동아시아 정원문화에 기반한 통합적 정원도시론의 모색 - 공동체성과 통합성을 중심으로 - (Exploring an Integrated Garden City Theory Based on East Asian Garden Culture - Centering on Community and Integration -)

  • 경관과 정원은 현대 도시에서 중요한 실천 매체로 부각되었다. 이 중 본 논문에서는 정원을 프레임으로 도시를 살펴본다. 정원은 도시민의 활동 매체로 재설정되고 있으며, 도시 재생과 도시형 마을 만들기의 중요한 실행 주제가 되었기 때문이다. 이런 입장에서 본 논문은 정원을 매개로 나타나는 도시 구조와 도시민의 행태, 그 과정 및 결과에 집중하여 볼 때 현시대 우리에게 적합한 조경이론으로 "통합적 정원도시론"을 검토하고 제안한다. 이것은 한 세기 넘도록 진화해온 조경을 되돌아보며, 조경의 정체성을 되묻는 과정이자 결과이기도 하다. 먼저 정원과 도시 사이에서 조경의 씨앗을 품어둔 바 있는 에벤에저 하워드(Ebenezer Howard)와 프레드릭 로 옴스테드(Frederick Law Olmsted)의 입장이 크게 다르지 않았음에 주목하며 '작동하는 경관과 감응하는 풍경'이 도시의 기본적 요소이자 조경이론의 시작이었음을 정원도시론을 통해 살펴보았다. 또한 지난 세기를 지나며 그들의 이상이 도시에 모두 구현되지는 못하였으나, 현재는 동아시아 도시에서 전통 정원문화에 기반한 정원의 원형이 형성되고 있음을 살펴보고, 그에 대응하는 조경이론의 진화 방향을 살펴보았다. 결론은 새로운 버전의 정원 개념은 우리 도시에서 생활 인프라로 재설정되어야 한다는 것과 그것이 작동하기 위한 새로운 정원도시론이 필요하다는 것이다. 이를 위해 각 장별로 다음과 같이 세 가지 논점을 검토하였다. 첫째, 현대 도시에서 나타나는 정원과 동아시아 정원문화의 가치는 공동체성(community)과 통합성(integrity)을 주제로 형상화되고 있다. 둘째, 아파트로 대표되는 한국적 공동체성은 가드닝(gardening)으로 표출되며 도시와 생활의 재결합과 그것을 지원해줄 전문분야로서 조경의 역할을 필요로 하고 있다. 셋째, 동양적 자연관에 기초한 도시 기반, 일상생활, 정원 매체, 즉 도시-생활-정원이 유기적인 실천론으로서 통합적 정원도시론을 검토하고 고민해 본다. 결과적으로 현대의 정원과 도시는 동아시아 조경문화, 정원문화에서 아직 재발견이 필요한 중요한 요소와 가치들을 찾고 있음이 확인된다. 통합적 정원도시론의 제안이 조경의 지속을 담보할 수는 없겠지만, 이를 계기로 조경뿐만 아니라 도시와 관련한 모든 분야가 협업하며 정원도시를 고민하는 기회는 될 수 있다. 이를 통해 "대도시 또는 밀집 도시에 적합한 정원과 도시의 개념, 공동체성에 기반한 정원문화의 확산과 지원 방안, 생활방식과 지형조건에 적합한 조경이론/설계이론의 진화, 기후변화 대응이 가능한 지속가능한/회복탄력적인 정원도시론 모색, 그리고 21세기 조경의 새로운 역할 설정" 등이 본격적으로 고민되길 기대한다.

제3기 지역보건의료계획서에 기술된 핵심사업의 특성에 관한 연구 (A Study on Characteristics of Core Projects Described in 3rd Community Health Plans)

  • Objectives : The 3rd community health plan let health centers select and promote core projects considering budget and manpower. This study analyzed the content and selection processes of core projects, using the nationwide 3rd community health plans, to give relevant information on health center policies. Methods : Classification criteria for content analysis of core projects were established and verified through a literature review and by specialist discussions. Fifty plans were selected by stratified proportional random sampling for regional characteristics. And coding criteria standardized through coding repetition and discussion, by 2 persons (k>0.7). Using stratified proportional random sampling for 16 cities and provinces, regional characteristics, 117 plans were selected, and the contents of the core project selection processes and program contents analyzed. Results : The survey was used by 59.8 % of samples as a core project decision-making method. The partici- pants included 98.6, 81.4, 40 and 38.6% of the health staffs, residents, medical institutions, and administrators, respectively. Discussion was used by 15.4% of samples. The participants were health staffs by 100% as a great. The ranking of the frequencies of the selected core projects were, in order; chronic disease control, health promotion, elderly health, maternal-child health, and oral health at 16.4, 14.8, 14.3, 12.7 and 11.9%, respectively. Analyses on the chronic disease control and elderly health contents showed the diversity of object disease, high rates of visitors on patient detection programs, high rates of unclear target populations, and the provision of medical exams and treatments as the main services, with high variations in business per-formance. The national health budgets for health centers in 2003 were about 910 and 240 million won for chronic disease control and elderly health, respectively, which were less than for the other five priority core projects. Conclusions : The chronic disease control and elderly health at the health centers were not standardized for object disease, patient detection program, target population, service provision, and national support budget was insufficient. 재가방문 요양보호사의 대인관계스트레스가 이직의도에 미치는 영향 - 소진의 매개효과 검증 (The Study on Modification Methods of Residents Registration Number System)

  • 본 연구는 재가방문 요양보호사가 현장에서 혼자 감당해야하는 대인관계스트레스가 이직의도에 주는 영향력과 소진의 매개효과 정도를 파악하여 재가방문 요양보호사의 역량강화를 위한 제언을 목적으로 한다. 분석결과를 요약하면, 첫째, 재가방문 요양보호사의 연령, 배우자유무는 소진과 유의미한 상관관계가 있으며, 연령과 이직경험은 이직의도와 유의미한 상관관계가 있는 것으로 확인되었다. 둘째, 대인관계스트레스는 소진과 이직의도에 각각 정(+)적인 상관관계를 갖는 것으로 나타났다. 셋째, 대인관계스트레스는 소진으로 인해 더 증가됨을 확인할 수 있었고, 소진의 개입이 요양보호사의 이직의도에 정(+)적 영향을 미치는 것으로 나타났다. 본 연구의 결과를 담은 제언은 첫째, 재가방문 요양보호사들이 직면하는 대인관계스트레스에 대한 대처방안으로 대상자 및 대상자가족과의 다양한 상황에 대한 이해와 대처기술 등이 향상될 수 있도록 전문적이고 체계적인 직무교육 등이 확대되고 개선되어야 할 것이다. 둘째, 업무적 특성과 환경적 한계에 대해 관심을 갖고, 이를 지원해주는 센터의 역할이 강화되어야 할 것이다. 셋째, 대인관계스트레스가 이직으로 영향을 미치는 것을 줄이기 위해서는 소진에 대한 연구를 통해 이를 뒷받침해 줄 수 있는 법적, 제도적 지원이 필요하다.

농어촌 독거노인 공동생활주거 실태조사 연구 - 충남지역 시범사업을 중심으로 - (Research on the Actual Condition of the Group Homes for the Elderly Living Alone In Farming and Fishing Villages - With Focus on Demonstration Projects in the Chungnam Region -)

  • Due to rapid decrease in population of farming and fishing villages and drain of young rural manpower to the cities, aging is being intensified, and the conditions of housing and welfare of elderly households are inadequate. Currently, group home is being discussed as part of specialized housing and welfare support policy for the people in the vulnerable class with poor self-supporting abilities such as the aged living alone in farming and fishing villages, and aged farming and fishing households. So the purpose of this research is to present the basic data for proposing the policy of supplying group home through examining the realities of housing and welfare of the people in the vulnerable class in farming and fishing villages. Survey was conducted on the 4 regions -Cheonan-si, Gongju-si, Yesan-gun, and Seosan-si - whose apartments were all occupied by the residents among the group homes for the elderly living alone in Chungcheongnam-do and the following results were derived from the analysis on the data collected from the survey. First, great effects can be attained at small costs by reorganizing and utilizing the public facilities that are unused or little used and the existing houses that are exposed to risks due to improper maintenance. Second, it can be pointed out that the residential environment of the vulnerable members of society was improved without impairing the existing village landscape. Third, housing welfare was enhanced without investing a large sum of money and the system to promptly cope with negligent accidents and emergency can be built and operated. Fourth, the cases promoted to solve the problems of the poor, unhygienic, and unsafe housing of the elderly and the vulnerable members of society were very positive and well worthy of being presented as planning direction of future group homes in farming and fishing villages. Finally, if they are operated entirely for free, it will cause the lack of the sense of ownership and the problems in securing the budget, so the ways of paying minimum individual housing expenses should be examined. The alternatives of housing welfare for the vulnerable members of farming and fishing villages are needed and the ways of constructive planning and researches should be continuously made. Also, the government's support policy should be actively promoted.

GIS를 이용한 하수관망해석시스템 개발 (The Development of a GIS-based Sewer-network Analysis System)

  • 현대사회는 도로, 상 하수도, 가스, 전화 등 여러 가지 사회기반시설물의 효율적 관리가 필수적이다. 그 중에서도 하수도시설은 지역 주민의 생활환경보호와 공공수역의 수질 보전을 위하여 가능한 최적의 상태로 관리되어야 한다. 기존의 일부 지자체 및 기업체에서는 이러한 하수도시설물을 효율적으로 관리할 수 있도록 하수관리시스템을 개발하여 사용하고 있다. 이러한 시스템의 제약점은 관망의 관리기능만을 제공할 뿐 관망에 부하되는 하수량에 대한 분석기능은 제공치 않으며, 일부 제공된 분석기능은 모든 관거를 획일적인 조건에서 분석하는 관계로 실제업무의 적용에는 현실적으로 타당치 않은 실정이다. 따라서 이번 연구에서는 이러한 하수시설물에 대한 관망분석을 도시계획도를 기본으로 용도지역별 특성에 따라 조건을 달리하여 분석할 수 있는 시스템을 개발하였다. 본 시스템은 각각의 하수관에 부하되는 하수량을 파악학 수 있음은 물론 우수량의 변화 및 인구밀도의 변화에 따라 부하되는 하수량의 변화에 대한 모의실험의 지원과 도시의 팽창 및 신도시의 건설에 따른 하수도 시설설계에 대한 의사결정을 지원할 수 있도록 하였다. 이러한 본 연구의 결과물은 통수능 부족관거의 검색을 통하여 민원발생시 적절한 의사결정지원이 가능하며, 관련 업무의 효율성증대 및 대민서비스 향상에 기석도가 크리라 판단된다.

게임이론 분석을 통한 갈등해결의 합리적 의사결정 지원에 관한 연구 -지리산국립공원에 대하여 - (A Study on The Rational Decision-Making Support for Solving Conflicts through Analysis of Game Theory -Focused on Jirisan National Park -)

  • 지리산국립공원은 1967년 12월 29일 우리나라 최초로 국립공원으로 지정되었으며, 지정 후 수반되는 행위규제로 인해 주민들의 재산권 침해와 후대에 물려 줄 유산적 가치로서의 자연보전과의 끊임없는 갈등을 빚고 있다. 따라서 본 연구의 목적은 이러한 갈등상황을 해결할 수 있는 합리성에 근거를 둔 의사결정 대안을 찾는 데 있다. 이를 위해 지리산국립공원을 둘러싼 이해주체들의 갈등해결을 위해 합리적 의사결정을 지원할 수 있는 게임이론을 적용하였고 게임의 구성요소는 경기자인 지리산국립공원과 마을주민, 산림의 이용과 보전에 대한 각 이해주체들의 전략, 그리고 전략에 따른 보수 등을 바탕으로 비협조적 게임으로 분석한 결과 나타난 내쉬균형은 서로의 이익을 추구하며 갈등이 깊어지는 것으로 나타났다. 그러나 이해주체들이 인정할 수 있는 공리를 포함한 전략과 그에 따른 보수를 바탕으로 한 협조적 게임의 결과는 비협조적 게임의 내쉬균형이 가지는 보수보다는 작을 수 있으나 서로 Win-Win할 수 있는 전략집합을 이루며 갈등이 해결되는 양상으로 나타났다. 하지만 사람의 합리성으로 인해 불확실성이 발생되기 때문에 이해주체가 인정할 수 있는 공리와 그것을 지켜갈 수 있는 신뢰가 확보된다면 우리나라 국립공원이 겪고 있는 구조적 갈등을 해결할 수 있는 하나의 방법이 될 것으로 사료된다.

시장정비사업의 효율적 실시를 위한 제도개선방안 연구 (A Study on the System Improvement Plan for an Efficient Market Maintenance Project)

  • Purpose - This paper attempts to identify the problems and limitations of a market maintenance project conducted according to the 「Special Act for the Development of Traditional Markets and Shopping Street」 and to present a revised direction for the special law and lay the groundwork for market maintenance projects to be promoted smoothly. Research design, data, and methodology - The revised direction for the legislation and the proposal were written based on an investigation of the problems and the legal system, and proposed measures for market maintenance operation and system improvements to derive the improvements needed for market maintenance projects. Results - A market maintenance project has been conducted as a means to reinvigorate traditional markets that are economically depressed, and to revive the local economy. It was largely conducted in the form of reconstruction and redevelopment and represents the interests of landowners and merchants. Thus, it is most likely to contribute to the gradual disappearance of traditional markets. First, as part of a market maintenance project, many companies are building multipurpose buildings or high-rise residential buildings to increase profits. In these high-rise buildings, they can raise rents, which may not be affordable for some existing small businesses. To solve such problems, the large-scale store registration requirement needs to be relaxed or abolished once the market maintenance project is completed. If the large-scale store registration requirement is to be abolished, the term 'large retail store' should be changed in the 「Special Act for the Development of Traditional Markets and Shopping Street」. After registration, the Small and Medium Business Administration should train merchants, offer consultations, and support events, to the extent that the existing traditional market management modernization project permits, and further continue to manage and support its ongoing activities. However, unless large-scale store registration is abolished, adding an exception clause in the special law to relax large-scale store registration criteria, and permitting changes to building use is another option. At the end of a market maintenance project, empty stores should be purchased by the Small and Medium Business Administration, and local government, etc., at the actual construction cost, to utilize them as public rental shopping areas, which in turn may be re-utilized as a temporary market for another market maintenance project. The second problem in market maintenance projects is merchant-protection. Currently, the special law prescribes that a temporary market be created for merchants to conduct business during the rental period of a market maintenance project. Conclusions - In reality, a market maintenance project is conducted usually in big metropolitan cities with 500,000 residents or more. The main building type created under these projects is a multipurpose building. For this reason, it is very difficult to secure a location for a temporary market in the surrounding area of such a project. To solve this problem, this study suggests 'public rental shopping areas' as mentioned above.

행정구역에 기초한 어촌지역의 유형구분과 지역개발방향 (The Classification and Regional Development's Direction of Rural Fishing Area Based on Administrative District)

  • The selection of land for fishing village development project, and the standard used to classify fishing villages has been determined based on the guidelines developed by fishing village cooperatives. The approach fishing village cooperatives follows is likely to classify fishing villages without first reflecting on the overall development environment of the region, such as other industries and workers in the area. It also acts as a barrier for business promotion or evaluation, because the cooperatives do not match the administrative districts, which are the units of administration, and the main policy enforcement agent in regional development. Against this background, this study aimed to identify categories to situate the development direction, as well as the size and distribution of fishing villages based on eup, myeon, and dong administrative units as defined by the Fishing Villages and Fishery Harbors Act. This study was based on the Census of Agriculture, Forestry, and Fisheries of 2010, and analyzed 826 eups, myeon, and dongs with fishery households using the principal component analysis, and 2-Step cluster analysis methods. Therefore, 95% of the variance was explained using the covariance matrix for types of fishing villages, but it was analyzed as one component focusing on the number and ratio of fishery households, and used the cluster-type analysis, which focused on the sizes of fishing villages. The clusters were categorized into three types: (1) the development type based on the number of fishermen in the eups, myeons and dongs was analyzed as village size (682); (2) administrative district size (121); and (3) total eups, myeons and dongs (23), which revealed that the size of most fishing villages was small. We could explain 73% of the variance using the correlation coefficient matrix, which was divided into three types according to the three principal component scores, namely fishery household power, fishery industry power, and fishing village tourism power. Most fishing villages did not have a clear development direction because all business areas within the region were diversified, and 552 regions could be categorized under the harmonious development type, which is in need of balanced development. The fishery industry type typified by industrial strength included 159 regions in need of an approach based on industrialization of fishery product processing. Specialized production areas, which specialized in producing fishery products, were 115 regions with a high percentage of fishermen. The analysis results indicated that various situations in terms of size and development of fishing villages existed. However, because several regions exist in the form of small village units, it was necessary to approach the project in a manner that directed the diversification of regional development projects, such as places for local residents to relax or enjoy tourism experiences within the region, while considering the overall conditions of the relevant eups, myeons, and dongs. Reinforcement of individual support for fishermen based on the Fisheries Act must take precedence over providing support for fishermen through regional development. In addition, it is necessary to approach the development of fishing villages by focusing on industrializing the processing techniques of fishery products. Areas specialized in the production of fishery products are required to consider the facilities for fisheries production, and must make efforts to increase fishery resources, such as releasing fry.

남북한의 환경문제와 교류협력에 관한 연구 (A Study on Environmental Problems of South and North Korea Cooperation between the Two Countries)

  • As the concern with the creation of environmental problems and regulations about them becomes internationally growing, environmental cooperations with countries concerned are emerging as the first item on the political agenda. In case of South Korea, cooperations with countries in the Asian region is needed urgently. In particular, cooperations with North Korea will be an important factor to reunify the Korean peninsula as well as to solve environmental problems in South Korea. Accordingly, it is necessary to seek feasible alternatives and possibilities of coping with international environment in South and North Korea. This study is limited to literature study based on collecting materials and the testimony of former residents in North Korea. The period of study ranges from May to December in 1992. The research findings show the following environmental problems and alternatives : It is recognized in South Korea that the creation of environmental problems is product of economic development. Currently, the Korean government makes an effort to revise environmental administration and law, to encourage environmental education, and to proceed with environmental technology policies by establishing environmental policies together with economic development plans. North Korea ascribes the cause of environmental problems to colonial exploitation by Japan and the U.S. Environmental pollutants in North Korea is relatively less than South Korea, provisions such as environmental conservation movement, environmental education, and environmental administration and law are not well organized in the country. However, North korea will speed up its economic development to solve economic crises. Therefore, it is expected that industrial wastes, corrosion of nature, and water pollution will result in serious environmental problems. The fields expected to cooperate with South and North Korea are in the following : South Korea may adopt the model of the former East and West Germany and proceed to cooperate with North Korea in public sector as well as private sector. The possible programs are such as academic exchange to conserve environment, joint research in the area of the Demilitarized Zone, conservation of ecosystems around Imjin and Pukhan Rivers, South Korea's support of advanced environmental technology and industrial and financial aid to North Korea. Conflicts between countries concerned in the North East Asian region will be caused by the responsibilities of pollutions because of the seashore development of the Yellow Sea by South Korea and increasing seashore industrial complexes around the Yellow Sea in China, Therefore, it is desirable that the two countries will participate in organizations related to environment. Joint projects between South and North Korea will be as follows : 1. Construction of long-range monitoring system : 2. Investigation of the state of pollutions around the Yellow Sea and alternatives : 3. Construction of joint monitoring system to regulate the movement of pollutants : 4. Cooperation of environmental technology and exchange of information ; and 5. Support of Cooperation of environment in private sector. Efforts to cooperate with North korea is expected to overcome differences between the two countries as well as to encourage unification of the korean peninsula, which will lead to reducing the cost of environmental recovery. These efforts will also contribute to the maintenance for peace and stability on the korean peninsula as well as in the North East Asian region.

GIS를 이용한 홍수위험지도 관리시스템 프로토타입 개발에 관한 연구 (Development of a Prototype for GIS-based Flood Risk Map Management System)

  • 국토개발에 따른 자연 재해가 많아지고 있으며, 특히 홍수에 의한 피해가 나날이 증대되고 있는 실정이다. 따라서 국민의 안전과 복리를 증진하고 홍수에 의한 피해를 최소화할 수 있는 방안의 대책이 시급하다. 선진국에서는 홍수관리 및 효율적인 재난관리를 위하여 홍수위험지도를 제작 배포하여 홍수에 대한 지역 주민의 경각심을 고취하고, 홍수재난 관리 등에 널리 활용하고 있는 실정이다. 본 연구의 목적은 수문 모형과 입력 데이터의 연계를 바탕으로 홍수침수범위의 예측과 함께 결과물의 도식를 위한 홍수위험지도 관리시스템 프로토타입의 개발에 있다. 효율적인 시스템 개발을 위하여 사용자 요구분석을 통하여 종이지도형태의 홍수위험지도 및 관리시스템을 설계하였다. 본 연구와 병행으로 진행된 하천정보표준화 연구치 결과를 바탕으로 GIS 데이터베이스를 설계하였으며, 연구 대상 지역의 GIS 데이터베이스구축을 통하여 수리 수문 모델링을 위한 효율적인 지형정보의 구축방안을 제시하였다. 개발된 홍수위험지도 관리시스템은 하천정보 검색 모듈, 수리 수문 모델링 지원 모듈, 홍수위험지도 출력 모듈로 구성되었다. 각 모듈은 GIS 데이터베이스를 이용하여 도형 및 속성의 검색, 수리 수문 모델링의 분석 및 결과의 도식화 등을 지원할 수 있도록 개발되었다.
