QR(Quick Response) Code has been developed to provide greater storage capacity and more functionality compared to 1D bar codes. With the emergence of increasingly mobile devices equipped with cameras such as smart-phones and tablets, QR codes have become very popular and more important in mobile businesses. Typically, most QR codes are used as a URL link for redirecting users to webpages. However, the URL based QR codes are required to be connected over the internet and to be run a server. This can incur unnecessary traffics in the Internet. Furthermore, it is not suitable for the country lagging behind others in its network infrastructure. In this paper, we propose a server-less ${\mu}$-webpage to provide mobile web services and be optimized for the capabilities and limitations of QR Code. We have implemented the ${\mu}$-webpage in Android, and the results showed that the proposed mechanism can provide web-services without requiring extra servers or incurring mobile traffic data compared to the URL-based QR Codes.
This thesis grasped problems by examining the current status of disaster response system repeated during the disaster according to the changes of social environment and suggested current status of disaster response system and developmental measures through the investigation of the awareness of fire-fighting officer. On disaster site, close cooperation system of disaster safety measure headquarter and urgent rescue controlling association must be formed and range and time of the action must be accurately improved so as not to cause duplication of rights for orders. Also, systematic education and training system must be established so as to strengthen disaster site reaction capability and manpower and equipment for it must be increased. Finally, detailed measures for improving initial reaction capability during the disaster, such as tactic development, reaction plan establishment, etc, are requested.

Purpose: In this study, the actual situation of domestic firms vulnerable to industrial security competence will be discussed. And accordingly be discussed for effective response measures. Methods: Using a structured questionnaire by mail, fax, e-mail and fill method was used respondents. By the end of '10 R&D Center, which holds 15,247 companies(population) among the 95% level of confidence, tolerance ${\pm}3%$ p-level corporate type, sector, region extraction method stratified multi-level companies were investigated through the final 1529. Results: The average level of industrial security capabilities 43.8%(out of 100) is very weak, so urgent and positive response measures also need to be investigated sought. Conclusion: we propose the effective management framework and improvement plans to prevent illegal industrial leakage are to be made.
The aim of this paper is to contribute to the efficient design of traffic light poles involved in vehicle frontal collisions by developing a computer-based, finite-element model capable of capturing the impact characteristics. This is achieved by using the available non-linear dynamic analysis software "LS-DYNA3D", which can accurately predict the dynamic response of both the vehicle and the traffic light pole. The fiber reinforced polymer(FRP) as a new pole's material is proposed in this paper to increase energy absorption capabilities in the case of a traffic pole involved in a vehicle head-on collision. Numerical analyses are conducted to evaluate the effects of key parameters on the response of the pole embedded in soil when impacted by vehicles, including: soil type(clay and sand) and pole material type(FRP and steel). It is demonstrated from the numerical analysis that the FRP pole-soil system has favorable advantages over steel poles, where the FRP pole absorbed vehicle impact energy in a smoother behavior, which leads to smoother acceleration pulse and less deformation of the vehicle than those encountered with steel poles. Also, it was observed that clayey soil brings a slightly more resistance than sandy soil which helps reducing pole movement at ground level. Finally, FRP pole system provides more energy absorbing leading to protection during minor impacts and under service loading, and remain flexible enough to avoid influencing vehicle occupants, thus reducing fatalities and injuries resulting from the crash.

In this paper, we investigate fringe-field switching (FFS) mode cell by the ion beam (IB) alignment method on the a-C:H thin film, to analyze electro-optical characteristics in this cell. We studied on the suitable inorganic thin film for fringe-field switching (FFS) cell and the aligning capabilities of nematic liquid crystal (NLC) using the new alignment material of a-C:H thin film An excellent voltage-transmittance (V-T) and response time curve of the IB-aligned FFS-LCD was observed with oblique IB exposure on the DLC thin films. Also, AC V-T hysteresis characteristics of the IB-aligned FFS-LCD with IB exposure on the DLC thin films is almost the same as that of the rubbing-aligned FFS cell on a polyimide (PI) surface.
The recent Middle East respiratory syndrome coronavirus (MERS-CoV) outbreak has originated from a failure in the national quarantine system in the Republic of Korea as most basic role of protecting the safety and lives of its citizens. Furthermore, a number of the Korean healthcare system's weaknesses seem to have been completely exposed. The MERS-CoV outbreak can be considered a typical public health crisis in that the public was not only greatly terrorized by the actual fear of the disease, but also experienced a great impact to their daily lives, all in a short period of time. Preparedness for and an appropriate response to a public health crisis require comprehensive systematic public healthcare measures to address risks comprehensively with an all-hazards approach. Consequently, discussion regarding establishment of post-MERS-CoV improvement measures must focus on the total reform of the national quarantine system and strengthening of the public health infrastructure. In addition, the Korea Centers for Disease Control and Prevention must implement specific strategies of action including taking on the role of "control tower" in a public health emergency, training of Field Epidemic Intelligence Service officers, establishment of collaborative governance between central and local governments for infection prevention and control, strengthening the roles and capabilities of community-based public hospitals, and development of nationwide crisis communication methods.
Bimodal tram is a transit with no-step floor for wheel-chaired persons, with docking to the station precisely and moving on schedule like train. Because of the automatic traveling of bimodal tram to search and follow the magnet embedded in roadway, bimodal tram should be careful about rainfall, snow and wind like a car driving on roadway in respect to natural disasters. Though response procedures in emergency are different according to the passengers' boarding, emergency mobilization is needed if any emergency situation happens. Emergency mobilization is the act of preparing for major catastrophic events, which may affect public transportation systems or their service areas, by assembling and organizing resources, including people, equipment, facilities, communications systems, expert technical support, and public information systems and protocols. Mobilization is the process that ensures that the right people will deploy appropriate resources at the correct time. Effective mobilization requires a partnership of local and state agencies. Public transportation operators and systems play vital roles in response to and recovery from emergencies and other unexpected catastrophic events. These systems, and their capabilities to mobilize resources, are profoundly affected by the decisions and directives of others during these activities. In this study, we focused on the emergency management for bimodal tram and reviewed the considerations about infrastructures under natural disasters, especially heavy rainfall.
Real-time hybrid testing is an attractive method to evaluate the response of structures under earthquake loads. The method is a variation of the pseudodynamic testing technique in which the experiment is executed in real time, thus allowing investigation of structural systems with time-dependent components. Real-time hybrid testing is challenging because it requires performance of all calculations, application of displacements, and acquisition of measured forces, within a very small increment of time. Furthermore, unless appropriate compensation for time delays and actuator time lag is implemented, stability problems are likely to occur during the experiment. This paper presents an approach for real-time hybrid testing in which time delay/lag compensation is implemented using model-based response prediction. The efficacy of the proposed strategy is verified by conducting substructure real-time hybrid testing of a steel frame under earthquake loads. For the initial set of experiments, a specimen with linear-elastic behavior is used. Experimental results agree well with the analytical solution and show that the proposed approach and testing system are capable of achieving a time-scale expansion factor of one (i.e., real time). Additionally, the proposed method allows accurate testing of structures with larger frequencies than when using conventional time delay compensation methods, thus extending the capabilities of the real-time hybrid testing technique. The method is then used to test a structure with a rate-dependent energy dissipation device, a magnetorheological damper. Results show good agreement with the predicted responses, demonstrating the effectiveness of the method to test rate-dependent components.

In this study the new photo-alignment material copoly(PM4Ch-ChMa)(copoly (poly (4-methancryloyloxy)chalcone-cholesteryl methacry late)) was synthesized, Also, the liquid crystal (LC) aligning capabilities and the electro-optical(EO) characteristics for the photo-aligned vertical-aligned(VA)-LC display(LCD) were studied. The monodomain alignment of the NLC for the photo-aligned VA-LCD by linearly polarized UB exposure on the Photo-dimerized copoly(PM4Ch-ChMA) surface was observed,. Excellent Voltage-transmittance characteristics for the VA-LCD photo-aligned by polarized UV exposure on the copoly (PM4Ch-ChMA) surfaces for 1 min was achieved. The response time of the VA-LCD photo-aligned by polarized UV exposure on the copoly (PM4Ch-ChMA) surfaces for 1 min was 39.3 ms, We suggest that the photo-dimerized chacone group increased with increasing UV exposure time, which then contributes to a low response time of the photo-aligned VA-LCD on the copoly (PM4Ch-ChMA) surfaces.

We synthesized the two types of photoalignment material of high thermal resistance with hydroxyl aromatic polyimide, and studied the liquid crystal (LC) aligning capabilities on the photopolymer layers. Also, electro-optical (EO) performances for the twisted-nematic (TN)-liquid crystal display (LCD) photoaligned with linearly polarized UV exposure were investigated. A good LC alignment with UV exposure on the two types of photopolymer surface can be obtained. The Voltage-transmittance (V-T) curve in the photoaligned TN cell with UV exposure was different from two type. The response time of photoaligned TN cell was measured about 21 ms in two alkyl chain and about 15ms in four alkyl chain.
