소방용품 내용연수 제도화 정책방안 (Policy Direction for Fire Products Life Expectancy Legislation)

  • 본 연구는 국내외의 소방용품 내용연수 제도와 소방안전관리자 인식조사를 바탕으로 소방용품 내용연수 제도화에 대한 정책 방안을 제시할 목적으로 실행되었다. 이를 위하여 일본, 미국, 한국의 소방용품 내용연수 제도를 분석하여 권장 내용연수를 도출하고, 전국 17개 시도권역 소방안전관리자 660명을 대상으로 소방용품 내용연수 제도화 필요성, 32종의 소방용품의 내용연수 관리 및 향후 정책 방향에 대한 인식 조사 결과를 분석한 후 소방용품 내용연수 정책실행 방향을 찾고자 하였다. 소방안전관리자 설문 조사 결과, 소방용품 법제도화에 대하여 79.3% 소방안전관리자가 찬성하였으며 소방용품 품목별 제도화 필요성에 대해서는 분말소화기(77.3%), 감지기(44.6%), 소방호스(44.4%), 가스계소화기(40.6%), 완강기(36.2%), 유도등(35.9%), 공기호흡기(35.9%), 주거용주방자동소화장치(33.9%), 자동확산소화장치(33.9%), 비상조명 등(31.2%), 가스누설경보기(30.7%) 등이 30%를 상회 수준으로 내용연수 관리가 필요하고, 특히 분말소화기(60.0%), 감지기(20.0%), 소방호스(18.8%)는 최우선 도입이 필요하다고 인식하였으며, 소방용품 내용연수는 대부분 10년 전후 경과하면 교체해야 한다고 인식하고 있었다. 따라서 이러한 결과를 토대로 내용연수 제도화 소방용품 품목을 선정하고 단계적 정책 도입방안을 제안하였다.

중학생의 주거 환경과 사회적 성숙도와의 관계 연구 (A Study on Relationships Between Residential Environments and the Social Maturity of Middle School Students)

  • This study had the purpose of presenting a residential environment solution as a desirable educational environment for middle school students to grow soundly and to achieve proper self-realization while providing basic materials to build up a suitable residential environment by comparing and analyzing what relationships exist between different home backgrounds, residential environments and middle school students' social maturity. This research was conducted from Feb. 11, 2008 to Feb. 13, 2008. The subject of this research was 601 students in 3 middle schools located in Gyunggi-do. The data analyzed used the SPSS 11.5 version. The summary of this study's results is as follows. First, in terms of home background, the higher the parents' educational background and social and economic position, the greater the students' social maturity. Second, in terms of home environment, the more spacious the living space, the better the water and sewage system and rest room, the more convenient the air conditioner and kitchen system, the better the lighting, ventilation, soundproofness, insulation, the less the danger in relation to fire, crime, traffic accidents, disaster, the greater the students' social maturity. Third, in terms of the home environment related to the correlation between the residential environment and social maturity, all areas such as housing facilities, housing structural environment and housing safety showed static correlations and proved that the residential environment has an important influence on social maturity. Accordingly, in order to build up an ideal residential environment, we should make efforts to expand and improve better facilities at home considering privacy, lighting, ventilation, soundproofness, heating etc. and remove unsound factors that obstruct students social maturity and build up clean and safe residential environment with good relations with their neighbors.

건물화재시 연기층 형성과 영역모델에 관한 연구 (A Study on the Formation of Smoke Layer and the Zone modelling in Compartment Fire)

  • The objective of this research is to study on the upper and lower layer temperature, interface height and pressure in case of carpet, chair, trashcan and wardrobe fires in a residential room by performing the theoretical and experimental studies. The theoretical results of the upper and lower layer temperature, the interface height and the pressure were qualitatively well coincided with the experimental results. The uniformly distributed fire in case of carpet showed that the ignition and the initial growth period were relatively short while the fully developed period was considerably long. The concentrated fires such as the wardrobe showed that the ignitions and the initial growth periods were relatively long. The interface heights were around 1m as the steady state. However, at the time of the maximum temperature, the interface height was lowered to 0.5m from the floor. The pressure variation in the fire room ranged between 0.1mmAq and 0.4mmAq, and the temperature reached the highest while the pressure was maximum.

A Study on the Fire Safety of High-rise Apartments Based on Fire Door Switch and Automatic Fire Extinguishing System

  • The purpose of this study is to analyse the characteristics and spreading laws of parameters such as fire smoke, concentration of CO, visibility, and temperature at fire scene in high-rise residential buildings under the different conditions of fire doors and automatic fire extinguishing systems. Using Pyrosim to simulate diverse fire scenes in a high-rise apartment with corridors, to analyze the changes in those parameters. The results show that when a fire occurs, closing the fire-fighting corridor will increase the smoke temperature and concentration of CO in the stairwell, and reduce the height and visibility of the smoke layer; the automatic fire extinguishing system effectively suppresses the increase in the temperature of the fire smoke and the sedimentation of the smoke layer. Reasonable setting and operation of the automatic fire extinguishing system could effectively inhibit the spread of fire. Although closing fire corridor can slow down the direct upward spread of smoke through the corridor, it will force the fire smoke into the stairwell, which will seriously affect evacuation through the stairs. Therefore, in order to reduce risks, it is forbidden to close the fire doors of the firefighting corridor and stacking combustible materials in the corridor, Also, intensifying inspections and ensuring the normal operation of the automatic fire extinguishing system are indispensable. Based on the research results, the significance of installing fire-fighting facilities in the construction of high-rise apartments was discussed and proved.

성능위주설계를 위한 가연물의 열발생률 및 화재성장률 측정 -주거 및 사무공간 가연물을 중심으로 (Measurements of the Heat Release Rate and Fire Growth Rate of Combustibles for the Performance-Based Design - Focusing on the Combustibles in Residential and Office Spaces)

  • 가연물의 열발생률에 근거한 설계화원은 성능위주설계의 화재안전성 평가에 매우 중요한 영향을 줄 수 있다. 그러나 현재 성능위주설계에서는 국내 가연물의 화재정보의 부족으로 인하여 제한된 외국 문헌정보가 추가 검증이 없이 적용되고 있다. 본 연구의 목적은 성능위주설계의 신뢰성을 확보하기 위하여 다양한 주거 및 사무공간 가연물을 대상으로 열발생률 및 화재성장률에 관한 정보를 제공하는 것이다. 이를 위해 총 14가지의 단일 및 다수 가연물에 대한 화재실험이 수행되었다. 본 연구에서 고려된 가연물의 최대 열발생률은 36 kW~1,092 kW의 범위를 갖는 것으로 측정되었다. 화재성장률은 주거용 가연물이 $0.003kW/s^2{\sim}0.0287kW/s^2$이고, 사무용 가연물이 $0.003kW/s^2{\sim}0.0838kW/s^2$ 범위를 갖는다. 특히 소파는 최대 열발생률 및 화재성장률의 관점에서 가장 높은 화재 위험성을 갖는다. 마지막으로, 다양한 가연물들의 최대 열발생률과 노출 표면적의 상관관계 분석을 통해 공간 내의 최대 열발생률을 산출하는 방법론이 제안된다.

농촌 주거지역 쓰레기소각으로 인한 산불화재 개선방안에 관한 연구 (A Study on the Improvement Method of Forest Fire Caused by Waste Incineration at the Farming Residential Area)

  • Currently the forest area is 6,370,000 hectare (ha) which occupies 63.7% in Korea. The forest has good functions such as production of forest products, conservation of national land, prevention of disasters, etc. However constructing houses near the forest area make bad situation like illegal waste incineration by resident. So research subject is forest fire caused by waste incineration place including facility. And this study was conducted about statistical analysis and research analysis of the 100 waste incineration places including facilities at the country town. Statistical analysis shows that March is 27% which percentage is the highest number of forest fire in 10 years' average. The number of forest fire caused by waste incineration is 45 which is the third highest number in the fire statistic. The distance between waste incineration place including facility and forest area is 30m, 40m and 50m. That 40m (36%) is the most common distance from forest area. The types of waste incineration are ground (62%), the temporary facility made with oil drum can (35%) and other made with steel sheet, concrete, etc. The result of this study is that government and local government must conduct the improvement measure to reduce illegal incineration such as waste pickup area made with rain and wind proof type installed near residence, expenses for waste treatment, enlightenment and training, etc. Also considering their age and income are needed for realistic improvement.

공동주택 화재감지 및 소화성능개선에 관한 연구 (A Study for Performance Improvement of Fire Detector and Sprinkler Head in Apartment Houses)

  • 본 연구는 공동주택에 일반적으로 설치하는 열감지기와 스프링클러헤드의 작동에 관한 문제점과 개선 대책을 제시한 연구이다. 2010년 인구주택 조사에 의하면, 공동주택은 전체 주거시설의 71.6%이며 최근 7년간 소방방재청의 화재통계 자료에 의하면, 매년 전체 화재의 약 25.0%, 인명피해는 46.4%가 공동주택에서 발생한 것으로 나타났다. 따라서 본 연구에서는 공동주택의 화재안전에 대한 개선대책을 수립하기 위하여 화재원인과 특성을 파악하였고, 국내 공동주택의 대표적인 평형을 대상으로 가상화재시뮬레이션을 수행하였다. 가상화재시뮬레이션의 시나리오는 기존 공동주택에 설치된 표준형 스프링클러헤드와 열감지기, 최근에 설치가 요구되는 주거전용 스프링클러헤드와 연기감지기의 작동시간 등을 비교 분석하였다. 시뮬레이션 수행결과 기존 공동주택에 설치된 표준형 스프링클러헤드와 열감지기는 감지 및 작동시간이 늦어 조기화재진압에 불리한 것으로 나타났으므로 주거전용 스프링클러헤드와 연기 열복합형감지기로 교체 설치하는 것이 필요하다. 또한, 기존 공동주택 중 스프링클러소화설비의 설치가 제외된 층에도 스프링클러소화설비 설치를 고려해야 한다. 특히, 공동주택 안전관리의 효율화를 위하여 선진국과 같이 원격으로 주거공간의 소방시설을 점검할 수 있도록 시스템을 구축할 필요가 있다.

  • Experiments have been performed to investigate the formation of smoke layer in case of several furniture fires such as trashcan, chair, carpet, sofa, mattress, and wardrobe in a residential room. As a result of the present investigation, the uniformly distributed fire of carpet showed that the ignition and the initial growth period were relatively short while the fully developed period was considerably long. The concentrated fires such as mattress and wardrobe showed that the ignition and the initial growth period were relatively long. The descending time of the interface heights was within 1-3 minutes to reach around 1m. However, the interface height was lowered to 0.25-0.75m above the floor at the time of the maximum temperature.

The Impact of Building Types on Fire Damage by Month

  • Statistics show that while the number of fires has decreased over the last decade, losses of human life and economic property due to fire have increased. Moreover, the number of large-scale fires that have occurred in recent years has resulted in heightened public anxiety. This study aims to identify a specific period of the year most vulnerable to fire, and fire trends, such as damage of fire to humans, to the economy, and different building types. For this purpose, we analyzed human and economic damages using statistics related to fire from 2007 to 2017 and provided a monthly distribution of fire damages both to humans and to the economy by building type. We also identified the relationship between the human damage and the economy damage, and compared the economic losses per casualty by building type. The human damage in residential buildings occupied the highest portion, whereas the economic damage of industrial buildings represented more than a half of all economic damage due to fire. The economic damage per casualty was shown highest for industrial buildings and has also increased rapidly in recent years.

APPLICATION OF FIRE RESEARCH TO BUILDING FIRE SAFETY DESIGN - CURRENT BENEFITS AND FUTURE NEEDS

  • There is a strong international move towards performance based fire regulations for buildings with New Zealand and Australia at the forefront of research in this fold. The reform of regulations is thought to offer more innovation and flexibility in building design and greater cost effectiveness in construction. An important part of the research in this area is related to the development of agreed approaches to fire safety design, such as the Fire Code Reform Centre's "Fire Engineering Guidelines" or New Zealand's "Fire Engineering Design Guide". Such design process documents have incorporated or referenced much of the latest research in areas such as: tenability criteria fire compartment models egress models risk assessment. Use of such design guidelines or equivalents in major projects in countries such as Hong Kong and Australia have highlighted where fro engineering can offer real benefits to building designers and ultimately building owners and operators. However, there is still much research to be done and use of a systematic, logical design approach clearly identifies where design data or modelling techniques are still urgently required. Such areas are: fire growth rates and peak heat release rates for non-residential occupancies pre-movement times related to egress experimental validation and limits of applicability of CFD and other compartment Ire models probability/reliability data on fire protection systems for risk based analysis. Examples from case studies will be shown where lack of such research and poor judgement can lead to inferior design solutions or where unnecessarily conservative designs can lead to cost excesses. In summary, the link between Ire engineering designers and the research community is very important to highlight areas of fire research that will have the most benefit to the building and construction industry.nstruction industry.
