The Analysis on the Determinants of Energy Efficiency Changes in the Industrial Sector (산업부분 에너지 효율 변화요인 분석)

  • In this paper, it is tried to combine the decomposition method and econometric analysis for the extension of the decomposition method. Since two approaches approach the energy efficiency problem in the different perspectives, it is believed that it is hard to reconcile the results of two approaches. In the results of energy intensity effect analysis with the econometric method, it is found that the increase in the energy price results in the improvement of energy intensity effect. In enconometric analysis of energy efficiency, the coefficient of a time trend measured as a proxy of energy efficiency is significant and has a negative effect on the energy consumption. This finding implies the energy efficiency improves very slowly over time. In addition, the directions of energy efficiency improvement in the decomposition method are consistent with those in the econometric analysis in four industries. This finding indicates that two methods may be in complementary cooperation for the analysis of energy efficiency. Therefore, it is needed the efforts to seek the complementarity between two methods for the enhancement of academic and policy implications.

  • Recently, the investment and importance have been increasing concerning the researches which are based on fundamental studies. In defense science and technology development, the defense research centers are involved in a large portion of developing the potential capability such as defense applied technology, enhanced human resource, etc. In this paper, we analyzed the relative efficiency of 9 research centers(9 DMU : Decision Making Unit) supported by the defense budget, using DEA(Date Envelopment Analysis) method especially with the CCR-I(Charnes, Cooper, Rhodes-Input) model. Some variables are selected such as budget(input data), patent, article and human resource(output data) to be analyzed. Conclusively, the needs to identify performance-indicators, increase incentives to promote the performance and induce enthusiastic participation in defense science and development projects, are suggested via a relative efficiency analysis.

Deducing Improvement Schemes for Public Medical Centers through Annual Progress Analysis (공공의료기관의 효율성 개선방안에 대한 연도별 추이분석)

  • This study examines the relative efficiency of 34 local public medical centers in Korea. In order to concretely grasp the causes of inefficiency and suggest improvement solutions, the desirable set point was established based on the actual value which needs to be improved. As a result of analysis, we determined that output must be increased while input is held constant in order to improve effectiveness through the actual value and set point. Efficiency cannot be achieved if input is augmented solely to increase output. Also, to increase output, the medical centers need to improve their quality without increasing any input for customer visits and hospitalizations. Further, in order to strategically promote effectiveness and efficiency of local public medical centers, these medical centers must focus on input resource and patient interchange through the mutual cooperation with local private hospitals and university medical centers.

A Plan of Efficiency of Human Resource Policy for Small-Medium Enterprises in Regional Strategic Industry (지역전략산업 연계 중소기업지원 인력양성정책의 효율화 방안)

  • In this study, We found approach to improve the efficiency of human resource policies for small-medium enterprises(SMEs) in the regional strategic industries. Especially, we intended to identify practical and policy implications, through analyzing to the supply and demand side of human resource at the same time. In the supply side, we analyzed workers, supply, and support policy in regional strategic industry. In the demand side, we analyzed the demands from 201 SMEs in regional strategic industry. We found the demand differences in strategic industries. we found the efficiency improvement and directions of human resource policies. Thus, these results imply the necessity of creating a customizing policy for SMEs. In conclusion, the human resource policy should be reflected the central government's policy direction and the demands of SMEs.

Resource Allocation based on Hybrid Sharing Mode for Heterogeneous Services of Cognitive Radio OFDM Systems

  • In cognitive radio networks (CRNs), hybrid overlay and underlay sharing transmission mode is an effective technique for improving the efficiency of radio spectrum. Unlike existing works in the literature, where only one secondary user (SU) uses overlay and underlay modes, the different transmission modes should be allocated to different SUs, according to their different quality of services (QoS), to achieve the maximal efficiency of radio spectrum. However, hybrid sharing mode allocation for heterogeneous services is still a challenge in CRNs. In this paper, we propose a new resource allocation method for hybrid sharing transmission mode of overlay and underlay (HySOU), to achieve more potential resources for SUs to access the spectrum without interfering with the primary users. We formulate the HySOU resource allocation as a mixed-integer programming problem to optimize the total system throughput, satisfying heterogeneous QoS. To decrease the algorithm complexity, we divide the problem into two sub-problems: subchannel allocation and power allocation. Cutset is used to achieve the optimal subchannel allocation, and the optimal power allocation is obtained by Lagrangian dual function decomposition and subgradient algorithm. Simulation results show that the proposed algorithm further improves spectrum utilization with a simultaneous fairness guarantee, and the achieved HySOU diversity gain is a satisfactory improvement.

  • Procurement and lifting scheduling of modules and resources in modular construction, where modules that are manufactured from factory are delivered and assembled on site, is a crucial factor that determines the efficiency of the whole construction. However, previous studies have barely acknowledged the significance of resource procurement process and lifting of modules in modular construction. Therefore, this research aims to derive factors that are in need of improvement for successful implementation of procurement and lifting efficiency, and visualize them according to their importance and performance on improvement through IPA(Important Performance Analysis).

  • With the increase in the demand for sustainable and environment-friendly development all over the world, it becomes an urgent issue for Korea to reduce $CO_2$ emission. Since building industry accounts for about 40% of international energy and resource consumption and $30{\sim}40%$ of $CO_2$ emission, it is essential to prepare for energy-efficient building. This study aims to seek for improvement direction for a domestic Building Energy Efficiency Rating System through the comparison with foreign systems. Two foreign building energy rating systems which have the similar application scope with domestic one, HERS(Home Energy Rating System) and SAP(Standard Assessment Procedure)2005 were selected. As compared with foreign systems, we intended to suggest improvement direction for effective application of Building Energy Efficiency Rating System in Korea.

Estimating Potential Energy Consumption and Carbon Emission Reduction in South Korea Using Non-radial Data Envelopment Analysis Approach (Non-radial Data Envelopment Analysis를 적용한 지역별 에너지 및 이산화탄소 저감가능성 추정)

  • This study estimates an energy efficiency of 16 metropolitans and provinces in Korea, and measures potential energy-saving and carbon emission reduction using a non-radial data envelopment analysis method. Based on energy mix scenarios, this study also evaluates the impact of changes in energy structural adjustment on a regional environmental performance. The empirical results show that, on average, 12.70% of energy consumption and 13.73% of carbon emission can be reduced by improvement in energy efficiency, and low efficiency of oil usage in metropolitan cities is a major source of the inefficiency. Furthermore, it is found that energy mix policy should be considered to achieve an extra energy-saving and carbon reduction.

  • This study aims to make detail examination of smallholder dairy farming systems in the Nongpho Dairy Cooperative. Forty-three dairy farms were selected from three geographical areas i.e. irrigated area, municipality area, and factory area. Within each area some number of sample farms were selected from each of the three levels of farm and animal crowdedness (very crowded, crowded, and not crowded farms). Detail data were collected during 1996 to 1997, they were socio-economic conditions of the sample farms and farmers, dairy production systems and management of resources (animals, bam, feeds, stocking rates, herd structure, animal body conditions, milk yield and milk quality, manure and farm wastes management, and other related items). Detail information useful for the improvement of farm production efficiency were discussed. It was very clear that much improvement of smallholder dairy production can be achieved if the recommendations given by this study were implemented.

  • To help the corporations ensure more efficient production management, the Enterprise Resource Planning (ERP) system has been introduced in operation, together with a variety of approaches to make improvements in terms of quality and productivity issues. Yet, with the different types of ERP systems in operation, many companies are going through many difficulties not only in having greatly reduced work efficiency but also in making prompt decisions from the entire group-based integrated information. In this study, the analysis was made on their own ERP systems and working processes operated by a company running the multiple number of productions from the domestic and the overseas suppliers, in order to support their interacted work flow regarding their products and help improve the work efficiency by establishing standardized ERP system. Through this, it is expected to ensure more competitive system in operation by securing the flexibility in the production as well as efficient resource distribution under the corporate context of cost reduction and quality improvement.
