재개발지역의 원주민 세입자 재정착률 제고방안 (An Analysis of the improving of resettlement for original tenant in redevelopment district)

  • Housing Re-Development business is to improve the environment of old residential area and secure insufficient infrastructure facilities for the public, and to provide housing of fine quality for the individuals and it is taken as an opportunity for the individuals to be able to increase their property. However, it is true that the benefits from the redevelopment has not offered to the original dwellers who has lived there for a long time. This research studies the related systems of the Rental House Redevelopment Supply Service and is to present the schema to raise resettlement rate through the investment on the rate of tenants who chose the rental house and their specific characters. This study is to present the reform measures about the following 3 problems, on the basis of prior theoretical studies which deals with the common factors having low rate to move in the rental house of the tenants. (1) Physical side, the problem of supply structure, which is not appropriate Housing Supply Structure, (2) Psychological side, the problem of socially excluded rental house residents (3) Economical side, low re-settlement rate of tenants caused from the unreasonableness of the estimated rental value. This study presents that the compulsory rental housing supply rate should be changed to the gross area not from the number of households, and the supply of rental houses should correspond to the household size of tenants through prior demand survey. Secondly, it proposes the housing complex layout for intermixing to solve the social problems to allow a housing for sale and rental houses mixing in a building. And it proposes that the rental value should be calculated considering the neighboring value and in the long run, it should be calculated considering the tenants' income instead construction cost estimate. Also, it should be arranged to provide an opportunity to create income through resident welfare center improvement and provide self-sufficiency functions leading residents to participate in the residential area's repairing and maintenances.

주민보호조치를 위한 국내 방사선비상 개입준위 산출 (Derivation of Intervention levels for Protection of the Public in a Radiological Emergency in Korea)

  • 정당성 및 최적화 개념이 도입된 비용-이득 접근법에 근거하여 우리나라의 방사선비상시 주민보호조치를 위한 개입준위 설정방법을 이론적으로 유도하였다. 부지특성자료인 각종 보호조치에 소요되는 비용과 선량회피로 얻어지는 금전적 값을 이용하여 옥내대피, 소개, 일시이주 및 영구정착에 대한 방사선 개입준위를 계산하였다. 그 결과 IAEA가 권고한 개입준위가 우리나라에서도 적용 가능함을 확인하였다. 아울러 의사결정에 참고할 수 있도록 최적화된 개입준위의 범위를 옥내대피 5 - 10 mSv/2일, 소개 25 -130 mSv/주, 일시이주 15 - 90 mSv/월 및 영구정착 600 - 3,500 mSv/평생 과 같이 제안하였다. 이 결과는 우리나라의 방사선 개입준위 기준에 대한 근거를 마련하고 기준치를 개선할 수 있는 자료로 활용될 수 있을 것으로 기대된다.

외국인근로자 고용만료에 따른 귀국지원사업 분석 (An analysis on homecoming support project by employment expiration of foreign workers)

  • To solve the serious problem of insufficient manpower in medium and small scaled companies, our country allows introduction of foreign manpower for 5 business types such as manufacture industry, service industry, etc. and there are 226,825 people who entered by employment license system(E-9) in Sep. 2013. However, according to the results of investigation "actual status and difficulties of foreign manpower's employment of medium and small scaled manufacturing companies" of KFTA in 2013, 36.4% of respondents responded that current scale of introducing foreign manpower is insufficient to solve difficulties of insufficient manpower in industrial world and 37.7% of them responded that the quarter of new employment is insufficient. So, they hope that current quarter system of foreign manpower can be abolished. Meanwhile, introduction scale of foreign manpower was decided by 53,000 people so as to solve enterprise difficulties in manpower and vitalize economics this year, but illegal aliens are 39,623, more than 17.5%, in Sep. 2013 after employment expiration. Therefore, it becomes serious social problem. Government displays various support businesses so that foreign workers after employment expiration can return to their homeland legally. This thesis intends to find measures to maintain royalty for our country and support their smooth resettlement through the analysis on homecoming support business of foreign workers.

가덕도 신공항 어업손실의 적정보상에 관한 연구 (A Study on Appropriate Compensation for Gadeokdo Fishing Losses)

  • Fishing losses require a practical rather than an academic theoretical approach. As of the end of 2023, in accordance with the construction plan for the Gadeokdo New Airport, we are in a situation where we must realistically deal with losses not only to land and other obstacles in the area, but also to the fishing industry. However, in order for such compensation to be properly made, the legal realization procedures, ranging from the Land Compensation Act a general law, to the Fisheries Act, a special law, and even the Gadeokdo New Airport Special Act, must be identified and practically implemented. We will look into special cases in a special way and ultimately make efforts to resolve social conflicts in advance, and then, if unavoidable, take care to ensure that appropriate compensation for losses is provided in spite of ex-ante and ex-post rights relief. We would like to present a feasible plan. Going further from the concept and implementation method of compensation so far, shares of so-called 'post-asset' are distributed to fishermen so that other benefits can be provided to fishermen for the development of nearby areas at the same time as the construction of Gadeokdo New Airport. Effective plans will also have to be devised. In order to execute above targets, research and implementation concerning the compensation should be conducted according to the following procedures: 1) Resident and Status survey, 2) Reviewing measures for preparing a resettlement area and land for their livelihoods, 3) Selecting the candidate site for the resettlement area and land, 4) Establishment of Basic concept, and 5) Feasibility review.

  • At its simplest, this essay provides a narrative of migration in Asia since the arrival of Homo sapiens some 70,000 years ago. More fully, it presents the case for conducting long-term, world-historical interpretation for Asia with attention to multiple perspectives, which has become increasingly central to global historical analysis. Following an introductory articulation of the benefits of long-term interpretation, the second section presents a balance of three perspectives-empire, exchange, and migration-as frameworks for interpreting the Asian past. The third section presents further detail on migration in long-term Asian history. The concluding section identifies four changes in patterns of migration during the past two centuries and emphasizes the underlying importance of cross-community migration in long-term human biological and social evolution.

인천 괭이부리마을의 주거환경개선 방안에 관한 연구 (A Study on the Residential Environment Improvement Plan of Incheon Hoe Beak Village)

  • Hoe beak village (Donggu manseokdong, Akasaki Village) is the oldest slums in Incheon. Recently, 'Mixed residential environment improvement project' is being promoted as Aboriginal entire resettlement goals in place of 'new building reconstruction and redevelopment projects' knock down everything this hoe beak village existed already. Resident representatives meeting configuration goes, but still do business magazine in the right direction. Therefore, in this study, the proposed architectural solutions to meet the demand of residents on the research problems, performed in a manner that the local improved hoe Buri village residential environment improvement projects and analyze the current situation and characteristics. In this study, the following improvements are presented. Prepare guidelines and maintain design guidelines for maintaining the identity of the village, Improve continuous landscape of the village, Construction of mixed-use sanitation facilities, Using a mini-lot and Vacant for Ssamzie Park Development, Units of housing types for Shared housing and co-operation are proposed.

탈북자 가족 구성원의 가족관계 인식에 관한 조사연구 : 탈북자 가구주 및 그 배우자의 인식을 중심으로 (Family Relationship among North Korean Migrant Families in Early Adaptation : An Empirical Study Centered on Family Members' Perception)

  • This study examines family relationship among North Korean migrant families in early adaptation (approximately, up to $5{\sim}6$ years after arrival in the South). Family cohesion, communication, power relationship, and conflicts and domestic violence among family members were examined by the perceptions of 67 male and female householders and their spouses. In the four areas of family relationship, the subjects have quite positive perceptions and shows no critically significant difference on the perceptions between before and after arrival. However, positive perception on family relationship gradually decreases as the length of time of in the South increases with linear or nonlinear patterns according to subcategories of family relationship. These findings suggest several social work practice implications in resettlement assistance for the North Korean migrant families.

동남아시아 지역의 화인 이주과정에 관한 연구 - 19세기 말레이시아와 싱가포르를 중심으로 -

  • Most of the Chinese immigrants in the 19th century migrated to the eastern part of the Malay Peninsula via Penang. At that time, the British colonial government recruited Chinese immigrants to supply Chinese labor. The influence of the Chinese in Penang has been greatly increased due to the continuous influx of Chinese immigrants. Specifically, looking at Chinese immigration, from 1805 to 1815, a large number of Chinese labor migrants, from about 500 to 1,000, arrived from Macao to Penang, Malaysia, and they were all contract migrants. In the late 19th century, most of the Chinese in the Malay Peninsula were resettlement from Penang and Singapore. At that time, the Malay Peninsula desperately needed to clear the jungle for farm development, and thus a large-scale labor force was needed. Therefore, the Chinese labor force that was overflowing in Penang and Singapore was able to meet the demand for labor in the Malay Peninsula.

주거환경개선사업으로 인한 거주자들의 주거안정 변화: 공동주택건설방식을 중심으로 (The Change of Dweller's Residents Stability on Residential Environment Improvement Projects: Focused on Apartment Housing Construction Method)

  • 본 연구는 주거환경개선사업의 원주민 재정착보다 포괄적인 사업의 공공성 측면인 주거안정에 초점을 둔 것으로, 주거환경개선사업이 사업 전 후시점의 거주자(지구거주자, 재입주자, 신규입주자)의 주거안정에 어떠한 영향을 주었는지를 분석하였다. 분석을 위해 주거환경개선사업의 시행이전 지구, 시행완료된 준공지구에서 각각 다른 유형의 거주자들을 대상으로 설문조사를 실시하였다. 조사항목은 주거환경개선사업에 대한 주민인식과 주거안정 관련한 개별주택 내부의 물리적 환경 측면, 주거비용측면, 개별주택의 외부 주거환경 측면을 조사하였다. 주요 연구결과를 보면, 첫째, 주거환경개선 사업으로 인해 입주자들은 보다 젊은 층, 고학력, 고소득계층으로 변화하지만 가구구성과 장애여부, 직업구성에는 큰 변화가 없었다. 둘째, 주거환경 개선사업이 주거안정에 미친 영향을 보면 지구거자는 향후 주택의 물리적 여건과 주거외부환경은 양호해지나 주거비용에 대한 부담을 많이 호소하였다. 재입주자의 경우 주택면적과 방수는 증가하여 물리적 여건은 양호해지고 주거비용측면에서 비용증가, 주거외부환경은 양호해지는 형태를 보였다. 신규입주자는 주택의 물리적 여건인 주택면적이나 방수의 변화는 차이가 없고 주거비용은 상승, 외부환경은 양호해지는 형태를 보였다.

NGO와 정부의 연결관계의 모색: 탈북자 정착지원의 경우 (A Linkage between NGOs and Government in Resettlement Assistance for Defecting North Korean Residents)

  • 이 글은 NGO와 정부가 가질 수 있는 다양한 관계의 유형, 그리고 그 속에 내재되는 중요 요소들에 대하여 분석해보고, 이러한 민간-정부의 관계성 모색의 이론적 작업을 탈북자 정착지원사업이라는 현실영역에 적용하고 있다. 정부와 NGO사이의 상호작용의 빈도와 방향성, 정부의 제도적 다원주의의 수용, 공식성(formality)과 파워관계의 대칭성등을 위주로 현재 탈북자를 지원하는 민간단체와 정부와의 관계가 분석이 되었고 coston(1998)이 제시한 다양한 NGO-정부의 관계유형으로 분석된 결과, 소극적이고 최소한의 협조적 관계(cooperation)를 이루고 있었다. 탈북자 지원 사업에서의 이러한 소극적 협조관계 속에서 정부와 민간단체들은 낮은 연결성(low linkage)를 보이며 상호작용의 방향에서 정부 일방적인 경향이 있고, 정부는 형식적으로는 제도적 다원주의를 추구하고 있으나 실질적 적극적으로 수용하고 있지는 않다. 그 결과 양자의 관계는 매우 비공식적이고 파워관계가 외부적으로 표출되지는 않지만 정부쪽으로 기우는 비대칭의 모습을 내재하고 있다고 보여진다. 결론적으로, 이 글은 앞으로 추구될 바람직한 정부와 민간단체의 관계적 유형은 협력적 연결관계(collaboration) 혹은 양자간의 파트너쉽이라고 규정하고 이른 실현하기 위한 현실적 과제들을 토의한 후 단기적이고 현실적인 전제조건하에서 하나의 연결모형을 제시하고 있다.
