한국임정(韓國林政)의 전환방향(轉換方向) (Study for new direction of Forest policy)

  • There are 3 kinds of forest managements: One of them is forest utilization management which collects abundant forest resources by felling the trees: the second of them is scientific forest management which cultivates forest resources; and the last one is emergency aid forest management, needed by the forest resources davastation, for the surposes of soil conservation and preventing the indirect damages. During the 36 years of Japanese occupation, they pillaged 600 to 800 million cubic meters of the forest resources, in the condition of the colonial system. After the emancipation from the Japanese occupation, the national soil conservation work has been practiced for 18 years without correcting the Japanese forest management (which means felling system); therefore the essential in the forest, conservation works is to get rid of imitating the Japanese pillage management so as to turn the direction of the forestry policy to the emergency aid management which means forest investment.

  • 본 논문에서는 전력망 연계형 마이크로그리드의 분산에너지자원을 위한 에너지관리시스템의 구조에 대해 서술한다. 전력망 연계형 마이크로그리드의 분산에너지자원 에너지관리시스템은 분산에너지자원들의 상태나 시간대별 차등요금제와 같은 마이크로그리드 내외의 각종 정보들을 다양한 프로토콜들을 통해 수집한다. 에너지관리시스템은 수집한 정보들을 바탕으로 예측과 최적화 계산을 수행하고, 전기요금 절감이라는 마이크로그리드 최적운영 목표를 달성할 수 있도록 분산에너지자원들의 운전 스케줄을 도출한다. 최적운영 달성을 위하여 에너지관리시스템은 내부적으로 효과적 스케줄 도출을 위한 알고리즘을 포함하고 있어야하며, 도출한 스케줄을 외부의 분산에너지자원에 전달할 수 있는 프로토콜을 갖추어야 한다. 예측 과정에서 발생하는 실제와의 오차를 줄이기 위하여 에너지관리시스템은 rolling horizon controller로 작동한다. 도출된 운전 스케줄은 국제표준프로토콜을 통하여 실시간으로 분산에너지자원에 전달되어 마이크로그리드 최적운영을 가능하도록 한다.

A Technology for Water Pollution Diffusion Prevention based on Web Map

  • An integrated water environment management system is necessary in improving water quality, properly allocating water resources, and supporting socio-economic development. Specifically, water quality management system using web map can be an efficient approach to accomplish this system. This paper aims to construct a dynamic water quality management system to reflect a water environment management system which includes three sub-models with consideration of their interrelationships (a socio-economic model based on dynamic Input-Output model, a water resources cycle model, and a water pollutants flow model). Based on simulation, the model can precisely estimate trends of water utilization, water quality, and economic development under certain management targets, and propose an optimal plan. This study utilized the model to analyze the potential of using reclaimed water to accomplish local water environment management and sustainable development plan while exploring the applicable approaches. This study indicates that the constructed water environment management system can be effective and easily adopted to assess water resources and environment while improving the trade-off between economic and environment development, as well as formulate regional development plan.

  • Traditional cost system is distorted due to the using unit-based measure. It is being criticized that it do a poor job of attributing the expenses of support resources to the production and sales of individual product. Activity Based Cost System expend the range of second-stage cost assignment drivers beyond the traditional measures of labor and machine times, units produced, and material quantities to allow for drivers that measure the amount of batch-level, product-sustaining, and facility-sustaining activities performed. It is a resources consumption model of organization, not just a more complex cost accounting of cost allocation system. This paper proposes a enterprise resource planning by activity based management. To effective performance system for company that want to be setting competitive levels, the information systems must support a fast moving, rapidly changing. Activity based management is a process of accumulating and tracing cost and performance da to a firm's activities and providing feedback of actual results against the planned cost to initiate corrective action where required. Therefore this system provides a highly powerful decision-making tool. To construct this system, we need Enterprise Resource Planning System. Since ERP is designed around the idea that rapid change and a degree of unhandled change is normal, it allows driving the customer's rapidly needs much deeper through the business cycle.

  • Recently drastic climate changes(e.g., extreme floods and droughts) are often taking place around the world. Even an increase in uncertainty, population, and mega cities has caused drastic changes in water recycle process. As in other countries, Korea has faced some issues relevant to water security. In response to these changes, Smart Water Grid(SWG) system combining the current water resources management with ICT (Information and Communications Technology) is considered as a new paradigm for the Korean water resources management. This study aims to explore and identify influential factors contributing to the SWG system's application to analyze the importance and role of those factors, and then to offer a policy suggestion for the successful application of the SWG system along with legislative improvements in Korea. In this study, we looked at different barriers related to the SWG application and also the complicated Korean water laws, enacted by different ministries and in order to efficiently apply the SWG system to the current Korean water resources management structures. This study employed qualitative research methods to analyze and identify the priorities of the tasks to be implemented by analyzing conditions for the SWG application, especially related to multi water sources and micro water grid, because legal and institutional measures can be more important to manage conflicts between different stakeholders once the SWG enters a phase of standardization and commercialization from its development stage.

  • 수자원관리의 패러다임은 기존의 댐 위주에서 모든 수계를 종합적으로 분석하여, 수량, 수질, 방재 등을 종합적으로 분석하고 관리하는 쪽으로 변화하고 있다. K-water는 4대강 및 다목적댐 등을 위주로 하는 유역통합물관리가 실현되고 있으며, 이러한 수자원 통합관리를 위한 정보통신시스템은 사용자 중심의 수도 발전 댐 관리 등을 전자적으로 수행할 수 있도록 구축되어 있다. 정보통신시스템을 구성하는 제어시스템은 설비의 동작을 관리 제어하는 시스템으로 하부 센서 및 필드에서 수집된 데이터를 바탕으로 정보를 저장하고, 원격에서 설비를 제어하는 기능을 하고 있다. 따라서 본 논문에서는 댐 보등 수자원분야의 통합관리를 위한 정보통신시스템 구축방안에 대해 알아보고 최적의 시스템 구축방안 및 시스템의 보안취약부분에 대해 알아보고자 한다.

The Building Strategies of Natural Park Integration Monitoring System Based on Geographic Information Analysis System

  • The goal of this study was to propose building strategies of web-based national park monitoring system (WNPMS) using geographic information analysis system. To accomplish this study, at first, this study selected and made integrated management indicators considering physical, ecological, and socio-psychological carrying capacity in national park. Secondly, this study built up an integrated management this system with statistical analysis program for execution of various multivariate analysis and spatial analysis. Finally, WNPMS could identify the relationship among visitors, natural resources, and recreation facilities in national park, and forecast the future management status of each national park in Korea. There results of this study will contribute to prevent the damage of natural resources and facilities, improve visitor's satisfaction, prevent an excess of carrying capacity at national park, and established tailored management strategies of each national park.

  • Workflow management system provides automation of job processes by maintaining shareability on information about various job process schedules and persons related to those schedules. Existing workflow management systems use file or database to store the information generated in those systems. However, file or database system could manage only non-complicated information for the workflow but not the information resources of an enterprise which is complicated and of various formats. Therefore, we need a data management system that could control those information resources. This system should manage the data which are distributed at several places geographically. Information Repository could meet those requirements. Information Repository may integrate, store and manage information resources requested by application systems. We have an international standard for the information repository, Information Resources Dictionary System(IRDS). The IRDS, however, does not support distributed environment. In this paper, we design and implement an information repository based on IRDS that may be operated in distributed environment. We verify that this information repository is more effective and is more effective than any other file or database system.

  • In Korea Water Resources Corporation (K-Water) has seen four problems rising in four aspects of property management of approximately 1,300 buildings scattered through put to country. To solve these, ground data for repair and replacement works to be conducted for prevention will be prepared and building maintenance system (hereinafter referred to as PBMS) intended to record related repair and replacement work histories and calculate LCC of the related these items will be developed. PBMS, a web-based system, will be developed for users' convenience and data monitoring in real time. To sum up, PBMS are expected to maximize efficiency in four aspects including the establishment of repair and replacement work plans for prevention, history management, DB for predicting future work to be occurred and enable the determination of priorities by being developing into facility condition assessment systems through the results of analysis of repair and replacement histories and LCC.

낙동강수계의 소수력자원 특성 분석 (Analysis of Small Hydropower Resource Characteristics for Nakdong River System)

  • Small hydropower is one of the many types of new and renewable energy, which is planning to develop, as the country is abundant in endowed resources. In order to fully utilize small hydropower resources, there is a need for greater precision in quantifying small hydropower resources and establish an environment in which energy sources can be discovered using the small hydropower resource management system. This study has given greater precision to calculate annual electricity generation and capacity of small hydropower plants of Nakdong river system by inquiring into average annual rainfall, basin area and runoff coefficient, which is anticipated to promote small hydropower resources utilization. Small hydropower resource management system was also established by additionally providing base information on quantified small hydropower resources and analysis function and small hydropower generator status, rivers, basin, rainfall gauging station, water level gauging station etc.. Small hydropower resource management system can be used gather basic information for positive applications of small hydropower energy nationwide.
