Purpose: This study discusses efficient operation plans in terms of public rental housing maintenance in terms of LH, a major supplier. Research design, data, and methodology: After reviewing problems related to the maintenance and management of public rental housing discussed in several previous studies, problems in technology setting for repair maintenance costs for public rental housing, lack of public assistance for maintenance and management of public rental housing, management of housing funds, and lack of role of local governments in the supply and repair of public rental housing were derived. Based on this, the researcher conducted using literature research methods to present relevant improvement measures based on reasonable arguments. Results: this study presented four operational plans related to (1) realization of repair costs for public rental housing, (2) a public subsidy system for covering the maintenance costs for public rental housing, (3) efficient operation of the Housing City Fund, and (4) establishment of the public rental housing. This study aims to provide a foundation for the qualitative growth of the domestic public rental housing system. Conclusions: With this study, it is expected that social interest in maintenance of public rental housing centered on LH will be amplified to improve the quality of maintenance problems of public rental housing.

We present a new framework for rental capacity management in which rental capacity is dynamically managed by means of temporary inventory addition/return. While serving customers with its own (native) capacity, the rental firm rents additional rental capacity from an upper echelon rental company so that it can avoid lost sales which may occur when stock is not sufficient, and returns it when stock becomes sufficiently large enough to cope with demands. Formulating the model as a Markov decision process, we investigate a flexible capacity addition/return policy that maximizes the firm's profit with respect to system costs. Numerical study indicates that rental operation with capacity addition/return can be economically favorable over rental operation without capacity expansion/return and can contribute the reduction in the size of native rental capacity.
Permanent rental housing, the construction of which was strongly financed by the central government, is regarded as a social housing for those who fall within the lowest income bracket. Differing from "public rental housing", offered to tenants for sale after a five year rental period, this type of housing is intended for rental use on a long-tenn basis. At present, about 190,000 permanent rental housing units exist in Korea. According to a statistics, 15.6% of its residents did not pay their management fee and rental payment in 4 or more months in 2005, which places stress on the housing management. Based on the "eviction condition" stipulated in the tenancy agreement for permanent rental housing, a householder owning assets or a vehicle which is not used as his means of living, who is overdue with his management fee and rental payment for a long time, may be evicted from the house. However, there are many conflicts and problems between administrators/housing managers and residents in the process of enforcing this regulation. The purpose of this study is to explore the key issues associated with the present situation and the reasons why so many management fee and rental payment for permanent rental housing are overdue. For the purpose of research, data were collected from 10,990 permanent rental housing residents nationwide via a questionnaire survey in February 2007. One third of the respondents had an experience of more than 2 months overdue since they have moved in current residence. For further analysis, the respondents were divided into three groups, based on their working ability. The major finding showed that the group of respondents who have working ability required a more practical plan, such as employment, to have a sustainable life, while the other group of no labor force indicated a need for more housing allowance from the government. To suggest more specific alternatives for the subject of housing payment overdue, further comparison study should be performed between the residents of permanent rental housing and other low income tenants in private housing sector.
The purpose of the study was to make an improvement of residential management regulations so that the inhabitants of rental housing can manage their housing in efficient and transparent manners by comparing and analyzing in standard management rules of rental housing. The research method were as follows: 1) The analysis framework utilized result of preceding research composed 6 types of management works and 36 items of subcategories by researcher 2) The standard management rules of rental housing used analysis utilized to draw up after a revision of Rental Housing Act in 2000 and to operate in management of rental housing now. 3) The analysis method used content analysis. The management rules of rental housing utilized a total of 5 rules such as management rules of SH corporation (2011), LH corporation (2000), peoples' solidarity for participatory democracy (2000), Citizens' Alliance (2000) and Gyeonggi-do (2001). The research result were as follows: 1) Overall, the management rules of rental housing included faithfully works of operation management and administration management 2) The type of operation management regulated centrally items related resident committee. and The type of administration management regulated centrally items related accounting management. 3) The management rules of SH corporation and LH corporation regulated centrally operation management, maintenance management and etiquette for the basic living as compared with the other rules.
Permanent rental housing which is entirely financed by the Government is welfare housing for those who fall within the lowest income bracket. The purpose of this study is to suggest the implications to improve the management and welfare service system of permanent rental housing. For this, qualitative data were collected by using the in-depth interview with staffs of community welfare center and management office of five permanent rental housing complexes and two times of advisory committee meeting with housing and social welfare experts. To analyze the data gathered in this study, the constant comparative method of data analysis was used. Conflicts between the management office and social welfare center of permanent rental housing could be classified into two aspects; personal and operational. Main reasons for the conflicts between two institutions were identified such as attitude of management office staffs, lack of cooperation, current administrative system, lack of management resources such as space and operation cost, and so on. Based on the results, some implications including institutional support and social complementary cooperation were suggested for improvement of management and welfare service system for the residents of permanent rental housing.

Recently as return farmers has been increased rapidly, the introduction of a system of rental housing is being considerated in order to induce regional fixation. It was examined organizational management, business scope of rural type rental housing, management role, through the analysis about the management realities of the business of similar form Rural-Fishing New Town project. Jangseonggun and Hwasungun have maneged rental housing 280ho in Rural-Fishing New Town project. It is large village among Rural Rental Housing. And these counties have organized the complex on a large scale among the rental housing. Local governments have managed and operated directly, also these governments have two different methods for the co-management, and the way of making payment. Rental housing management services are divided into rental management, housing management, tenant management. Rental management services such as residents of recruitment, tenants and retreat, rent collection and the storage, management and leasing promotion of the cantilever, surveys of residents. Housing management services such as check of various facilities, maintenance and maintenance work, security and cleaning and daily facility management. Tenant management is life management in connection with housing welfare. In the rural type of rental housing, there are few cases to operate a management office. It is often supplied by rental housing to buy a house or vacant land within the existing village. In this case, by utilizing community facilities within the existing village instead of establishment of extra facilities,It doesn't need to make payment for maintenance fee. In the smaller complex than No. 20, it is self-managed by the tenants in order to reduce the administrative costs and specify the necessary municipal manager. Organization form can be maneged directly from local governments and part of for the management of the building can be employed a mixed management system to delegate management to private organizations such as non-profit organizations or neighborhood association. Tenant management helps people who move in a rental house live on stable circumstance in there area by connection with the program of life support.
Purpose: This study was conducted to develop a web-based business management system to ensure the efficient operation and transparent management of government-subsidized agricultural machinery rental businesses. Methods: An MS_SQL2000 database management system (DBMS) solution was utilized in the system for high system compatibility and integrated management. This system was targeted to be compatible with Internet Explorer 6.0 or later and to ensure security and seamless web operations. The system administrator is able to manage a fleet of agricultural machinery, including various inventory codes, release and return, fleet registry, and business performance. Users (farmers) may search the database of rental machinery and reserve them. Results: With respect to rental reservations, the system administrator can manage the fleet by setting the rental status to Approved, Released, or Returned. Through the web, the administrator can also create a database that includes machinery specifications, features, and rental rates. In addition, business performance data can be analyzed using a diverse array of tools to streamline the rental business. Without having to go to the rental office, users can save time and money by searching for and renting agricultural machinery through the information available on the website, including availability, specifications, and rental fees. After deploying the system, the time required to analyze monthly performance and create reports was dramatically reduced from 20 days per person to one day per person. Conclusions: Since 2014, AMRB has been installed and is operating in agricultural machinery rental businesses in 31 cities and counties in South Korea. This study recommends continued expansion and dissemination of AMRB for the systematic and efficient management of agricultural machinery rental businesses.
Status survey on short-term agricultural machinery rental business was conducted to provide basic data for effective and sustainable implementation of the rental system. Selected survey samples were 34 rental management institutions such as city and county level government offices and agricultural technology development centers, and Primary Agricultural Cooperatives. Survey was conducted through mailing of questionnaire papers and direct interviews with the officers in charge of the agricultural machinery short-term rental management. Number of agricultural machinery retained by the 34 management institutions for the machinery rental business was 3,699, and numbers of the machinery were 1630 for upland crops, 929 for rice, 542 for orchard farming, 274 for animal husbandry, and 324 for common use. Regarding size of warehouse for rental agricultural machinery, 50% of the institutes were less than 660 $m^2$, 26.5% were greater than 993 $m^2$, and 23.5% were between 663 and 990 $m^2$. Institutes maintaining machinery washing facilities were only 10 (29%) among the 34 rental management institutions. Agricultural machinery rental business was advertised to farmers by 91% of the institutes, and the methods were leaflet (35.2%), village broadcasting (26.5%), call-up education (23.6%), and TV and radio (14.7%). Major contents of the advertisement were rental procedure (52.9%), rental machinery (26.5%), and rental cost (20.6%).
In recent, the concept of management is emphasizing the aspects of social welfare, especially in permanent rental housing that most of the residents are very low income households. Although the quality of service for the residents of permanent rental housing was improved comparatively, it still needs to continually change in response to the needs of residents. To figure out the better way of supporting the service for the residents of permanent rental housing, this study examined the role and function of management office and compared perception on management services between management staffs and residents of permanent rental housing. Based on the in-depth interview with 5 managers of permanent rental housing, two types of survey questionnaire (residents/staffs of management office) were developed for the research purpose. A sample of 89 management office staffs and 111 residents were used for the data analysis. Most of the respondents recognized the need of a cooperation system among management office, social welfare center, and residents for providing better management system and welfare service.

The purpose of this study is to suggest Improvement of the Community Facilities for the Community activation and Management in Public Rental Housing. It focuses on the planning methods through observation and survey with residents of Public Rental Housing. The result of the study are summarized as follows: Frist, the community demand will increase significantly in the near future for development of Public Rental Housing. Thus, it should be accomplished by Preparing Practical Planning direction, Second, this study suggest that improvement direction for system, planning and application of the Community Facilities for the Community activation and Management in Public Rental Housing.
