Variation in demand, natural resource availability, and technological advancement within a country are the main reasons for necessitating export and import activities between nations. Accordingly, this paper aims to analyze the effect of economic openness on Multifactor Productivity (MFP) in selected Asian countries (Vietnam, Thailand, The Philippines, Indonesia, Cambodia, China, Japan, Malaysia, South Korea, and Singapore) based on data for the period 1990-2018. The analysis conducted in the study employed the panel ARDL approach based on the estimation by Pooled Mean Group (PMG), Mean Group (MG), and Dynamic Fixed Effect (DFE). The Hausman test conducted indicates that the PMG estimation is better than that of MG and DFE since it has a higher variability value than the significance value. The results revealed that economic openness is able to elicit significant and positive effects on short-term and long-term MFP growth. In addition, the study established that other variable, such as the number of schooling years, are also able to produce a positive and significant effect on MFP growth in the long term. Since economic openness can impact MFP growth, every country should thus increase its export activities through more capital and worker inputs that will stimulate greater production.
The Korean economy successfully overcame the macroeconomic downturns driven from the Asian financial crisis in a very short period of time. The economic shock, however, generated a variety of social problems, one of which was the increase in felonies (homicides, robbery, rape, and arson), or degradation of public safety. We argue that the Korean criminal policy has not been effective to ameliorate the rising trends in crime caused by the financial crisis. In order to substantiate this claim, we assess the effectiveness of criminal policy: policing, sentencing, and corrections. First, there has been resource shortage in policing since the 1997 financial crisis. For the past ten years, the investment of human resource and budget in the police has been virtually stagnant, as well as in prosecutors' investigation activities. The insufficient resource allocation in policing caused a huge decline in arrest rates and prosecution rates. Second, the Korean judicial system has not increased the severity of punishment. Comparing the pre- and the post-financial crisis period, the average length of prison sentence by the courts has declined. Given the degrading in the quality of crime and the decreasing amount of inputs into the policing and prosecution, the government should have increased the severity of punishment to deter crime. Third, we found that the government hired more officers and allocated larger budget into prison and probation. However, it is difficult to suggest that the increased level of resources in correctional programs have been effective in preventing released prisoners from committing future crimes. This is because the number of repeat offenders convicted of more than a third offense increased dramatically since 1997, pushing felonies upward. In sum, the government organizations failed to respond respectively or to make coordinated actions, eventually causing a dramatic increase in crimes. This research brings explicit policy implications. In order to prevent possible additional degradation of public safety, the government must put more efforts into increasing the effectiveness of policy and to investing more resources into said policies. We also emphasize the importance of the institutional mechanisms which foster policy coordination among the Police, the Prosecutor's Office, the Ministry of Justice, and other relevant government organizations.

Submarine groundwater discharge (SGD) has been recognized as a provider for freshwater, nutrients, and dissolved constituents from continents to the oceans and paid more attention with regard to the mass balance of water or dissolved constituents on local and global scales. The submarine discharge of fresh groundwater (fresh SGD) through seepage or springs in coastal ocean may be especially important in aspects of water resource and marine environment managements in the future. Based on the worldwide compilations of observed fresh SGD, our review reveals that fresh SGD occurs in various marine environments along most shoreline of the world and the global estimates of fresh SGD were approximately 0.01-17% of surface runoff. In addition, the input of fresh SGD calculated and investigated in this study were about 50%, 57%, 89%, and 420% of total river discharge in Jeju Island, Yeongil Bay, Masan Bay, and Yeoja Bay, respectively. These inputs from fresh SGD along the shoreline of Korea Peninsula are much higher than those of the whole world, greatly vary with the region. However, since these estimates are based on the water balance method mainly used in coastal ocean, we have to perform continuous monitoring of various parameters, such as precipitation, tide, evapotanspiration and water residence time, which have an impact on the water balance in a lot of areas for evaluating the precise input of fresh SGD. In addition, since the method estimating the input of fresh SGD has brought up many problems, it is required to make an intercomparison between various methods such as hydrogeological assumption, numerical modeling, and seepage meter.

In this paper, we proposed a register allocation algorithm and resource allocation algorithm in the high level synthesis process for the SoC design synthesis system of high performance vehicles We have analyzed to the operator characteristics and structure of datapath in the most important high-level synthesis. We also introduced the concept of virtual operator for the scheduling of multi-cycle operations. Thus, we demonstrated the complexity to implement a multi-cycle operation of the operator, regardless of the type of operation that can be applied for commonly use in the resources allocation algorithm. The algorithm assigns the functional operators so that the number of connecting signal lines which are repeatedly used between the operators would be minimum. This algorithm provides regional graphs with priority depending on connected structure when the registers are allocated. The registers with connecting structure are allocated to the maximum cluster which is generated by the minimum cluster partition algorithm. Also, it minimize the connecting structure by removing the duplicate inputs for the multiplexor in connecting structure and arranging the inputs for the multiplexor which is connected to the operators. In order to evaluate the scheduling performance of the described algorithm, we demonstrate the utility of the proposed algorithm by executing scheduling on the fifth digital wave filter, a standard bench mark model.
The feed resource for animals is a major cost determinant for profitability in livestock production enterprises, and thus any effort at improving the efficiency of feed use will help to reduce feed cost. Feed conversion ratio, expressed as feed inputs per unit output, is a traditional measure of efficiency that has significant phenotypic and genetic correlations with feed intake and growth traits. The use of ratio traits for genetic selection may cause problems associated with prediction of change in the component traits in future generations. Residual feed intake, a linear index, is a trait derived from the difference between actual feed intake and that predicted on the basis of the requirements for maintenance of body weight and production. Considerable genetic variation exists in residual feed intake for cattle and pigs, which should respond to selection. Phenotypic independence of phenotypic residual feed intake with body weight and weight gain can be obligatory. Genetic residual feed intake is genetically independent of its component traits (body weight and weight gain). Genetic correlations of residual feed intake with daily feed intake and feed conversion efficiency have been strong and positive in both cattle and pigs. Residual feed intake is favorably genetically correlated with eye muscle area and carcass weight in cattle and with eye muscle area and backfat in pigs. Selection to reduce residual feed intake (excessive intake of feed) will improve the efficiency of feed and most of the economically important carcass traits in cattle and pigs. Therefore, residual feed intake can be used to replace traditional feed conversion ratio as a selection criterion of feed efficiency in breeding programs. However, further studies are required on the variation of residual feed intake during different developmental stage of production.
The development of models for agriculture systems, especially for crop production, has supported the prediction of crop yields under various environmental change scenarios and the selection of better crop species or cultivar. Crop models could be used as tools for supporting reasonable nutrient management approaches for agricultural land. This paper outlines the simplified structure of main crop models (crop growth model, crop-soil model, and crop-soil-environment model) frequently used in agricultural systems and shows diverse application of their simulated results. Crop growth models such as LINTUL, SUCROS, could provide simulated data for daily growth, potential production, and photosynthesis assimilate partitioning to various organs with different physiological stages, and for evaluating crop nutrient demand. Crop-Soil models (DSSAT, APSIM, WOFOST, QUEFTS) simulate growth, development, and yields of crops; soil processes describing nutrient uptake from root zone; and soil nutrient supply capability, e.g., mineralization/decomposition of soil organic matter. The crop model built for the DSSAT family software has limitations in spatial variability due to its simulation mechanism based on a single homogeneous field unit. To introduce well-performing crop models, the potential applications for crop-soil-environment models such as DSSAT, APSIM, or even a newly designed model, should first be compared. The parameterization of various crops under different cultivation conditions like those of intensive farming systems common in Korea, shortened crop growth period, should be considered as well as various resource inputs.
Many reservoirs have been constructed and operated for utilizing and controlling water in main rivers of Korea since 1960's. New reservoirs are planned to satisfy increasing water demands according to the National Long-Term Water Resources Development Plan, that will make the entire water resources system more complex. That means reasonable approach is necessary to review many alternatives for future policy decision making of water resources management. As an attempting to simplify the water problem of the large-scale reservoirs system with more than 10 reservoirs, two stages approach such as simulation approach(HEC-5) is first applied to medium and small reservoirs and the results are used as inputs to final optimization approach (IDP) including large reservoirs is used in the water budget analysis of Han river water resources. In addition, existing multi-purpose reservoirs and planned reservoirs in Han river are formulated into one system and DPSA is applied to solve the basin-wide water resources assessment problem.

In this paper we present an integrated methodology for strategic planning in telecommunications standardization. Especially this paper focuses on the method of setting priorities for telecommunications SWAs(Standardization Work Areas) and related SWls(Standardization Work Items). To make a strategic plan for telecommunications standardization in which usually includes prioritization, resource allocation, standardization schedule for each SWA is based on prioritization of SWAs. Our methodology integrated various existing methods including the Analytic Hierarchy Process(AHP) and a modified Delphi technique. Recently, rapid technology evolution in telecommunications fields increases the necessity of developing more and more new standards. Also increased complexity of those technologies makes standards more complicated, more specified and more thick than the past ones. As a result, the number of SWAs and SWIs are being increased constantly. Furthermore, rapid telecommunication environment changes such as deregulation, liberalization, privatization, regionalization, and globalization surrounding standardization bring about new challenges and opportunities. Due to all these trends, strategic planning for telecommunications standardization grows more and more important. To cope with these challenges and also to make the more efficient use of the limited standardization resources including time, financial, human resources, we suggest more logical and rational approach that will be a backbone of strategic plan for telecommunications standardization. The telecommunications standardization planning process involves a MCDM(Multi-Criteria Decision Making) process. The Analytic Hierarchy Process(AHP) is a kind of MCDM approaches. Our method is based on a combination of a modified Delphi technique and an application of AHP(Liberator's spreadsheet model). Analyzed data from Delphi technique is used as inputs to ABP. In addition, we also focus on the technique how to combine group judgments and to handle a large number of comparisons. We present analyzed results including Pilot and Full Scale Survey according to the proposed process. The result of this study will be useful input for telecommunications standardization policy making and practical implementation.

The purpose of this paper is to examine the effects of Human Resources Development by type and strategy, and to review the importance of Human resources Development in the knowledge-based society in a comprehensive way. In particular, the paper reviews the tourism industry, one of the typical service industry, for which the utilization of the Human Resources is crucial. and it presents a specific direction policy of Human Resources Development in the field. An analysis was performed for each area of Human Resources Development inputs and output factors which lead to achieve the purpose of the study was to review the characteristics of the Human Resources Development area. After reviewing, the tourism industry was differentiated according to type of strategy development areas through a statistical approach to the input and output elements around. In this study, along with the estabilishment of a Human Resources development strategy bases on the nature and purpose of differentiation with future Human resource Development in each region showed that the operations of the business need.

This paper measured and evaluated the technical efficiency, pure technical efficiency and scale efficiency of port labor via three inputs and three outputs using Data Envelopment Analysis (DEA). First, the average overall technical efficiency measured about 94.18 %, with 100 % pure technical efficiency being larger than 94.18% scale efficiency. As a result, 7 ports were identified as efficient, and 4 ports were identified as inefficient. Among the 4 ineffiecient ports, Donghae had the highest Increasing Return to Scale (IRS). However, the inefficient ports were all found to be less efficient in terms of resource operation than production scale. On the other hand, the efficient ports established priorities using the super efficiency method. As a result, port efficiency was highest for Incheon, Mokpo, Pyeongtaek-Dangjin, Masan, Yeosu Gwangyang, Jeju, and Gunsan-Daesan Ports, in order. In particular, Busan Port, found to be inefficient, would benefit from using Mokpo Port and Incheon Port as benchmarks to increase trade volume and modernize equipment for full-scale commercialization to improve labor efficiency.
