하천사업에 대한 일반인 및 공무원 인식차이 조사에 관한 연구 (A Study on Awareness Difference of Local Residents and Public Officials to River Projects)

  • 본 연구에서는 하천사업에 대한 인식과 하천사업에서의 주민참여 현황을 파악하고 하천사업의 발전방향을 제시하고자 한다. 이를 위해 고향의 강 사업과 생태하천 복원사업 대상지 중 12개 하천을 선정하여 일반인과 공무원 집단을 대상으로 면접설문을 실시하였다. 설문결과 하천정책의 지향점, 하천관리 주체, 주민참여 활성화 방안에 대한 두 집단 간의 인식차이를 확인 할 수 있었고 이와 관련하여 다양한 주체의 의견을 반영하는 하천정책이 필요한 것으로 도출되었다. 지금까지의 하천사업이 하천의 생태적 측면과 친수환경 조성을 중요시 했다면 앞으로는 하천의 역사, 문화, 공동체성에 대한 요구를 수용하고 다양한 주민참여의 기회를 마련하여 민 관 거버넌스 형태의 하천사업이 이루어 질 수 있는 하천정책의 패러다임이 구축되어야 할 것이다.

Development of a hazard map creation support system with community participation type using positional information

  • This paper describes development of a system that can create a hazard map by residents in order to prepare for disaster in daily life. This system make a hazard map by displaying the community-based disaster information on the map. Residents register information about the spot (a disaster type, a risk level, a photo, comments, positional information) that can be dangerous in case disaster. We think that residents can share information while having fan and increase disaster prevention consciousness by resident participation activities.

  • The objectives of this paper are to introduce the PI(Public Involvement) in railway project and case study about public participation in decision making process for Ko-Yang light rail line development, besides to emphasize the importance of information considering the difference of resident location, regional character and so on are investigated before and after public participation. As the results, it was clarified about PI activities styles that consensus is not achieved in Ko-Yang public participation, the psychological factor such as the knowledge and satisfaction, receptivity about light rail project strongly is affected to making decision.

  • 2007 Design Festival on Seongnam Living Design has been held with the theme of "You and I, We" on the basis of harmony through design. This kind of theme has the main concepts as follows: Harmony- the exhibition program that can capture our mind, Communication-the experience program not through personal work but through group work, Design Seongnam-joyful Sungnam which we have made together by regional participation design project. Especially, it also has encouraged active and voluntary participation based on the promotion of the event and design exhibition that are hosted by the universities, elementary and secondary schools that represent the downtown Seongnam. In understanding Seongnam City, it has applied the plan introducing emotional process. These are the programs, which are reading, thinking, listening, watching, touching, making, and dreaming. Through the processes of being with Seongnam by participants, it has helped people know more about Seongnam, and focused on being the exhibition understanding the members of the community Seongnam.

  • The purpose of this study is to find important factors for establishment of masterplanner operating model in residents' participation regeneration project suitable for small provincial city compared with Seoul city's which were already operated these days. The study showed the following results: 1) Conditions required for masterplanners are professional, regionality, sustainability, balance, independence. 2) Regionality and professionality can be guaranteed by expert-recommendation and perform manual suitable for character of project and regional conditions. 3) Conditions required for masterplanners are applied flexibly depending on the size and duration of project.

  • 급격한 도시화로 인한 사회, 경제 그리고 환경적 문제들이 최근 다양한 시민 참여형사업으로 극복되고 있다. 이는 도시재생에서 마을 사업에 이르기까지 현장중심의 협력적 운영체계를 통한 지역 거버넌스와 주민주도의 파트너십이 성공 요소로 여겨지고 있다. 이 중 거주민에게 직접적으로 영향을 주고 자발성이 필요한 마을녹화사업은 공적 공간과 사적 공간의 공유로 인해 다양한 참여주체들의 역할과 협력이 요구된다. 사회적 자본은 신뢰와 참여, 네트워크와 규범 등을 중심으로 한 관계자본으로 위 사업의 지속가능성과 참여의 활성화에 핵심역할을 담당함에 따라 이에 대한 실증적 연구가 요구되는 실정이다. 본 연구에서는 도시의 녹지 체계를 생활권까지 확대하는 참여형 녹화사업에 있어 사회적 자본의 형성 모형을 구축하기 위한 기초연구를 수행하였다. 참여의 주체 유형과 사업 진행의 구성요소, 사회자본 형성의 분석 요소를 문헌조사와 참여 전문가 심층인터뷰를 통해 추출하고 검증하였다. 이는 추후 도시의 참여형 생활권녹화확산에 지속가능성과 활성화전략을 실증적으로 분석하기 위한 사회적 자본 형성 모형의 기초자료를 마련하기 위함이다.

농산촌체험마을 지역주민의 체험프로그램 참여의향 - 산촌생태마을사업을 위한 정책적 제언 - (Participation Intention of Activity-oriented Program of Local Residents of Rural and Mountain Villages - Policy Implication for the Eco-Mountain Village Project -)

  • Factors for promoting the resident participation in mountain villages are suggested to introduce the activity-oriented program of green tourism using a multinomial logit model(MNLM). Direct surveying, using a structured questionnaire was performed on local residents in the different types of rural tourism villages such as mountain villages, agricultural themed villages, and the mixed types of villages. The MNLM revealed that participation intention in the program was significantly higher for males, those with lower education, and residents in mountain villages. The participation intention of the program had a negative relationship with the increase of expected problems not from the program itself, but from the results of the program such as income distribution and nature destruction. Participation intention also increased with the indirect effects of an investment by the Village Development Project, such as local cooperativeness, public mind, etc. It was suggested that to introduce the activity-oriented program in mountain villages, negative effects from the results had to be minimized, and positive effects from the indirect changes between local residents had to be maximized through better communication and policy endeavors.

스마트시티의 주민참여형 안전도시 계획을 위한 빅데이터 활용에 관한 고찰 (A Study on big data utilization for implementation of the resident participation type safe community planning of the smart city)

  • 기존의 도시계획은 내부 소수의 의사결정자들에 의해 이루어졌으나 스마트시티에서는 ICT 기술 진화를 통해 개인이 접할 수 있는 정보가 많아지고 채널이 다양화 되면서 다양한 방식으로 의사결정과정에 참여할 수 있게 되었다. 이에 본 연구에서는 스마트시티의 안전도시 계획 과정을 주민과 직간접으로 소통하는 협력적인 계획과정으로써 데이터 활용 방안을 제시하고자 한다. 이를 위해 WHO 국제안전도시 인증을 받은 일본의 마츠바라시(松原市)의 데이터의 내용과 활용을 국내와 비교하여 국제안전 도시의 승인을 준비하는 지역에서 주민참여 방안의 보조적 역할로 데이터의 활용성을 높이고자 한다.

근거이론을 활용한 담양 삼다리마을 지역주민의 파트너십 갈등 연구 - 국가중요농업유산 제 4호, 담양 대나무밭을 중심으로 - (A Study on the Partnership Conflict of Damyang Samdari Village Using the Grounded Theory - For Damyang Samdari Village, No.4 National Important Agriculture Heritage -)

  • The purpose of this study is to identify the conflict between residents and governments in partnership arising from the designation of National Important Agricultural Heritage for Damyang Samdari village and to suggest directions for improvement. To this end, residents of Samdari Village in Damyang, designated as an important national agricultural heritage, were interviewed. Interviews were analyzed through grounded theory, categorized into open coding, axial coding, and selective coding, and a paradigm model was constructed. Through this, the central phenomena of resident participation patterns currently appearing in the village were identified, and causal, contextual, and intervening conditions were analyzed. Causal conditions were analyzed as one-sided administrative treatment, assortment matching project, one-time plan, excessive dependence of residents and economic damages of residents at the beginning of the designation of national important agricultural heritage. As a result, conflict between residents and local governments occurred as a central phenomenon, and contextual conditions such as decline in the competitive of bamboo resources and frequent change in managers were also affecting the central phenomenon. As intervening conditions to alleviate the central phenomenon, there are local government's purchase of bamboo fields and fragmentary business effects. The action taken by the residents and officials in response to a fixed conflict is called an action-interaction strategy. Residents refused to change and settled in reality, and local governments avoided conflict. From the beginning of the designation to the present, the villagers gradually lost interest in the National Important Agricultural Heritage due to problems and conflicts that occurred in the process of forming a partnership in the National Important Agricultural Heritage project. Based on the analyzed model, a plan to build the partnership standards on Damyang bamboo field to secure the sustainability of the field and increase the practicality of resident participation, that is partnership, was suggested.

주민참여가 공동체의식과 관광개발태도에 미치는 영향에 관한 연구 - 철원군 DMZ평화마을 사업지를 대상으로 - (A Study on the Effect of Residents' Participation on Community Consciousness and Tourism Development Attitudes - Focused on DMZ Peace Village Site -)

  • This study aims to analyzes the Relationship Between Community Consciousness and Residents' Participation in Tourism Development. Starting in 2004, the Rural Tourism Development Project, which has been promoted in Korea, is taking a bottom-up approach that values the participation of residents. And Resident's Participation is also an important criterion for selecting business sites. As the farming community becomes more modern, the community consciousness is declining. But Community consciousness is an important factor for the sustainable maintenance of rural villages. And if community members share a sense of homogeneity, they can identify problems that communities have, and they can solve them with responsibility. Community consciousness can be called the basic infrastructure of residents' participation. Rural tourism feature different characteristics from other tourist areas in that the residential space of local residents is the destination of the tours. As a result, the influence on tourism development is directly affected, so the attitude of local residents is an important success factor unlike other tourism developments. The study analyzed the community consciousness and participation in Tourism Development, which is a significant success factor in rural areas. The survey which included 200 residents of the DMZ Peace Village Site, was concluded that the member's perception and ttachment among Community Consciousness affected the Residents' Participation, and that Economic Influence among tourist development attitudes affected the Residents' Participation. It based on the results in rural tourism development for the residents' participation should be considered with a plan to enhance the economic life satisfaction and promote the economic impact on the area.
