Homeland Security Management: A Critical Review of Civil Protection Mechanism in Korea (국가안전관리: 한국의 시민보호(위기재난관리) 체계에 관한 비판적 고찰)

  • The Framework Act on the Management of Disasters and Safety 2004(FAMDS) currently underpins Korean civil protection system, and under this FAMDS, Korean civil protection establishes a three-tiered government structure for dealing with crises and disasters: central government, provincial & metropolitan government, and local government tiers. In particular, the concept of Integrated Emergency Management(IEM) emphasizes that emergency response organizations should work and act together to respond to crises and disasters effectively, based on the coordination and cooperation model, not the command and control model. In tune with this trend, civil protection matters are, first, dealt with by local responders at the local level without direct involvement of central or federal government in the UK or USA. In other words, central government intervention is usually implemented in the UK and the USA, only when the scale or complexity of a civil protection issue is so vast, and thus requires a degree of central government coordination and support, resting on the severity and impact of the event. In contrast, it appears that civil protection mechanism in Korea has adopted a rigid centralized system within the command and control model, and for this reason, central government can easily interfere with regional or local command and control arrangements; there is a high level of central government decision-making remote from a local area. The principle of subsidiarity tends to be ignored. Under these circumstances, it is questionable whether such top-down arrangements of civil protection in Korea can manage uncertainty, unfamiliarity and unexpectedness in the age of Risk Society and Post-modern society, where interactive complexity is increasingly growing. In this context, the study argues that Korean civil protection system should move towards the decentralized model, based on coordination and cooperation between responding organizations, loosening the command and control structure, as with the UK or the USA emergency management arrangements. For this argument, the study basically explores mechanisms of civil protection arrangements in Korea under current legislation, and then finally attempts to make theoretical suggestions for the future of the Korean civil protection system.

Evaluation of wireless communication devices for remote monitoring of protected crop production environment (시설재배지 환경 원격 모니터링을 위한 무선 통신 장비 평가)

  • Wireless technology has enabled farmers monitor and control protected production environment more efficiently. Utilization of USN (Ubiquitous Sensor Network) devices also brought benefits due to reduced wiring and central data handling requirements. However, wireless communication loses signal under unfavorable conditions (e.g., blocked signal path, low signal intensity). In this paper, performance of commercial wireless communication devices were evaluated for application to protected crop production. Two different models of wireless communication devices were tested. Sensors used in the study were weather units installed outside and top of a greenhouse (wind velocity and direction, precipitation, temperature and humidity), inside ambient condition units (temperature, humidity, $CO_2$, and light intensity), and irrigation status units (irrigation flow and pressure, and soil water content). Performance of wireless communication was evaluated with and without crop. For a 2.4 GHz device, communication distance was decreased by about 10% when crops were present between the transmitting and receiving antennas installed on the ground, and the best performance was obtained when the antennas were installed 2 m above the crop canopy. When tested in a greenhouse, center of a greenhouse was chosen as the location of receiving antenna. The results would provide information useful for implementation of wireless environment monitoring system for protected crop production using USN devices.

  • As part of the SOC digitization for smart water management and flood prevention, the government reported that automatic and remote control system for drainage facilities (180 billion won) to 57% of national rivers and established a real-time monitoring system (30 billion won). In addition, they were also planning to establish a smart dam safety management system (15 billion won) based on big data at 11 regions. Therefore, research is needed for smart water management and flood prevention system that can accurately calculate the flow rate through real-time flow rate measurement of rivers. In particular, the most important thing to improve the system implementation and accuracy is to ensure the accuracy of real-time flow rate measurements. To this end, radar sensors for measuring the flow rate of electromagnetic waves in the United States and Europe have been introduced and applied to the system in Korea, but demand for improvement of the system continues due to high price range and performance. Consequently, we would like to propose an improved flow rate measurement and flood forecast system by developing a radar sensor for measuring the electromagnetic surface current meter for real-time flow rate measurement.

Wireless Bridge Health Monitoring System for Long-term Measurement of Small-sized Bridges (중소교량의 지리적 특성을 고려한 무선 전력 및 통신 기술 기반 교량 장기 계측시스템 구축 방안 연구)

  • A bridge health monitoring technology is under development for the safety management of aged bridges. The bridge health monitoring technology has been developed mainly for single bridge management at a large scale, so it uses wire-based systems for power supply and data transfer. However, the wire-based systems need to be improved for the sporadically distributed small-sized bridges on local roads. This study proposed a wireless structural health monitoring system for small-sized bridges. The proposed monitoring system overcomes the limitations of wired systems by providing wireless power through solar power and utilizing LTE technology to transmit measurement data. In addition, a remote control system and power management plan were proposed to ensure the stability of the bridge measurement system. The proposed measurement system was installed on 32 bridges on fields and verified the operability by collecting 80.6% of measurement data for one year. The proposed system can support the health monitoring of aged bridges on local roads.

  • Smart healthcare systems, a convergent industry based on information and communications technologies (ICT), has emerged from personal health management to remote medical treatment as a distinguished industry. The smart healthcare environment provides technology to deliver vital information, such as pulse rate, body temperature, health status, and so on, from wearable devices to the hospital network where the physician is located. However, since it deals with the patient's personal medical information, there is a security issue for personal information management, and the system may be vulnerable to cyber-attacks in wireless networks. Therefore, this study focuses on a key-development and device-management system to generate keys in the smart environment to safely manage devices. The protocol is designed to provide safe communications with the generated key and to manage the devices, as well as the generated key. The security level is analyzed against attack methods that may occur in a healthcare environment, and it was compared with existing key methods and coding capabilities. In the performance evaluation, we analyze the security against attacks occurring in a smart healthcare environment, and the security and efficiency of the existing key encryption method, and we confirmed an improvement of about 15%, compared to the existing cipher systems.

A Model Plane Photographing System and Information Collection for Facilities (모형비행기를 이용한 항공사진촬영과 시설물 정보의 수집)

  • The need of aerial photographs is increasing for small area development such as facility management, site planning, residence planning, and so on. It is not an easy task, however, to take aerial photographs using an aircraft for metric photogrammetry because of the strict regulatins of flying and also photographing in Korea, as well as the cost. As one of efficient methods to take large-scale aerial photographs, we investigated the ways of photographing by a remote controlled model plane(RC plane) with a light weight non-metric camera on board. We had examined the principles of RC planes and assembled a RC plane, And test photographing was performed. Even though we obtained reasonably good stereo-pairs for the grounds and facilities using the RC plane, we found there were yet many problems to be solved, such as difficulties of RC plane control, camera focusing, and accumulation of dust on the camera lens.

  • Recently, interest in fencing is getting increased in Korea due to good results in international fencing competitions and its exposure to the media. However, one of the difficult factors in entering fencing is the cost of initial equipment purchases. Solving this can contribute to expanding the base of fencing. For this reason, this study designed and developed a system that can replace the function of the remote control with a mobile application using Bluetooth communication and learn the function of the fencing scoreboard and fencing terms in French. Through interviews, fencing leaders and club members were asked to find out what was necessary in this study, and to mention the pros and cons of the test operation. It is expected that the fencing scoreboard will be lightweight and small, and it will help to spread fencing through cost reduction.

  • This paper is concerned with remote environment monitoring & control for the breeding house as scattering far and wide. The environment data is detected in the breeding house that is collected to one processor. It's adapted to the PSTN(public switch tele-phone network) and multi-processing for exchange the environment data and the control data in between the manager and a breeding house by micro-processor. We have designed the algorithm of the communication sequence through the experimental research. This system is composed of sensor interface, FSK communications, LED display, data latch and MCS-51 single-chip. The S/W is composed with data acquisition by multi-processing, data communication and interrupt. And this paper is Proposed the DB structure algorithm concern to a mount scale using web design. The subject is a performance of effective management for the breeding house.

  • The purpose of this study is to develop a lighting apparatus of the illuminance and color temperature to maximize the ability of the optimal combination of light sources that can be controlled efficiently control device. Finding people comfortable feeling for indoor lighting that can be used in a variety of color temperature illumination area by combining light sensitivity can be realized. Lighting apparatus for fluorescent lamps with different color temperature of 2000K and 8000K, and by varying the quantity of each of the fluorescent lamps, the illuminance of lighting equipment and color temperature through optical simulations were evaluated.   • Recently, livestock farms in Korea are introducing data-based technologies to improve productivity, such as livestock environment and breeding management, safe livestock production, and animal welfare. In addition, the government has been conducting a smart livestock distribution project since 2017 through the modernization of ICT-based livestock facilities in order to improve the productivity of livestock products and improve the livestock environment as a policy. However, the current smart livestock house has limitations in connection, diversity, and integration between monitoring and control. Therefore, in order to intelligently systemize all processes of livestock with intelligent algorithms and remote control in order to link and integrate various monitoring and control, the Internet of Things, big data, artificial intelligence, cloud computing, and mobile It is necessary to develop a smart livestock system. In this study, domestic and foreign research trends related to smart livestock based on intelligent information technology were introduced and the limitations of domestic application of advanced technologies were analyzed. Finally, future intelligent information technology applicable to the livestock field was examined.
