연구기관 평가의 실증 분석: 평가 참여자의 인식차이를 중심으로 (Empirical Analysis of Evaluation System for Public Research Institutes: Focused on Differences of the Perception among Participants)

  • 이 연구는 1999년도부터 시행되고 있는 과학기술계 연구기관 평가에 대하여 내 외부 참여자들이 제도의 타당성과 운영의 효율성에 대하여 어떻게 인식하고 있으며, 이들의 각기 다른 평가인식을 통합하기 위한 제도적 운영적인 정책대안을 모색 논의하기 위하여 수행되었다. 연구는 주로 심층면담으로 진행되었는데, 내부 참여자와 외부 참여자 그리고 내부 참여자는 다시 경영진과 연구진으로 분류된 총 109명의 면담자에게 연구기관 평가의 10개 구성요소에 대하여 질의하고 토론하는 방법으로 이루어졌다. 연구결과 내 외부 평가 참여자들은 공통적으로 연구기관 평가는 전략적인 이유에서건 실질적인 이유에서건 간에 기관경영과 연구관리를 위해 필요하고 도움이 된다고 인식하는 것으로 나타나고 있다. 그러나 평가참여자들의 원칙적인 입장에서의 긍정적인 인식에도 불구하고, 제도의 구체적인 내용과 운영 실태에 관해서는 많은 면담자들이 공통적으로 또는 각기 다른 입장과 경험에 근거하여 개선과 보완이 필요한 사항들을 제시하고 있다.

  • 개량된 성능의 상단엔진 개발을 위해 다단연소 사이클 액체로켓엔진의 연구가 진행 중이다. 재점화 기술을 개발하기 위한 수류시험, 점화시험, 연소시험을 계획하여 수행하였다. 재점화 시 터보펌프에서 캐비테이션 현상을 발생시킬 수 있는 연료라인으로의 퍼지가스 유입문제를 해결하기 위해, 각 단계의 시험결과를 분석하였다. 분석결과를 바탕으로 기포제거 밸브의 작동, 퍼지밸브와 엔진 연료밸브의 열림 중첩시간 줄임을 통해 퍼지가스 유입문제를 해결하였다. 이를 바탕으로 재점화 연소시험을 성공적으로 수행하였다.

  • 한국형발사체(KSLV-II) 개발과 함께 지구정지궤도 발사를 위해 비추력이 높은 다단연소사이클 로켓 엔진 개발이 한국항공우주연구원에서 진행되고 있다. 다단연소사이클 로켓엔진은 한국형발사체 엔진과 달리 가스발생기를 사용하는 개방형 엔진이 아니며, 크게 예연소기, 터보펌프, 주연소기로 구성되어 있는 폐쇄형 엔진이다. 기술검증시제 개발용 모델(TDM0)을 조립하여 나로우주센터의 7톤급 엔진 연소시험설비에서 연소시험이 진행되고 있으며, 기술검증시제 모델의 연소시험은 성공적으로 수행되었다.

정부출연연구기관의 기관평가에서 목표 모호성의 영향에 관한 연구 (Influence of Goal Ambiguity in Institutional Evaluation of Government-funded Research Institutes)

  • In order to analyze the organizational performance of government-funded research institutes, four independent variables (organization size, organization age, evaluation system, organization location) and goal ambiguity were empirically analyzed. Although there are existing studies on institutional evaluation, which is the organizational performance of government-funded research institutes, there are differences in research in that it is an empirical analysis analyzed from the perspective of goal ambiguity and that the evaluation system, which is the specificity of institutional evaluation, is included in the analysis. As a result of the analysis, organizational location was the only independent variable that had a direct significant effect on organizational performance, and goal ambiguity showed a significant mediating effect for all independent variables. This indicates that goal ambiguity plays an important role in the organizational performance of government-funded research institutes, and to reduce this, increase the size of the organization, pay attention to establishment of the organization for organizational age, and that it is desirable to have an independent research group in the government department for the organization location. In addition, it was supported that the improvement effect of the evaluation system is proceeding in a desirable direction in terms of goal ambiguity.

Research on Development of Housing Welfare Program Satisfaction Evaluation Tool -Focusing on housing welfare programs for residents of long-term public rental housing in Seoul-

  • Purpose: The purpose of this study is to develop a satisfaction evaluation survey tool that reflects the characteristics of the program for housing welfare supported in long-term public rental housing in Seoul. Research design, data and methodology: The main research methods of the study were review of previous studies, literature review, and expert consultation. Results: First, the characteristics of each housing welfare program being promoted by Seoul City were summarized, and the characteristics were reflected in the evaluation survey tool. Second, the SERVOUAL model, a service quality model, was used to measure satisfaction with the housing welfare program and modified to suit the characteristics of the program. Third, an evaluation survey tool was constructed by dividing the evaluation tool into common questions and individual questions, and for the operation and sustainability of the housing welfare program, rather than just evaluating satisfaction, program loyalty was used as a survey item. Fourth, through expert advice, more than 10 evaluation questions for each housing welfare program were revised. Conclusions: The results of future research are expected to be used to prepare practical operation plans through annual monitoring of housing welfare programs and comparative analysis between programs.

학술정보 공유 활성화를 위한 대학도서관 평가 방안 (Developing the Evaluation System of University Library for Activating Inter-libray Research Information Resource Sharing)

  • 우리나라는 절대적인 정보량의 부족, 지방대 정보 격차 등의 문제 뿐 아니라, 외국 정보원에 대한 절대적 의존 현상을 보이고 있어, 대학간 원활한 학술정보 공유가 절실한 상황이다. 정보 공유에 대한 의식을 제고하고 대학의 자발적 노력을 유도하기 위해서는 학술정보 공유 기여도에 대한 평가 체제가 필요하다. 본 연구에서는 국내 대학도서관의 학술정보 공유 현황을 분석하곤 공유 사업 내용을 기반으로 한 기여도 평가 항목 및 배점을 제시하였다. 또한 학술정보 공유 기여도를 기존 대학 평가 체제에 편입시키거나 또는 독립적으로 운영하기 위한 방안을 제시하였다.

Dialog-based multi-item recommendation using automatic evaluation

  • In this paper, we describe a neural network-based application that recommends multiple items using dialog context input and simultaneously outputs a response sentence. Further, we describe a multi-item recommendation by specifying it as a set of clothing recommendations. For this, a multimodal fusion approach that can process both cloth-related text and images is required. We also examine achieving the requirements of downstream models using a pretrained language model. Moreover, we propose a gate-based multimodal fusion and multiprompt learning based on a pretrained language model. Specifically, we propose an automatic evaluation technique to solve the one-to-many mapping problem of multi-item recommendations. A fashion-domain multimodal dataset based on Koreans is constructed and tested. Various experimental environment settings are verified using an automatic evaluation method. The results show that our proposed method can be used to obtain confidence scores for multi-item recommendation results, which is different from traditional accuracy evaluation.

Evaluation of Haemagglutinin Content by RP-HPLC to Generate Pandemic Influenza Vaccine

  • The potency of influenza vaccine is determined based on its hemagglutinin (HA) content. In general, single radial immunodiffusion (SRID) assay has been utilized as the standard method to measure HA content. However, preparation of reagents for SRID such as antigen and antibody takes approximately 2~3 months, which causes delays in the development of influenza vaccine. Therefore, quantification of HA content by other alternative methods is required. In this study, we measured HA contents of H1N1 antigen and H1N1 influenza vaccine by reverse phase-high performance liquid chromatography (RP-HPLC) methods. The presence of HA1 and HA2 was investigated by silver staining and Western blot assay. In addition, accuracy and repeatability of HA measurement by RP-HPLC were evaluated. Comparison of HA concentration by SRID and RP-HPLC revealed a precise correlation between the two methods. Our results suggest that RP-HPLC assay can replace SRID in the event of a pandemic flu outbreak for rapid vaccine development.

  • 나로우주센터에 구축/개발된 3단 엔진 연소시험설비에서 다단연소사이클 액체 로켓엔진의 시험을 수행하였다. 수류시험과 점화시험, 연소시험이 이루어졌으며 예연소기의 연소압력 제어를 위한 TTR의 개도를 $143^{\circ}$에서 $185^{\circ}$까지 변화시키며 시험을 수행하였다. 시험 결과 엔진의 주요성능과 TTR 개도에 의한 수력학적 변화를 확인하였지만 연소압력의 제어성 확인을 위한 결과는 얻지 못하였다. 향후 본 논문의 연구에서 도출된 개선점을 보완한 예연소기 압력제어 연구가 이루어질 것이다.

  • KAs information and knowledge are increasingly becoming more important in the knowledge-driven society, knowledge management, as a very important management paradigm, is securing firm position in private and public sectors. Complying with this paradigm, government-funded research institutes in science-technology sector are actively utilizing knowledge management by employing knowledge management system and evaluating its applications' performance. The purpose of this study is to develop evaluation items and measurement indices to rationally measure knowledge management performance of the government-funded research institutes and to verify the feasibility of applying these evaluation items and indices. To achieve this research goal, the evaluation model of knowledge management performance was constructed by reviewing and integrating the existing studies, and subsequently, evaluation areas, evaluation items, measurement indices were derived from this evaluation model. Also, the feasibility analysis on the evaluation items and measurement indices was performed by means of FGI(Focus Group Interview) with the knowledge management experts belonging to Korean government-funded institutions in science-technology sector. The implications of this study are as follows : in theoretical perspective, this study has proposed a criterion frame to evaluate knowledge management performance, and has rationally drawn evaluation items and measurement indices from the criterion frame. And in practical perspective, this study has improved the validity and practicality of the measurement indices, which can lead to more reasonable and easier evaluation of knowledge management performance of the government-funded research institutes.
