Chosun's toadysm toward China. With the influx of Chinese style of dressing then government even changed the style of uniforms for public officials into that of Chinese resulting in dual styles of dressing. Ying & Yan Theory greatly affected the colors of Korean clothes and reflected toadysm toward China. too. The theory was embodied by prohibition of such colors for clothes as white, gray, and jade green. I reviewed the twelve patterns on Myunpok, Ten-Longivity patterns and Four-Gracious plants patterns in order to analyze the symbolism and thoughts of patterns for clothes. Nansam, Dopo, and Shimui worn by confucian scholars ensures that those clothes bears confucianism and philosopical factors. As shimui was worn by many people it appears in Chosun scholars' studies and a Chinese book called "Yeki". I reviewed the origin, procession, and ornaments of four ceremonial clothes and tried to find out the confucianism in them. First, In Kwanrei (the coming-of-age ceremony) remained ancestor worship and respect for manners. The clothes for this ceremony granted the rights and responsibilities of and adult to the wearer. The royal Kwanreipok had different dresses for each rank. As Samgapok, the crown prince wore Iksunkwan and Konryongpo for the first ritual, Wonryukwan and Kangsapo for the second, and Myunrukwan and Konpok for the third. The rank of the King's grandson was lower than the crown prince's. This example shows that Chosun people respected manners and thought the basic confucianism "God and people are equal." at the Royal court. Second, as Honreipok(wedding gown), the crown prince wore Myunrukwan and Konpok for Daereipok, Wonyukwan and Kangsapo for Napjing and Tongwoo, and Iksunkwan and Konryongpo for Chekbinui. But common people were allowed to wear an official outfit only for wedding in the means of congratulation on the most important day of their life. Wedding gowns which reflected Ying and Yang Theory emphasized the thought that union of a man and a wife is the most important event in life. Third, Sangrei(funeral) was the last ritual of a human being to send off the deceased. The mourning dresses expressed lamentation of the people left behind. Five-Dress-System for each the relative degree of familarity showed the solemnity and formality, which represented the formality of confucianism and ancestor worship. I reviewed the mourning dresses by dividing them into royal, Yangban's, and commons. They were featured by the fact that there was only one style for every walk of life. It is construed that anyone in mourning can wear the same clothes since he feels the same way regardless of his social rank. Fourth, Chereipok(sacrificial rite dresses) had different styles for each social rank. The King wore Myunpok(Kuryumyun and Kujangpok) were recorded to be worn first in the fourth year of King Taecho's ruling. The crown prince wore Palryumyun and Chiljangpok for sacrificial rite dress which was finally settled when King Sejong was in power. Common people wore Dopo, Shimui for the rite dress in the beginning of the Chosun Era and wore Dopo after Japanese invasion of Korea in 1592. In conclusion, confucianism played the main role in ceremonial dress system of Chosun and that was because it emphasized the ethics of action in life, which was different from other religions. It is true that cause-oriented thoughts and Chung myoung chooui in confucianism drove all ceremonies to extreme manners, discriminating the people who belonged to the lower social rank, and resulting in extremly luxurious life style. However, they also created a unique trend and clothes culture in the Chosun Era. I wish that this thesis provieds important information and direction for furthur studies in the future.

산업 성장잠재력 제고를 위한 신도제제도의 개념 요소에 대한 연구 (A Study on Constituents of the New Apprenticeship Concept for the Promotion of Industrial Growth Potential)

  • 이 연구는 산업 현장에의 보다 발전된 성장 잠재력을 제고하기 위하여 문헌분석과 직업교육 전문가들을 통해 델파이 조사를 하고 신 도제제도의 구성 영역과 요소들을 찾고자 하였다. 이러한 목적을 달성하기 위하여 문헌 연구와 조사 연구가 이루어졌는데, 조사 연구의 경우 총 3차례의 델파이 조사를 통한 전문가 의견 수렴 과정을 거쳐 이루어 졌다. 제 1차 델파이 조사에서는 개방형 질문을 통해 8개의 구성 영역과 64개의 하위 요소들을 도출하였다. 그 후 추가적인 2차례(2, 3차)의 델파이 조사에서는 델파이 패널의 수정 의견, 제 2차 조사 결과의 내용 타당도 분석 결과, 그리고 전문가 자문 위원회의 검토 결과를 종합하여 문항을 추가, 삭제, 통합, 재진술, 이동 등으로 수정 보완하였다. 이를 통해 최종적인 신 도제제도의 구성 영역과 요소들(총 6개 구성 영역, 41개 하위 요소)을 추출하였으며, 각 영역과 요소들의 내용 타당도와 신뢰도를 확보하였다. 그리고 연구를 통해 추출한 신 도제제도의 각 영역과 요소들에 대한 중요도 순위를 확인하였다. 위와 같은 연구방법과 절차에 따른 연구의 구체적 결과는 다음과 같다. 도출된 6개의 구성 영역 중 A. 기술 기능적 영역에서는 기술 기능의 현장 적용 능력, 새로운 기술 기능 습득, 품질 확보 능력, 연구 개발 능력, 자원 관리 활용 능력, 문제 해결 능력, 핵심 기술 기능 이해 능력, 아이디어의 형상화 표현력, 창의적 디자인 능력, 총 9개의 하위 요소를 도출하였다. B. 제도적 영역에서는 탄력적 인적 물적 지원, 명확한 업무분장, 객관적인 성과평가, 사제간 책임과 의무의 제도화, 직무발명 보상의 제도화, 총 5개의 하위 요소를 도출하였다. C. 정의적 영역에서는 사제와 동료 간의 예절 및 협동심, 직업에 대한 가치관, 기술에 대한 기본자세, 직업윤리 의식, 다른 조직에 대한 존중, 조직변화에 적극적 대응, 기술 계승자로서의 태도, 봉사 정신, 총 8개의 하위 요소를 도출하였다. D. 자기 계발 영역에서는 자기 평가 및 성찰, 조직 이해력 함양, 진로 설계와 개발 능력, 건전한 인생관, 의사소통 능력, 의사결정 능력, 개인역량 증진 제도 마련, 자기 통제력 향상, 돌발 상황에 대처, 총 9개의 하위 요소를 도출하였다. E. 지식적 영역에서는 해당분야의 기초 지식, 신기술, 선행기술에 대한 지식, 지식의 융합 및 이전, 실천적 지식, 총 4개의 하위 요소를 도출하였다. F. 환경적 영역에서는 기업 환경에 대한 인식, 교육 및 실천 환경의 이해, 도제의 기업 수요 이해, 지역사회와의 연계성, 노동시장 변화에 적응력, 사회 환경 변화에 대한 인식과 같이 총 6개의 하위 요소를 도출하였다.

온라인 네트워킹 활동이 가상협업 역량 및 업무성과에 미치는 영향 (The Influence of Online Social Networking on Individual Virtual Competence and Task Performance in Organizations)

  • With the advent of communication technologies including electronic collaborative tools and conferencing systems provided over the Internet, virtual collaboration is becoming increasingly common in organizations. Virtual collaboration refers to an environment in which the people working together are interdependent in their tasks, share responsibility for outcomes, are geographically dispersed, and rely on mediated rather than face-to face, communication to produce an outcome. Research suggests that new sets of individual skill, knowledge, and ability (SKAs) are required to perform effectively in today's virtualized workplace, which is labeled as individual virtual competence. It is also argued that use of online social networking sites may influence not only individuals' daily lives but also their capability to manage their work-related relationships in organizations, which in turn leads to better performance. The existing research regarding (1) the relationship between virtual competence and task performance and (2) the relationship between online networking and task performance has been conducted based on different theoretical perspectives so that little is known about how online social networking and virtual competence interplay to predict individuals' task performance. To fill this gap, this study raises the following research questions: (1) What is the individual virtual competence required for better adjustment to the virtual collaboration environment? (2) How does online networking via diverse social network service sites influence individuals' task performance in organizations? (3) How do the joint effects of individual virtual competence and online networking influence task performance? To address these research questions, we first draw on the prior literature and derive four dimensions of individual virtual competence that are related with an individual's self-concept, knowledge and ability. Computer self-efficacy is defined as the extent to which an individual beliefs in his or her ability to use computer technology broadly. Remotework self-efficacy is defined as the extent to which an individual beliefs in his or her ability to work and perform joint tasks with others in virtual settings. Virtual media skill is defined as the degree of confidence of individuals to function in their work role without face-to-face interactions. Virtual social skill is an individual's skill level in using technologies to communicate in virtual settings to their full potential. It should be noted that the concept of virtual social skill is different from the self-efficacy and captures an individual's cognition-based ability to build social relationships with others in virtual settings. Next, we discuss how online networking influences both individual virtual competence and task performance based on the social network theory and the social learning theory. We argue that online networking may enhance individuals' capability in expanding their social networks with low costs. We also argue that online networking may enable individuals to learn the necessary skills regarding how they use technological functions, communicate with others, and share information and make social relations using the technical functions provided by electronic media, consequently increasing individual virtual competence. To examine the relationships among online networking, virtual competence, and task performance, we developed research models (the mediation, interaction, and additive models, respectively) by integrating the social network theory and the social learning theory. Using data from 112 employees of a virtualized company, we tested the proposed research models. The results of analysis partly support the mediation model in that online social networking positively influences individuals' computer self-efficacy, virtual social skill, and virtual media skill, which are key predictors of individuals' task performance. Furthermore, the results of the analysis partly support the interaction model in that the level of remotework self-efficacy moderates the relationship between online social networking and task performance. The results paint a picture of people adjusting to virtual collaboration that constrains and enables their task performance. This study contributes to research and practice. First, we suggest a shift of research focus to the individual level when examining virtual phenomena and theorize that online social networking can enhance individual virtual competence in some aspects. Second, we replicate and advance the prior competence literature by linking each component of virtual competence and objective task performance. The results of this study provide useful insights into how human resource responsibilities assess employees' weakness and strength when they organize virtualized groups or projects. Furthermore, it provides managers with insights into the kinds of development or training programs that they can engage in with their employees to advance their ability to undertake virtual work.

네트워크 구조와 조직학습문화, 지식경영참여가 개인창의성 및 성과에 미치는 영향에 관한 실증분석: SI제안팀과 R&D팀의 비교연구 (Exploring Influence of Network Structure, Organizational Learning Culture, and Knowledge Management Participation on Individual Creativity and Performance: Comparison of SI Proposal Team and R&D Team)

  • Recently, firms are operating a number of teams to accomplish organizational performance. Especially, ad hoc teams like proposal preparation team are quite different from permanent teams like R&D team in the sense of how the team forms network structure and deals with organizational learning culture and knowledge management participation efforts. Moreover, depending on the team characteristics, individual creativity will differ from each other, which will lead to organizational performance eventually. Previous studies in the field of creativity are lacking in this issue. So main objectives of this study are organized as follows. First, the issue of how to improve individual creativity and organizational performance will be analyzed empirically. This issue will be performed depending on team characteristics such as ad hoc team and permanent team. Antecedents adopted for this research objective are cultural and knowledge factors such as organizational learning culture, and knowledge management participation. Second, the network structure such as degree centrality, and structural hole is used to analyze its influence on individual creativity and organizational performance. SI (System Integration) companies are facing severely tough requirements from clients to submit very creative proposals. Also, R&D teams are widely accepted as relatively creative teams because their responsibilities are focused on suggesting innovative techniques to make their companies remain competitive in the market. SI teams are usually ad hoc, while R&D teams are permanent on an average. By taking advantage of these characteristics of the two kinds of teams, we will prove the validity of the proposed research questions. To obtain the survey data, we accessed 7 SI teams (74 members), and 6 R&D teams (63 members), collecting 137 valid questionnaires. PLS technique was applied to analyze the survey data. Results are as follows. First, in case of SI teams, organizational learning culture affects individual creativity significantly. Meanwhile, knowledge management participation has a significant influence on Individual creativity for the permanent teams. Second, degree centrality Influences individual creativity significantly in case of SI teams. This is comparable with the fact that structural hole has a significant impact on individual creativity for the R&D teams. Practical implications can be summarized as follows: First, network structure of ad hoc team should be designed differently from one of permanent team. Ad hoc team is supposed to show a high creativity in a rather short period, implying that network density among team members should be improved, and those members with high degree centrality should be encouraged to show their Individual creativity and take a leading role by allowing them to get heavily engaged in knowledge sharing and diffusion. In contrast, permanent team should be designed to take advantage of structural hole instead of focusing on network density. Since structural hole can be utilized very effectively in the permanent team, strong arbitrators' merits in the permanent team will increase and therefore helps increase both network efficiency and effectiveness too. In this way, individual creativity in the permanent team is likely to lead to organizational creativity in a seamless way. Second, way of Increasing individual creativity should be sought from the perspective of organizational culture and knowledge management. Organization is supposed to provide a cultural atmosphere in which Innovative idea suggestions and active discussion among team members are encouraged. In this way, trust builds up among team members, facilitating the formation of organizational learning culture. Third, in the ad hoc team, organizational looming culture should be built such a way that individual creativity can grow up fast in a rather short period. Since time is tight, reasonable compensation policy, leader's Initiatives, and learning culture formation should be done In a short period so that mutual trust is built among members quickly, and necessary knowledge and information can be learnt rapidly. Fourth, in the permanent team, it should be kept in mind that the degree of participation in knowledge management determines level of Individual creativity. Therefore, the team ought to facilitate knowledge circulation process such as knowledge creation, storage, sharing, utilization, and learning among team members, which will lead to team performance. In this way, firms must control knowledge networks in permanent team and ad hoc team in a way mentioned above so that individual creativity as well as team performance can be maximized.

만성요통 환자들에서 스트레스지각과 대응전략 간의 관계 (The Relationship between Perceived Stress and Coping Strategies in Patients with Chronic Low Back Pain)

  • 연구목적: 본 연구의 목적은 만성요통 환자에서 스트레스지각 및 통증지각과 대응전략 간의 관계를 알아보고자 하는데 있다. 본 연구에는 만성요통 환자 80명과 정상대조군 100명이 참여하였다. 방법: 스트레스인자 및 스트레스반응에 대한 지각은 각각 스트레스인자 지각척도 (Global Assessment of Recent Stress Scale) 및 스트레스반응 척도(Stress Response Inventory)를, 대응전략 및 통증지각은 각각 대응척도(The Way of Coping-revised) 및 통증지각척도(Pain Discomfort Scale)를 이용하여 평가하였다. 결과: 만성요통환자들이 정상대조군보다 일 및 직장, 대인관계, 대인관계의 변화, 질병 및 상해에 관련된 스트레스인자 지각점수, 전체 스트레스인자지각 정수가 각각 유의하게 더 높았다. 스트레스반응점수에서는 피로점수가 정상대조군보다 환자군에서 유의하게 더 높았으나, 통증지각에서는 양군 간에 유의한 차이를 보이지 않았다. 대응전략에서는 환자군이 정상대조군에 비해 계획적 문제해결 및 긍정적 재평가를 더 많이 사용하였다. 환자군에서 통증지각은 전체 스트레스반응 점수, 질병 및 상해에 관련한 스트레스인자지각 점수와 각각 유의한 양상관성을 보였다. 도피 회피 점수는 연령과 유의한 음상관성을, 거리감두기 및 도피-회피 점수는 유의한 양상관성을 보였다. 한편 책임수용은 여자가 남자보다 더 유의하게 많이 사용하였다. 그러나 대응전략과 스트레스인자지각 및 스트레스반응 통증지각 간에는 각각 유의한 상관성을 보이지 않았다. 결론: 이상의 결과들은 만성요통환자들이 정상인에 비해 스트레스인자에 대한 지각이 더 높으나, 더 적극적인 대응을 하고 있음을 시사한다. 또한 환자군에서 사용하는 대응전략은 스트레스인자지각, 스트레스반응, 통증지각과 연관성을 보이지 않는 반면 사회인구학적 특정들과 연광성이 높음을 시사한다.

韓國加入亞太空間合作組織的可能性 : 基于法律与政策的分析 (The possibility of South Korea to become a member state of APSCO: an analysis from Legal and political perspectives)

  • Asia-Pacific Space Cooperation Organization (APSCO) is the only intergovernmental space cooperation organization in Asia. Since its establishment to date, eight countries have signed the convention and become member states. South Korea participated actively in the preparatory phase of creating the organization, and one conference organized by AP-MCSTA which is the predecessor of APSCO was held in South Korea. However, after the APSCO Convention was opened for signature in 2005 to date, South Korea does not ratify the Convention and become a member. The rapid development of space commercialization and privatization, as well as the fastest growing commercial space market in Asia, provides opportunities for Asian countries to cooperate with each other in relevant space fields. And to participate in the existing cooperation framework (e.g., the APSCO) by the Asian space countries (e.g., South Korea) could be a proper choice. Even if the essential cooperation in particular space fields is challenging, joint space programs among different Asian countries for dealing with the common events can be initiated at the first steps. Since APSCO has learned the successful legal arrangements from ESA, the legal measures established by its Convention are believed to be qualified to ensure the achievement of benefits of different member states. For example, the regulation of the "fair return" principle confirms that the return of interests from the relevant programs is in proportion to the member's investment in the programs. Moreover, the distinguish of basic and optional activities intends to authorize the freedom of the members to choose programs to participate. And for the voting procedure, the acceptance of the "consensus" by the Council is in favor of protecting the member's interest when making decisions. However, political factors that are potential to block the participation of South Korea in APSCO are difficult to be ignored. A recent event is an announcement of deploying THAAD by South Korea, which causes tension between South Korea and China. The cooperation between these two states in space activities will be influenced. A long-standing barrier is that China acts as a non-member of the main international export control mechanism, i.e., the MTCR. The U.S takes this fact as the main reason to prevent South Korea to cooperate with China in developing space programs. Although the political factors that will block the participation of South Korea in APSCO are not easy to removed shortly, legal measures can be taken to reduce the political influence. More specifically, APSCO is recommended to ensure the achievement of commercial interests of different cooperation programs by regulating precisely the implementation of the "fair return" principle. Furthermore, APSCO is also suggested to contribute to managing the common regional events by sharing satellite data. And it is anticipated that these measures can effectively response the requirements of the rapid development of space commercialization and the increasing common needs of Asia, thereby to provide a platform for the further cooperation. In addition, in order to directly reduce the political influence, two legal measures are necessary to be taken: Firstly, to clarify the rights and responsibilities of the host state (i.e., China) as providing assistance, coordination and services to the management of the Organization to release the worries of the other member states that the host state will control the Organization's activities. And secondly, to illustrate that the cooperation in APSCO is for the non-military purpose (a narrow sense of "peaceful purpose") to reduce the political concerns. Regional cooperation in Asia regarding space affairs is considered to be a general trend in the future, so if the participation of South Korea in APSCO can be finally proved to be feasible, there will be an opportunity to discuss the creation of a comprehensive institutionalized framework for space cooperation in Asia.

간호교육 철학정립 및 교육과정 개발을 위한 기초조사 (A Preliminary Study on Setting Philosophy and Curriculum Development in Nursing Education)

  • The purpose of this study is to guide the direction of the Korean nursing education to analysize ⑴ the philosophy and objectives ⑵ curriculum, and ⑶ educational environment. This analysis is based on the data from 50 nursing schools (14 4-year colleges and 35 3-year colleges) The survey was conducted from Dec. 1986 through Jan. 1987 by mail. 1) Educational philosophy and objectives 10 4-year colleges and 8 3-year college program have curricular philosoph. Most popular curricular philosophies are human beings, health, nursing, nursology, nursing education, nurses role in the present and in the future. 10 nursing schools mentioned that human being is the subject to interact with : environment physically, mentally and socially. 2 schools mentioned that health is the state of functioning well physically, mentally and socially. 13 schools mentioned that the nursing is the dynamic act to maintain and to promote the highest possible level of health. 4 schools mentioned that the nursology is an applied science. 4 schools mentioned that nursing education is the process to induce the behavioural changes based on the individual ability. There is different opinion about the nurses' role between 4-year college and 3-year college. In the responses from 4-year colleges they focus on the leadership in effective changes, self-regulating and self-determining responsibilities, applying the new technology, continuing education, and participation in research to further nursing knowledge. In the responses from 3-year colleges, they focus on the education in college, primary health care nursing, direct care provider and public health education. Among 50 respondents 40 schools have educational goals which can be divided into two categories. One is to establish the moral and the other is to develop the professionalism. 2) Curriculm The analsis of curriculum is only based on the data from the 4-year colleges because the most of 3-year colleges follow the curriculum guideline set by the Ministry of Education. a) Comparison of the credits in cultural subject and in nursing major. The average required credit for graduation is 154.6 and the median credit is the range of 140-149. The average credit of cultural subjects is 43.4. In detail, the average number of credit of required course and elective courses are 24.1 and 19.3 respectively. The average credit for major subject is 111.2. In detail, the average credit for required courses and electives course are 100.9 and 10.4 respectively. In 5 colleges, students are offered even on elective course b) Comparison of the credit by class. The average earned credits are as follows : 41.1 in freshman, 400 in sophormore 38.3 in junior and 32.4 in senior. Cultural subjects are studied in early phases. c) Comparison of the compulsory and elective cultural subject by institute. The range of credit is 7-43 in compulsory cultural subjects and there are lot of differences among institutions. While all respondents require liberal arts as compulsary subjects, few respondents lists social science, natural science and behavioral science as required subjects. Social science-related subjects are frequently chosen as cultural subjects d) Distribution of creditsin cultural subjects by institute. The liberal art subjects are taught in 20 institute. English and physical education courses are taught in all instituions. The social science subjects are taught in 15 colleges and the basic Psycology and the Basic sociology are the most popular subjects. The natural science subjects are taught in 7 colleges and Biology and Chemistry are the most popular subjects among them. e) Distribution of credits in major basic courses by institute. Most of the institutes select Anatomy, Microbiology, Physiology, biochemistry and Pathology as basic major courses. f) Comparison of the required and elective courses for nursing major by institutions. Subjects and credit ranges in major are varing by institute. More than half of the respondents select the following subjects as required major subjects. (1) Adults Health Nursing and Practice (19.5 credits) (2) Mother and Child Care and Practice (8.9 credits) (3) Community Health Care and Practice (8.5 credits) (4) Psychiatric Nursing Care and Practice (8.1 credits) (5) Nursing Management and Practice (3.9 credits) (6) Fundamental of Nursing, Nursing Research and Health Assessment and Practice. Three institutions select Introduction to nursing, Rehabilitation Nursing, School Nursing, Public Health Nursing, Nursing English, Communication, Human Development as electives in nursing major. 3) Educational environment a) Nursing institution There are forty-three 3-year colleges and seventeen 4-year colleges and 81.4% of which are private b) Number of students and faculty 19.2% of the students are in 4-year colleges and 80.8% of the students are in 3-year colleges. In 4-year colleges, the number of nursing faculty members is in the other of assistant professor, instructor and professor. In 3-year colleges, the orderiis lecturer, associate professor, full time instructor and assistant professor. In 4-year colleges, 18.8 students are allocated per nursing faculty and in 3-year colleges, 33.1 students are allocated per nursing faculty. c) Clinical practices 66.7% of the 4-year colleges practice over 1201 hours in clinic and 28.5% of 3-year colleges practice over 1201 hours in clinic. In 4-year colleges, 11.5 students are allocated per nursing faculty and in 3-year colleges,17 students are allocated per nursing faculty The survey shows no difference in the procedure between 4-year colleges and 3-year colleges but 3-year colleges choose the more variety practicing site such as special hospital and community health clinic. d) Audiovisual facilities The survey shows a lot of difference in audiovisual facilities among institution and 3-year colleges are less equipped than 4-year colleges.

조경공사 하자에 관한 전문가 집단간 인식분석을 통한 개선방안 연구 (A Study on the Improvement Plan through Analyzing the Perception of Expert Group about Landscape Construction Defects)

  • 본 연구는 조경공사 관련 분야에 종사하는 전문가집단을 대상으로 조경공사 하자실태 및 하자에 대한 인식을 알아보고자 전문가들의 조경하자에 대한 하자경험, 하자책임, 하자기간, 하자보수이행 등을 조사분석하였다. 주요 결과는 다음과 같다. 1. 하자경험에 관한 사항으로 하자이행에 따른 문제에 대해서 발주기관은 하자문제를 보통정도로 인식하는 반면, 조경건설업체는 하자문제를 심각하게 받아들이고 있었다. 또한 하자보수 시 최우선 고려사항에 대해 발주기관은 하자발생의 원인규명을 중요시 하는 반면 조경건설업체는 하자보수 공사비용을 가장 우선시하고 있었다. 2. 하자책임에 관한 사항으로 먼저 하자책임에 대한 이견의 이유에 대해 발주기관은 하자원인에 대한 정확한 분석 및 처리기준의 부재를 이유로 들었으며, 조경건설업체는 발주자(사용자)의 유지관리 책임의식의 부재를 이유로 보고 있었다. 하자이행을 위한 적합한 방법에 대한 의견으로 발주기관은 객관적인 하자판정 및 처리기준을 따른다고 하였으며, 조경건설업체는 하자 원인을 파악하고 원인자 부담원칙에 의해 분담처리를 해야 한다는 의견을 보였다. 3. 하자기간에 관한 사항으로 먼저 하자담보책임기간 2년에 대한 의견은 발주기관의 경우, 2년을 적정하다고 보는 반면 조경건설업체는 길다고 인식하고 있었다. 또한 하자담보책임기간 시점으로 적합한 시기에 대해서 발주기관은 공사의 전체 준공시점으로 보고 있는 반면, 조경건설업체는 공종별 종료시점을 적당하다고 보고 있어 의견차를 보이고 있었다. 4. 하자이행에 관한 사항으로 먼저 하자담보책임의 제도개선 방안으로 발주기관은 객관적인 하자 판정 및 처리기준수립을, 조경건설업체는 조경공사 유지관리비 반영을 최우선으로 선택하였다. 또한 하자이행을 위해 하자 판정 및 처리기준 제정 시 중요사항으로 발주기관은 객관적인 하자 여부 판정기준을, 조경건설업체는 발주처 및 사용자의 유지관리 방법 및 책임 명시를 각각 중요사항으로 꼽아 의견 차이를 보이고 있었다. 본 연구 결과, 조경공사 하자처리전문기관이 없고 하자판정 및 처리기준과 하자이행체계가 미비하므로 합리적인 하자 처리전문기관을 만들고, 객관적인 판정 및 처리기준의 수립이 필요하다.
