This study presents a comparative analysis of enforcement and regulatory compliance issues in Korean and American fisheries. The comparison involves characterizing factors which affect regulatory compliance. The study also suggests policy directions and strategies by characteristics of factors suitable to Korean fisheries circumstances in order to induce voluntary compliance from fishers and to make compliance friendly environment for the fishers. In detail, this study has 3 steps as follows. First, this study characterizes factors influencing compliance and non - compliance caused by various reasons and categorizes these factors by considering theories for fisheries regulatory compliance. Major categories of compliance factors consist of fisheries resources, users(fishers), and the government. Each category is composed of several factors and sub - factors by characteristics. Second, this study seeks to diagnose problems and limitations from the regulatory compliance in Korean and US' fisheries by analyzing the current status of the compliance in both countries. The comparative analysis between two countries highlights the problems and limitations of each country's regulatory compliance and leads to implications for Korean fisheries. Third, this study suggests policy directions and strategies suitable to Korean regulatory compliance environment through detailed understanding of U.S.' fisheries regulatory compliance. The suggested strategies are based on the concept of voluntary compliance and compliance - friendly environment, not command and control regulations. Furthermore, this study provides policy suggestions for Korean fisheries regulatory enforcement and compliance issues.
In the present paper, the regulatory compliance on the report responsibility relating to marine pollution prevention working plan for ship recycling in accordance with the Marine Environment Management Law in Korea was examined. In addition, plans to raise the regulatory compliance based on the results of the regulatory compliance questionnaire survey and interview between the concerned parties were suggested. The result of the regulatory compliance revealed that the degree of regulatory compliance of all groups is 52.7%, the government official group is 56.5%, marine industry related group is 48.6% and ship recycling group is 48.6%. Counterplans to raise the regulatory compliance, such as public relations for the ship recycling and marine industry related group and the development of simple standardized report form were suggested based on the results of the regulatory compliance survey.
'산업융합 신제품의 적합성 인증제도' (적합성 인증제도)는 개별 법령상에 융합 신제품에 적합한 인증 기준이 아직 준비되지 않았을 때, 별도의 입법 없이도 산업융합 촉진법에서 정한 바에 따라 동일 효력의 인증을 부여할 수 있는 법적 인증제도이다. 적합성 인증제도는 다른 인증제도들과 달리 규제 시차로 인한 융합 신제품의 인증애로를 해소하는 특성이 있다. 그럼에도 적합성 인증제도를 규제 개선의 관점에서 세부적으로 분석한 연구는 드물었다. 본 연구는 규제 문제가 발생 후 해소되기까지의 과정에 적합성 인증의 단계들을 순차적으로 매칭하여, 융합 신제품의 규제 시차가 적합성 인증의 절차를 통해 어떻게 감소되는지를 설명하였다. 나아가, 규제 시차 관리에 대한 관점을 정량적 측면과 정성적 측면으로 나누고, 규제 시차 감소를 위한 적합성 인증제도의 정량적·정성적 체계를 인증 절차의 각 단계별로 분석하였다. 이를 통해 본 연구는 적합성 인증제도가 융합 신제품의 규제 시차 문제를 해소할 수 있는 이유는 인증 절차별 법적 기한과 같은, 제도의 구조적 설계사항(정량적 측면) 뿐만 아니라, 개별 절차의 품질 확보를 위한 정성적 체계들을 갖추고 있기 때문임을 강조하였다.

The purpose of this study is to examine the effects of emotional arousals of guilt versus shame on health message compliance. The study also investigates the moderation impact of two individual factors that have not been studied much in health communications, including regulatory focus and self-construal. This study employs a 2 (guilt versus shame appeals/arousals) between-subjects experiment and a survey to test the conceptual model. The context of the study is binge drinking, and the survey respondents (n = 330) are male university students in Ho Chi Minh City, Vietnam. The results confirm the positive effects of guilt and shame arousals on health message compliance. In addition, the results show moderating effects of the two individual characteristics of regulatory focus and self-construal on the relationships between guilt/shame arousals and health message compliance. The findings of this study have not only theoretical implications but also practical implications in the field of health communications. The insights could help health marketers, policymakers, and health promotion agencies to effectively develop health communications campaigns with more appealing message content (guilt versus shame) and relevant media selection (regulatory focus and self-construal).

Background: Not only regulatory framework including radiation protection quantities and regulatory standards, but also methodology for regulatory compliance may be different in each country due to inherent philosophy for radiation protection. Materials and Methods: Based on the Korean regulatory models, off-site radiological dose resulting from the routine releases of gaseous radioactive effluents was calculated by applying the parameter values and assumptions recommended in the Korean and Japanese regulations. Results and Discussion: Effective dose for adult based on the Korean recommendation were 17.5 and 1.6 times higher than those of Japanese recommendation for 131I and 133I, respectively, for the same atmosphere dispersion and ground deposition factors. Conclusion: It was due to different parameter values and assumptions recommended for the purpose of evaluating compliance with dose criteria for the radiation protection of the public in each country.
본 논문은 설문조사 자료에 기초하여 제조기업의 환경관리활동 즉, 규범준수활동과 혁신지향활동이 환경대응능력의 창출과 성과의 제고에 미치는 영향에 관한 연구모형을 설정하고, 구조방정식 모델을 이용하여 실증분석을 수행하였다. 분석결과, 환경문제와 관련된 시장압력에 대응한 기업의 자발적인 혁신활동은 기업의 환경대응 능력의 창출과 성과제고에 정의 영향을 미쳤다. 그렇지만, 규제압력 즉, 법적 요건에 순응하기 위한 목적의 규범준수활동은 환경대응능력의 창출과 성과제고에 기여하지 못하는 것으로 나타났다. 게다가 혁신활동을 통해 창출된 환경대응능력은 기업성과제고를 위한 중요한 원천이 되는 것으로 나타났다. 이러한 연구결과를 바탕으로 그 시사점과 향후 연구방향에 대해 토의하였다.
This study performed the analysis on an economic feasibility of each marine fuel, potential fuel pathways and the relevance of compliance measures to ensure compliance with the FuelEU Maritime regulation. Additionally, it identified certain regulatory gaps to encourage the use of alternative marine fuels. Regarding GHG emissions calculations, the existing GHG regulations for ships applies the Tank-to-Wake (TtW) method, whereas FuelEU Maritime applies the Well-to-Wake (WtW) method. The main results present that important information to establish response strategy for FuelEU Maritime including the costs and benefits of each marine fuel, the minimum blending ratio of alternative fules, and compliance impacts of measures. For the regulatory costs and benefits of marine fuels following the implementation of the FuelEU Maritime from 2025, our findings indicate that while most fossil fuels incur regulatory costs from 2025, most of biofuels and RFNBO fuels do not incur costs until 2050. This will play a role to narrow the price gap between fossil fuels and alternative fuels.
To prevent the potential health detriment to the public from radioactive effluents, radiological dose assessments due to the operation of nuclear facilities located at Korea Atomic Energy Research Institute (KAERI) site has been performed semiannually in compliance with the Minister of Science and Technology (MOST)'s Notice in Korea. Radiological dose assessment based on the new recommendation of the International Committee on Radiation Protection (ICRP-60) has been conducted since 1998. In this manuscript, a serial activities at KAERI site to meet the regulatory standards for routine releases of radioactive effluents are introduced and discussed including technical approaches. It is clear that each nuclear facility has been operated in compliance with regulatory standards. Furthermore, it is identified that the radiation induced health effects for residents around the site are neglectable.
The principles and practices of national nuclear regulatory agencies around the world differ significantly. This paper outlines the philosophical approach to nuclear regulation of the Atomic Energy Control Board of Canada and attempts to explain the principles which have governed the Board's licensing and compliance programs during the past 37 years.
The regulatory recognition, regulatory approval, and observance for employer, inspector, and worker groups were investigated for the Korean measurement system in working environments. The employer, worker, and inspector showed an agreement of 90~97 % for the measurement of working environments. This survey showed that the measurement system of working environments has been settled in Korea. However, this survey showed an agreement of 81~87 % for reporting the results of working environment, involvement of worker representative, improvement of working environment, and holding presentations for working environment measurement.
