Putting Climate Change into Water Resource Management: Adaptation Efforts in the U.S., U.K., Canada, Australia, and the Netherlands

  • As global climate change is expected to influence regional water resources, water resource managers need to establish adaptive management to cope with climate change. We examined adaptive management efforts in the US, UK, Canada, Australia, and the Netherlands. Each country is implementing different levels of adaptation efforts based on current water management practices, institutional arrangements, as well as the varying degree of water availability, current climate effects and expected climate change effects. Based on the comparison of these countries, we suggest policy implications for the sustainable water resource management of Korea under climate changes.

The Present Status and Issues of Local Government Adaptation Plans for Climate Change: Focusing on the Health Sector (지자체 기후변화 적응대책의 현황과 과제 : 건강분야를 중심으로)

  • Objectives: In this study, an analysis was performed on local government adaptation plans for climate change focusing on the health sector. The limitations of past study results have been summarized and new research subjects for preparing for the advanced second period (2018-2022) of the local government adaptation plan for climate change have been suggested. Methods: First, a review of the literature related to vulnerability assessment and adaptation plans was performed. Next, a comparison among the 16 metropolitan governments' vulnerability assessment results and adaptation plans was made. Lastly, a classification of the adaptation policy and budgets to compare with their real budget amounts was performed. Results: The results show that there is a categorizing discrepancy between vulnerability assessment and adaptation policy. In addition, their adaptation budget amounts turned out to be too large in comparison with the actual budget amounts. Conclusion: The first period (2013-2017) local government adaptation plans for climate change had some limitations. This is because there was a rapid driving force for establishing adaptation plans under the green growth strategy in Korea. Now, we are confronting a risk of adaptation to climate change. By expanding this approach, the government would be able to set up a detailed policy to improve the plans during the second period.

Adaptation of a single parent's child to school life: Focusing on individual resources, family resources and developed environmental resources (한부모가족 자녀의 학교생활적응 : 개인자원, 가족자원, 발달환경자원을 중심으로)

  • The purpose of this research is to determine how effective individual resources, family resources and developed environmental resources are in assisting the adaptation of a single parent's child to school life. The subjects were 284 first-year middle-school students with a single parent who were included in the first year of the Korean Children and Youth Research Panel 2010 data. The data were statistically processed using SPSS 18.0software. The results were as follows. First, the research participants' adaptation to school life, self-esteem, self-resilience, and peer relations were all shown to have an average of higher than 2 on a 4-point scale. Positive perceptions of parenting attitudes were 2.87, and negative perceptions 2.38. Computer usage was high, scoring 2.42, but mobile phone usage was average, at 2.02. Of the participants, 83.8% did not participate in a club or extracurricular activity. Second, self-esteem, self-resilience, peer relations, and positive parenting attitudes were correlated positively with adaptation to school life, but relying on a mobile phone was correlated negatively. Third, regarding the consequences of the relative effectiveness of the variables for adaptation to school life, as self-esteem, self-elasticity, and positive perceptions of parenting attitudes increased, Adaptation of a single parent's child to school life was more successful. Additionally, as annual family income and reliance on mobile phones increased, students' adaptation to school was less successful.

A Case Study on Adaptability Factors in Family Life for Vietname Multi-cultural Families in Korea in Terms of the Inter-culturalism (문화상호주의적 관점에서 본 베트남 다문화가족의 가족생활적응 사례연구)

  • The present study aims to investigate cultural similarities and differences that influence interracial couples (between Korean men and Vietnamese women) when adapting to Korean family culture in terms of interculturalism. The interviewees consisted of three generations. This study used in-depth interviews. Data was collected from January to August 2008. 15 families (45 people) were used for analysis. Results were as follows: (1) the patriarchal culture of the two nations had a positive influence on the adaptation of members during family interactions(2) the culture of filial piety is a value system that both nations believe is important. However, different rituals had a negative influence on the practice of filial piety (3) the community-oriented culture is regarded as important in the two nations. However, Vietnamese wives cannot lead a free community life because Koreans see them in negative terms (4) the Vietnamese traditional wedding custom called "NopJjeOh" had a negative influence on the adaptation to the Korean family culture (5) the preference for sons in Vietnam is not as high as in Korea. This difference had a negative influence on adaptation (6) clear differences between the daily lives of the two nations had a negative influence on adaptation to Korean family culture. In conclusion, Korea and Vietnam have many similarities in culture, which enable Vietnamese wives to adapt to Korean culture more easily than other foreign wives. If various programs are developed to promote the mutual understanding between both cultures based on these research findings, it would further contribute toward social integration in Korea.

Utility-Based Video Adaptation in MPEG-21 for Universal Multimedia Access (UMA를 위한 유틸리티 기반 MPEG-21 비디오 적응)

  • Video adaptation in response to dynamic resource conditions and user preferences is required as a key technology to enable universal multimedia access (UMA) through heterogeneous networks by a multitude of devices In a seamless way. Although many adaptation techniques exist, selections of appropriate adaptations among multiple choices that would satisfy given constraints are often ad hoc. To provide a systematic solution, we present a general conceptual framework to model video entity, adaptation, resource, utility, and relations among them. It allows for formulation of various adaptation problems as resource-constrained utility maximization. We apply the framework to a practical case of dynamic bit rate adaptation of MPEG-4 video streams by employing combination of frame dropping and DCT coefficient dropping. Furthermore, we present a descriptor, which has been accepted as a part of MPEG-21 Digital Item Adaptation (DIA), for supporting terminal and network quality of service (QoS) in an interoperable manner. Experiments are presented to demonstrate the feasibility of the presented framework using the descriptor.

An Optimal Framework of Video Adaptation and Its Application to Rate Adaptation Transcoding

  • The adaptation of video according to the heterogeneous and dynamic resource constraints on networks and devices, as well as on user preferences, is a promising approach for universal access and consumption of video content. For optimal adaptation that satisfies the constraints while maximizing the utility that results from the adapted video, it is necessary to devise a systematic way of selecting an appropriate adaptation operation among multiple feasible choices. This paper presents a general conceptual framework that allows the formulation of various adaptations as constrained optimization problems by modeling the relations among feasible adaptation operations, constraints, and utilities. In particular, we present the feasibility of the framework by applying it to a use case of rate adaptation of MPEG-4 video with an explicit modeling of adaptation employing a combination of frame dropping and discrete cosine transform coefficient dropping, constraint, utility, and their mapping relations. Furthermore, we provide a description tool that describes the adaptation-constraint-utility relations as a functional form referred to as a utility function, which has been accepted as a part of the terminal and network quality of service tool in MPEG-21 Digital Item Adaptation (DIA).

Determinant Factors of Rice Farmers' Selection of Adaptation Methods to Climate Change in Eastern Rwanda (동부 르완다 쌀 농업인의 기후변화에 대한 적응 방법 결정 요인)

  • The negative impact of climate change on the agricultural sector is rapidly increasing, and it is urgent to prepare policies at the government level to mitigate it. In the case of Rwanda's agricultural sector, which lacks the government's budget and farmers' capital, efficient and effective policy implementation is of paramount importance. To this end, rather than establishing related policies in the public sector from the top down, it is necessary to establish a bottom-up customized policy that is reflected in policy establishment by identifying the characteristics and behaviors of farmers who actually participate in adaptation activities. In this study, the effects of farmers' characteristics and farmers' perception status/adaptation status to climate change on the selection of adaptation methods for climate change were analyzed. 357 rice farmers randomly selected from Eastern Rwanda were surveyed to explore the information related to farmers' perception to climate change and adaptation methods as well as basic information of the farm. Research shows that the probability of selecting a variety of adaptation methods rather than not responding to climate change increases the younger the age, the higher the education level, and the easier access to climate information and credit. As a policy proposals, it is judged that public support such as strengthening agricultural technology support services, including more detailed guidance for elderly and low-educated farmers, and improving access to farm loan services by agricultural financial institutions is needed. In addition, it is necessary to adjust the planting time and cultivation method, provide timely information related to climate change, and provide crop variety improvement services to farmers.

  • 최근의 개인 휴대 장치들의 급속한 발전에 힘입어 pervasive computing 환경은 인프라 시스템의 제약에서 벗어나 개인 장치들의 협력에 의해서 상황에 맞는 서비스를 제공 받을 수 있도록 변하고 있다. 하지만 이러한 ad hoc pervasive 환경은 기존의 스마트 스페이스에서 보다 동적인 변화가 더욱 많은 환경이기 때문에 pervasive computing을 위한 기능들 중에서도 자원 관리가 가장 중요한 역할을 해야 한다. Pervasive computing 환경에서 자원 관리는 자원 모니터링(Resource Monitoring), 자원 발견(Resource Discovery), 자원 할당(Resource Allocation), 자원 적응(Resource Adaptation)의 4가지의 주요 기능으로 구분 될 수 있고, 동적인 변화가 많은 환경에서는 무엇보다도 자원 모니터링이 가장 중요시 되어야 한다. 자원 모니터링에서 정보의 수집은 pull이나 push 방식으로 이루어질 수 있는데, pull 방식은 사용자 요구에 맞춰 요구 했을 때의 가장 최신의 정보를 모아 줄 수 있다. 따라서 이는 자원 발견에 가장 적합하지만 언제 정보 수집을 요청할지는 정보 소비자의 입장에서는 알 수 없기 때문에 push 방식이 다른 여러 기능들을 지원하기 위해서 보다 적절하다. 하지만 대부분의 push 방식은 주기적으로 자신의 정보를 광고하는 방식으로 이루어 진다. 하지만 상황 적응(adaptation)입장에서 봤을 때 특정 수준의 민첩성을 요구하기 위해서는 광고주기를 조절 해야 하고, 이때 필요 이상으로 네트워크의 사용량을 늘릴 수 있다. 뿐만 아니라 변화가 많은지 적은지 등의 각 단말의 상황은 무시된 채 모든 단말들이 동일한 주기로 정보를 광고한다. 이러한 문제점을 해결 하기 위해서 본 논문은 자원 정보 제공자의 상황을 고려한 자원 정보 광고 기법을 제안한다.

Perceived Social Support as a Predictor on Adaptation of Family Who has a Child with Pediatric Cancer (소아암 환아 가족이 인지한 사회적 지지가 적응에 미치는 영향)

  • Families of children with cancer face many illness-related demands. The perceived social support is a critical resource for the family adaptation process. And the patterns of family adaptation to childhood cancer varies as characteristics of disease, which is prognosis, the influence of cognition function, and treatment process. The conceptual definition of social support is not unidimensional. However, most studies focus on general aspect of mediating effects on adaptation. Diverse dimensions of perceived social support should be considered in its effectiveness for intervention. Therefore, this study was undertaken to determine whether family's perceived social support influences the family adaptation of family with pediatric cancer and what dimension influences mostly in family adaptation as the characteristics of disease in the family of children with cancer. The subject was consisted of 102 families with pediatric cancer who had been diagnosed as leukemia or brain tumor last 2 years. Those families had participated in the education program or meetings for family who have with pediatric cancer children. The measurement for this study were Personal Resource Questionnaire (PRQ) Part-Ⅱ developed by Brandt and Weinert to measure parents' perceived social support, and the McCubbin's Coping Health Inventory for Parents (CHIP) to measure family coping. The results of this study can be summarized as follows; Regression analysis showed that perceived social support has effect on family adaptation with β=.43, p<.01. In the group of family of child with leukemia, social support as general has effect on adaptation (β=.40, p<.01) and specially, social support perceived as intimacy was strongly effect on family adaptation. And In the group of brain tumor, Social support has effect on adaptation(β=.46, p<.01) and among the social support domains, the self esteem dimension was most predictable to family adaptation. In conclusion, the perceived social support is a predictor on family adaptation and useful vehicle to help family who has child with pediatric cancer. An important clinical implication is that specified support program for intervention may be useful and critical for the family who has diverse pediatric conditions of childhood cancer. Further studies should stress the effects of family support for clinical intervention and is needed with diverse stage of development and pediatric conditions.

Audio Resource Adaptation (오디오 신호의 적응 방법)

  • Multimedia contents what we call Digital Items include various types of resources such as music, speech, text, video, graphics, and so on. The current Adaptation QoS described in the ISO/IEC 21000-7 CD-Part 7: Digital Item Adaptation, however, lacks adaptation methods for audio signals. The goal of this paper is to provide adaptation methods that are necessary to deal with audio signals. Two operations are introduced in order to adapt audio items. One method is to make use of the functionality of Fine Grain Scalability, and the other is intended to drop the channel of audio output channel. This paper provides a DIA description tool that associates the operators with the corresponding values of the constraint and the utility. Furthermore, the operations are evaluated and compared to alternative solutions.
