국내 신재생에너지 원별 발전단가 전망 (The forecast of renewable generation cost in Korea)

  • Korea's RPS, which requires that power generation companies obtain a minimum percentage of their generation by using renewable energy, will take effect in 2012. Based on the first-year law enforcement, generation companies have to satisfy 2% of RPS compliance ratio in 2012. Then, the required RPS compliance ratio will increase up to 10% in 2022. Thus generation companies need to construct power plants that utilize various types of renewable energy sources such as PV and wind power. This work is aimed to analyze the cost of such a renewable power source in terms of capital cost, capacity factor, and fuel cost. We provide the analytical expectation on the renewable power generation cost of 2012 focusing on PV, onshore/offshore wind, fuel cell, and IGCC, which are focused by government policy.

  • Compared with a traditional power system of electricity providers, distributed power systems consist of power suppliers which are small and demand-oriented. Each small power supplier tends to utilizes renewable energy sources such as solar and wind power. It is because that home renewable energy systems do not need a large scale infrastructure which is required for traditional power plants. In this work we study an economic feasibility of such a renewable energy source. We describe how renewable power generation works and what it brings in terms of economic benefits. Also, we analyze limitations by the current policy and their possible solutions.

  • According to government policy, renewable energy facility such as solar power generation is being implemented for newly constructed buildings. In recent years, the introduction of Energy Storage System (ESS) served as an emergency power for replacing an existing diesel generator has been increasing. Furthermore, in order to expand the efficacy of the ESS operation, operation in combination with renewable energy sources such as solar and wind power generation is increasing. Hence, development of the ESS operation algorithms for emergency mode as well as the peak power cut mode, which is the essential feature of ESS, are necessary. The operational scenarios of ESS need to consider load power requirement and the amount of the power generation by renewable energy sources. For the verification of the developed scenarios, tests under the actual situation are demanded, but there is a difficulty in simulating the emergency operation situation such as system failure in the actual site. Therefore, this paper proposes simulation models for the HILS(Hardware In the Loop Simulation) and operation modes developed through HILS for the ESS operated with renewable energy source under peak power reduction and emergency modes. The paper shows that the ESS operation scenarios developed through HILS work properly at the actual site, and it verifies the effectiveness of the control logic developed by the HILS.

PV 시스템이 설치된 대학건물의 전력 생산에 따른 신재생에너지 공급비율 분석 (The analysis of the renewable energy supply ratio for the school building applied PV system)

  • Recently the renewable energy has been used widely and the importance of renewable sources is bigger than before. And the government enforced a law to the public buildings to install the renewable energy facilities. The capacity of facilities was 5% of total construction cost until April 13, 2011. Since then, the government changed the law from 5% of total construction cost to 10% of predicted energy usage for the resonable use of the renewable energy facilities. In this study, the comparative analysis is conducted according to the law to the building installed PV system through the Energy Plus simulation. And the method for improving renewable energy supply ratio was analyzed using existing PV array. Adjusting the PV array angle is the best way to generate more electric power without additional fee. When applying the month optimum angle, 3,600kWh of electric power are more generated compared to the existing angle.

  • Photovoltaics and wind energy sources are being increased recognised as cost effective generation sources in small isolated power systems(SIPS) primarily supplied by costly diesel fuel. Deterministic and probabilistic techniques are combined using a system well-being approach to provide useful reliability indices for SIPS containing renewable energy. An evaluation of the contribution from photovoltaics and wind energy sources to SIPS reliability is presented. The practicality and effectiveness of the methodology is illustrated by a case study.

주요국의 신재생에너지 분야 기술경쟁력 분석 연구 (Technology Competitiveness Analysis of New & Renewable Energy in Major Countries)

  • As the threat of climate change escalates, 'net-zero' has become a priority for the international community, and the use of new and renewable energy sources is expected to play a significant role in reaching international carbon neutrality. Here, we evaluate technological competitiveness in terms of implementation and technology by analyzing scientific literature and patents in the new and renewable energy fields of five major countries. For the past 10 years (2009-2019), the most active areas of new and renewable energy research and development have been solar power, wind power, waste, and fuel cells. China is the forerunner in implementation, whereas the United States has the most advanced technology. Portfolio analysis revealed that Korea's fuel cell, the United States' bioenergy, China's waste, Japan's solar and fuel cell, and the European Union's wind power have shown to be in Star Field respectively. Technological competitiveness analysis found that Korea is lagging behind other countries in the new and renewable energy sector, and needs to set a new direction for future carbon-neutral research and development, investment, and policy.

  • Recently, because Korean government's 3020 renewable energy policy is implemented, renewable energy sources are connected in the power system. The power quality of the Korean power system has been maintained at the highest level in the world, but it will become difficult to maintain the highest level of power quality as the proportion of renewable energy source, which is characterized by severe output fluctuation and difficult control, increases. For those reasons, this paper analyzed Key technologies for stabilization of power system.

  • 에너지 자원의 부족이 점진적으로 증가할 것이라는 전망과 함께 재생가능한 대체 에너지에 대한 관심이 증가하고 있다. 잠재적인 재생가능에너지의 보고인 대양으로부터 에너지를 추출하는 방법을 고안하는 노력이 증가하고 있다. 본 논문은 해양 파랑, 조석, 온도차, 해류 등의 해양 신재생에너지 자원의 추출 및 변환의 연구동향을 요약 검토하였다. 각각의 에너지 추출과 변환 기술을 사례별로 논의하였다.

신재생에너지 전력에 대한 소비자 지불의사 (Consumers' Willingness to Pay for Renewable Energy)

  • 신재생에너지를 사용한 전력생산은 오염물질을 배출하지 않는 환경친화적 발전방식이지만 기술개발이 늦어 생산비용이 높은 이유로 시장경쟁력이 떨어진다. 따라서 생산비보전이 필요하며, 이를 위한 재원은 대부분 전기요금의 일괄인상을 통해 소비자가 공동으로 부담한다. 하지만 선진국에서 시행되고 있는 녹색가격제도는 소비자의 자발성에 기초한 재원조달방식이며, 본 연구에서는 이 제도의 도입을 위한 기초연구로 소비자의 지불의사를 '공공재의 사적 공급' 모형을 통해 추정하였다. 설문조사의 분석 결과, 재원조달방식 중 전기요금의 일괄인상을 통한 강제적 방식보다는 자발적 방식인 녹색가격제도를 훨씬 더 선호하였고, 소비자 특성변수 중에서는 환경활동 수준이 모든 재원조달방법 및 분석방식에서 통계적으로 유의하였으며, 신재생에너지에 대한 지식 및 성별은 일괄인상의 경우 통계적으로도 유의하였다.

  • An energy modeling analysis method currently has been considered as a new approach for energy policy research, because the importance of renewable energy use has been emphasized more and more. This study used RETScreen model as a clean energy decision making methodology for adaptation to climate change and elimination of various pollutions. This modeling method includes five step standard analysis; energy model, cost analysis, GHG analysis, financial analysis, and sensitivity & risk analysis and it also assesses both conventional and modern energy sources and technologies. This methodology for the photovoltaic(PV) energy modeling is used to evaluate the energy production, financial performance and GHG emissions reduction of photovoltaic projects. In addition, the PV application systems are classified into three basic applications; On-grid system, Off-grid system and water pumping system. This study assesses the renewable energy techno-economic modeling method with the feasibility analysis result of 10 MW PV power plant in Abu Dhabi in United Arab Emirates. Furthermore this study stresses the importance of renewable energy model research by applying to domestic PV power plant which is now in preparation.
