Top-notch global construction firms have been responding strategically in order to survive in a rapidly-changing market environment by training and securing excellent human resources. The purpose of this study is to propose a guideline for establishing a strategic human resources management system for the Chinese construction sector. Specifically, this study intends to suggest an overall strategic plan for improving the human resources management system based on the research outcomes obtained through an analysis of the Chinese construction market and human resource management practices. To meet the proposed research purpose, questionnaire survey and in-depth interviews were conducted in China. The analysis results indicated that Chinese construction firms are generally not prepared to carry out efficient training programs. In addition, the available contents and materials for education and technical training are extremely limited. Based on the problems drawn from the analysis results, an overall plan for the improvement of the education system is suggested.

Currently, many organizations introduce ERP system as a key enabler of business strategic accomplishment and it can improve productivity and efficiency of organizations by integration and managing enterprise resources. Already many organizations have introduced ERP systems and the number of introduced ERP system is increasing steadily. Unfortunately, even though organizations have invested much money, previous studies showed the ERP systems had not always turned in good result. It is easy to find many studies that suggest that successful implementing strategies for ERP systems. This study reviewed the previous literature on strategic use of change management in enterprise. In order to establish a successful implementation of ERP, this paper suggests proper solutions to conduct change management according to implementation phase with activity and output, especially analyzing successful organizations in implementing ERP system through consistent change management.

The present management of the domestic and international advanced enterprises is transferring the systems and the regulations to the prevention system management. Expecially, KOSHA (Korea Occupational Safety & Health Agency) in Korea has supported to set up the OSHMS (Occupational Safety & Health Management System) by KOSHA 18001 since 1997. But small & medium enterprises (SMS) have many difficulties to set up the OSHMS because of limited natural and human resources. Therefore, this study is developed and proposed the certification standard of an OSHMS for SMS based on the case study on advanced countries, actual conditions of SMS in Korea, and opinion of specialists.

The purpose of this study was to apply a PERT-type system, a combination of the project evaluation and review technique(PERT) and critical path method(CPM) on the employees' work time management of flood preparation, assembly, transportation and cleaning in home-delivered meals program for elderly The resources allotment heuristic program was developed by considering the number of employees and cooking utilities, being limited resources of home- delivered meals program. This program could assign the employees to perform the works included in flood preparation, assembly, transportation ind cleaning. Critical path and activities ware identified by PERT-type system on the basic of work time investigation in five senior centers. Work sheets were invented to perform the work by the shortest path with flexible employees'maximum flow As a result of the work time investigation, the most prevalent activities were ones of preparation in center C and E. Besides, the preparation(over fifty percent) was the most proportion among flood preparation, assembly, transportation and cleaning in center C and E. Critical path and activities of 'C'center were cucumber in sauce preparation path and assembly, wrapping in assembly path and case delivery in transportation path. Critical path and activities of 'E'center were Pan-fried Potato Preparation Path and assembly, case covering, wrapping in assembly Path. The work sheet invented by the heuristic program and PERT-type system reduced the work completion time and man hours in both centers.

Multicast and Broadcast Service (MBS) provides flexible and efficient transmission of the same information to multiple users using shared radio resources on WiBro network. The advantage of this service is to achieve the most efficient use of radio and network resources as well as to lessen sender's processing load when sending the same information to multiple users. Though radio resources are saved since a multicast or broadcast transport connection is associated with a service flow, it is hard to change MBS service channel dynamically. In this paper, we propose a Radio Resource Management System (RRMS) for supporting dynamic scheduling of MBS service channels. Results show that our proposed scheme using Radio Resource Allocation Table (RRAT) can efficiently support MBS services by providing dynamic schedule for MBS service channels.

SE generally defines approaching ways of conducting identification, verification and integration of an optimized product and process solution to meet customer's needs by leveraging organizational competency in engineering and management. To successfully develop a new product under mass production contract, it is important to efficiently carry out the program by ensuring that three major competencies are secured; core technology, system integration, and program management. For successful implementation of tasks in the three areas, systematic execution is called for, which requires identifying risk factors in advance. In particular, comprehensive risk management role and responsibility is required for program management. Success of a development program is determined by complex elements of human resources, organization culture, and overall competency of an organization in technology and program management, including capability of the program manager. In this paper, a risk management solution is suggested to lead a program to success with a more efficient way through actual risk management by the concept of SE around the above three areas.

In 1997, in the course of overcoming economic crisis caused by the shortage of foreign currency there was a significant phenomenon, the irregularization of human labour resources. There was no exception in hospital, either. Most hospitals put a lot of thought to solve the problem about irregular workers. Between employee and employer the problem of irregular workers has been raised as a main topic of all. The objectives of this study were to inspect the actual state of irregular workers and to understand the positive effect of protecting irregular workers, recently established and revised, on the human resources management of hospitals. After enacting irregular labours protection acts there were many opinions that the labour rules of hospitals would be changed.(56.7%). The plan to solve irregular worker's wage issues would he carried out step by step, but some hospitals have not examined the plan yet,(81.9%). Many hospitals had a plan that irregular worker's wage would be actualized in two or three years.(78.3%) The method, to solve the problem of irregular workers arc as follows: 1) the introduction of functional wage system, 2) the convert from automatic rising wage system to annual wage system, 3) the incentive grade system according to management result, 4) lower functional group wage system, 5) non-term contract wage system. From the point of the opening medical market and securing competitive power of hospitals, it is prospected that irregular works would be increased also in future. So to manage irregular workers effectively would be essential in maintain hospital's competitive power and improve medical service. The result, of this study were a, follow: (1) In hospital, the ratio of irregular workers in hospitals was lower than that of all irregular workers in Korea. (2) In hospital, the wage level of irregular workers was higher than that of irregular workers in Korea. (3) In hospital, the social insurance application ratio of irregular workers was higher than that of all workers in Korea. (4) In hospital, there seems to be no appropriate and active measures to improve labour condition of irregular workers, yet. (5) In many hospitals, the policy of irregular workers would be expected to revised for the law standards. In this study the actual conditions and problems of irregular workers were proposed and it was expected to contribute decisions-making in hospital management, especially when using human resources.

In recent, the integrated water resources management should consider not only existing management objects such as water supply, power generation, and instream flows but also new management objects such as water quantity, water quality, and water habitats which management system is large and complex. Moreover, integrated basin plan or operation are needed for solving conflicts problems between basins and between water usages and to maximize water resources usages. To increase use of optimization method for actual operation and apply various objects, a reservoir operation rule was developed and the KModSim's hydrologic states for integrated water resources management were tested in this study. The simulation results show that the developed operation rules applied in hydrologic states good represent the actual storages of both the Yongdam and the Daecheong Reservoirs so, it is possible to improve the water allocation method usually used in the basin management and manage the integrated basin water resources if new operating rules are applied in optimized programming.

Currently, environment-friendly and sustainable fisheries are one of the major issues among fisheries authorities. A variety of alternative management policies and projects are going on to enhance fisheries management systems and fishery resources such as a TAC management program and a VDS (Vessel Day Scheme) management scheme for distant water fishing nations in Western and Central Pacific Fisheries Commission (WCPFC) convention area. These kinds of efforts among fisheries management authorities are aimed at limiting fishing capacity or fishing power. In terms of fisheries management, Fishing capacity and fishing power have increased the importance of the impact on a fishery and level of the resources. Increased fishing capacity and fishing power have caused not only depletion of fisheries resource, but also additional fishing cost. therefore, there is a clear need for authorities to manage fishing capacity and fishing power. It is also help ensure the conservation and sustainability of the fishery resources. Because of lack of data, absolute fishing power is difficulty to measure. The notion of relative fishing power is frequently used. In this study, relative fishing power was assessed using Mastuda (1991) method for fishing power index. The raw data for assessment was based on fishermen's logbook data from sampled fishing vessels in coastal snow crab gillnet fishery. Data Envelopment Analysis (DEA) method was used to assess fishing capacity. DEA is a linear programming methodology to measure the efficiency of a set of entities called Decision-Making Units (DMUs). It was recommended by FAO for assessing capacity in fisheries.
