Unit Costs of Care Services in Long-Term Care Insurance in Korea - Its Characteristics and Evaluation - (노인장기요양보험 수가 개발의 특성과 평가)

  • The care market has a unique characteristic that cannot be understood only by pure consumerism. It is not simply constituted by the relationship between consumers and providers at a uni-dimensional level of consumerism logic; rather, it operates in the tripartite-dimensional relationship between the state, consumers and providers through the design and regulation of policies by the state(Evers 1994). The unit costs of long-term care insurance has a meaning as the signal of state for policy direction. This paper consists three contents. The first, it provides to examine the developing process and method of the unit costs of long-term care and to define the characteristics of the developing method of unit costs of the Korean Long term care Insurance. The second, it tried to evaluate the adequacy, validity, and equity of unit costs of care. The third, it proposed the policy direction and measures focused on state's role as price determinator and regulator of care market in that unit costs of care is very important factors for formation and operating of care market.

  • In this paper, we describe the Solar Car, Woongbi, which was created to participate in the World Solar Challenge(WSC) at the team NeulHaeRang of Korea National University of Transportation. The WSC is the world's largest solar car racing competition and has a separate automobile regulation and must be manufactured to meet the regulations. Therefore, the key point of the solar car design is to optimize the energy efficiency based on the regulations. The solar car's drive system consists of a solar array to convert solar energy into electric energy, a maximum power point tracker (MPPT) controller to track the converted electric energy to maximum output power, a battery to store the produced electric energy, a BLDC (Brushless DC) motor for driving the vehicle by converting energy into mechanical energy, and a motor controller for controlling the BLDC. The optimal design methods for solar energy conversion and electric driving system of battery, motor are presented in this paper.

Analysis of Basic Local Government Ordinance for Supporting Senior Employment : Focused on the Autonomous Ordinances of Seoul City (노인일자리 지원을 위한 기초자치단체 조례 분석 : 서울특별시의 자치구 조례를 중심으로)

  • The purpose of this study is to analyze the form and content of the Ordinance on Job Support for the Elderly, and to verify whether the Ordinance has formal validity and effectiveness. For this purpose, the 13 local ordinances of the municipal governments in Seoul were selected for analysis and the contents and composition of each ordinance were analyzed. As a result of the analysis, no major difference was found in the main form of the regulations such as the purpose of enactment of ordinances and contents of business. However, the scope of the policy application and the provision related to the delivery system were confirmed to be different by each regulation. In particular, residents' rights to services did not exist in all ordinances, and the obligation of local governors to provide jobs for the elderly was lacking in specificity and needed improvement. In terms of effectiveness, there are no provisions related to the delivery system or the mandatory nature of the regulations. Based on this analysis, this study proposed the directions of improvement and supplement of the ordinances.

  • This study discuss how the meaning and role of the state in the process of globalization are defined by the media and how the regulation is related to the ideology and value inherent in the process of globalization. Specifically, we tried to examine how the meaning and role of neoliberal state, which characterizes globalization process, is justified and reinforced by media. The purpose of this study is to understand the characteristics of the dominant globalization process inherent in the discourse of national competitiveness by analyzing how the national competitiveness index report released by the World Economic Forum is reported by the media every year. In addition, we sought to understand the significance and role of the state in the globalization process by examining what areas are emphasized and excluded from the national competitiveness index composed of economic infrastructure, economic efficiency, and enterprise innovation activities.

An Analysis of the Research Trend on Smart Mobility : Topic Modeling Approach (스마트 모빌리티 연구 동향에 관한 분석 : 토픽 모델링의 적용)

  • Recently, with the widespread expansion of convergence based on digital connectivity, the transportation and mobility fields are rapidly changing, and research related to this is also diversifying. This study aims to analyze the research trends in the mobility field and identify key research areas and topics. Topic modeling analysis has been proved as a useful approach for analyzing the research trends. The abstracts of 142 research papers concerning mobility from the Korean academic citation index were analyzed, derived 9 research topics and linked to 6 key elements of research framework. The result showed that 'Advanced vehicle and transportaion technology' and 'Linkage and integrated services among means for mobility' were most actively studied research fields. It also found that research on insurance, law, regulation for securing user's safety and conflict-resolving with the existing industry has been conducted.

Assessing Life Surveys of Medical Students and Need-Based Student Services (의과대학 학생들의 생활실태 및 학생지원 방안)

  • The purpose of this study was to analyze the results of a study on the psychological state, lifestyle, self-management ability, and academic adaptation of medical students, and to present examples of improvement of a student support center based on the results. A medical school in Daegu has been surveying the living conditions of students every year for 6 years since 2016. More than 60% of medical students experienced depression and more than 70% experienced stress, but these rates have significantly improved over the past 5 years. There were many cases of drinking or smoking to relieve stress, but the frequency of drinking recently decreased substantially. Some students had difficulties in emotional regulation (11.5%) and time management (16.6%), and challenges in planning and self-management increased significantly during the coronavirus disease 2019 (COVID-19) pandemic. The satisfaction and adaptability of medical students are high, but the number of students who are not satisfied with but negative response rate is 2%-3% in every year. However, satisfaction has significantly increased in tandem with curriculum changes and COVID-19. Based on these data, the counseling system was reorganized to support psychological stability, the medical humanities curriculum was improved, and changes in actual quality of life were induced by developing and operating non-curricular programs. Furthermore, standardized questionnaires will be developed and data from many medical schools will be shared, which is expected to support medical students more effectively.

Study on Introduction of Partial Delegation System for Aircraft Certification (항공기인증의 일부 위임제도 도입방안에 대한 연구)

  • Recently, aerospace industries in South Korea are expected to continue to grow due to UAM. Accordingly, certification services for aircraft are expected to increase. As a way to cope with the increase of certification work, one could consider a delegation system that can limitedly delegate the unique role of airworthiness authorities. In this paper, we reviewed regulations of FAA's individual delegation (DER, DAR, DMIR, etc.), the organizational delegation system (ODA), and the EASA's organizational delegation system (DOA, POA). We also reviewed regulations and actual status of delegation system in South Korea. On the basis of these, considering circumstances of aerospace industries in South Korea, we presented a method to introduce certification delegation system gradually and to improve domestic certification regulation.

Purchase and Acquisition Order System for sharing on factory (공유 온 팩토리 서비스를 위한 수발주 시스템)

  • In accordance with the industrial convergence regulation sandbox decision promoted by the Ministry of Trade, Industry and Energy, the "machine tool sharing service in the factory" applied for by MyMaker Co., Ltd., an industry-academia cooperation company, was granted a demonstration exception. While implementing this, in a situation where the ordering service part had to be developed as software, the company's domain problems were identified and analyzed, procedures were established, and a system was designed that met the related requirements. As a joint research and development project to solve the difficulties of the LINC+ industry, the order-to-order system was finally developed for shared factory services. In accordance with the procedure and requirements analysis, the planning, design, prototyping, and implementation production stages were carried out. Finally, it was confirmed that the final development contents were well implemented according to the requirements, and the resolution of the difficulties was confirmed through functional verification demonstrations.

Critical Success Factors for the Adoption of Health Management Information Systems in Public Hospitals in Zimbabwe

  • The Zimbabwean healthcare sector faces huge challenges due to increased demands for improved services for a growing number of patients with fewer resources. The use of information and communications technologies, prevalent in many industries, but lacking in Zimbabwean healthcare, could increase productivity and innovation. The adoption of health management information systems (HMISs) can lead to improved patient safety and high-level patient care. These technologies can change delivery methods to be more patient focused by utilising integrated models and allowing for a continuum of care across healthcare providers. However, implementation of these technologies in the health care sector remains low. The purpose of this study is to demonstrate the advantages to be attained by using HMISs in healthcare delivery and to ascertain the factors that influence the uptake of such systems in the public healthcare sector. A conceptual model, extending the technology, organization, and environment framework by means of other adoption models, underpins the study of adoption behavior. A mixed method methodology was used to conduct the study. For the quantitative approach, questionnaires were used to allow for regression analysis. For the qualitative approach, thematic analysis was used to analyse interview data. The results showed that the critical success factors (namely, relative advantage, availability, complexity, compatibility, trialability, observability, management support, information and communication technology expertise, communication processes, government regulation, infrastructure support, organizational readiness, industry and competitive support, external support, perceived ease of use, perceived usefulness, attitude, and intention to use) influenced adoption of HMISs in public hospitals in Zimbabwe.

  • This study reviewed the concept of land registration and analyzed the land registration system in UK, Australia, USA, the Netherlands, France and Sweden. Land registration is a process of registering physical information and rights related to land in the land register for protection and regulation of land rights, taxation and dispute resolution. The land registration systems in the six countries were mainly analyzed in terms of policy, land register, objects and systems. As a result, first, the establishment of the land registration master plan is of paramount importance for sustainable development of land registration systems. Second, land register needs to be improved for 4D land management and service. Third, reduction of period and improvement of work efficiency for the cadastral resurveying should be considered. Last, a plan to improve public services by linking the geospatial technology with the land registration system is need.
