Almost of all impediments to enhancing ship safety and preventing vessel-source marine pollution arise from the interaction between direct and indirect factors. The direct factors come from human errors and failure in compliance with the international convention standards for the operation of cessel. The indirect factors derive from the will and attitudes of the countries taking little responsibilities with appropriate seriousness for policing their fleets. By focusing on these aspects, this paper reviews the effectiveness of existing countermasures adopted by IMO and intends to propose a new paradigm to improve the implementation capability of each nation by suggesting frameworks of maritime administration models.

The purpose of this study is to investigate the present status of environmental education administration in the middle schools of Seoul City and to find problems to be solved environmental education in middle schools. To accomplish these purpose surveys for middle school teachers in Seoul was conducted, and evaluation reports of school environmental education of 1998 were analyzed. The results indicated that both schools and Ministry of Education offered few evaluation standards related to environmental education. Most schools abolished division of environmental affairs because of the reorganization of school system, which focuses on subject and aptitude-based education. In addition, environmental education and related activities were maily the responsibilities of division of science education. The teachers responded that such activities as organization and management of mothers'social service, management of environment day, use of environmental conservation card, and establishment of conservation area were not effective and should be abolished. The conclusion from this study are that environmental education can be effective only when goals of environmental education are included in school evaluation, and the division of environmental affairs should be revived and systematically operated in school.

Product liability is the law of the manufacturer's responsibilities for the consumers' personal injuries or the losses of property resulted from defective products. In today's many countries, the product liability law are being enacted because of the safety of product use and the protection of consumer's right. In korea, the product liability is going to enforce on July 1, 2002. Though the construction of product liability response system is urgent situation, domestic manufacture company's PL response system is not nearly prepared in present. Consequently, the purpose of this study is to discuss the Quality Management's importance and the PL countermeasures by presenting the difference of PL response system construction degree by the Quality Management Maturity degree

This paper examines to focus on General Strategy of e-logistics activity for SCM(Supply Chain Management) Build-up, especially the field service logistics Integration. And this research analyzes the case study (Business of Strategy Group Unit) Survey) involving effective logistics management that leads customer satisfaction, seeking to find out the key elements of competitive policy. Because problems arise from the differences between their goals and structures, which cause each sied to feel vulneralbe to opportunism or shirking of responsibilities by the other. The goal of a logistics system is to ensure that every family planning client always receives the contraceptives partner wants, and that they are in good condition and have not expired. In order to select, procure, and distribute the right Quantities of the right contraceptives, managers of the logistics system must keep informed of the rates of use of each contraceptive and of the Quantity of available supplies. As a result, We propose that a firm's e-logistics strategy is an important locus innovation and a crucial source of value creation for the firm its suppliers, partners, and customers.

Risk Assessment to list possible safety disasters and their probability and severity is the starting point for effective safety management on construction project site. However, the safety managers in owners, construction supervisors, contractors, and sub-contractors still have difficulties in judging the priorities of safety activities and preparing responses to each potential safety disasters. Therefore, this study aimed to suggest a systematic method in assessing safety risk prior to commencement with the agreement of stakeholders. FMECA(failure mode effects and criticality analysis) was selected as a main assessment tool and it was modified according to the characteristics of construction projects and trades. Each risk is, firstly, evaluated with occurrence probability, possible loss and impacts to projects, and detections, and then risk priority number(RPN) is calculated. Subsequently, the managers of each stakeholder discuss the types, timing, and responsibilities of responses as a group decision-making process.

This paper presents preliminary findings regarding a modeling framework under development for use in a multi-attribute decision model for advanced emergency operating procedures(EOPs). This model provides a means for optimal decision making strategy for advanced emergency operating procedures conceptualizing the dynamic coordination of responsibilities and information in the human system interactions with advanced reactor systems. For the purpose of evaluation of the applicability of this modeling framework, an empirical case study for a post-cooldown strategy during an steam generator tube rupture (SGTR) accident was carried out. As a result, it was found empirically that the multi-attribute decision model is a useful tool for establishing advanced EOPs that reduce the operator's cognitive and decision making burden during the accident mitigation process.

As we know, D-terms which are constituted with DAF delivered the goods in a border place, DES delivered the goods on board a vessel at a vessel specified port on the buyer's side, DEQ delivered the goods on the quay on the buyer's side as the specified place, DDU and DDP delivered the good at the stipulated place at the agreed place or point, mean arrival contracts. DAF is designed mainly for railway carriage, DES and DEQ are designed mainly for vessel shipment, DDU and DDP are designed mainly for multimodal transportation. In spite of their original purpose of revision. They have in themselves many problems on notable points on application in practice. Therefore, in order to magnify their use, through revision of Incoterms, DAF is restricted to railway carriage, DES and DEQ are restricted to be used only for charter shipments. Particularly transport documents which seller should supply the buyer with under DDU and DDP are documents for ownership and possession rights to the goods loaded when executed in negotiable form like as CIF.

Recently, there is a rise of accident by some defective products, especially it reported that a serious fact is a defect of design causing some problem since execute a product liability(PL), people who use products have been able to bo remunerated for a damage to those defects, so responsibilities of companies are rising more and more. Therefore, companies that are obligated to manufacture a safety product, and should make preparation for PL. For solving the problem, even though manufacturers tried to make a safety product ay mixed ways, it is seldom that its safety is considered from planning a design. This thesis has suggested a way aimed at improving a safety of products through considering a stage of a plan, by searching and analyzing the design-process in to each steps.

시스템 엔지니어링은 하나의 학문분야로 인지되어온 이래, 프로젝트의 성공적인 완료를위한 기술적인 선도학문으로서 그 역할을 수행하여 왔다. 또한, 오늘날 치열한 경쟁시장 속에서 프로젝트를 수행하는 많은 조직들은 다양한 프로젝트 이해 당사자의 요구와 기대를 충족시키기 위해 시스템 엔지니어링을 적용해오고 있다. 본 논문은 시스템 엔지니어링 표준의 기본적인 내용과 발전추세 등을 기반으로 항공기 개발 프로젝트에 조정하여 적용한 시스템 엔지니어링 프로세스를 기술하고자 한다.

It is obvious that electrical safety cannot be secured soley by the efforts from public sector including government. With the global trend of deregulation as WTO/TBT agreement comes into effect, foreign countries strive to minimize unnecessary and inefficient regulations in every field by sharing responsibilities with the privae sector to secure international competency in trade. To this same end, in this paper 2 level approach plan is suggested to pave the way to the self-security system in electrical field by introducing self-reliance safety system by stage for pre-service inspection on the electrical installations for private use based on product requirements in terms of performance.
